She is in the 7th grade at Southampton Middle School. For her Grand Prize entry, she will receive $40 and a free 1-day Fair admission pass. The Cover Contest is held each year and any youth in 3 rd – 12th grade in the City of Franklin and Southampton County are eligible to enter. The winning entry is used on the Premium Book Cover and other promotions for the Fair as needed. -Page 4- Rules and Regulations: 1. There is a $20.00 non-refundable application fee or $35.00 for two siblings. 2. Only 15 contestants per age group will be accepted. This will be on a first-come, first-serve basis and application must be completed and fee PAID. 3. Application is to be submitted to Janet’s Touch of Style no later than 5:00 pm, June 06, 2014 505 N. Main Street, Franklin, VA 23851. 4. Contestants must be single, never married; no children and age must be according to category guidelines: a. Wee (3-4 years) must be 3 years by August 1, 2014 b. Little (5-7 years) must be 5 years by August 1, 2014 c. Junior (8-10 years) must be 8 years by August, 2014 d. Preteen (11-13 years) must be 11 years by August 1, 2014 e. Teen (14-15 years) must be 14 years by August 1, 2014 i. If turning 16 before May 1st, you must compete in the Miss FranklinSouthampton County Fair Queen’s Pageant 5. Must have lived in the City of Franklin or Southampton County for at least six (6) months prior to pageant. 6. Application is to be typed or handwritten neatly and submitted with a 5x7 color picture and a copy of the contestant’s birth certificate to Janet’s Touch of Style. The complete application is due on or before June 06, 2014. This photo will be judged and once submitted it may NOT be changed. 7. Contestants will be judged on their personality, poise, and beauty through personal interview, sportswear, and pageant dress competitions. 8. If crowned, your presence is required during the four days of the fair, dressed with crown and sash at certain activities designated by chairpersons. 9. She will also be expected to represent the Franklin-Southampton County Fair in parades and other functions associated with the Franklin-Southampton County Fair. 10. She also will be expected to participate in any fundraising activities and required to attend all meetings and rehearsals. Absence will not be tolerated as well as non-participation. Pageant winners are to represent FSCF as a court (group) ONLY. If a winner is interested in participating in an activity as an individual, it must be approved by community chairpersons first. 11. Once crowded, the winner must sit out the next year unless the child is advancing in an age group. Scarecrows must remain on exhibit throughout the fair week. They may be removed after 10pm on Saturday, August 16, 2014 or between 8am and 10am on Sunday, August 17, 2014. 8. However, participants may bring additional materials to complete their veggie art. 6. Pre-Registration is required 7. Veggie Art must remain on exhibit throughout fair week. The Best in Show will receive an additional Rosette ribbon.-Page 30- Alexandria Grizzard Miss Franklin-Southampton County Fair 2013 Southampton County Fair Board Members, County Residents, My Family and Friends: I cannot begin to express the extreme honor it was to be crowned Miss FranklinSouthampton County Fair Queen 2013. It has been quite a journey and a year that I will never forget. This reign has truly changed my life. It afforded me the opportunity to grow into a more confident and more compassionate person. This pageant made me appreciate my roots and to be proud of Southampton County. A place with historic landmarks, beautiful scenery, and a place filled with good ole folks. People are still supporting my platform on Autism. I have started a fundraiser entitled "The Missing Piece" where I will be selling homemade tee shirts and donating the profits to Autism Awareness and research. I would like to thank the Fair Board Members and everyone who makes this pageant possible and for all the time and effort put into making this a positive experience. Thank you to everyone who made the three days at the fair a blast and even let me splash around in the mud. Mostly, I would like to say thanks for giving me the opportunity to grow, mature, and gain confidence and self-respect. What a wonderful experience. No retailer or manufactured goods will be allowed. Two advanced 4-day passes will be provided per booth. Additional passes may be purchased. One vehicle per exhibitor will be allowed to park in a reserved parking area. Each person in the vehicle will have to have an admission pass to enter. One table and two chairs will be provided per booth. Booth size is 10’ x 10’. Entry Fee: Each booth is rented for $75.00. Contestants for the talent contest must be a resident from the City of Franklin, Southampton County, or an adjacent Virginia City or County. 2. There are 3 age divisions Junior Division – ages 14 years and younger Intermediate Division – ages 15-17 years old Senior Division – ages 18 years and older Ages as of July 31, 2014 3. Chairperson reserves the right to change age and divisions according to the number of entries. 