Probation Director (PD) Operations of the Community Rehabilitation Company (CRC) Purpose of the Role The Head of Operations will work with the PD to inform effective decision making for the CRC. As part of the CRC senior team, the post holder will feed into the wider TR strategy across Working Links and be responsible for delivering the operational business plan for the CRC to ensure contractual and company standards are met. Responsible for leading and managing operational service delivery within the CRC and for effective delivery of Offender Management, Interventions, Community Payback and Through the Gate services to those who have served under 12 months. Working with the National Probation Service (NPS) to safeguard the protection of the public by providing community punishment and rehabilitative services under contract and negotiating provision of effective interventions to those offenders managed by the public sector probation service. The post holder will be based in the CRC geographical area (subject to agreement upon appointment), though the role will involve extensive regional travel and some national travel, including overnight stays. Principal Accountabilities ● To provide strategic leadership and management for the Operational team within the CRC to support service delivery against all contractual measures, including Payment by Results, the NOMS Service Specification measures and internal operational and quality standards. ● Work with the wider Working Links Business Development team to identify new business growth opportunities. ● Ensure high quality support, operational expertise and infrastructure is provided across the business to enable safe, effective and responsive operational delivery. ● Ensure and manage continuity of service delivery without increasing operational risk or risk to reputation. 1 ● Ensure consistent and effective professional standards are maintained in assessing and managing risk, through: ➢ Leading and engaging operational service staff to support and ensure effective performance, including direct line management of Local Delivery Unit (LDU) Heads. ➢ Case management of service users; including those who are allocated by the NPS, ensuring that all cases where risk may have risen to high levels are referred to the public sector for review/decision regarding risk level. ➢ Delivery of appropriate interventions in accordance with contract specifications, and on a fee for service basis for high risk offenders for NPS. ➢ Escalation of cases for the attention of the NPS where risk has risen. ➢ Management of Community Payback. ➢ Effective engagement with stakeholders, strategic partners and delivery partners to protect the public and reduce reoffending. ● Manage an operational services delivery budget for the CRC, planning for current and forecasting future budget needs, including Payment by Results, fees for service, Service Credits and opportunities to develop the business and attract funding. ● Represent the CRC on a regional basis to manage, maintain and develop key interface relationships. Knowledge and Experience ● Substantial experience of operating at a senior delivery level within a probation or similar environment. ● Detailed knowledge of risk management and offender management systems. ●
