OUTREACH ANNOUNCEMENT Region 4 Salmon Challis National Forest South Zone Forester (Pre-­‐Sale) GS-­‐460-­‐7/9 Permanent Full Time One Position Voluntary Reply Due: May 21, 2015 The Timber Program on the South Zone of the Salmon-­‐Challis National Forest is looking for a pre-­‐sale forester to assist an integrated fuels/timber program on the Salmon-­‐Challis National Forest. The South Zone Timber Program is responsible for Forest Service related timber/fuels management activities on the southern portion of the Salmon-­‐Challis National Forest. This area covers approximately 2.7 million acres and includes the Challis-­‐Yankee Fork, Lost River, and Middle Fork Ranger Districts. Duty station for this position is Challis, Idaho. Major Duties: The major duties listed at the full performance level. If position is hired at the GS 7 level, candidate will serve as an Advance Trainee to acquire the skills necessary to serve as a fully independent pre-­‐sale forester. •

Evaluates and analyzes the project sale folder information and conducts a preliminary field reconnaissance. Assembles and reviews the timber sales contract package. Determines plans and arranges for the resources needed to complete the layout of sales. Identifies and verifies the land status and environmental constraints affecting layout of the proposed project on the ground. Reviews, compiles and analyzes field data. Completes environmental assessment reports and environmental impact statements. Prepares and ensures quality of documentation such as detailed maps, timber sale appraisals, timber sales write up, advertisements, prospectus, and sample contracts for the sale. Arranges for interviews of prospective purchasers and explains contract clauses, road development, and cutting practices. Monitors and oversees cruising and marking of timber and prepares general logging plans and verifies logging system settings. Utilizing appropriate document, determines sale boundaries, proper location of logging roads, acceptable marking and cutting methods, stumpage prices, and the requirements for brush disposal, erosion control, and stand improvement. Prepares a summary of all records acceptable for final appraisal, sale contract preparation, and subsequent timber management activities. This position may be hired using any of the Federal Government hiring authorities including noncompetitive authorities. http://www.fs.fed.us/r4/sc. The Salmon-­‐Challis National Forest covers over 4.3 million acres in east-­‐central Idaho. The Forest is bordered by the Bitterroot Range on the border with Montana on the east, and to the west includes over 1.3 million acres of the Frank Church-­‐-­‐River of No Return Wilderness, some of the most pristine wilderness in the continental United States. There are currently six administrative units on the Forest: Salmon-­‐Cobalt, Challis/Yankee Fork, Lost River, Middle Fork, North Fork and Leadore Ranger Districts. Rugged and remote, this country offers adventure, solitude and breathtaking scenery. The Forest also contains Mt. Borah, Idaho's tallest peak and the Wild & Scenic Salmon River and the Middle Fork of the Salmon River. The area is a highly desired destination for hunting, fishing, white-­‐water rafting and the many other popular recreational pursuits. The Forest features diverse, rugged topography, geologic features, and miles of streams creating a highly complex land management situation. South Zone Challis/Yankee Fork Ranger District Middle Fork Ranger District Lost River Ranger District The South Zone encompasses 2.7 million acres and include portions of the Middle Fork of the Salmon, Main Salmon, Pahsimeroi, Big Lost , and Little Lost River basins. The zone is home to the nine highest peaks in Idaho, hundreds of mountain lakes, and thousands of miles of streams and rivers. Recreation is important component of public uses within the zone, including hunting, fishing, rafting, camping, hiking, horseback riding, ATV and motorcycle trail riding. The forest is home to a large variety of wildlife and fish, including mule deer, elk, moose, wolves, antelope, big horn sheep, and over 20 species of fish including Chinnook Salmon and steelehead. Permitted uses include outfitters and guides, grazing, communicaiton sites, education orginizations, mining, and fire and wood timber products. Challis, ID http://www.challischamber.com/ Challis sits along the Salmon River at an elevation of 5,072 feet and has a population of 1,081. The climate of Challis is relatively cool and dry. The average low temperature in the winter is about 10°F and the average high in the summer is about 90°F. The average annual precipitation is 7.4 inches and average annual snowfall is about 15 inches. Challis is near the Salmon River and is also the gateway to the Frank Church River of No Return Wilderness, so outdoor experiences are some key highlights of life in Challis. Challis is the county seat of Custer County. Events occur almost year round and include; fishing derbies, festivals, the Braun Brothers Concert Weekend, rodeos, golf tournaments and more. Most services not available in Challis are available in Idaho Falls, which is about 150 miles away; Boise, which is about 160 miles away; or Missoula, Montana, which is about 180 miles away.
