Position Summary:
The Chief of Operations reports directly to the President and serves as the member of the Senior
Leadership Team responsible for the planning, organizing, coordinating, directing, and controlling of
building maintenance, custodial, facilities planning, construction projects, grounds and vehicle equipment
maintenance, emergency management and security operations for all College premises.
Essential Duties and Responsibilities:
The following are the functions essential to performing this job:
1. Direct supervision of the Director of Plant Operations, the Executive Director of Facilities Planning,
and the Director of Public Safety and Security.
2. Development and management of the budgets for building maintenance, custodial, facilities planning,
construction projects, grounds and vehicle equipment maintenance, emergency management and
security operations. The Chief of Operations ensures that team plans and employee goals are
coordinated and integrated closely with the College strategic plan and annual strategic priorities.
3. Responsible for all aspects of personnel management within his/her departments including but not
limited to: training, professional development, performance management, recruiting, and hiring. This
position is also expected to maintain positive employee relations.
4. Leadership of the College Crisis Management Team and the Emergency Management Plan. Ensures
that written emergency plans meet the requirements of the Maryland Emergency Management
Agency.
5. In collaboration with the Director of Public Safety and Security, ensures that the College meets all
requirements of the Campus Crime and Reporting Act. Accurately reports all required data regarding
campus crime, while meeting required time frames.
6. Continually seeks to determine the public safety and emergency management needs and expectations
of the College, to act upon those needs and expectations of the College, and to inform the College
community of the resulting procedures developed to improve the delivery of public safety and
emergency management services.
7. Plans, organizes, coordinates and conducts periodic emergency exercises.
8. In collaboration with the Executive Director of Facilities Planning is responsible for the Five-Year
Capital Improvements Program and Annual Capital Budget Request to the State of Maryland and the
Six-Year CIP funding CIP request to the County. Identifies the capital improvement needs by project
and by year for the five and six year periods, develops a plan of action for College capital
improvements, and establishes priorities for the implementation of the plan.
9. In collaboration with the Executive Director of Facilities Planning develops and updates the Campus
Facilities Master Plan on a continuous basis. Ensures that the plan addresses both growth and

renewal projects and reflects an order and planned sequence of activity over a twenty year period
consistent with implementation of the College Strategic Plan.
Provides oversight of the College construction/renovation/capital projects to ensure timely
completion.
Ensures that all buildings, grounds, vehicles, equipment and systems are operational 24 hours a day, 7
days a week.
The Chief of Operations is responsible, in collaboration with the Director for Plant Operations, that
snow removal, storm recovery operations and emergency restoration of facilities occur in a timely
fashion to assure the least amount of downtime for college facilities and no loss of classroom time.
Develop, implement, and maintain departmental operating policies and procedures.
Develop and propose recommendations/revisions for College-wide policies and procedures.
Required Minimum Qualifications:
1. Education: Bachelor's Degree.
2. Minimum of five years of management/supervisory level experience.

Master’s degree preferred.
Knowledge of physical plant operations and systems, building systems, and construction.
Basic proficiency in the use of Microsoft Office suite.
Proven track record of ethical, effective leadership in Public Safety and/or Law Enforcement.
Demonstrated experience working with a culturally diverse student population.
Demonstrated ability to work effectively with a culturally diverse workforce.
Demonstrated ability to provide leadership in organizational change.
Outstanding written and oral communication skills.
Strong organizational/reporting/record keeping skills.
Demonstrated knowledge of and training in the National Incident Management System.
Working knowledge of legal issues related to campus police administration including, but not limited
to, the laws of arrest, search and seizure, use of force, civil liability, FERPA, FMLA, and Jeanne
Clery Campus Crime and Reporting Act.
