ELIGIBILITY
A. Tanker lorry of capacity 24000 litres of year 2008 or latest years models satisfying the
pollution norms will alone be considered.
B. The gross weight of the lorry with tanker including 24000 litres of water filled should
not exceed the registered laden weight prescribed in the RC book of that particular
vehicle.

A. Detailed description of hiring of water tanker lorry of 24000 litres capacity on
contract basis and the terms and conditions of the tender are available in the tender
schedule which can be downloaded from the official website of Cantonment Board.

B. The tender. schedule can also be obtained from the JE/AE of this office at free of cost
on any working days of the Board between 10.00 am and 5.~0 pm (Monday to
Friday).
The Board reserves the right to accept or reject any or all .tenders without
assigning any reason therefore.

1. The rate should be inclusive of fuel charges, salaries to crew, weighment charges,
all incidentals, repairs etc.
2. The Board shall pay only the all inclusive rate quoted above and no extra claim
on whatever ground, will be entertained by the Board.
3. The drinking water should be filled from St.Thomas Mount filling point to
Pallavaram delivery point to the average distance of 8 kilo metres.

TERMS AND CONDITIONS OF TENDER
1.
Lowest rate is invited for hiring of water tanker lorry with capacity of 24000 litres on
contract basis for One year as per the specifications given herein to the conditions laid down
in the Schedule. The tenderer must furnish EMD of Rs.l 0,0001- per vehicle either by a
Cash/DD drawn in favour of the Chief Executive Officer, Cantonment Board. The tender
without EMD will be rejected.
The Tenderer should fill the sign in the Tender Schedule. The tender submitted with
the above documents not duly signed shall be rejected.

Tanker lorry of capacity 24000 litres of year 2008 or later years models satisfying the
pollution norms will alone be considered.
3.
Tenderers satisfying the above conditions along with those detailed in the tender
schedule alone should apply together with the copy of the RC book, permit, Road Tax
Insurance certificate.
4.
Late bids (or) Bids without EMD (or) tenders submitted contrary to the above
instructions and tender conditions shall be summarily rejected.
5.
The price quoted should be all inclusive as found in the tender schedule. No extra
amount on any ground can be claimed.

6.
The rates quoted should be both in words and figures. In case of discrepancy between
. the prices quoted in works and in figures, lower of the two shall be taken.
7.
The lowest bid, which conforms to all the requirements in the tender conditions will
be taken as Ll.
8.
The Cantonment Board does not bind itself to accept the lowest or any tender and will
not assign any reason for its action in this respect.
9.
The Tenderer, after submitting his tender, should not represent or state that he has
erroneously made any statements in the tender conditions or in the price offered. The Board
reserves the right to negotiate with any or all Tenderers. The Tenderers may be required to
visit this office as advised to them for negotiation/verification of documents entirely at the
cost of Tenderer.

Only the proprietor or authorized representative of the firm should personally attend
such negotiation as commitments made and 1 or clarification given during negotiations will
be binding on the Tenderer. He should carry the necessary authorization to attend such
negotiation and hand over the same to the Board while participation in negotiation.
10.
Any further information required may be obtained from the JE/E&M of the office of
the Cantonment Board, St.Thomas Mount.
11.
The sealed tenders will be put up in the tender box placed in the office of the
Cantonment Board up to 1500 hrs on 01-06-2015. The tender box and sealed tenders will be
open on the same day at 1530 hours in the presence of the tenderers or their authorized
representatives.

No increase in rates to be given to the tenderers during the period of supply of water.
13.
The tenders submitted by post/fax will be not be entertained.

If holiday falls on specified date already published, the scheduled work will be
executed on the next working day without any change in future.
15.
The successful Tenderer should furnish the required Security Deposit of Rs.20,000/one vehicle for 24000 litres capacity in the prescribed form and execute a contract in the
prescribed format within 7 days from the date of receipt of work order. The security
remitted shall not bear any interest.
16.
The Security Deposit may be remitted in cash in Cantonment Board cash Counter or
DD drawn in the favour of the Chief Executive Officer, Cantonment Board St.Thomas
Mount.

