Organise Two Days Strike
on 21 – 22 April, 2015

Dear Comrade,
BSNL CCWF has issued notice to the BSNL Management and DoT for strike on 21st – 22nd April, 2015 on the
long pending demands of the casual and contract workers engaged in BSNL.
The BSNL CCWF has raised the following demands in the strike notice:Demands.

Save BSNL, Save Nation.
BSNL Management should take necessary steps to improve the services by procuring sufficient
equipment to enable expansion and development.
Regularisation of Left-out Casual labours and Contract workers.
Casual labour wage to be the same as the lowest wage in BSNL, instead of that of DOT.
Minimum Wage as per Government Orders to be implemented to the contract workers, including
higher wages for semi-skilled, skilled and highly skilled and as per A, B and C class cities. Wages to
be paid through account/cheque in time. Even if contractor changes, the same workers should
continue.
Implementation of Social Security measures like EPF, ESI, Gratuity, Bonus.
HRA / Quarters to be allotted to casual contract workers.
EPF Account to be opened by the Principal Employer instead of by contractor.
Issue of Identity Cards by BSNL Management.
Equal Pay for Equal work for contract workers.
Vacate Victimisation - Reinstate all the retrenched workers.
Recognise BSNL Casual and Contract Workers Federation.
A copy of the notice is enclosed herewith. We call upon all the workers to actively and fully participate in the
strike.
Forum of BSNL Unions / Associations on strike on 21st – 22nd April, 2015.
The Forum of BSNL Unions & Associations also has given call for strike on the same days on the issue of
Revival of BSNL which is the No.1 demand in our charter. With out the survival and growth of BSNL, we shall
lose our work. Hence revival of BSNL is most important for the safety of our jobs.
The All India BSNL-DoT Pensioners Association has called upon its members to extend support and solidarity
to the Two Days Strike on 21 – 22 April, 2015.
EPF for casual labour w.e.f. 01.10.2000.
After much persuation and also raising in the Parliamentary Standing Committee on Labour and before the
Central PF Commissioner, the BSNL Board has approved for implementing EPF for casual labour w.e.f.
01.10.2000, the date on which BSNL was formed. The orders are expected within a week. This is a great
achievement of BSNL CCWF.
Gratuity and wages of casual labour.
On the continued pressure of BSNLCLWF, the BSNL C.O. is examining the provision of gratuity to casual and
contract workers. The demand for BSNL IDA wages instead of CGE CDA wages is also under consideration.
Wages, EPF & ESI for contract workers.
After our historic CMD Office March on 25th September, 2014 and one day successful strike on 27th
November, 2014, the BSNL CO has issued orders to CGMs to strictly implement the labour laws. Com. V.A.N.
Namboodiri, President met Shri Anupam Shrivastava, the new CMD on 13th March, 2015 and discussed in
detail about the issues of casual & contract workers and pointed out several cases where the C.O. orders are
not implemented. CMD assured that necessary steps will be taken to implement minimum wage, EPF and
ESI. But unless we continue our struggle, nothing will happen.
Next All India Conference.
Tamil Nadu Circle union has invited to hold next All India Conference, which the CHQ has accepted. In
consultation with the circle union, the dates will be fixed.
Quota to CHQ.
It is pointed out that only very few District Unions are remitting quota to CHQ. It is most important that
funds are necessary for running the organization. The SSA/Branch union should collect subscription regularly
