SCHOOL FACILITIES PROJECTS ON-SITE INSPECTION AND VALIDATION

1.
To intensify progress monitoring of CYs 2014 and 2015 school facilities
projects, particularly classroom construction, repair and rehabilitation, school titling,
water sanitation and furniture delivery, there will be an on-site inspection and
validation of school facilities projects on the 2 nd week of April to 2nd week of May
2015.
2.
The overall objective is to monitor and evaluate the status of school facilities
projects implementation, specifically to:
a. inspect on-going projects to assure that the approved program of works are
implemented based on required standards set by the department;
b. track status of projects;
c. identify projects slippage and reasons for the delays; and
d. provide results for management recommendation and decision.
3.
The inspection and validation team shall be composed of: Regional and
Division Schools Offices Engineers; Physical Facilities Coordinators; Planning
Officers; SEPS for Planning and Research and Regional Office Project Development
Officers. Schools Heads and Physical Facilities Coordinators of the recipient schools
are also encouraged to give full assistance to the team.
4.
Prior to the conduct of the on-site inspection and validation, all Schools
Division Offices are directed to prepare the required reports duly signed by the
Schools Division Superintendents, as follows:

Travelling allowances and perdiem of the team from the regional office shall be
borne by RO MOOE, while those from the SDOs shall be charged to local or SDO
MOOE, subject to the usual accounting rules and regulations.
8.
Immediate dissemination of and compliance with this Memorandum is
directed.