4. Application deadline is July 23, 2014 and should be mailed to Cecil Edwards, 23383 Hanging Tree Road, Courtland, VA 23837. 5. All contestants must appear for preliminary judging at 7:00pm on Wednesday, July 23, 2014, at the Fairgrounds. 6. The preliminary judging will be based on your entire selection and costumes are required. 7. Appearance is very important and will be judged toward your final score. Costumes need to reflect your talent selection. 8. Up to eight participants may be chosen from each of the three age divisions. 9. The final talent presentation should be limited to no more than eight minutes 10. Talent may be presented as a solo, duet, or group with cash prizes to be shared among the members of the act. (Just amateurs please!) 11. All contestants appearing in the talent show must arrive at the fairgrounds no later than 6:30 p.m. on Thursday August 14, 2014. 12. CD’s may be used as well. (Fair will not be responsible for lost tapes and CD’s) No profanity or explicit lyrics permitted. Dismantle Time: After the exhibition building closes at 10:00 pm on Saturday night or Sunday between 10:00 am and 12:00 pm. -Page 8- -Page 29- COMMERCIAL EXHIBITS CORNHOLE TOURNAMENT Chairperson: Rubin Byrum (252) 396-3021 Rules: 1) This contest is open to amateurs only. No sanction players. 2) Cornhole tournament will have one category: men and women; double elimination. 3) Each game will be played until the first team reaches 21 points at the completion of an inning. 4) Pitching distance shall be 27 feet for men and 27 feet for women. 5) Hole-in corn bags are worth 3 points and corn bags on the board are worth 1 point, no other points are awarded. 6) All play will be governed by Officials Rules of Cornhole by the American Cornhole Association (A.C.A.). 7) Cornhole boards and corn bags will be provided. 8) Register day of event, Saturday, August 16, 2014 between 8:30am and 9:30am. Play will begin at 10:30am. Class Men & Women Prize Cash Prizes General Information: 7. These booths are for manufacturers, businesses, retailers, and individuals who market a product and/or service. Entries are welcome from the City of Franklin, Southampton County, and adjacent Virginia Cities and Counties. 2. PRE-REGISTRTION of entries is strongly suggested. The official registration blank or a reasonable facsimile will be accepted through August 2, 2014. 3. Exhibitors may enter only one article per class, but may enter as many classes as desired. 4. No article will be accepted unless it has a class listed for it in the premium book. Articles entered in the miscellaneous, other, or exhibitors choice must not fit in any class listed elsewhere in the premium book. (Give a description of these classes on the entry form) 5. The exhibitors are solely responsible for deciding the proper class for the entry; entries improperly classified will not be changed or judged. We reserve the right to accept or refuse an exhibit 6. Exhibits must be made or grown since August 6, 2013 by the person entering the exhibit. 7. Where any conflicts occur between these general rules and the special rules governing the different departments, the special rule will take precedence. The Fair Board reserves the right to determine all matters and difference in regard thereto including amendments. 8. The decision of the judges will be final. 9. No admission passes will be issued to exhibitors competing for prize money. 10. Exhibits may not be removed until after 10pm on Saturday, August 16, 2014 and between 10am and 2pm on Sunday, August 17, 2014. 11. Premiums on all exhibits will be paid on Saturday, August 16, 2014 after 10pm and Sunday, August 18, 2014 between 1 pm and 3 pm. 12. The stub from the exhibit tag must be presented to redeem the cash premium. 13. Articles and/or premium money not picked up by 2pm on Sunday, August 17, 2014 will be moved to the Southampton County Extension Office, Courtland, and kept until 5pm on Friday, August 23, 2013. After that time, the appropriate disposal will be made. Premiums will not be mailed unless a mistake has been made by the fair administration. 14. The Fair Board will not be responsible for any accident or injury to the person or property of any exhibitor, spectator, attendant, or any other person. The exhibitor agrees to indemnify the Fair Board against any claim or liability for damage by him or his animal. 15. Any insurance desired on any entry or animal must be acquired by the exhibitor. 16. Entries will be accepted in each department on a first come basis. The exhibitor will be advised of all spaces have been assigned prior the receipt of any entry. The chairperson in charge will assign space. 17. All articles received will be entirely under the control and jurisdiction of the management of the Fair. No exhibitor will be allowed to remove, handle, or rearrange the exhibit. 18. The right is reserved by the Fair Board to withhold the prizes awarded in every case in which it appears the regulations set forth have not been complied with, or that fraud or deception has been attempted, or where the article or animal is not worthy. The Fair Board’s decision will be final and binding on all parties. 