Terms of Reference Position Technical Expert for Technical and Vocational Education and Training Location Addis Ababa, Ethiopia Reports to Project Director, STEM Project, WUSC World University Service of Canada (WUSC) is a leading Canadian non-profit organization committed to fostering human development and global understanding through education, training, and capacity building. In response to a Request for Proposals issued by the Department for Foreign Affairs, Trade, and Development of the Government of Canada (DFATD), WUSC will be submitting a proposal for the Project Strengthening Education for Mining in Ethiopia (STEM). The aim of the STEM project is to increase the number of Ethiopian men and women who are qualified to undertake work in the growing mining sector in Ethiopia. The project will enhance the capacity of university programs to produce qualified graduates, particularly female graduates, and increase the employment-oriented skills of local community members in mining areas. These objectives will be accomplished through a variety of means, including: the development of improved university curricula, training and professional development, the establishment of linkages between training institutions and the private sector, improved occupational standards, awareness campaigns on job opportunities, and training of TVET trainers. WUSC is seeking individuals willing to submit their candidacy for consideration as a part of the implementation team for this project. Scope of work WUSC is issuing a call for high-level experts in vocational training related to the mining sector in Africa. The project will be $12 million in value and five years in duration. The Technical Expert for TVET will be based in Addis Ababa. Qualifications Required Advanced degree in education, engineering, environmental science, or similar field; Over 10 years of experience in supporting vocational technical training institutes in developing demand-driven vocational and employment skills training programs, including carrying out assessments of occupational standards and facilitating the development of short-term training; Experience delivering international development projects in Ethiopia or East Africa (including design, implementation and delivery of technical assistance, or monitoring and evaluation); Over 5 years of experience in multi-stakeholder collaboration with the private sector, government, and local communities; Strong expertise in gender equality, social inclusion, and environmental issues, preferably in Ethiopia and preferably in mining areas; Experience in awareness campaigns or social marketing; and Excellent oral and written communication skills in English.
