COMMENTS FROM THE MAYOR

Is your home easily located
Meadows Place, we have a problem – a
problem we need to correct by the first
of June. The issue is that many of our
homes are not easily located by police,
fire, package delivery services, realtors
or visitors because the address is not
properly displayed. The significance
of this issue became more apparent to
me as I inspected the city as part of my
research for EMS options . This is an important issue and
one which needs to be addressed. At one time or another
all our homes had the addresses properly displayed but
with time some have faded, been removed or painted
over. Besides not looking good, this problem can be
easily resolved. For $10 to $15 we can get someone to
professionally paint our addresses on our curbs in reflective
paint, and handle the transaction completely online. Or,
you can go to hardware stores and buy the numbers and put
them up yourself. It doesn’t matter as long as they meet the
code requirements. Code Enforcement has granted us a two
month grace period of non-enforcement on this violation
and will be happy to refer you to one of several companies
which can assist you or answer your question on residential
address requirements. It’s time to spruce up those addresses
and make it easier for the good guys to find us, which can
be tough if our homes are not marked. As a bonus, making
it better for our first responders will help keep Meadows
Place… Your Place for Life!
For those who missed the message
Online Utility Billing. Last month Meadows Place
implemented our new Online Utility Billing & Payment
Program. All you have to do is go to the city website to
set up your account, where you will find several options to
choose from. A good number of us have already set up our
accounts and all seems to be working well. Even though I
am at City Hall almost every day, I just had to pay my utility
bill online to see if it worked for me. It did, and I am sure it
will work for you too. You asked for it- you got it. Another
example of Meadows Place listening to you and moving
forward to fulfill those wishes.

Did You Know... The Meadows
the pack spent the night on the U.S.S. Texas as
part of the Battleship Texas Overnight Education
Program. What a great experience as these
boys learned a lot about this historic battleship
which participated in major campaigns in both
World War I and II. I am as proud of them for taking
part in this program as they were to see their flag fly.
Did You Know... we have had people
ask what the pickup times are at the new mailbox up
by the Fire Station? That’s simple - they are same
as before, M-F 3:15 pm. No weekend pick-up.
Did You Know... we are going have
a new entry sign on Dorrance soon- thanks to
TDA? It will be a great new addition to our
city.
Did You Know... Larry Ewing was
reading that the cost of Tax Return Preparation has
increased significantly this year due to the new
medical requirements (ACA)? He wanted us to
know about AARP’s no cost tax preparation. Tax
preparers are all volunteers and are certified by
the IRS. Located at most FT. Bend Libraries the
service is not limited to seniors. There are some
limitations but not many. Call the local library for
days and time.
Did You Know... thanks to Jayne
Pride, we now know her husband Ken had a band
called Aggressor back in the 80’s & 90’s? They
recently found out one of his 1992 recordings, “Any
Means Necessary" somehow became huge with
metal collectors around the world and is referred
to as "a hyper rare metal masterpiece". They can’t
believe how it is selling on e-bay! Thanks Jayne,
this is just the right type of fun info for Did You
Know.

Home and Garden Club is looking forward
to this year’s Spring Home and Garden Tour
on Saturday, April 25th? This is a fantastic
event which takes place IN our city, FOR our
city. Tickets are available through the Garden Club
and only cost $10.00 The proceeds go toward a
scholarship fund awarded exclusively to Meadows
Place students. For ten dollars you can help a
student go to college and get a million dollars’ worth
of ideas. I hope to see you there!
Did You Know... Captain Jack Ashton
gave a great program on Gun Safety in the Home
at the last Neighborhood Watch meeting? These
types of programs are why more and more people
are attending these monthly meetings. He also told
everyone we need to be sure and lock our vehicles
and put away any valuables when we come home
and said that if you hear or see anything that
doesn't look right or suspicious activities, please
contact the police immediately at 281-983-2900.
You are NOT bothering the PD when you call.
They want all of our eyes to help maintain the
safety of our city. Hope you join Neighborhood
Watch.
Did You Know... that one of my
greatest delights as Mayor is that I get to do
fun, community oriented things like throwing out
the first pitch at opening day of Meadows Place
Pony Baseball? Parks Director Monya Keenen
was supposed to throw out the first pitch but I was
asked to stand in. I wish she would have been
there, because I bounced it in to 12 yr. old Brayton
Cardwell. Thankfully, he made it look easy and
handled it with no problem. His dad, Travis, is a
coach and board member and serve as an example of
Meadows Place families who help make Meadows
Place, Your Place for Life!
Did You Know... that Cub Scout Pack
301 had their pack flag flying atop the Battleship
Texas? This was part of the great experience as
Did You Know... The Meadows Place Community Garden is “on a roll”? They are
now a “Nonprofit Corporation” and have a great Facebook page. The Board of Directors are: Tom Altman, Svetlana
Braikovich, Shelley Brough, Robert "Bob" Dybala, Johanna Garcia, Cindy Poe, and Jack Shaw. (These are the folks
that have been meeting since last year to establish a community garden for us. To show you how much they believe in
what they are doing, they let the Meadows Elementary 5th graders, under the guidance of their Science teacher, Ms. Odom,
plant a variety of vegetables in the very first bed to be planted. A great start to a great program for Meadows Place. I also
want to give a Big shout out to Joseph French, Public Works staff for all his hard work in making this garden come to life.

