STATEMENT OF POLICY
The Hart County Fair Association is a non-profit organization. Those in actual charge of the fair contribute their time and
effort to make the Fair a success. The primary reason for the success has been the fine cooperation given the Fair by the
many fine citizens and exhibitors who attend and participate each year. All money left after premiums and the necessary
expense is taken and used to improve our facilities at the Fairgrounds for your convenience.

Rules and Regulations Governing
the 2010 Hart County Fair
received wages or remuneration for handling horses as
a livelihood.
19. No person will be allowed to remain on grounds overnight,
except upon the authorization of the Fair officials.
20. No person under the influence of intoxicants will be permitted
in the show ring or on the grounds.
V. Rules for Floral Hall - Hart County Fairgrounds
21. All entries must be in place by 12:00 noon CDT Thursday, July
1, and remain in place until Monday, July 5. All exhibits must
be checked out by the clerk in charge before 10:00 a.m.
22. Any person removing an exhibit before the time set for removal
shall forfeit all right to premium unless same is done by
permission of the Superintendent in charge.
23. All farm products shall be grown on the farm of and by the
exhibitor in the year 2009-2010.
24. Each exhibitor is limited to one entry per event. FLORAL
HALL HOURS: Thursday, July 1, 9:00 a.m.-12:00 p.m. to
receive entries. Closes at 12:00 noon for judging. Open
to public after judging from 6:00 p.m. to 8:00 p.m. - Open
Friday, July 2, 12:00 noon - 8:00 p.m. Saturday, July 3, 12:00
noon-8:00 p.m. Pick up is Monday, July 5, 8:00 a.m.-10:00
a.m. The fair board will not be responsible for any articles
left after 10 a.m.
VI. Rules for Livestock Show
25. All livestock must be entered with the Superintendent of the
show before the show begins.
26. Every animal shall be entered and shown in the name of the
bonafide owner or farm.
27. Each entry must have shown in class to be eligible to compete
for championship.
28. All first prize winners in livestock classes for which sweepstakes competition is offered must show such animals in
those sweepstakes rings or forfeit original premium.
29. No livestock will be allowed to occupy quarters on the grounds
unless entered for competition.
30. All exhibitors in the ring must observe the command of the
ring master or authorized officer. Each exhibitor must be
neatly attired and dressed in accordance with the class
showing. Due notice will be available at the Secretary's
booth to all exhibitors as to the time classes will be called
and livestock must be ready and waiting so they can enter
the ring promptly when called. When the gates are closed
no exhibitor who is late will be admitted to the ring. No aged
or barren animal will compete with one that breeds, when
shown in breeding classes.
31. The age of cattle shall be reckoned from the date of birth.
I. Rules Governing Entries in Fair.
1. All entries are open to everyone unless stated.
1A. All judges, trophies, ribbons and awards will be selected or
approved and ordered by the executive committee. The Fair
Board will not be responsible for any bills not approved by
the executive committee.
2. Entries made in 4-H, FFA or FCCLA Classes must have been
produced in conjunction with an approved project sponsored
by these organizations.
3. A violation of any of the rules as set out will exclude the
person from ever competing at this show, at the discretion
of the Fair Board.
II. Rules Governing The Awarding of Premiums
4. No premiums will be given for entries not listed in this
catalog.
5. No premium will be awarded where the exhibit is judged
unworthy.
6. All protests shall be filed with the Secretary of the fair not later
than 24 hours after the judging is completed. Such protest
shall be made in writing, stating the reasons for objecting.
7. All premiums will be paid by the fair secretary.
8. Any exhibitor who shall make or cause to be made any false
statement in regard to any animals or article exhibited, or
shall attempt to interfere with the judge in the performance
of his or her duties by conversation or otherwise, shall be
excluded from competition and shall forfeit all winnings.
9. Every exhibitor shall be expected to make final settlement at
the secretary's office before leaving grounds.
III. Rules Governing The Cancellation Of Events
10. The Fair Committee reserves the absolute right to postpone the Fair
and to declare void any rings advertised for good and sufficient
reasons, bad weather included.
11. The officials reserve the right of cancellation at any time, for
reasons satisfactory to them, of all contracts made with
concessionaires.
12. Each concessionaire must confine himself to space assigned
to him. Failure to do so will subject him to forfeiture of his
privilege, with no reimbursement.
IV. Miscellaneous Rules Governing the Fair
13. The Hart County Fair is planned and conducted according
to the Kentucky Department of Agriculture Regulations for
the use of state funds.
14. The Directors will use every precaution to prevent any accident to persons or animals or articles exhibited, but will
not be responsible for any accident, loss or damage which
may occur.
15. The officials reserve the right to make and enforce any
rules.
16. The Fair Committee reserves the right to make changes in
catalogue or any supplement thereof and reserves the right
to interpret all rules, regulations, conditions and differences
in regard to any arising out of any circumstances incident
to the shows.
17. Anyone exhibiting in a 4-H, Homemakers Club,FFA, or any
other organization class must be a regular enrolled member
of such specified organization and be enrolled in project and
be this year's project work.
18. An amateur is one who for the past five years has not

