Philippine Institute for Development Studies Invitation to Bid The Philippine Institute for Development Studies (PIDS) is inviting interested parties to submit sealed bids for the auction of one (1) motor vehicle on a “as is, where is” basis specifically described below: Make/Type Plate No. 1 unit Nissan Vanette 1998 Model SEV 500 Location Ground Floor, NEDA sa Makati Building, 106 Amorsolo Street Legaspi Village, Makati The schedule of bidding process shall be as follows: Distribution of copies of Bid Form/ Inspection by prospective bidders of the vehicle April 29 to May 07, 2015 Monday to Thursday 8:30 am – 6:00 pm Deadline for submission of bids May 07, 2015 2:00 pm Minimum Bid Amount P122,000.00 Opening of Bids May 07, 2015 2:30pm Room 208 Claiming of the vehicle by the winning bidder Not later than 5 calendar days after the award and payment of the bid amount Auction Mechanics: 1. Any individual or legal entity (sole proprietorship, partnership or corporation) complying with the prescribed rules and regulations may participate in the public bidding for the sale of the auctioned vehicle, except members of the Special Bids and Awards Committee (SBAC) the Secretariat, and PIDS Employees and members of their immediate family (spouse and relatives up to the 3rd degree of consanguinity or affinity). 2. The duly-accomplished bid form (Annex A) must be submitted on the scheduled deadline indicating the amount of bid. A bid bond in the form of cash or Manager’s Check equivalent to 10% of the bid amount should be enclosed in the sealed bid. The bidder must sign the sealed envelope across its flap. The cash or Manager’s Check submitted shall be returned to non-winning bidders right after the bidding. 3. The bidder or his authorized representative must be present during the opening of the bids otherwise his bid will not be considered. Designated representatives must submit to the PIDS a written authorization to represent an individual bidder or legal entity (sole proprietorship, partnership or a corporation). 4. At the exact time and date of auction, the sealed bids shall be opened in the presence of all bidders. 5. The winning bidder must be able to pay the amount of the bid within five (5) days from the date of award of the auctioned vehicle. The bid bond of the winning bidder shall be considered as partial payment for the auctioned vehicle and the balance shall be paid in cash or in the form of a Manager’s Check. Upon payment of the full amount, a Deed of Sale shall be executed in favor of the winning bidder. 6. The winning bidder must be able to pick up the auctioned vehicle not later than five (5) calendar days after the award. Failure on the part of the winning bidder to claim the vehicle within the stipulated period shall cause the cancellation of the award and forfeiture of the submitted bid bond. 7. The winning bidder shall shoulder the cost of registration, i.e. transfer from government (red plate) to private (green plate), documentary stamp tax, and insurance of the auctioned vehicle. All expenses entailed in the hauling of the vehicle from its present location shall also be borne by the winning bidder. 8. The PIDS reserves the right to reject any or all bids or to waive any defects therein or to accept such bids as it may consider to be advantageous to the PIDS and the government. MINERVA C. All interested bidders shall make an offer starting at the minimum bid price of P122,000.00. Bidders must accomplish a bid form (Annex A) in triplicate copies which should be placed in a sealed envelope. The bidder should sign the sealed envelope across its flap. 3. The duly-accomplished bid form (Annex A) must be submitted together with a bid bond equivalent to 10% of the total bid price in cash or in the form of a Manager’s Check payable to the Philippine Institute for Development Studies (PIDS). Bids submitted after the 2:00 pm deadline shall not be accepted. 5. Sealed bids shall be opened at 2:30 pm of the same day May 07, 2015 at Room ___, NEDA sa Makati Building, in the presence of the bidders and/or their authorized representatives. The bidder’s name and the bid price shall be announced at the same time. On the same date, the SBAC shall award the sale of the auctioned vehicle to the highest bidder. 6. The public bidding shall be considered a failure if the offer(s)/tender(s) are noncomplying, as determined by the Special Bids and Awards Committee (SBAC). All non-complying bids shall be returned to the bidders together with the bid bond immediately after the SBAC has declared it as such. 8. The bid bond of the winning bidder shall be considered as partial payment for the auctioned vehicle, and the difference between such payment and the offered bid price may be in paid in cash or in the form of a Manager’s Check within five (5) days from the date of the award. 9. In case the winning bidder backs out, the bid bond submitted shall be forfeited in favor of the government. The auctioned vehicle shall be offered to the next highest bidder, and so on until the vehicle is offered to the last bidder. If the last bidder backs out, the SBAC shall declare the public bidding a failure. 10. The pull out of the auctioned vehicle from its present location shall be made during office hours only, and after full payment of the bid price as evidenced by official receipts (ORs) but not later than five (5) calendar days after the award. Failure on the part of the winning bidder to claim the vehicle within the stipulated period shall cause the cancellation of the award and forfeiture of the submitted bid bond. 11.
