Ref: - (1) BSNL CCWF/AGN dated 03.03.2014. (2) BSNL CCWF/CEC dated 17.08.2014. (3) BSNL CCWF/Memorandum dated 15.10.2014. BSNL Casual Contract Workers Federation representing thousands of TSM, Casual and Contract Workers has been continuously bringing to your kind notice about the non-implementation of various labour laws in BSNL. The workers are being denied Minimum Wage; Social Security measures like EPF/ESI are not implemented. More than 4,000 TSM/Casual labour who have been working for 15 to 25 years or more are denied regularisation etc. The workers are victims of brutal exploitation by the contractors, sometimes with the connivance of BSNL field management. All these were brought to your notice several times but without any result. As per the decision of the Central Executive Committee meeting held at Bhubaneswar, a Charter of Demands was presented to the CMD BSNL vide ref (1) above (copy enclosed) with the proposed programme of action. Again a detailed note was presented vide ref. (2) above (enclosed). Accordingly massive dharnas were conducted at SSA level on 26th August, 2014, and March to CGM Office on 25th September, 2014. In between, large number of letters were addressed to BSNL Management citing the violation of labour laws and non-implementation of Minimum Wage, EPF, ESI etc. with concrete evidence and statistics. But there is no improvement. Hence, we were compelled to organize Bharat Sanchar Bhawan March on 15th October, 2014, on which occasion another Memorandum was presented to the CMD. Since none of the issues are settled and the inhuman exploitation continues, we are constrained to intimate that the BSNL TSM, Casual and Contract Workers will organize one day strike on 27th November, 2014 with the following long pending demands. Demands. 1) 2) Save BSNL, Save Nation. BSNL Management should take necessary steps to improve the services by procuring sufficient equipment to enable expansion and development. 3) 4) 5) Regularisation of Left-out Casual labours and Contract workers. Casual labour wage to be the same as the lowest wage in BSNL, instead of that of DOT. Minimum Wage as per Government Orders to be implemented to the contract workers, including higher wages for semi-skilled, skilled and highly skilled and as per A, B and C class cities. Wages to be paid through account/cheque in time. Even if contractor changes, the same workers should continue. 6) Implementation of Social Security measures like EPF, ESI, Gratuity, Bonus. 7) HRA / Quarters to be allotted to casual contract workers. 8) EPF Account to be opened by the Principal Employer instead of by contractor. 9) Issue of Identity Cards by BSNL Management. 10) Equal Pay for Equal work for contract workers. 11) Vacate Victimisation - Reinstate all the retrenched workers. 12) Recognise BSNL Casual and Contract Workers Federation. You are requested to settle the issues urgently so that the workers get their due wages and other benefits.