33. For the protection of the exhibitor, the State Agriculture
Department requires that all Beef and Dairy animals have
a valid health certificate.
34. No exhibitor may enter more than two breeds of the same
type of breeding animals. Market and feeder classes are
excluded from this limitation.
35. Each exhibitor is limited to not more than two animals in
any one ring.
36. 4-H animals registered in a partnership must have each
partner's full name on the registration papers. When one
partner becomes 19 years of age, and is no longer eligible
as a 4-H member, their name must be removed from the
registration papers.
37. Beef Show - Open. When there is less than 10 head in any
breed, the Hart County Fair reserves the right to group.

GENERAL RULES:
1. This show is open to Hart County 4-H members only.
2. A certificate of veterinary inspection must accompany all Sheep. Health
papers must be presented at time of registration for classes.
3. Market lambs are to be shown slick sheared.
4. All market lambs must be KUIP tagged.
5. Market lambs will be divided after weigh-in.
6. The same animal cannot be entered in both market and breeding
classes.
7. All 4 feet must remain on the ground while being shown.
8. All lambs must be shown by owner; if owner has 2 entries in a class,
another 4-Her must show the 2nd entry.
9. Protests may be filed as follows: A signed written statement stating
the problem is filed with the show superintendent within one hour of
the incident.
10. Premiums: Judging will be done on the Danish system.
11. If more than 12 entries per class, classes will be broken accordingly.
12. Any animal infected with a contagious, communicable disease is
not eligible to show.
13. Showmanship:
A. Exhibitors must register for classes the day of the show.
B. The champions and reserves from each division will compete for
over-all champion and reserve showman.
C. Age as of January 1, 2010 will determine exhibitor’s showmanship
division level.
D. The judge will place the classes with an emphasis on alertness, courtesy, control of lamb, fitting of the lamb, and show ring behavior.

RULES:
1. Participants must pre-register by Friday, June
18, 2010 by calling the Hart County Extension
Office at 524-2451.
2. Event is open to any Hart County 4-H
member.
3. CATEGORY I Constructed Garments: modeled
garments must have been constructed
between September 1, 2009 and June 19,
2010.
4. CATEGORY II Fashion Magic - Personal
Wardrobe: Article of clothing from 4-H’er’s
personal wardrobe.
5. Participants MUST complete garments as
instructed in the newly revised 2004 4-H
Apparel & Textiles-Sewing Units. Guidelines
are available upon request.
6. Judges will score participants using the 4-H
Fashion Revue Modeling Scorecard.
7. Participants will receive ribbon awards based
on the Danish System. Category champions
will be chosen and given an award.
8. Judging is based on age divisions.

GENERAL RULES:
1. The 4-H Market Goat Show is open to Hart County 4-H'ers only.
2. All goats must meet Kentucky Health requirements for exhibition.
3. All 4-H entries must be nominated and identified by the Kentucky
Uniform Identification Program (KUIP)
4. All goats showing in market and showmanship classes, including
Cloverseed and Cloverbuds, must be KUIP tagged and nominated
in the exhibitor's name by May 31.
5. All 4-H exhibitors may enter market wethers or market does,
all goats must be clean castrated.
6. Horns will be optional, but must be tipped. Tipped is defined
as: the end of the horn must be squared off at least ½ “ in diameter or larger. All goats shown by novice exhibitors must be
disbudded.
7. All 4-Her's goats must have been born after August 14, 2007.
Animals are subject to be mouthed to check age.
8. All goats must be shown by 4-H owner unless the exhibitor is
unable due to deprivation of strength or ability: physically impaired
or has more than one entry in a class, then he or she may have
another 4-H youth exhibit his or her animal.
9. 4-H exhibitors may exhibit no more than three market goats.
10. Goats will be shown by weights. All goats must weigh a
minimum of 40 pounds on show day.
11. No artificial coloring may be used.
12. No adult shall enter the show ring while classes are being
judged unless the exhibitor is physically impaired. This includes
Cloverseed and Cloverbud classes.
13. Exhibitors are expected to treat their goats in a manner consistent
with good animal husbandry and display proper sportsmanship at
all times. Failure to comply may result in disqualification.
14. All goats are subject to random drug testing for any legal or
illegal substance that alters conformation or enhances the animal's
appearance.
15. Premiums: Judging will be done on the Danish system.
16. Showmanship: A. Exhibitors must register for classes the day

