REPORT OF THE TRANSPORT AND PUBLIC WORKS COMMITTEE
VISIT TO NYAHURURU TOWN ,SOSIAN AND NGOBIT WARD.

Preface
Mr. Speaker sir, the Transport and public works committee was constituted on 24th April 2013
pursuant to provisions of Standing Order 191(1), it is my pleasure and duty to present to the
County Assembly, the committee visit to Nyahururu Town, Sosian ward and Ngobit Ward.
The membership of the committee is derived from S.O 191(1) and it comprises of the
following;


Committee Mandate
Mr. Speaker sir, the Transport and public works committee is mandated to look into all
matters related to County transport, including County roads, street lighting, traffic and
parking, public transport and harbors, excluding the regulation of international and national
shipping and matters related thereto county public works and services including storm water
management systems in built up areas and sanitation services.
The functions of the committee are as follows;
a) To investigate, inquire into, and report on all matters relating to the mandate,
management, activities, administration, operations and estimates of the assigned
departments;
(b) To study the programme and policy objectives of departments and the
effectiveness of the implementation;
(c) To study and review all county legislation referred to it;
(d) To study, assess and analyze the relative success of the departments as measured
by the results obtained as compared with their stated objectives;
(e) To investigate and inquire into all matters relating to the assigned departments as
they may deem necessary, and as may be referred to them by the County
Assembly;
(f) To vet and report on all appointments where the Constitution or any law requires
the County Assembly to approve, except those under Standing Order 184 (Committee
on Appointments); and

(g) To make reports and recommendations to the County Assembly as often as
possible, including recommendation of proposed legislation.
BACKGROUND
Road network in Laikipia County.
The total classified road network is 1,038.1Km of which over 80 percent are feeder roads.
The bitumen surface in the county stands at 139.3Kms, covering mainly the Nyeri-Nanyuki,
Nyeri-Nyahururu, and Nyahururu-Kinamba-Rumuruti roads. The gravel surface stands at
296.9Km and the earth surface at 601.9Km.
A.NYAHURURU TOWN
Nyahururu is a town in Kenya, lying east of Nakuru. It is located in Laikipia County.it is a
highly populated town that require services like health, education and road networks to be
improved so as to serve the communities.
The Transport and Public works embarked on a three day visit to Nyahururu, Ngobit Ward
and Sosian ward. The committee arrived at Nyahururu town where the Member for County
Assembly for Igwamiti Ward who is still a member of this committee welcomed the members
and introduced them to his personal assistance who then took the members around Nyahururu
town. The members were interested in roads, street lights in the town and parking slots.
The committee made the following observations and recommendation at Nyahururu Town;
Observations:
1) Most of the parking slots are ordinary road pavements. There is a great shortage of
parking slots hence the motorists usually park their motorcycles (boda boda) on the
sidewalks of the road.
2) The payment parking booths are not in place in this town.
3) There were culverts that had been laid besides some streets and had not been installed.
4) There were no streetlights along the Nakuru-Nyahururu highway which directly
serves the Nyahururu General Hospital and Police Station.
5) The cut-outs that have been fixed on the street light masts are being vandalized at
night by unknown persons; hence creating total blackouts within the town.
6) The County Government offices at Nyahururu town are not friendly to PWDs.
Recommendations:
1) The available parking bays should be improved to cabro standards i.e the laying of
cabro blocks on the parking slots. This will greatly increase parking slots and provide
a longer service life to the parking bays available.

2) The payment parking booths, should be installed on the major common streets of the
town; so as to ease the movement of the motorists as they make their respective
payments.
3) Funds should be availed to install the hanging culverts along the major streets to avoid
further damage/breakage and erosion on the roads during the rainy season.
4) Streetlights are urgently required along the Nakuru-Nyahururu highway; so as to
serve the police officer who patrol the Nyahururu General Hospital and Police
Station, as well as the citizens who visit the hospital as they are situated along the said
highway.
5) The meter boxes containing the cut-outs should be installed using wire guards so as to
minimise the instances of vandalization. There was also some old street-light masts
that were not functional. It was recommended that they should be replaced with new
masts since the spare parts to the old masts were not readily available.
6) The committee recommends that all public facilitiesshould be friendly to PWDs.
B. NGOBIT WARD
Ngobit County assembly ward is an electoral ward in Kenya. It is one of the wards in
Laikipia East constituency in Laikipia County.The ward has a population of approximately
23,979 and it comprises of the following Sub-locations; Withare, Wiyumire, Kariguni,
Mutaro, Muhonia, Njoguini, Ruai, Wamura and Nyambogichi.
The transport and public works committee had a priviledge to visit this ward on their second
day of visit .the committee main agenda was to oversight on all the graded and murramed
roads in the ward. the committee was welcomed by the member for county assembly
represnting Ngobit Ward who then introduced his personnal assistant to the committee .after
a short period of interaction the committee emberked on a field visit where the committee
made the following observations on the new opened roads, graded and murramed roads in
this ward;
Observations:
1. The committee observed that new roads have been opened up especially in the interior
within the wards to ease the movements of residents.
2. Poor drainage systems especially during the rainy season erodes the murramed roads.
3. The committee observed that the new roads that have been graded have not been
murramed.
4. Part of the existing road networks have been washed away by rain water. This has
been caused by poor drainage patterns and lack of proper monitoring during the actual
road construction.

