The Breede-Gouritz Catchment Management Agency (BGCMA) is an established Public Entity of the Department of Water and Sanitation.
The Breede-Gouritz CMA exists to manage water resources responsibly through the continuous engagement with all stakeholders and
devolve decision making to the lowest level for the benefit of all water users in the Breede-Gouritz CMA, including the environment.
ADMINISTRATION OFFICER
SALARY LEVEL: 7 (R183 438 per annum excl. benefits)

Job purpose: Provision of day to day administrative activities and services
to the Breede-Gourtiz CMA
Requirements: The minimum requirement for this post is Grade 12 or an
equivalent with proven experience of at least 2 years in a similar position.
Key performance areas: • Provide administrative & secretarial support in order to ensure effective & efficient office operations • File all correspondences
& provide receptionist services • Ensuring that offices are maintained & repaired as & when required • Be accountable for the assets of Agency • Ensuring
that goods received notes is completed in line with the BGCMA policies &

HUMAN RESOURCE ADMINISTRATION CLERK

Job purpose: To provide an administrative support service to the Human
Resources function of the Breede-Gouritz CMA.
Requirements: A relevant three year degree / diploma in Human Resources
Management or an equivalent with 3 and more year’s proven experience.
Key performance areas: • Ensure that new employees complete all the necessary documentations • Process, administer & reconcile leave on the ESS
System & ensure that leave records are accurate & up-to-date • Ensure compliance to leave Policy & Procedures, leave queries are resolved timeously

Jop purpose: Provide engineering expertise in order to assess, develop, use,
conserve and manage water resources.
Requirements:An appropriate 3 year B degree in Civil Engineering or an
equivalent qualification. 5 years proven post qualification technical experience
in related Water Resource Management and compulsory registration with the
Engineering Council of South Africa (ECSA).
Key performance areas: • Water Resource Management in the Water
Management Area with a particular emphasis on registration and identification
of unregistered water user • Responsible for validation and verification of water use • Review and verify existing water uses during license evaluation process • Conduct site inspections and give technical advice on proposed water
use applications • Compile technical reports and draft license in respect of
legal, hydrological, social and environmental aspects related to water resource management • Ensure compliance to relevant BGCMA programs such as
Water Allocation Reform (WAR), Water Conservation and Demand Management (WC/WDM), Water for Growth and Development (WfGD) • Asses and
provide comments on EIA and development application • In put on dam safety

years’ experience in monitoring compliance and enforcement of which 3 years
must have been gained in the management of monitoring, compliance and
enforcement in terms of the NWA, 1998 coupled with proven management

Key performance areas: • Manage the Agency’s compliance monitoring and
enforcement needs by implementing water use legislation • Develop and implement a performance improvement suggestion scheme • Advise management
as well as all relevant sector bodies on policies and strategies relevant to the

Job purpose: To regulate water use in terms of the National Water Act, Act
36 of 1998.
Requirements: An appropriate 3 year B degree in Civil or Agricultural
Engineering, Hydrology, Geo-Hydrology, Chemistry, Biochemistry and
applicable Environmental Sciences, with at least 3 years’ proven experience
in water use management as specified in the National Water Act.
Key performance areas: • Interpret, comment, administer & apply various
sections of the National Water Act & other relevant policies of the Department
of Water & Sanitation & of the BGCMA • Assist with the establishment of Estuary Forums, Water Forums etc. & further support & assist already established entities & attend meetings • Provide input to integrated plans of Water Resources • Provide input to Strategic and Business planning for the division • Provide input to the development and continuous improvement of

systems of the Breede-Gouritz Catchment Management Agency.
Requirements: The minimum requirement for the post is Grade 12 with
proven experience of a minimum of 2 years in data capturing preferably
gained while working on the WARMS.
Key performance areas: • Handle all authorized aspects relating to the capturing, amendment and maintenance of water data • Resolves administrative
problems and enquiries related to water data • Assist clients in the completion
of water registration forms • Collect and compile necessary documentations
before capturing them • Copy and send out water registration certificates to