PET RULES:
1. ABSOLUTELY NO SHEEP, GOAT, COW or HORSE ENTRIES.
(ALL OF THESE ANIMALS MUST ENTER THEIR RESPECTIVE SHOWS.)
2. All entries must be on the fairgrounds by 10:00 a.m.
3. This show is only open to pets owned by a Hart County 4-H youth.
4. All pets will be entered in their classes in agreement with the superintendent of the show.
5. Decision of the judges will be final.
6. An animal cannot be shown in more than 2 classes.
7. Pets must remain under control of the 4-H’er at all times and must
be on a leash or in a cage.
8. A 4-H’er may only submit 1 entry per class.

DOG SHOW RULES:
1. All dogs should be four months of age and shall be admitted only
when accompanied by a certificate of Veterinary Examination when
signed by a licensed, accredited veterinarian stating that they are free
from all infectious diseases, did not originate within an area under
quarantine from rabies or from an area where rabies is known to
exist and has not been exposed to rabies.
2. The Kentucky 4-H Small Animal Health Certificate available from
your local veterinarian is the only Health Certificate which will be
accepted at the Hart County Fair. The Health Certificate must be
presented at check-in on the day of the show.
3. Dog must be owned by the 4-H member or the immediate family
and trained by the 4-H member showing the dog.
4. An exhibitor may show no more than two dogs at the Hart County
Fair Dog Show.
5. Dogs in season may NOT show!!!
6. Dogs cannot be shown in more than 2 classes.
7. The judges may excuse a dog that attacks another dog/person or
that appears dangerous to another dog/person in the ring.
8. Show is open to current 4-H Small Animal Health Certificate.
9. All dogs MUST be on a leash while at the fairgrounds or will not
be considered for champion.

The pageant is open to all Kentucky residents ages 8-12.
A contestant must have reached her 8th birthday by July 1 and
cannot have reached her 13th birthday by October 31 of the year
that the pageant is held.
The entry fee is $35.00. You may also enter Most Photogenic for
additional $5.00. Photo may be black and white or color. Pageant
will be held at the Agriculture Building.
Arrival Time: Registration 6:00, Personal Interview 6:30
Interview Competition, opening Introduction: Contestants will
all be wearing any color t-shirt and khaki capri pants and white
tennis shoes.
Evening Gown: Age-Appropriate
Dressing Area: A dressing area will be provided near the stage.
Prizes: Miss Pre-Teen Hart County will receive a crown, trophy, sash,
$100.00 for lodging, entry fee paid to Miss Pre Teen Kentucky County
Fair Pageant. A special gift from Bridal of Regiss Park. 2nd and 3rd
place will receive a trophy and a special gift from Bridal of Regiss Park.
Miss Congeniality and Most Photogenic will receive a trophy.

CONTEST RULES:
1. Contestants will be scored on a timed written
exam and a skill test. Separate tests will be
given for Cloverbuds (K-8); Juniors (9-13), and
Seniors (14-19). Ages as of 1-1-2010.
2. Ties in each age division: If the final score
is a tie, then the highest quiz score shall be
declared the winner. If the quiz scores should
be tied, whoever turns in their test first shall
be declared the winner.
3. Each participant must bring their own bicycle
or may make previous arrangements to share
a bike with another participant. The bicycle
must be in safe riding condition. All youth are
asked to wear approved bike helmets. We
do not encourage sharing helmets unless
approved by parent or guardian.
4. Champion Jr. and Sr. Participants will
advance to the 2010 Kentucky State Fair
Bicycle Rodeo. The state winner of the 14
year old and older class will attend the Advanced Bicycle Skill Contest at the National
4-H Engineering Event, during Fall, 2010.
5. Each age group will receive the following
cash prizes: 1st $5.00; 2nd $3.00; 3rd $2.00.
All participants will receive a ribbon based
on the Danish System.
6. Course diagrams are available upon request
from the Hart County Extension Office.
7. This event is open only to Hart County
4-H’ers.
1. Open to everyone. Tiny Miss & Mister, age 3-4, Little
Miss and Mister, ages 5-7 as of July 1.
2. NO PHONE ENTRIES DAY OF PAGEANT.
3. 1st, 2nd & 3rd place will be awarded for.

