CDBG & HOME Financial Management & IDIS Update


IDIS will continue to operate FIFO for all grants received through the 2014 grant.
IDIS will function on a grant-specific basis for 2015 and all future grants.
IDIS accomplishes the transition from FIFO to Grant-specific
accounting through the division of FUNDING SOURCES

Only the Funding Source committed to an activity will be available for draws.
Vouchers may only be revised to
another activity funded by the same
source.
Vouchers may not be revised across
sources.

It will also happen that grantees may need to “clean up” small remaining balances on older grants by
funding more current activities with these
older funds. Grantees should also
remember that an action plan amendment
might be necessary if the planned use of
these older funds is changing.
Applicability of the National Defense Authorization Act

State CDBG Program Income Subgranting
Grantees will now be able to divide the PI bucket, to be able to distinguish between program income
locally retained in Carefree, AZ or Gripe, AZ.

New Receipt Fund Types
IDIS will now support the tracking of grant repayments to a local account, much like repayments to the
line of credit.
