About City Gateway
City Gateway was set up in 1999 by a group of city workers involved in local churches to
bring hope to local communities across London, particularly those in and around East
London, who hadn't benefited from the areas wider economic development. City Gateway
helps the hardest to reach and most excluded NEET young people and women overcome
obstacles such as poor language levels, limited aspirations and low skill levels by
connecting with, engage and train them and provide them with the skills and opportunities
to enter into work. The success rate of City Gateway apprentices is 15.6% above the
national average, all the more remarkable given the low starting points of many before
training with us. We run award winning youth work, youth training and employment
projects, a women's project and children's and families work alongside a number of social
enterprises which create work experience, training and employment opportunities for local
people.
Since starting City Gateway has been recognised as an example of national best practice in
apprenticeships and youth engagement and has grown to work with thousands of
individuals across London, especially Tower Hamlets and East London more widely.
In 2012, City Gateway opened City Gateway 14-19 Provision, the first Alternative Provision
Free School in London, providing an alternative education environment for learners who
have disengaged from mainstream education.
Building on our success in 2010-11 where we were graded Ofsted Outstanding for our
Apprenticeship provision; we have since been awarded Outstanding in 2014 for our 14-19
provision. We also became an LSIS Beacon Provider in 2011 and have won awards such the
CSJ Award 2011 and a Big Society Award 2012.

Main Purpose
The post holder will be responsible for the oversight of certain statutory funding contracts and
grant agreements. From a central position within the organisation, they will manage the health
of the contract in terms of performance and income, compliance and reporting.
The Contract Manager will report to the Director of Contracts within the Finance and Resource
Directorate and line manage a small team.
Main Responsibilities
Contract Performance
 Ensure the set-up and smooth implementation of new contracts and grants
 Monitor contract performance against targets, profiles and deliverables
 Track and monitor contract and grant income, undertaking financial forecasting for
budgeting purposes
 Report contract performance trends and issues to service delivery managers and senior
management
 Work with delivery teams and managers across City Gateway to set-up, monitor and
problem-solve their own funding contracts
Evidence & Audit
 Ensure that accurate and auditable evidence of funded delivery is gathered and retained by
staff
 Ensure contractual and regulatory funding compliance
 Manage effective internal Audit & IV systems as well as the management of external
Funding Audits
Reporting & Submissions
 Ensure funder data submissions and returns are accurate and made in a timely manner by
MIS staff. This will include monthly Statutory ILR returns and DSAT analysis
 Production of a monthly Contracts Management report for internal senior management
decision making
 Manage ad hoc reporting as requested by funders
Relationship Management
 Maintain relationships with external Funders and partners
 Attend Partnership Meetings for contracts City Gateway jointly delivers on

 Oversee Exam registration and Certification processes
 Oversee the production of Employer Contracts for Apprenticeship Employers including any
wording negotiations
 Keep up to date with changes to funding regulations and the external funding environment

Education/

Degree educated or equivalent experience

Working knowledge of work based learning, SFA and EFA funding
(contracts, funding regulations and data systems / submissions)
Experience in management of sub-contracts
Experience of managing significant statutory contracts (£500k+)
Experience of contractual performance management
Experience of handling large quantities of data
Experience of analysis and presentation of numerical information,
including financials (contract income)