17.
The successful Tenderer will execute the contract in Rs.20/- non judicial stamp paper
at the cost of the Tenderer within 14 days from the date of receipt of the work order.
18.
On payment of Security Deposit and execution of contract, the EMD of the successful
Tenderer will be returned. The EMD of the unsuccessful and invalid tenders will be returned
as soon as possible after the final disposal of tenders.
19.
If the successful tenderer fails to either furnish the security deposit or to execute the
contract within the specified time, the EMD of Rs.I0,OOO/- shall be forfeited and be further
liable to the consequences set out in the letter of the Tenderer.
20.
The Tenderers should mention the model and year of registration and capacity for the
vehicle. Year 2008 and later year model registration alone will be accepted. The registered
laden weight of the vehicle should not exceed the guidelines issued by the,J,}TOauthorities.
21.
Vehicles conforming to emission norms will be preferable. Updated Emission Check
Certificate issued by the Tamil Nadu Pollution Control Board should be produced as and
when required by the Board.

22.
There should not be any spillage of waster while the vehicle is plying on the road by
providing double lids. Any spillage of water while moving on the road is liable for a
minimum penalty ofRs.1000/- for each occasion.
23.
The vehicle should be fit and road worthy condition provided with facilities like self
starter, lights properly fixed including headlights necessary tools and stepney tyres, fuel and
other accessories etc, and should satisfy all the specifications and condition of the tender at
all the time of its operations.
24.
R.C.Book/ Permit/Insurance/Road Tax in original to be produced before the Chief
Executive Officer. Further, along with the above documents and Weighment certificate, the
vehicle to be produced before the JE E&M, for physical verification before issue of work
order. Tankers should have valid lorry permit/ Insurance and fitness certificate for the entire
contract period.
25.
The laden weight with water and the un laden weight shall be weighed at any of the
authorized weighbridge and weighment certificate issued shall be produced. However, the
total laden weight of the vehicle with 24000 litres of water shall not be more than the
registered laden weight prescribed in the RC Book of the vehicle.
The rate should be inclusive of fuel charges, toll charges, salaries to crew, all
incidentals, repairs etc. No other charges will be paid by the Board other than the hire
charges quoted. The rates per trip is for conveyance of water from St.Thomas Mount filling
point to Pallavaram delivery point. The approximate average to and from' distance per
trip would be 8 KM.
26.
The Tenderer should either own the vehicle or should have a valid contract entitling
him to use the vehicle exclusively for Cantonment Board till the expiry of the contract
period.
27.
If the vehicle is stopped for F.C work or repair or due to any other unavoidable
reasons, the same should be replaced promptly without affecting the water supply by a
vehicle which will satisfy the tender conditions and the competent authority. The
replacement vehicle thus provided should be of the same or later model as of the vehicle for
which the work order was issued. The replacement vehicle will not be allowed to run for
operation for more than 30 days and with this time the original vehicle should be produced
for operation. If the Tenderer desires to continue the operation of the replacement vehicle for
more than 30 days, he must submit valid contract entitling him to run the vehicle and enclose
copies of documentary evidence.
28.
The Tenderer shall employ the drivers with sound health and good vision, the age not
being below 21 years and more than 55 years holding valid license to drive heavy vehicles
with a minimum experience of 3 Years. The document towards drivers experience, age shall
be furnished before signing the contract.
The original or copy of the driving license should be always available _withthe driver.
It is the duty of the Tenderer to arrange for a standby driver with valid license satisfying the
above conditions, in case the nominated driver not turning up for duty.
The Tenderer shall employ the cleaner with the minimum age of 20 years only. The
driver and the cleaner should wear Khaki Uniform while on duty. Otherwise, a fine of
minimum Rs.l 00/- will be imposed on each occasion and deducted from the transporters bill.
29.
The Board has nothing to do with driver/cleaner employed by the Tenderer and there
will be no employer/employee relationship between the driver/cleaner and the Board. The
Tenderer is fully responsible to the Board for the perfect discipline and good conduct of the
Driver/Cleaner who should function without giving room for any complaint from Board
Staff, Public etc. The Tenderes shall change the Driver/cleaner if ordered to do so by the
competent authority and the competent authorities decision in this regard shall be final and
shall not be questioned by the Tenderer. The cleaner should not drive the vehicle under any
circumstances and on inspection, if found such misconduct, a fine of Rs.500/- will be
imposed on the Tenderer. If such misconduct i.e the cleaner driving the vehicle is noticed
non more than two occasions, the contract is liable to be terminated.
Tenderer shall not be Board employee or member of hislher family. No Board
employee shall directly or indirectly engage himselflherself or permit any member of his/her
family to engage in any contract or trade, business or'other transaction with Cantonment
Board. If such thing is noticed, the contract would be liable for termination immediately
without any notice and disciplinary action will be taken against the employee. The water
tanker should be run within the speed limit as specified in the traffic rules. The tanker should
. not be parked near the filling stations during the non-supply time unless it is allowed by the
Board. Any vehicle found parked near the filling points after completion of the days
scheduled work, a fine ofRs.250/- per day will be levied.
In case the employees of the contractor stop the vehicle due to strike or any other
form of agitations, the contract is liable to be terminated, with the attendant penal
consequences under the contract.
30.
It is the responsibility of the Tenderer to have the vehicle with adequate quantity of
diesel. In case if the vehicle crew refuses to reach the alloted point on the ground that there is
no adequate diesel in the vehicle, it will attract a levy of penalty of Rs.500/- for each
occasion.