19. If it is ascertained by any exhibitor, in any ungentlemanly manner, refuses to comply with the regulations set forth by the Fair Board, and has taken exception to the judgment of a judge or any awarding committee, the Board of Directors shall bar the person so offending from the competition for a premium or exhibiting on the grounds of the Fair until he shall be made proper amends and has been reinstated by a vote of majority from the Board of Directors. 20. Premiums and prizes are paid ONLY for awards made by judges as they appear on the signed judge’s sheet and cards of record and NOT from ribbons attached to the exhibit, unofficial newspaper reports, or other listings. This rule is strictly enforced due to the fact that the judge’s reports are the only official reports of the correct awards. Ribbons may be misplaced or tampered with and newspaper listings may be incorrect. JUDGES Should any doubt arise as to the regularity of an entry, or any other important matter, which the judge feels incompetent to decide, he shall at once report it to the Chairman of the department who shall in turn, bring the matter to the attention of the President. No one will be allowed to act as a judge in a department or ring in which he exhibits. All judges will be selected for their known familiarity with the classes on which they are invited to award premiums, and are instructed that if they shall have good reasons to believe that any exhibitor, be false entry or otherwise, attempts to deceive the judges or the public and obtain a premium by misrepresentation, they shall report the fact at once to the Chairman of the department, who shall report the matter at once to the President for action by the Board of Directors. The decision of awarding judges shall be final and no appeal shall be considered except in the case of protest. Objections to any person serving as a judge must be submitted to the Chairman of the department in writing prior to making award, giving good and sufficient reasons therefore, and the Chairman shall report the matter immediately to the President. An exhibitor attempting to interfere with the judge’s during the adjudications will be promptly excluded from competition. PROTESTS Protests against an award must be made in writing, accompanied by affidavits, which must specify in full the ground for protests, and such a deposit of $10 to the Fair Board before the close of the day following the making of such an award. In case the protest is not sustained, the deposit shall be forfeited to the Board. The Board will notify the exhibitor of the protested animal or exhibit of such protest; and both parties will then have 24 hours to bring sworn testimony in the case to be submitted to the Board of Directors. Pieces should be uniform in size and packed snugly but allow for circulation of liquids. 4. Products should be free from defects or blemishes, strings, stems, seeds, pits and peels. Some recipes may require stems, pits, and/or peels to remain; this is acceptable if the recipe is in keeping with approved guidelines. 5. Liquids should cover the product, keeping within the headspace guidelines from the reference materials used. Leave ½ inch headspace for fruits and tomatoes, ½ to 1 inch for vegetables; 1.4-inch headspace for jams and jellies; and ½ inch headspace for pickles and relishes. Please complete an entry form by June 13, 2014, to participate. 3. A market goat may be a doe or wether and includes purebred and crossbred animals. Market animals must be born after January 1, 2014, and must be dehorned, blunted, or wrapped. 4. All goats must have a scrapie tag/tattoo with the exception of wethers. Wethers must still have some sort of identification as is stated in the “4-H Livestock and Poultry Contests Rules.” 4. Each youth may exhibit up to six (6) – two (2) market and four (4) breeding stock with a limit of two (2) per class. 5. All goats will be weighed upon arrival at the fair. They will be divided into weight classes of light, middle, and heavy weight market goats. Classes may be further divided if deemed appropriate by show officials. 6. This is not a terminal show. 7. Goats exhibited in the market goat division may not be shown in the breeding division. 6. Goats will be ranked within classes. All pigs will be purchased from Murphy Brown. 4-H’ers will draw numbers to determine which two pigs they get. Each 4-H’er will get two pigs, one barrow and one gilt. There will be no trading pigs once numbers are drawn. 3. Pigs will be identified and weighed on the day pigs are drawn. This is the beginning weight. 4. Pigs must be the project animal of the 4-H member and under the 4-H’er’s direct care. 5. All 4-H pigs to be shown must be on feed and separated from all other livestock from the first day of the project, which is when the pigs are taken home. 6. Pigs will be shown by weight classes as determined after the final weigh-in. 7. An award will be given for overall weight gain. 8. Pens, feed, and water containers will be furnished by the Fair. Feed is donated by a local vendor. 3. When showing these species, youth must wear a long-sleeved white shirt. See the “4-H Livestock Contests Rules”. 