The month was marked by a variety of promotions to raise awareness and support. Thanks to the many fans and supporters who took took selfies (self-portrait photographs usually taken via a mobile device) to show their support for the March for Meals Cause! Special thanks as well to the L.O.V.E. Team of West Reading, a group of West Reading merchants merchants who partnered with Berks Encore to sell bags of coupons to benefit the Meals on Wheels Program. Finally, March 18’s Celebrity Day reminded us of the amazing community we have in Berks County—and the tremendous role that the Meals on Wheels program plays in keeping our community healthy. Financial challenges are very common for women, which makes me wonder why they are so underserved. While doing my research, I was surprised to find that many women are treated poorly by financial professionals. A Boston Consulting Group Study discussed the condescending attitude and the lack of advice given to women. Maybe that’s why 70 percent leave their advisors once widowed. The study also noted this was peculiar considering that women are willing to accept advice and have the potential to be great clients for advisors. Women are a major force in the financial world. According to an article in Investment News, “10 Essential Financial Facts About Women,” women are sole heads of 32 percent of U.S. households and control $14 trillion of personal wealth assets in the U.S. By the year 2020, they are expected to control about $22 trillion. Why, then, are they failing to get sound, professional advice? The answer lies in not understanding what women want and need. First, women need a trusted advisor, PLUS: • Someone who will be empathetic and competent; not a salesperson. • To understand what needs to be done and “why.” • To be able to ask the right questions. • A long-term relationship with her advisor, not short-term fixes if her husband dies or they divorce. • Ongoing, competent advice from an advisor who listens. In my opinion, age is not a factor. A woman can be young and single, middle-aged and facing a divorce, or dealing with the death of a partner or spouse. In any case, women need an Advocate—one who can weed through the Wall Street jargon and provide solutions they understand. Advocates help clients make sound financial decisions to positively impact their and their family’s future. Essentially, women (especially widows or divorcees) need a personal “Chief Financial Officer.” OUR MISSION Reaching financial independence requires considerable planning which may be challenging for women who were not the financial decision-maker Paul L. This is because women are twice as likely to survive their husbands based on a 2009 U.S. Census Bureau report. These are sobering statistics and may give women, at any stage in their lives, a reason to think about financial independence. She is the first CEO of Berks Community Health Center (BCHC), which opened in June 2012. BCHC provides preventative, primary care to patients regardless of their payment structure. Jim Cox, 129th Legislative District We all know the importance of following the laws while driving. However, laws change from time to time and it can be difficult to keep up with all the new rules. There are some basic, fundamental laws pertaining to driving in Pennsylvania that we all should know and obey. These laws include: “Keep Right, Pass Left,” “Steer Clear Law,” “Headlights On, Wipers On” and “Clear Vehicles of Ice and Snow.” The “Keep Right, Pass Left” law requires motorists to remain in the right lane of a road when traveling, unless actively passing another motor vehicle. The left lane is not intended to be used as a travel lane. Motorists must move right and allow traffic to continue to flow. The “Steer Clear Law” requires drivers to move over or slow down for police, emergency responders, road crews and towtruck operators while they carry out their duties. Motorists are also encouraged to move over to allow merging traffic ample room to adjust to highway conditions. Merging motorists are required to yield to oncoming traffic and wait for an opportunity to merge without inhibiting existing traffic flow. “Headlights On, Wipers On” requires all vehicles to have their headlights and wipers on when operating in inclement weather. Daytime running lights are not enough to fall into compliance with this law, and you can be ticketed for failing to turn on actual headlights. “Clear Vehicles of Ice and Snow” requires drivers to fully clear their vehicles of ice and snow before hitting the roadways, including the roof. If snow or ice is dislodged or falls from a moving vehicle and strikes another vehicle or pedestrian causing death or serious bodily injury, the operator of the source vehicle is subject to a fine of $200 to $1,000 for each offense. Failing to abide by these laws puts motorists at risk for preventable accidents and potentially death. Make Pennsylvania’s roadways a safer and more kind place by following the rules. My staff members inform me that many visitors to my office are filing an application to obtain a long form of their Birth Certificate, which is required when you file an application to obtain a United States Passport. The U. S. Department of State has made it mandatory for the full names of an applicant’s parent or parents to be listed on all certified birth