2010 Hart County Fair. This contests will take place on Wednesday,
June 30, 2010, at 6:30 p.m. & 7:00 p.m. (CDT) in the Food Pavilion
at the Hart County Fairgrounds.
The entry fee is $40.00 made payable to Hart County Fair. You may
also enter Most Photogenic for an additional $5.00. Photo can be black

The rules of the contests are as follows:
1. The contest is open to all persons from Hart and adjoining
counties. Two age divisions: [12 and under] & [13

2. The contest is limited to 20 participants.
3. One pint of ice cream will be placed on each participant’s plate.
4. The contestant must eat the ice cream without the use
of his/her hands.
5. When the plate is clean of all ice cream and any melted
ice cream, the contestant is to hold up the plate for the
judges to see.
6. The contestant who holds up a clean plate first will be
the winner.
Cash prizes will be awarded.
INTERVIEW COMPETITION: Your choice of attire. Interviews to be
held on fairgrounds.
INTRODUCTION: White shorts with a solid color t-shirt and white tennis

SWIMSUIT COMPETITION: Suit will be modeled in shoes, one piece

All entries must be made by 12:00 noon, CDT, Thursday, July 1, and remain

3. Any person removing an exhibit before the time set for removal shall forfeit all

General Rules
1. Eligibility
A. Age Requirement - Cloverbuds
(Kindergarten through 8 years
of age as of January 1, 2010);
Juniors (9-13); Seniors (14-19).
Under age 9 may not advance to
State Fair Competition.)
B. Participation - Exhibitor must have,
since last county fair, completed
the project, of which the exhibit
is a part.
C. Residence - Entry in the 4-H Section
is open only to 4-H participants
residing in Hart County.
2. Entry Rules:
A. All entries must be made between
9:00 a.m. and 12:00 noon on
Thursday, July 1. All 4-H entries
will be judged on the Danish
System: Blue Ribbon - $3.00; Red
Ribbons - $2.00; White Ribbon $1.00. New in 2010: Tobacco
entries will receive same premium
as all other entries.
B. Entries not meeting class requirements will not be considered for
class championship.
C. Champion exhibits must meet
county and state fair regulations,
if advanced to competition.
D. Exhibitors are limited to 1 entry per
class. Not all champions will be
eligible to go to state fair.
E. For entry sections listing only how
many divisions, you must call
Extension Office at 524-2451 to
receive requirements.

4-H and FFA Classes will be Classes 1-7 heifers only in the open show for
each breed. There will be a Champion Award for each breed, 4-H and FFA, reserve
Champion award for each breed, 4-H and FFA. When the champion is selected,
2nd place in that class may show for reserve.
This show is sponsored by the County Fair, Total money for the show, beef and
dairy, is $600.00. Money will be awarded on the Danish System, on a 1x, 2x, 3x
basis, with the maximum for any animal being $10.00. You may show only 4-H or
FFA, not both, even though you are a member of both organizations. You must be
enrolled in the 4-H beef project for 2010 to show. Youth will be allowed to show
non-ownership animals if approved prior to show by program advisors.
Grade animals show in same classes with registered, 4-H and FFA will show
together. Highest standing animal for organization designates class winner. All
animals must rate a blue ribbon to show for championship.
HEALTH REQUIREMENTS: State health rules apply. Health certificates are
required on all animals exhibited in Kentucky. Complete rules may be obtained
from your vet, vo-ag instructor or County Extension Agent or may be found in front
of the book under Rules and Regulations. Animals must be shown by 4-H or FFA
exhibitors. If two animals are in same class, they can have another 4-H and FFA
member show animal.

points for each of the extra
events you participate in the

select two songs to sing. Songs must be selected from the karaoke
catalog or contestants may bring their own CD+G disc. Disc's must
be CD+G Disc (CD's w/graphics). Each contestant will sing one
song - unless there is a tie- then the second song selection will be
performed. If there is a duet or group performing, in the event of a tie,
the same group must return for the second selection.