4. During showmanship, youth will be not only evaluated on how they answer the judge’s questions, but also how they carry rabbits and poultry to and from the cages to the table in the show arena where the show will take place. 5. The Danish System will be used when judging. An overall Grand Champion and Reserve Champion will be selected for each species. Rabbit Show 1. A Best In Show will be determined in each gender/age category within the show. Poultry and Turkey Shows 1. No poultry under the age of 2 months may be exhibited. 2. Identification bands will be provided by the Southampton Livestock 4-H Club. All poultry must be pullorum tested at cooping or prior to the fair. If previously tested, a certificate must be presented. 3. If a registered poultry exhibit is unable to be shown due to illness or death occurring prior to the fair, participants may substitute up to two (2) poultry to be shown. If more than two poultry are unable to be shown, the remaining exhibits are forfeit. 4. Classes will be broken down into bantam and standard for poultry and rooster and broiler for turkeys. A Best In Show will be selected in each class. 5. If the project animal will be housed anywhere other than property owned or managed by the exhibitor’s family, permission must be requested and an approval form on file prior to Friday, June 13, 2014. Approval will only be granted in cases where it is impossible for the 4-H’er to house their own project animal. Membership and Conduct 1. All shows are open to 4-H’ers from Southampton, Sussex, Isle of Wight, Greensville/Emporia, Surry, and Suffolk. 2. All exhibitors must be bona fide 4-H members. This includes being in good standing with your local club, attending at least three club meetings or participating in six hours of 4-H activities between October 1, 2013, and August 31, 2014, and providing a completed 4-H Member Enrollment, 4-H Code of Conduct, and 4-H Health History to your local office by April 1, 2014. 3. Exhibitors and involved adults must abide by the “4-H Code of Conduct”. In addition, adults must also abide by the “Standards of Behavior for Virginia 4-H Volunteers”. 4. Good sportsmanship is expected at all times. The 4-H Livestock Committee – made up of specie superintendents, fair board representatives, and the 4-H Agent – will handle any disagreement with judges after evaluations/shows are complete. Responsibilities 1. Any 4-H member from Southampton County who enters an exhibit is required to complete two Barn Duty shifts throughout the duration of the county fair. All youth must be supervised by a trained 4-H volunteer, preferably a parent. Barn duty requires youth to ensure rabbits and poultry have enough food and all animals have enough water. 2. 4-H’ers are expected to be familiar with show requirements, such as the rules found in this booklet regarding their particular show and how they are expected to handle their animals when exhibiting. Showmanship tips are found online at http://offices.ext.vt.edu/southampton/. 3. Youth are responsible for the cleanliness and feeding of their animals and their pens for the duration of the fair. As a result, 4-H’ers must be present every day at the fair to care for their animal(s) or they must make arrangements with other 4-H families to do so. Bedding will be furnished at no cost to the exhibitor. 4-H Age Divisions (All ages are determined as of September 30, 2014.) 1. Juniors are 9-13 years old, Seniors are 14-19 years old, and novices are considered those youth 14 and younger who have not previously participated in the contest area. Cloverbuds 1. All 4-H enrolled youth ages 5-8 as of September 30, 2014, are welcome to enter one animal in any contest at the Fair with the exception of the 4-H Breeding Heifer Show. View respective contest rules for specific contest information. If a Cloverbud wishes to show an animal, they are not required to own the animal, rather it can be borrowed from another 4-H member. It is the responsibility of the Cloverbud family to make arrangements. 2. Cloverbud events are non-competitive, therefore feedback will be provided to the youth, but no prize money will be given. 3. Cloverbuds may not have sole control of an animal. A regular 4-H member or adult must be in control with the Cloverbud assisting. -Page 17- 4-H LIVESTOCK AND POULTRY CONTEST RULES (continued) Showmanship 5. All rosettes, banner, trophies, and monetary prizes will be given at the Annual Southampton 4-H Livestock Banquet on Monday, September 22, 2014. 1. A Grand Champion and Reserve Champion will be selected in the following categories: Senior (1418), Junior (9-13), and Novice (first-time showperson younger than 14). 