March 30, 2015
Chairman Helgevold called the regular
meeting of the Wright County Board of
Supervisors to order at 9:30 a.m. Members
present were Watne, Rasmussen, and
Helgevold.
At 9:00 a.m., the board attended an award
ceremony for Ray Cooper with Senator Chuck
Grassley presenting him a POW metal from
the Korean War. Mr. Cooper was a POW for 2
years, 1952 to 1953.
Minutes of the previous regular meeting of
March 23, 2015 were read and approved.
Approved claims for payment.
Adam Clemons, Wright County Engineer
presented the detour revocation information
sheet on where the Iowa DOT used C-25 and
R-65 as a detour south of Belmond. This route
was 4.9 miles and the DOT will be compensating
the county $447,100 for this detour.
Tiffini Toliver presented the seat belt policy for
Wright County. Motion by Watne and seconded
by Rasmussen to approve the seat belt policy
for Wright County. Motion carries.
Andy Yackle, Building and Grounds, came
to the board to discuss the option of hiring
a grant writer for writing the grant for the
Historical Resource Development Program. It
was estimated that it would cost about $1,000.
Motion by Rasmussen and seconded by Watne
to approve the hire of a grant writer for the
HRDP grant for the renovation of the courtroom.
Motion carries.
Peggy Schluttenhofer presented a parcel
of land that is currently on County held tax

presented the revised Veterans Affairs policy.
Motion by Rasmussen and seconded by Watne
to approve the revised Veterans Affairs Policy.
Motion carries.
Don Refer, B&W Brush Control met with the
board to discuss the 3 year rotation of spraying
the drainage ditches. This will be placed on file
with a decision to be made in April.
Stan Watne gave an update on the Des
Moines Waterworks suit against drainage
districts in Buena Vista, Calhoun, and Sac
Counties. Motion by Rasmussen and seconded
by Watne to approve the funding of the suit of
$5,000 per year for three years. Motion carries
unanimously.
Motion by Watne and seconded by
Rasmussen to adjourn the meeting. Motion
carries.

The Clarion City Council met in regular
session on Monday, April 6, 2015 at 5:00 pm,
Mayor Mike Nail presiding with councilpersons
Barb Mussman, Steve Evans, Duane Asbe,
Dave Maxheimer, Lindsey German, City
Administrator Rochelle Pohlman, DPW Jon
DeVries and Chief of Police Steve Terhark
present.
Mayor Nail called the meeting to order and
polled council for conflicts with agenda items,
none reported.
Jimmy Johnson was present to address the
council regarding discussion of the Chamber
changing location and the City possible selling
the Depot. Jimmy read a letter he wrote to the
council stating he was one of many volunteers
that worked at restoring the Depot and felt it
was a mistake for the Chamber to consider
moving from this location.
Councilperson
German told the council that after discussion
with the chamber members they also decided
to remain at the Depot.
Motion Evans seconded German to approve
the consent agenda as presented, minutes
3/16/15; March revenues; Jim & Cindy Dorn,
new home construction; Chip Berry, fence; Jon
DeVries, fence; Josh Diamond, fence; Armando
Mendoza, fence; ayes all carried.
Kent Rode of ISG was present to discuss
the final acceptance of the Traffic Signal
Improvement Project IA Highway 3 and 2nd
Street.
Motion Maxheimer, seconded Mussman
to approve change order #1 from KWS, Inc.
rectifying contract quantities with constructed
quantities in a decrease of $3250.00, for the
TSIP Project, ayes all carried.
Motion Mussman seconded German to
approve final pay request No. 4 in an amount of
$4476.75 for the TSIP, ayes all carried.
Ashley Recknor representing the Clarion
Chamber was present to ask permission
to close the 100 Block of North Main every
Wednesday night beginning May 20, 2015
– August 5, 2015 from 4:00 pm – 8:00 pm
for Sizzlin’ Summer Nights event to bring
shopping and entertainment opportunities to
the community. Motion Asbe seconded Evans
to allow the street closure, ayes all carried.
Tom Madden of SEH/Yaggy was present to
discuss a Bid Letting and Public Hearing for the
Wastewater Treatment Facility Improvement
Project.
Motion Mussman seconded Maxheimer to
approve Resolution No. 15-10 Ordering bids,
Notice to bidders, fixing amount of Bid Security,
order Clerk to publish notice and Fixing Date
for receiving same and for setting date for a
Public Hearing on Plans, Specifications, form
of Contract and Estimate of Costs for the
Construction of the Wastewater Treatment
Facility Improvement Project, roll call vote Asbe,
aye; Evans, aye; Maxheimer, aye; German,
aye; Mussman, aye; carried. Bid Letting, May
7, 2015 2:00 pm, Public Hearing, May 18, 2015
5:00 pm.
Derrick Cornelius of Monsanto was present to
ask permission to plant a short grass – prairie
flower butterfly restoration garden at Monsanto. Motion German seconded Evans to approve,
ayes all carried.
Director of Public Works Jon DeVries present
three bids for a new Loader Backhoe, motion
German seconded Evans to accept the bid of
$78,238.00 with trade in for a Case 580 Super
N, ayes all carried.
City Administrator Pohlman presented
the Spring Cleanup flyer for council review;
consensus was to process with clean up as
recommended during the week of May 11 –
May 15, 2015. Citizens should watch for an ad
in the Wright County Monitor in weeks to come
for a complete list of items allowed.
City Administrator Pohlman informed the
council that Ted Brigger has volunteered to
paint the fountain in Gazebo Park and the front
of the Old PD/Ambulance Building. Pohlman
would like to thank Brigger for his dedicated
volunteer service to the community.
City Administrator Pohlman reported 40 more
rental properties has passed inspection with
approximately 40 more to be completed. Those
property owners that are not in compliance will
receive a Municipal Infraction fine.

date for public hearing for May 4, 2015 at 7:00
