This comes after basins and copper wires at the Princess Vlei ablution block were stolen. Residents and patrons of the Princess Vlei Fish Market facility say they frequently use the ablution block and were stunned when they realised burglaries occurred at the facility. One patron who wanted to remain anonymous says the “exposed wires are a safety risk”. “We come here and relax with our children sometimes. When we arrived here a few weeks ago we saw the basins inside the toilets were stolen,” he says. According to him this then left the ablution facilities looking untidy. “When you come in it is wet all over and it just makes one’s visit to the place unpleasant.” Asked whether they reported the theft, he says no. “I didn’t think it would make a difference. We didn’t see anything and nothing would come of the case anyway,” he says. Another resident who frequents the Princess Vlei site, Aamirah Petersen, says she is disappointed at the state of the facility. She says she used to visit the place often. “I used to come here every week with friends and we would braai or buy fish at the fish market. But we don’t do that anymore and this is a typical example why we do not,” she says. Petersen says the facility “isn’t what it used to be. “Strange elements hang around here during the week and one never knows if they’re criminally inclined or not. Also, the facility has no security so this was a bait situation. It was going to happen sooner or later. Hopefully now the authorities will consider fencing the place and put security here,” Petersen says. The basins have been removed and the copper wires in the electrical box have been stolen,” Walker says. She adds damage to other parts of the site was also reported. “The doors of the facility were also damaged when the intruders forced their way in and some of the plumbing connections were damaged. The local City Parks team has reported these incidents to the police.” RY Walker confirms an insurance claim was submitted to have the damages repaired. “City Parks officials have tried to fix as much as possible to ensure that the ablutions are in working order. Running water has been restored at the facility so that the toilets can be used,” Walker explains. Although the doors were also fixed, Walker says electricity at the facility remains disconnected. Last week, the City released its draft community residential unit maintenance policy for public comment. Benedicta van Minnen, mayoral committee member for human settlements, says major maintenance and upgrading is required due to the age of rental units. “Therefore there is generally not much funding left over for both operational (dayto-day) and capital (major upgrading) maintenance work.” She adds the high level of non-payment of rental by tenants also impacts funding. The high incidence of vandalism, theft and abuse of municipal services infrastructure in these units is also a challenge. Responding to questions about staff allocations and the inspection of rental units, Van Minnen says the public housing maintenance staff cannot conduct door-to-door surveys, but do high-level block assessments once a year when the budget request is compiled. “The City relies on residents to report any issues so they can be addressed, especially in terms of health and safety matters. The City also uses expanded public works programme workers to assist where possible.” She says non-payment by tenants directly influences the budgets and maintenance work that can be performed and affects the sustainability of the rental units. “In terms of the policy, defaulting tenants or occupants will not be assisted with maintenance apart from matters relating to health and safety.” She says there are various levels of defaulting tenants but the municipality often requests they make arrangements if they cannot pay. “In general, payment levels vary between 40% to 42% across the city. It is important to note that the collection rate in the already upgraded units went up from 28% to 45%,” she adds. For the 2014/2015 financial year, the municipality received a once-off lifetime renovation grant from national government which allowed it to upgrade 7000 units at a cost of R1.2bn. Those units may not access grant repair funding again and must be maintained by the City in the future. On average, the municipality spends R15m each year on day-to-day maintenance which addresses mainly health and safety concerns. This maintenance depends on what is allocated in the annual budget. In the last financial year the department received R10.4m. The new draft policy categorises and prioritises repairs to ensure that health and safety repairs are attended to first. The policy proposes maintenance work be divided into four categories which range from “very high” priority to “low” priority and according to levels. For the first two levels, which are considered “very high” or “high” priority, maintenance includes emergency repairs in the event of a disaster, anything which poses a health risk, structural damage to a unit and electrical repairs. For the two lower levels, namely “medium” and “low” priority, maintenance covers windows, ceilings, internal doors and locks and toilet seat replacements. The future of the project now lies in the hands of the Cape Town City Council, who will have to decide whether the City would be willing to fork out the money to make the project come to life. The project was initiated by Kelvin Cochrane who subsequently wrote an “extensive report” on the issue. Cochrane says he worked alongside the City of Cape Town’s caring and managing public open spaces (Camps) department to materialise the proposed plan for Princess Vlei. “I am extremely excited about this project. I call it lego for