3. Any youth receiving the title of Grand Champion or Reserve Champion Showperson will have the option of a trophy or banner to be given to them at the Southampton 4-H Livestock Banquet on Monday, September 22, 2014. Disclaimer Sweepstakes Awards Rules applying to all 4-H Livestock and Poultry Contests A belt buckle will be awarded to the sweepstakes winners in each of the Market Goat Breeding Goat, and Breeding Heifer Shows. The winner will be selected by the total number of points accumulated in the show by the following point system: 1st – 5 points; 2nd – 4 points; 3rd – 3 points; for placing in the single classes, fitting and showing classes, and record book classes. In case of a tie, the exhibitor placing highest in the fitting and showing class will receive the award. Livestock Posters 1. All 4-H youth are welcome to showcase their knowledge about a certain species by creating a poster to be on display at the county fair. Example topics: care, vaccinations, diseases, feed, byproducts, etc. 2. Posters are not to exceed 22x27 (this is a generic poster size). 3. The poster must be titled and make a statement related to that title. 4. On the back of the poster attach a label with participant's name, age, 4-H club, and exhibit title (do not put any of this information on the front, please!) 5. Posters displayed must be the work of the contestant. 6. Posters should be concise, attract attention, and centered on one theme. 7. Posters will be evaluated on originality, title, and general appearance. 8. Every poster will receive a ribbon based on the Danish System of judging. 9. Livestock Pen Decorations 1. All participants are encouraged to decorate the cages and stalls where their animals are housed. 2. Decorations will be judged based on creativity, thematic continuity, and general appearance. Inkind prizes will be awarded to those placing First through Fifth. Record Books 1. All participants are expected to complete one record book per species to be turned in on Wednesday, August 13, 2014, to the 4-H Agent in the announcer’s booth between 6 p.m. and 8 p.m. Failure to do so will result in the loss of all prize money. Books must be signed by the Project Leader (specie superintendent) and the 4-H Agent as needed. 2. Books will be returned to participants at the annual Southampton Livestock Banquet on Monday, September 22, 2014. The appropriate record book can be found online at http://offices.ext.vt.edu/southampton/. 3. Record books will be evaluated using the Danish System of judging. Ribbons will be awarded for each placing; 2. Rosettes will be awarded to the Best In Show, Reserve Champion, and Grand Champion recipients. 3. Southampton Extension and the Franklin-Southampton County Fair will not be responsible for loss, damage, or accident to any person, animal, or property. When making an entry, the exhibitor must agree to abide by the rules of the contest and with any final decisions of the show committee. 2. Any exhibitor and/or project leader who is found by the Southampton County Livestock Committee to be violating the above rules, or those that are specific to other FranklinSouthampton County Fair 4-H Contests, will be banned from participating in any FranklinSouthampton County Fair 4-H Contest events for life. 1. All entries are subject to on-farm inspections to verify entry information. All exhibitors agree to accommodate such inspections. 2. All exhibitors are required to attend the pre-fair meeting on Sunday, August 10, 2014, at 6:30 p.m. 3. All animals must arrive at the fair on Tuesday, August 12, 2014, between 5 p.m. and 7 p.m. 4. Upon arrival to the Fairgrounds, animals will be checked for visible signs of disease and will be turned away by show officials if there are any signs of illness. 5. Identification tags and/or tattoos are mandatory for all livestock (goats, heifers, pigs). These identifications will be checked upon entry to the fairgrounds. If any identification does not match a 4-H’ers registration forms, then that animal will not be permitted to be shown. Please see the specifics for rabbits, poultry, and turkeys in their show guidelines. 6. Attire for 4-H livestock and poultry exhibitors is a white collared shirt with buttons (must be long-sleeved for rabbit, poultry, and turkey show), black or dark blue pants, and appropriate shoes. Points will be taken away for those not abiding by the dress code. 7. Closed toed shoes must be worn in the barn at all times. 8. Youth are only permitted to show one animal in the ring at a time If a youth must have two animals in a show at one time, it is the responsibility of the 4-H’er to find another 4-H member to show additional animals. 9. Youth must be present at their show time to show their animal in order to receive prize money. 10. Only appointed ring stewards, species chairpersons, exhibitors, and the Extension Agent are allowed in the show ring. 11. If a youth loses hold of their animal more than once in the ring, the animal and youth will be excused from the class. Prize money for the animal will be forfeit. 12. The show committee reserves the right to further divide or combine classes as necessary. 13. Exhibitors are required to maintain their respective area(s) in a reasonably clean and orderly condition at all times. 14. No non-exhibited animals are to be sold in the 4-H Livestock Building. 15. Animals are not to be released until 10 p.m. on Saturday August 16, 2014. They may also be picked up between 8 a.m. and 10 a.m. on Sunday, August 17,2014. 4-H CONTEST SCHEDULE Friday, June 13, 2014, 5:00 p.m. – Hardcopy of entry forms must be received or postmarked.
