Job Description: Housing Support Services Team Leader Avalon Housing is a community-based, non-profit organization that was created in 1992 to develop, own, and manage permanent supportive housing. Our mission is to provide affordable housing and support services for Washtenaw County's lowest income households, with a priority on people who are homeless or at risk of homelessness, and who have a mental or physical disability. The majority of our tenant households has experienced homelessness or housing instability and has a range of special needs. Voluntary support services are available to all tenants to help them maintain their housing and enhance their quality of life. Utilizing a “Housing First” approach, Avalon’s Services Teams work closely with our Property Managers to help tenants achieve housing stability and move beyond homelessness. Services staff also collaborate with community partners to ensure the coordinated delivery of a broad range of services that meet the mental, physical, psycho-social and housing needs of the individuals either through direct service or linkage to appropriate resources. Job Responsibilities: In addition to managing a moderate caseload of clients, the Housing Support Services (HSS) Team Leader, in conjunction with the Director of Tenant Programs, guides the day-to-day operations of the program and is responsible for training and oversight of staff to ensure quality of services, proper attention to tenant needs and plans, and adherence to program/agency policies and procedures. The Team Leader also meets individually and regularly with staff to provide effective clinical supervision, support and mentorship. This position has on-call duties and the 24/7 nature of the agency requires that all staff occasionally work nights, weekends and/or holidays. Coordinate day to day and clinical operations of program, including scheduling staff hours to assure coverage during all operating hours Coordinate initial screening of referrals, including initial assessment and engagement for referrals Provide training and oversight to staff to ensure quality of services, proper attention to tenant needs and plans, and adherence to program/agency policies and procedures Meet regularly with staff to provide effective clinical supervision, support, and mentorship Fulfill administrative duties as dictated by program need Provide supervision and conduct performance evaluations of staff Provide vision and oversight to clinical and community programming needs Maintain strong working knowledge of Avalon Housing personnel policies and procedures and assure compliance, personally and throughout the team Understand and promote among the team all relevant Council of Accreditation Service Standards, including record keeping and privacy requirements, and remain current as standards are updated Oversee staff/intern provision of the following services: o Provide ongoing, active outreach and creative engagement to tenants o Supervise and review team clinical documentation to assure team members maintain current and complete clinical records and progress notes o Conduct comprehensive assessments and help tenants develop action plans to achieve goals o Work with tenants and property management to coordinate eviction prevention efforts and develop housing permanency plans. o Assist tenants in developing basic life skills including tenant rights and responsibilities and maintaining an apartment o Budgeting/financial literacy support o Negotiate and advocate with external community resources o Link tenants to employment opportunities and skill development opportunities o Assist tenants with accessing needed medical, substance use, mental health, and psychosocial supports o Assist tenants with conflict resolution among tenants and neighbors. o Provide and oversee crisis intervention as needed o o Work to build community and peer support among tenants including participation in community programming activities Meet other documentation requirements as dictated by program need Supplemental Job Duties: Work with clients in their homes, in community centers, and in the larger community Attend staff meetings, retreats, and professional training sessions Participate in on-call rotation and occasional evening and weekend work as necessary Assist tenants as needed with activities of daily living such as transportation, housekeeping, meal preparation, medication, shopping, laundry, or other hands on assistance Required Qualifications MSW or relevant Master’s degree in a social or behavioral science or relevant field Two years working with similar populations, including people who are homeless, people with mental illness, chronic health, and/or addiction disorders Ability to communicate and work effectively with staff from various backgrounds Ability to work flexible hours as required by programs and staffing needs including occasional evenings and weekends Desired Skills and Abilities Interpersonal flexibility; solid teamwork and communication skills; ability to work independently with minimal supervision; Strong leadership skills with ability to support and motivate staff in a challenging line of work; Must possess a highly positive and enthusiastic attitude and strong commitment toward helping those in need Strong organizational skills Ability to effectively and efficiently manage data collection and analysis, including required paperwork Ability to effectively work with diverse populations in a non-judgmental way Capacity to respond to crisis situations Strong communication skills – both verbal and written Strong problem-solving skills Ability to give and receive constructive feedback Interest and experience in working with individuals who are difficult to engage and refer to traditional programs, subscribe to a philosophy of tolerance and ability to engage with individuals in their current stage of change, expressed knowledge, acceptance, and/or experience with principles of harm reduction Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
