MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION OF BELLEVILLE TOWNSHIP HIGH SCHOOL DISTRICT 201, ST. CLAIR COUNTY, ILLINOIS, HELD MARCH 16, 2015, BELLEVILLE TOWNSHIP HIGH SCHOOL, 920 NORTH ILLINOIS ST, BELLEVILLE, ILLINOIS. ════════════════════════════════════════════════════════════════ The meeting was called to order by Board President John Kasper, at 6:05 pm. Members present: Bartle, Eckert, Kasper, Schaefer, Scharf, Schroeder Members absent: Lampkin Also present were: Superintendent Jeff Dosier, Assistant Superintendent Brian Mentzer, Director of Alternative Education Andrea Gannon, Director of Special Services Melissa Taylor, Principal Rich Mertens, and Principal Stephanie Posey. See attached list for additional attendance. Mr. Schroeder moved, seconded by Mrs. Schaefer, that a closed session be called at 6:05 pm. to consider information regarding the appointment, employment, compensation, discipline, performance or dismissal of a specific employee or office of the public body, pursuant to 5 ILCS 120/2 (C)(1); to discuss collective negotiating matters or deliberations concerning salary schedules for one or more classes of employees, pursuant to 5 ILCS 120/2 (c)(2); to discuss the sale or purchase of securities investments, or investment contracts, pursuant to 5 ILCS 120/2 (c)(7); to discuss security procedures, pursuant to 5 ILCS 120/2 (c)(8); and to discuss student disciplinary cases; pursuant to 5 ILCS 120/2 (c)(9). The Pledge of Allegiance was recited. Mrs. Schaefer moved, seconded by Mr. Scharf, to approve the minutes of the regular board meeting and closed session held February 9, 2015. Ayes: Bartle, Eckert, Kasper, Schaefer, Scharf, Schroeder Nays: None Mr. Schroeder moved, seconded by Mrs. Schaefer to approve the salaries in the amount of $2,529,190.07, bills in the amount of $1,353,622.68 and the treasurer’s report for month ending February 28, 2015. She also recognized Kara Brockmeyer who was unable to attend. West teacher, Lee Meyer, and East teacher, Joe Nesbit, were recognized for their service to District 201. Mr. Scharf was recognized for his years of service on the District 201 Board of Education. He has served as a board member since 2003 and is not seeking reelection. Mr. Mertens and Mrs. Posey reported on activities on their respective campuses including ACT and PARCC testing. Mr. Scharf moved, seconded by Mrs. Bartle, to approve the resolution to honorably dismiss the following certified teachers at the end of the 2014-2015 school term: Jeff Heidorn, exhibit 1, Jonathan Thurston, exhibit 2, Jason McGovern, exhibit 3, Bryan Edgar, exhibit 4, Motion carried by the following vote on roll call. Ayes: Bartle, Eckert, Kasper, Schaefer, Scharf, Schroeder Nays: None Mrs. Gannon reported on the alternative day program noting current enrollment is 56 students. Mr. Mentzer reported on the district finances. He discussed the strain on the budget due to the lack of payments from the State of Illinois. The Ed Fund is currently in the red 4.35 million dollars as of this morning. There is approximately 2.25 million dollars allocated for projects in the Health Life Safety Fund and East Renovation account that allow us to keep our balances positive. We continue to complete monthly expenditure reports to improve cash flow. With the advice of bond counsel, Mr. Mentzer is recommending accessing a line of credit to insure a positive cash flow to make it through the last few months of the fiscal year if state funding does not become available. Mr. Schroeder moved, seconded by Mrs. Schaefer, to approve the resolution authorizing the issuance and sale of a taxable tax anticipation promissory note in a principal amount not to exceed $6,000,000 and the execution and delivery of a line of credit agreement and related documents, exhibit 7. Motion carried by the following vote on roll call. Ayes: Bartle, Eckert, Kasper, Schaefer, Scharf, Schroeder Nays: None Ms. Taylor reported there are currently 830 students enrolled with IEPs. She provided data regarding the number of manifestation determination reviews and initial referrals for the last five years. She will have a recommendation to purchase new Forensic Science and Applied Mathematics textbooks at the April board meeting. The next BASCC meeting is Wednesday, March 18. Mr. Schroeder moved, seconded by Mrs. Schaefer, to approve the Belleville East new club and activity account, Animal Welfare Club, exhibit 8. Motion carried by the following vote on roll call. Ayes: Bartle, Eckert, Kasper, Schaefer, Scharf, Schroeder Nays: None Mrs. Schaefer moved, seconded by Mr. Schroeder, that based on the evidence presented to the Board of Education during closed session, to expel student ”A” from Belleville Township High School District 201 for a period of two calendar years. Pursuant to an agreement entered into on behalf of said student, Student “A” is a student eligible to receive special education services, and it has been determined that the student’s misconduct was not a manifestation of the student’s disability. The student will continue to receive special education services during the period of expulsion, with a placement to be determined by the student’s IEP team. Student “A” is unable to participate in any school activities including graduation ceremonies. Motion carried by the following vote on roll call. Student “B” is a student eligible to receive special education services, and it has been determined that the student’s misconduct was not a manifestation of the student’s disability. The student will continue to receive special education services during the period of expulsion, with a placement to be determined by the student’s IEP team.
