6. PRESIDENT’S ANNOUNCEMENTS (10 min.)
• Due to the Memorial Day holiday, the next ASNC Board meeting is the third Monday, a week earlier, on May 18.
• Geographic Representative candidates for Montecito Heights, Hermon, and Sycamore Grove will be selected at the
May 18th meeting meeting. Applications must be received via mail by May 12.
• ASNC Officers will be selected at the May 18th meeting.
• ASNC co-sponsors Museums of the Arroyo Day on May 17, free shuttles to local cultural attractions.

9. TREASURER’S REPORT (Budget & Finance) Motion: The ASNC approves the Monthly Expenditure Report.
10. OUTREACH EXPENDITURES
A. Motion: The ASNC approves the outreach expenditure of $500 to the nonprofit Avenue 50 Studio for
costs of a Papel Picada class at Lummis Day, June 7, 2015. (Outreach, B&F)
B. Motion: The ASNC approves the outreach expenditure of up to $300 for food from Smart & Final or
similar for the Diabetes Workshop to be held June 4th or 12th at the Montecito Heights Senior Center
beginning at 11am. (Outreach, B&F)
C. Motion: The ASNC approves the purchase of branded promotional items in the amount up to $2000 in
outreach funds from 4imprint.com or similar including key chain bottle openers, pens, chip clips, first
aid kits, flashlights, reflective bracelets, koozies and cloth water bowls.
D. Motion: The ASNC approves reimbursement of Martha Benedict for $149.59 of outreach funds for
Peace in the Northeast expenses.
11. OPERATIONAL EXPENDITURES
A.
Motion: The ASNC approves the expenditure of up to $100.00 for file folders, file storage boxes,
printer cartridges and other office supplies from Staples or similar for use by the Planning and Land
Use Communittee (PLUC).
B.
Motion: The ASNC approves the expenditure of up to $100.00 for printer cartridges and other office
supplies from Staples or similar for use by the Budget and Finance Committee.
12. BUDGET DAY REPRESENTATIVES Motion: The ASNC appoints two Board members to represent ASNC
at Budget Day at City Hall on June 27. All may attend.
13. PROCEDURES STIPULATION WORKSHEET, TO BE CONVEYED TO DONE BY JUNE 1
Motion: The ASNC approves the Procedures Stipulation Worksheet as completed by the Rules & Election
Committee.
14. REFERENDUM AGAINST BYLAWS AMENDMENTS TO ARTICLE VII “COMMITTEES AND THEIR
DUTIES,” SECTION 1.J. APPROVED BY THE ASNC BOARD ON FEBRUARY 23, 2015 REGARDING
MEMBERSHIP, VOTING AND SELECTION OF CHAIR FOR LOCAL ISSUES COMMITTEES. Motion:
The ASNC approves the request of the referendum petition sponsored by Judy Shane, Dana Daniels, Alex
Bowman and Wendi Riser to change the ASNC Board-approved language from:
There shall be one (1) Locals Committee for each of the communities in the ASNC. Voting membership
in each Local Issues Committee shall include the geographical Board members that represent that
community as well as committee chair appointed stakeholders from that same community. Local Issues
Committees shall report to the Board on matters of local importance at regular meetings of the ASNC.

15. AMENDMENTS TO ASNC BYLAWS Second reading of proposed amendments to the ASNC Bylaws
as recommended by the Rules and Elections Committee. Motion: Motion: The ASNC approves the
amendments to the Bylaws as submitted by the Rules Committee and read at the March 23 meeting.

Article V, Section 1 Composition B. Nine (9) At Large Representatives.
At Large Representatives shall be elected by the ASNC stakeholders. There shall be one (1) At Large
Representative for each of the following seven (7) Community Interests within the ASNC and two (2) At
Large Representatives:
1. Retail, Wholesale, and Services
2. Faith Based Organizations
3. Education and Youth
4. Recreation, Culture, and the Arts
5. Environment
6. Community Non Profits
7. Health Care and Seniors
8. Two (2) At Large Representatives – Community Interest Stakeholder
eight (8) At Large Representatives who live, work, or own property in the ASNC area, up to to two (2) of
whom may be under eighteen (18) but not less than sixteen (16) years old, and one (1) Community Interest
At Large Representative.
Article V, Section 6. Vacancies
Board vacancies shall be filled by selection by the Board as set forth in the Standing Rules. If a geographic
seat is not filled during the general elections, or becomes vacant at any point after the elections, the Board
will have sixty (60) days to fill the vacancy with a stakeholder who meets the requirements for the seat as
specified in Attachment B of these bylaws. If the seat is not filled within sixty (60) days it shall convert to
an At Large Representative seat for the remainder of the current Board term and may be filled by anyone
meeting the requirements of an At Large Representative. A geographic seat which has been filled in this
manner will revert back to a geographic seat for the next general elections.
16. MT. WASHINGTON GEOGRAPHIC REPRESENTATIVE SELECTION
Helen McAlary I have lived in Mt. Washington for two years and absolutely love it. I enjoy Mt.
Washington and our surrounding neighborhoods and I am grateful for the beautiful open spaces, proximity
to the gold line, and our historic landmarks like the Southwest Museum and Lummis Home. I have recently
started attending the MW local issues committee meetings and am excited about the opportunity to serve
as a Board member for ASNC. Professionally I am a Librarian. The values that drew me to Librarianship
as a career are what also drive me to be interested in serving on the Board - community building, civic
engagement, transparency, and public service are all extremely important to me. My career in libraries has
given me opportunity to work in municipal government at the City and County level and my knowledge
of local government is helpful in navigating and advocating for local issues. As a newer resident and
homeowner I still have much to learn but I bring an open mind and a willingness to work.

Funding requests: Unless otherwise stated in the approved motion, any funds appropriated for community
projects as a result of this meeting’s actions: (1) will be drawn from the 2014-15 ASNC budget; and,
(2) under ASNC standing rules, expenditure of any such funds must begin WITHIN SIX MONTHS OF
APPROVAL BY THE BOARD, or the appropriation will automatically lapse.
The public is requested to fill out a “Speaker Card” to address the Board on any item of the agenda prior
to the Board taking action on an item. Comments on Agenda items will be heard only when the respective
item is being considered. Comments from the public on other matters not appearing on the Agenda that
is within the Board’s subject matter jurisdiction will be heard during the Public Comment period. Public
comment is limited to 2 minutes per speaker, unless waived or adjusted in the interest of fairness, by the
presiding officer of the Board.