adults,” Cochrane says. Over the past decade, in an attempt to halt the plans to build a mall at the heritage site, Cochrane says he was mandated to come up with a plan for Princess Vlei. “We were tasked by the City to come up with a plan to use the space alternatively. And now this is finally on paper after we spoke to all residents who will be affected – from the bergie to the doctor – and our end result is something to be excited about.” He adds it was important to create a space where people can come together and enjoy the natural environment at the vlei but also to enjoy a “world-class tourist attraction”. “For too long people have been excluded from making decisions on how open spaces should be used in our city, especially in less wealthy areas. With this plan it will be a linkage between the rich area and the Cape Flats. This is our ultimate goal,” Cochrane adds. He says the plan with the space is to “create a botanical garden for the people of the Cape Flats.” Cochrane and his team who spearheaded the project have come up with a concept detailing a craft market village which will give small businesses from the area an opportu- nity to sell their goods. The space will consist of various container structures which has a lifespan of more than 50 years. “We took the communities’ concerns and opinions to heart and together with that we have come up with a plan that integrates the needs and interests of all,” Cochrane says. He adds it is important that the soil and natural ecosystem at the site are not negatively affected by any building on the site. “The initial concern and why the mall was boycotted at the vlei was because it would impact on the soil. With the people’s plan we have created, no concrete will be used at all. We are ultimately fusing green spaces with urban spaces,” he explains. “Included in the benefits of the proposed plan, various new facilities will be added at the vlei which will be situated 30 metres from the water’s edge. “We also have a management plan in place which includes a safety aspect. It will ensure safety to the patrons of this site and includes a security system where surveillance cameras will be in place,” he says. Cochrane adds to save on costs at the facility, they will minimise costs by operating off a self-sustainable grid. “The proposed plan will make optimal use of the vlei which includes a self-sustainable solar power system as well as a fully self-sustainable ablution facility. “This will definitely be a benefit because the space will be off the City grid,” he explains. Asked on how much the proposed plan would cost if it should be given approval, Cochrane said it could be “anywhere in the region of R88 million. “We are in the process of getting funding for this project, but it has to be presented to the City first. We are hoping that they come on-board with this idea.” Cochrane concludes: “I think our biggest take on this project was that we have a vision for it. And she wants her old voice and dance moves back. These are the only two wishes the 107-year-old Molly Arendse has. Arendse, who grew up in the then Doornhoogte, now known as Athlone, says she has no regrets and has lived a full life. “I was a very lively girl in my younger days. All that has changed now and I have to rely on my children and grandchildren to do things for me now,” she says. She sits and recollects her years as a young woman and says the “olden days were the best”. “I was one of six children born to a European mother and a coloured father. They could never get married because they were together during the time of slavery and apartheid.” Arendse says she was born just after the first Boere-oorlog (Anglo Boer War) came to an end in 1907. “During those days there was no place you could register your child’s birth date and my mother could not do this. As an adult, I had to get an identity document and they told me to write down my date of birth. There was some problem when I told them I was born in 1907 so I just chose 1927 as my birth year. I didn’t want any hassles,” she says. Arendse says she remembers when the first car came to South Africa and how scared she was of it. “It was those cars that you would have to wind up to get it started. I was very scared of it and always used to say that these big cars were going to call us. I even ran and jumped into a tree once when I saw a car approaching,” Arendse adds. She has outlived all her siblings. She had 13 children herself, of whom only five are still alive. “It’s very heartbreaking when you stand at the grave of one of your children, knowing you will never see them again. It’s normally the other way around but I have been spared through the Lord’s grace,” she says. Arendse says her first-born son died when he was only four months old. “I can’t remember what happened but he died at four months. One of my daughters was also taken into foster care at the age of seven. I used to hit her because I listened to gossip stories of my neighbours. “They took her away from me and I haven’t seen her since. I would love to see her before I die so I can apologise to her for what I did. That is one wish I want to come true.” Asked what she did for fun, Arendse gig- gles and says she loved dancing and singing. “Other people would go to the City Hall to get dance lessons but I didn’t need it. And when I sang, I would sing to guys and not long after I would be asked on a date.” Arendse is being taken care of by her granddaughter Harlane Solomons. “Whenever my grandmother got sick she would always call for me so I was taking care of her anyways. She has a home in Capricorn but we are renting it out because she is not fit to live on her own. So we decided to have her move in here,” Solomons explains.