31.
The Tenderer will be responsible for all liabilities due to accidents or damaged caused
to properties including loss of any public or employee of Board or contractors employee.
If the vehicle meets with fatal accident, deployment of that vehicle will be suspended
forthwith for a period of One month and in the second such instance, the contract for that
vehicle will be terminated.

If the vehicle meets with accident and caused grievous injurieslDamages to the
properties, the deployment of such vehicle will be suspended for a period of one month at the
first instance and by sixth months in second instance. However occurrence of such accident
for the Third instance will result in termination of contract for that vehicle.
In the above two cases, the Tenderer should engage substituted vehicle which should
conform to the specifications in the tender conditions.
Note: In both the above cases, the driver who has caused accident will not be permitted
further to drive any vehicle on Board's contract.
The Cantonment Board is not responsible/liable for any legal or criminal action that
may arise on account of the incident as narrated above and only the Tenderer is liable for
such action.

32.
If illegal supplies of water are detected by the Department officers, the contract is
liable for termination besides levying penalty as may be decided by the competent
authority.If any illegal supplies. i.e. unauthorized supply are made, minimum fine of
Rs.I000/- will be levid besides the cancellation of all the trips on that day, in case of 1st
occurrence. If the same is repeated for the second time, the contract is liable for
termination and forfeiting EMD/SD without any notice.
If the supply is made to other placed than the locations specified in the trip sheets,
a fine of Rs.l 000/- would be levid and if penalty is levied for more than three times, the
work order of the vehicle would be cancelled.
33.
The vehicle should not carry anything other than water filling from Cantonment
Board or carry any persons unless specifically authorized by the Board.
34.
The tanks mounted on the chassis and all connected pipes, pumps, valves, etc.
should be free from leaks. Any leak that develops during the contract period should be
rectified by the Tenderer at his cost. The inspection lids and covers should be provided
with water tight rubber rings to avoid water spillage.
35.
In case of litigation between the tenderer and the Board on any issue, only the
Court/forum situate at Chennai will alone have jurisdiction.

36.
Levis under the Income Tax Act and Rules, Income Tax, Surcharge and
Educational Cess, etc. and any other appropriate levy by the Government as may be
notified from time to time will be deducted from each bill.
37.
The Service Tax as applicable from time to time will be borne by the contractor.
38.
The Cantonment Board reserves the rights to increase or decrease the loads per
day as per the demand.
39.
The payment will be made after completion of 50 number of loads from
St.Thomas Mount filling point to the Pallavaram delivery point and submission of bill
with Delivery challan.