PREPARATION OF CAR - cars must be inspected by 7:00 p.m.
1. All glass including all windows, mirrors, headlights, & taillights
must be removed
2. Car must be completely stripped out interior & all chrome
moldings, original gas tanks must be removed.
3. No changing of suspension examples: coil spring cars must
remain coils
4. Maximum height 22 inches (cars do not have to bounce)
5. Any type of tires can be used no bigger than 16 inches
6. Any type of drive shafts are allowed
7. Can put safety bars behind drivers seat and front dash bar, one
bar may be placed up drivers and passengers door inside car only
can run a roll-over bar but cannot touch frame
8. Cars must be swept clean of all glass and trash
9. Can weld bumpers-bumper shocks & brackets to frame
10. The front 2 body bushings and back 4 can be removed and
replaced with no longer than 1" allthread, can run all the way out
top of body, no bigger than 4" washers
11. Can change pinion angle - upper or lower control arms
*12. DO NOT ADD ANY METAL TO FRAME ANYWHERE unless
car has already been ran and has bent you can weld a 4 inch
square plate 1/4 in. thick where it is bent.
13. All doors and trunks or tailgates can be welded solid (must be
able to see inside of trunk good)

a small drill bit

6. The appearance of the entry before the judges start will be considered in case of a tie.
7. Participants may bring bread for their entries but the judges will not use

This contest will be held at the agriculture building on the
Hart County Fairgrounds near Rowletts. Entries must be
registered prior to 12:00 when judging begins.
Classes include:
(1) Beginning Basket Makers (have not entered the
contest before and have just started making baskets in
the past four years)
(2) Intermediate Makers Class (basket makers from
any year of age - must have 4-6 years experience
above the beginning basket makers class.
(3) Classic Utilitarian Split White Oak Basket
(anyone can enter this category. These baskets
traditionally had a specific work usage such as
egg baskets, lunch baskets, berry baskets, kindling
baskets, picnic baskets, yarn baskets, pie baskets,
collection plate baskets, marble baskets, etc.)
(4) Decorative Baskets
(5) Antique Baskets - over 40 years old (No
premiums or appreciation prizes for this category)
(6) Non-Split White Oak Native Material Hand
Processed Without The Use of Kits. (Material such
as: Honeysuckle, Grape Vine, Non-Oak but Wood,
Bark, and Straw.)
(7) Non-Native Bought Material
(I.E. Reed, Rattan, or Purchased kits.)
(8) Split White Oak Visitor Class
(Basketmakers from outside South central Kentucky.)
(9) Children's Category
(Split White Oak Basketmakers 2 yrs. to 20 yrs. of age.)
(10) Novelty
(Split White Oak non-basket items (fans, hats, vases,
pet beds, thimbles, wishing wells, etc.)
(11) Children's Category
Non-White Oak, Native Material, no kits
Rules:
1. All baskets of any kind or description are eligible.
2. The entrant (or some member of the immediate
family (must have made the baskets within the past
three years.
3. Baskets must be made of split white oak and
cannot be made from kits.
4. The Family Medical Center has the right to
purchase the winning baskets or the entrant can agree
to make a basket similar to the winning basket for the
Family Medical Center for display in its collection.
The price of the basket would be in addition to the
prize money. Please help us keep this tradition so we
can display these winning baskets locally.
5. This contest is open to all residents of
Hart and adjoining counties.

Agriculture Building
The Hart County Fair is celebrating 124 years of fair activities. We have
operated at various locations in the county. Nearly everyone in Hart County
has a link to the Fair. It may be participating in an event, watching a friend
or relative that is participating, serving as a volunteer or just as a spectator.
We are pleased to have Phase I of our new Agriculture Building completed
and plans are to begin construction of Phase II in the near future. It will
include 33 examples of local hard wood and local stone in its construction,
and will be home for displays of historic fair collectibles, photos, and
awards.
In addition Agriculture Building can be used by the public year round for
meetings, showers, receptions,
etc. To reserve this space
please contact Jimmy England
for cost and availability.
It has taken several years and
many hours of volunteer time
to reach our current level of
improvement and buildings at
the fair grounds. There are no
paid workers for the fair; we
are all volunteers. Funding
comes from donations and
occasional grants.
So, what does this mean to
you? Are you proud of our
county and fair? How can you
help? Financial contributions
of any size are helpful and
tax deductible. Volunteering
your time is very important.
It really takes a community
to make a county fair. Your
support is requested and
necessary for the success of