The following new roads have been graded to ease transport in Ngobit ward;
a. Nyala Road (3.4 kms)
b. Polytechnic Road (3.1 kms)

c. Wiyumiririe/Catholic Road (3.6 kms)
d. Dam Road (3.2 kms)
e. Kwa-Iria Road (3.4 kms)
The above roads have been freshly graded in Ngobit ward though they require the
following:
 Complete murraming to easen the movement especially during the rainy
season.
 Culverts should be installed to easen drainage at strategic points on the road so
as to maintain the roads in good condition and to serve the public for long
period.
The following roads have been murramed in Ngobit ward;
a. Makutano Road (2 kms) - fully murramed
(a section of Makutan road that needs to be compacted to make the road easier to ride on)

b. Mahiga meru Road (3 kms) - partially murramed only

d. Matopeni Road (3.5 kms) - fully murramed

C. SOSIAN WARD
Sosian County Assembly ward is an electoral ward in Kenya. It is one of the wards in
Laikipia North constituency in Laikipia County. The ward has a population approximately to
26,077 and it has the following sub-locations Magadi, Marundu ni Meri, Kirimon and Sosian
At Sosian the committee made the following observations;
1. There are major roads that have been encroached by bushes and plants and this
have led the roads to be narrow. This has been caused by increased roadside
farming; illegal roadside development and poor land survey.
2. Drainage system were not properly done on the roads that were already
murramed.
The following new roads has been re-opened up and graded, hence are now accessible
by the citizens:
The following roads require the following improvements:
 They require Complete murraming
 Culvert installation at strategic places to improve drainage
 Clearing of bushes on the sidewalks since they have started encroaching the
main roads.

The following roads have been opened up and graded but require murraming and
culvert installation at designated points to ease movement during the rainy season:

Main Road- Githima (3 kms)
Sipili - Olmoran Road (6.5 kms have already been murramed; but there's an
existing 2.5 kms that requires murraming so as to complete the entire road).

Above is an illustration of the murramed and unmurramed sections of the Sipili - Olmoran
road.
The following roads in Sosian Ward need re-opening since they are major roads in this
ward;
a. Gideon - Kahuho Road (app. 8 kms)
a. Loniek - Ndonyoriwa- Lakwang Road (app. 30 kms). This is a major road that
requires complete re-opening; since it's a security road. It will enable the
locals to follow-up their stolen livestock easily. The cattle rustlers who steal

livestock usually run away with the animals into the forest, hence follow-up is
not easy.
Committee Recommendations:
The Transport and public works committee recommends that:
1. Parking bays/slots in Nyahururu town be upgraded to cabro standards. This will
increase the service life of the parking bays and serve the residents for longer.
2. Streetlights are urgently required along the Nakuru-Nyahururu highway; so as to
assist the police who patrol the Nyahururu General Hospital and Police Station, as
well as the patients who visit the hospital as they are situated along the said highway.
3. The County Government should establish all the roads that have been partially
murramed and ensure that they have been fully murramed to ensure the longevity of
the roads.
4. All the existing roads that have been murramed should be fully compacted to easen
the movement of vehicles along those roads.
5. The County Government should reclaim all the encroached road reserves; clear all the
bushes on a regular basis to avoid further encroachment.
6. The County Government to dermacate all road reserves afresh so as to reclaim and
preserve the original road boundaries especially the interior roads.
7. The County Government to install culverts at strategic positions to enhance drainage
along the road network; and avoid erosion on the roads.
8. The county Government to ensure proper supervision of roads during the initial
construction process so as to get quality roads.
9. The County Government to involve the communities within, to maintain the existing
roads, and ensure adequate allocation of resources during the construction process.
10. The road network should be increased/improved; i.e by opening up and grading of the
rural feeder roads to serve the community/population that lives in the interior.
11. Finally, ensure that the road contracts are labour based. This will create employment
to hundreds of youth within the wards and ensure that the roads are well taken care off
to ensure proper roads are maintained.