Bond Debt Reduction
The city recently met with city financial advisor for
bond indebtedness, Joe Morrow, Senior Vice President of
FirstSouthWest, a leading underwriter and financial advisor
to municipalities across the nation and the underwriter for
the City of Meadows Place.

Skimming
A
ccording to the Bureau of Justice Statistics,
over 16,500,000 people fell victim to some
form of identity theft in 2012 resulting in billions of dollars of
losses and a mountain of stress and anxiety. One of the fastest
growing segments of identity theft involves thieves obtaining
credit card and ATM card account numbers and PIN numbers
by way of skimming devices.
A skimmer is a device that can fit over the card slot of an
ATM machine, a gas station credit card slot and other credit
card processing machines found in restaurants and other retail
locations. While the devices can sometimes be bulky, they are
designed to blend into existing apparatus and can go easily
undetected by unsuspecting customers. The devices read the
magnetic strip of the card being used and capture the account
data.
At ATM machines and gas stations, these devices are
typically used in concert with a pinhole camera or keypad
overlay device, either of which can secure the victim’s PIN
number. The thief simply retrieves the devices at a later time
and use the data to manufacture a duplicate bank card for future
ATM cash withdraws against the victim’s account.
Unfortunately, identity theft is a rising trend that affects
all of us. Consider these tips when conducting ATM and credit
card transaction so that you can reduce your odds of becoming
a victim of a skimmer device:
Timing can be everything and because our 2005 bonds
become callable later this month, Mr. Morrow suggested
the timing is right to do something about reducing our
debt, lowering our debt service reserves and….save the
city some money on interest payments as well. This very
positive action was taken by your Council last month and
strengthens Meadows Place financial position even more.
Thank You Joe Morrow and Anna-Maria Weston for all the
preparatory work you did to make this possible.
Election Cancelled
Since neither Kelle Mills nor Terry Henley drew an
opponent, city elections were cancelled and the money
saved. Congratulations Terry and Kelle.
Taking Care of Business
Our Business Neighbors are a very important part of
the City. This column is dedicated to those businesses.

uya Hut is moving….but because they love it here, they
are staying in Meadows Place! They are getting a larger
space in the Kirkwood Center and will be moving later this
month. Suya is a spicy shish kebab like item to be enjoyed
as a delicacy.
1. When using a bank ATM machine, inspect the face
thoroughly before inserting your card. Look for anything
bulky around the card insert area. Check above you and side
to side for anything that might resemble a small camera. If
something looks suspicious, it probably is.

2. Inspect gas pump credit card inserts in the same manner.

3. If possible, use ATM machines located within the bank
branch.
4. Avoid using portable ATM machines in bars and restaurants.
These are easy targets for thieves because they are often
located out of sight and lack the built in surveillance systems
on the bank owned machines.
5. Enroll in a credit protection plan with a credit reporting
agency such as Equifax or TransUnion
6. Avoid, if possible, allowing your credit card out of your
sight while making a purchase
If you suspect a skimmer is being used please contact the
Meadows Place Police Department; or if you have any
questions.
Meadows Place has some really great businesses. Be sure
to utilize them. They need, and deserve, our support.

If you are facing a weed dilemma in your yard, check with
your local nursery. Sun, good drainage and lawn aeration
will encourage your grass to develop strong roots. Apply a
thin blanket of compost over the lawn in the spring. Apply a
slow-release or organic fertilizer after the lawn has greened
and begun to grow. Water as needed, early in the day so that
the grass blades dry quickly. Mow your grass at 3 inches,
and leave the clippings as they will break down naturally and
replenish the soils nutrients. Be sure that when you mow you
are mindful to remove all of the clippings from the sidewalk
and street.

Management Program (SWMP) is
