Costs associated with staff time to complete Program Self-Evaluation are included in current
budget.
Council Goal(s)
There is no specific Council Task associated with this effort; it is part of normal workload. It
does, however, meet the Council Goal of “Ensure a safe and healthy community.”
Background and Analysis
California Department of Education (CDE) now requires contractors to complete an annual
Program Self-Evaluation (PSE). CDE funds the Subsidy program which helps low-income
families pay for child care and the Resource and Referral informs parents with child care options
and provides services to child care providers to enhance the quality of child care. Below are the
required 11 measures:
1. Family Eligibility Requirements
2. Child Need Requirement Verification
3. Recording and Reporting Attendance
4. Correct Fee Assessed
5. Inventory Records
6. Alternative Payment Policies
7. Annual Evaluation Plan
8. Staff Development Program
9. Family Selection
10. Compliance with Due Process
11. Services Responsive to Family Needs
The Program Self-Evaluation Cover Page summarizes how Child Care Services meets every
measure. Child Care Services used CDE’s Monitoring Instrument Item Report to determine
compliance with the indicators.
