Board of Directors Liaison to the Council on Education
Recommendation: That the Board of Directors approve discontinuing the appointment of a
member of the AVMA Board of Directors as a liaison to the Council of Education.

Strategic Impact and Objective Being Met: This recommendation does not directly advance
the strategic objectives. However, it will strengthen the existing firewall between the AVMA
Board of Directors and the Council on Education
Background: The COE at its September 2014 meeting appointed a committee to review its
policies on observers, including the policy found in Section 15.6.3 of the Accreditation Policies
and Procedures of the AVMA Council on Education entitled COE Observers. The policy
states:
15.6.3. COE Observers
AVMA Executive Board – A member of the AVMA Executive Board serves as
an observer at all Council meetings. The observer is a non-voting member
appointed and funded by the AVMA Executive Board.
COE observers’ must sign confidentiality agreements at the beginning of their
terms. Any written reports to the observers’ respective entities will be
approved by the COE Chair prior to submission to that entity and will contain
no information on accreditation decisions.
The committee forwarded a recommendation to the COE for consideration at its March 2015
meeting that the Council forward a recommendation to the Board of Directors to discontinue
the practice of appointing a member of the Board of Directors as a non-voting observer.
AVMA Board of Directors must sign a confidentiality agreement, do not participate in Council
deliberations, and are non-voting observers; however, the Council believes that it would serve
to strengthen the existing firewall if no representative from the Board of Directors was present
for Council meetings.
The Council respectfully requests that the Board of Directors approve this recommendation. If
the recommendation is approved the Council will revise the policy to reflect this change.