certificates presented by passport applicants, regardless of age. I want you to be aware that depending on the volume of requests for birth certificates, it could take several weeks for you to obtain your birth certificate. Normally, sinuses are filled with air, but when they become blocked and filled with fluid, bacteria and viruses can grow and cause an infection. Conditions that can cause sinus blockages include the common cold, allergies, nasal polyps (small growths in the lining of the nose), or a deviated septum (a shift in the nasal passage). The result is sinusitis, an inflammation or swelling of the tissue lining the sinuses, causing pain in the forehead or under the eyes. About 37 million Americans suffer from at least one episode of sinusitis each year. Rarely contagious, acute sinusitis can usually be treated and will go away in several days. However, people who smoke or have numerous allergies, nasal blockages or narrowed drainage ducts may experience recurrent or chronic sinusitis. Symptoms of sinusitis may include facial pain or pressure, nasal stuffiness or discharge, loss of smell, fever, bad breath, fatigue and dental pain. To diagnose sinusitis, your doctor will review your symptoms and may press on your sinuses to check for tenderness. Other diagnostic tests to assess the potential causes of the inflammation may include a mucus culture, allergy testing, CT scan of the sinuses or a nasal endoscopy. If you have a simple sinus infection, your health care provider may suggest using warm compresses or running a steamer or vaporizer to provide warm moist air and relieve pain and pres- For Funeral & Cremation Care sure. If antibiotics are prescribed, be sure to continue to take the medication for the full term prescribed even if symptoms improve. Nagarsheth, MD On July 30 1965, President Lyndon B. Johnson signed Medicare, along with Medicaid, into law. At that same bill-signing ceremony, he presented former president Harry S. Truman with the very first Medicare card. Medicare has a broad reach: it is available to all Americans 65 and over, as well as younger individuals who have certain health conditions. In its first year of operation, 19 million individuals signed up for Medicare. It’s hard to imagine a nation in which Medicare was not available. It’s even harder to overstate the serious issues facing the nation’s older adults before 1965. In 1959, Life magazine ran a four-part series on aging in America, noting that old age “is one of the most urgent and heart-rending [issues] of our time.” America had five times as many older Americans as there had been at the turn of the twentieth century, with Medicare and the Older Americans Act still years away. In the pre-Medicare era, senior citizens often faced significant financial burdens due to health insurance: only just over half of Americans aged 65 and over had health insurance. For seniors, health insurance costs were often more than three times as expensive as they were for younger individuals. And if older Americans without health insurance became ill, they faced another tremendous financial burden, along with families who helped care for them. The roots of the program came from Truman’s presidency. In 1945 Truman called for a national health insurance program. But his push to get a bill passed was unsuccessful. In 1962 President John F. Kennedy revised Truman’s original insurance plan and advocated for a national health insurance plan for seniors. But again, his proposed legislation fizzled in Congress. When Johnson took office in 1963, meeting the insurance need of seniors was given top priority in his administration. Fifty years later, this national insurance program reaches over 50 million people nationwide. Nearly all Americans age 65 or older are covered. And between 2000 and 2030, the number of Americans enrolled in Medicare is expected to double. Join us next month, when we’ll take a look at the Older Americans Act. (We fired our machine guns from a distance.) Being a personal incident and happening these 70 years ago, I’ve never written about the incident. I do so now in memory and honor of my fellow Timberwolves from the 104th Infantry Division. Our Company had entered this sizable town—again at night—without too much trouble, and our section machine gun had settled in for the night. A GI from one of our rifle companies came looking for me. While clearing out the streets, they came upon a bomb shelter used as a barracks by about 50 enemy soldiers. They were commanded by a Major, who would only surrender to an American officer. My fellow Company G buddy knew I spoke German, so he came after me. So I took along some of my machine gunners to come me in my “confrontation” with this heroic Deutsch Major. Arriving at the location, I told my guys to cover me from the doorway (Major was at the far end). So with my trusty M1 rifle in hand, I started out. (I was “fearless” in those days.) I used my best John Wayne strut and maneuvered between those startled Germans. Then I told the Major, in my best German, this was it—no negotiating—give me your pistols (P-38 and a .25). It was all over, but the rifleman was upset that I kept the German’s weapons. I called it the fortunes of war. P.S.: My fellow machine gunners thought this action was worth a medal; I told them I was just trying to contribute to the war effort.
