3A – DCC’s Use of Alternate Project Delivery Methods

Traditionally, construction projects have been delivered using a Design-Bid-Build (DBB)
approach. While this project delivery method has proven to work, it seems like, over the last
few years, there’s never been such a big push from both the industry and the owners to find
better ways to deliver projects. In this informative session, we will describe alternative
project delivery methods that have been used on some of our major projects, including
Modified Design-Build, Construction Management and Public-Private-Partnerships sharing
our positives and negatives experiences so that you can gain a better understanding of those
methods. In addition, we will share results of some of our analysis when comparing similar
projects that were delivered using a DBB approach and an alternative delivery method.
Melanie Pouliot is currently a technical specialist in procurement with Defence Construction
Canada (DCC). Prior to joining the public sector, she worked in the private sector as an
engineer, managing projects and writing specifications and technical reports. Melanie has
been with DCC since 2007, first with their Construction Services service line and has now
been with the Contract Services service line since 2009. Up to 2013, she was leading a team
that was completing procurement plans for the Department of National Defence’s capital
infrastructure projects for projects over $5 million. Melanie is now leading the procurement
of a data center project that will be delivered as a Public-Private-Partnership following that
Design-Build-Operate-Finance-Maintain model in addition to working on DCC procurement
policies and procedures.
