LINCSA Internal/ External Vacancy Announcement Position Title Report To: Directly Supervises Purpose: Administrative Officer Director of Finance and Admin None The Administrative Officer is responsible for assisting with personnel administration, maintenance and supervision of staff and managing office operations. Ability to develop clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work. S/he also provides full range of administrative and clerical support to the office of the Commission. Follow the Public Procurement policy in the procurement of goods and services Key Results Area: Duties Office Management Internal and external Liaison & Customer Service Secretarial Expertise General Management Functions Responsible to review personnel Action Notice (PAN) pertaining to new employment ; Signs transactions for deletion, change of name, transfer, etc. in collaboration with the Coordinator; Counter-checks and verifies information card of all employees; Counter-checks payrolls, prepares Personnel listing, attends meetings and writes reports etc. Reviews and analyzes all quotations for purchases from the procurement section; Ensures that all employees of the Commission are properly identified through a Unified ID card System; Represents the Commission at ceremonies/occasions when designated; Coordinates employees’ welfare , benefits and all other amenities on behalf of Commission in consultation with the Director of Finance and Administration, and ensures payment of same; Identify training needs of the various sections/departments in collaboration with department heads; Independently carries out a portfolio of responsibilities under the department’s purview, such as managing committees, securing approvals, and providing communications. Provide expert guidance and leadership to more junior staff. Perform other related duties as required, e. g., reviews of adequacy of departmental space requirements and technology requirements. Implement and monitor support services including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements. Produce major/complex reports for management, as and when required. Oversees facilities, technology, and materials utilized in the Commission, coordinating with appropriate services. Works with management and others to develop and implement operating policies and procedures. Manages the ongoing administrative operational and staffing activities of the department. Supervises the work of the staff assigned at the Unit; Investigates personnel matters within the Commission and signs transaction for deletion, change of name, transfer, etc. Implement and monitor support services, including procurement of supplies and services; communications, engineering and information technology support; and provision of local utilities and service requirements. Ensures that all purchases are properly accounted for in the storeroom; Prepares periodic report of supplies on hand, quantity issued and balances; Prepares receipts for suppliers Perform all other tasks assigned by the Coordinator Technical Duties Assist with the development of strategic plans; Supervisory Functions None Education Bachelor’s Degree in Administration, Economics or other relevant academic background (essential) Knowledge & Skills 3 or more years in administrative capacity or experience (essential) Proven experience working in an administration or operational role. Proven office organizational and file management skills, strong ability to multi-task Demonstrated high computer literacy: particularly with programs in Microsoft Office/cloud computing. Strong interpersonal skills Experience in a non-governmental organization.
