Thomas Strobel, 36, of 17 Lupine St. in Lowell, was arrested and charged with two counts of distribution of a class A substance (heroin). In addition to the arrest warrant, Strobel was carrying heroin, and he was charged with possession with intent to distribute a class A substance (heroin). Throughout March, April and May, Tewksbury Police conducted a narcotics investigation into 109A Foster Road. This investigation included both stationary and moving surveillance on the residence, as well as controlled purchases of heroin from the past occupant who was identified as Strobel. On May 22, Tewksbury detectives obtained an arrest warrant from Lowell District Court for Strobel. Later that night, members of the Lowell Police Department assisted Tewksbury detectives in locating and arresting Strobel. He is scheduled to be arraigned in Lowell District Court on Tuesday.
