Dear Parents, Students, Staff and Community Members:
Applicants Wanted for Redistricting Team
Starting in September, Billings Public Schools will begin a 7-8 month
process of developing redistricting scenarios for our three high schools. We
invite staff, parents, and community members to apply for team
membership during the redistricting process. Team members will need to
attend all meetings, review materials and information in advance, and be
willing to work together and compromise. The 2015-16 High School
Redistricting Process Team Membership application is provided as an
attachment. You will also be able to find this application on our district
home page at http://billingsschools.org.
Our Community Redistricting Process
The Board has contracted Cropper GIS Consulting, a national firm, to
again work with the Billings Public Schools and our community to facilitate
our redistricting of the high schools. The process leverages current
technology, facility master plan data and public involvement. As with
elementary/middle school redistricting, I am certain that you will find the
process comprehensive and transparent to the public.
Cropper GIS Consulting will begin to develop materials during the summer
of 2015 in preparation for the community-based redistricting process. The
process is expected to be complete by April 2016.

Billings Public Schools realizes that the key to the decision-making process
is to encourage maximum participation from our stakeholders. The
importance of consistently communicating and listening during workshops,
board meetings, planning sessions and forums cannot be overemphasized.
Our outreach effort has been extensive and inclusive of schools,
businesses and the community, and we aim to continue this approach for
our high school redistricting process. Meetings will be open to the public,
where they can observe the work of the committee. Public input is always
encouraged and welcomed.
The community is invited to participate in the process as a committee
member and/or public participant. Redistricting committee member
applications are being accepted through July 17, 2015. The application can
be downloaded from the Billings Public Schools website (located near
bottom right on home page). The website will be a good resource to
monitor updates and meeting materials during the process, so the public
can participate and have access to the same materials as the committee.
Finally, I have included an attachment with the redistricting committee
application and an attachment with the Redistricting Guiding
Principles/Criteria.
