GENERAL Each event in the Australian Rally Championship shall be conducted under the provisions of the International Sporting Code and the National Competition Rules of CAMS, the National Rally Code (NRC) and the Sporting and Technical Regulations published for the Series and the Supplementary Regulations using the ARC format published by the organiser of each event. Where there is any conflict between these regulations and the National Rally Code these regulations shall take precedence. S1.1 Australian Rally Championship The ARC shall consist of each rally listed in Article 3 - Championship Schedule. Each event shall be either a Sprint or Endurance as per the following: (i) A Sprint event shall consist of two competitions (Heats) each with their own results. Reconnaissance of the route shall be available on one of the preceding days. Competition in the second Heat shall be conditional upon a competitor having started in the first Heat but not necessarily on finishing that Heat. (ii) An Endurance event shall be considered to be one competition only over the full period of the event together with additional competitions over each Leg and shall publish separate results for each competition. An event of this type shall be conducted in conjunction with an International event and the relevant FIA regulations shall take precedence. S1.2 Australian Rally Manufacturers’ Championship The Manufacturers’ Championship shall consist of each rally as listed in Article 3 - Championship Schedule. Only a car driven by a CAMS licence holder, or a driver holding a MotorSport New Zealand licence who is competing in accordance with the current Trans-Tasman agreement, may score points. S2. ADVERTISING & PROMOTION S2.1 By entering any event in the Australian Rally Championship, any person and/or corporation agrees to refer to it only by its full title, being the “East Coast Bullbars Australian Rally Championship” or the “East Coast Bullbars Australian Rally Manufacturers’ Championship”. Any advertising or promotional matter must include the relevant full title. By entering any event in the Australian 4WD Rally Series, SUV Rally Challenge or the Australian Classic Rally Challenge, any person and/or corporation agrees to refer to it by its specific title. It is permissible to add ‘run in conjunction with the ARC’ or similar. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 3 of 32 S2.2 Each car entered in any event in the ARC shall be required to provide each area outlined in Appendix A to these Sporting Regulations for the purpose of compulsory advertising. The text of this advertising shall be clearly indicated in the Supplementary Regulations for each event or in a Bulletin before the start of the event. S2.3 Competition numbers shall be supplied by the organiser of each event. S2.4 Each item of signage shown in the Supplementary Regulations for each event shall be affixed to the vehicle prior to passing pre event scrutiny and remain on the vehicle for the duration of the event. Failure to meet this condition shall result in the competitor being referred to the Stewards of the Meeting for consideration of a penalty. S3. CHAMPIONSHIP SCHEDULE The 2015 ECB Australian Rally Championship and the ECB Australian Manufacturers’ Championship shall be conducted over the following event schedule: Round Date Event State Type 1 27-29 Feb Quit Forest Rally WA Sprint 2 15-17 May National Capital Rally ACT Sprint 3 19-21 June International Rally of Queensland QLD Endurance 4 10-13 September Rally Australia NSW Endurance 5 23-25 October Scouts Rally SA SA Sprint S4. CREW S4.1 Each driver and co-driver shall hold a current and valid CAMS National or International Rally licence (refer General Regulations of CAMS - Licences). S4.2 Under the Trans Tasman agreement, each New Zealand competitor competing under this agreement, and holding a current and valid Trans-Tasman Visa, may substitute the equivalent MotorSport New Zealand Competitor (Entrant), Driver & Co-Driver Competition licence. Membership of a CAMS affiliated club shall not be required for such a competitor. S4.3 Points in the Championships, Series & Challenges shall only be allotted to the holder of a competition licence issued by either CAMS or MotorSport New Zealand, in order of their finishing position. For allocation of points, a placing achieved by a holder of a licence issued by an ASN other than CAMS or MotorSport New Zealand shall be disregarded. For the purposes of point scoring, the driver and co-driver shall be treated separately. S4.4 Each crew is required to present a current version of the following items at Documentation: CAMS Pass Book/Competition licence (Competitor [Entrant], Driver & Co-Driver) Civil Driving licence for each Crew member (not required if the Co-Driver has a Navigator only licence) 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 4 of 32 S5. CAMS-affiliated car club membership (Driver & Co-Driver) Vehicle licence/permit/registration papers Third Party insurance extension (for each Queensland registered car) REGISTRATION Registration for participation and eligibility for event awards in any round of the ARC is not required. However, in order to score championship points within the 2015 East Coast Bullbars Australian Rally Championship and SUV Challenge it is a requirement for each driver to pay a series registration fee which includes the CAMS fees. Details of this registration are available on rally.com.au or by contacting the ECB Australian Rally Championship at [email protected]. Each driver shall register a minimum of 7 days prior to the start of the first event in which they wish to score points. Points shall not be allocated retrospectively for competition in an event prior to registration. No registration shall be accepted after 3 September 2015. Each driver in the 4WD Rally Series, Australian Classic Rally Challenge & Side x Side Rally Challenge is not required to register. S6. CREW ATTIRE During each special stage, each crew member shall wear a helmet and apparel as specified in Schedule D (General Requirements for Cars and Drivers of the CAMS Manual of Motor Sport). Failure to comply with this Article shall result in a penalty up to and/or inclusive of exclusion, at the discretion of the Stewards of the Meeting. S7. EVENT DURATION S7.1 Should an ARC event not be able to run in its entirety for any reason, the points shall be awarded on the basis of the established classification: full points if more than 50% of the scheduled length of special stages has been run, half points being awarded if between 25% and 50% of the length of special stages has been run. No points shall be awarded if less than 25% of the scheduled length of special stages has actually been run. In the case of a Sprint event, the above requirements shall apply to the length of a special stage in each Heat. S7.2 Not more than 20% of the total number of special stages in any one Heat/Leg may be less than 5km in length unless specifically approved by Australian Rally Commission (ARCom). S7.3 The average speed on any road section shall not exceed 70km/h. S7.4 The minimum competitive distance of each Sprint event shall be 180km. Reconnaissance must be able to be completed in one day. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 5 of 32 S7.5 During the overnight break each vehicle having been classified as a finisher to that point shall be placed in parc ferme. S8. PRE-EVENT TESTING S8.1 Except as provided for within this Article, testing for each round of the ARC by a driver is prohibited for a period of 30 days prior to the event within a 75km radius of the event service park or on any road expected to be used in an ARC event. If a team/driver/crew member is found to be in breach of this restriction they shall face disciplinary action, which may entail a penalty as high as a one year suspension of the competition licence of each party involved, and shall in each case automatically result in their exclusion from the event in question. S8.2 Each driver intending to test, within 90 days of an ARC event in an area which could reasonably be expected to fall under article 8.1, shall be required to contact the event organiser before making any arrangement with the government, CAMS or any other authority to use any section of road for the purpose of testing. S8.3 The restriction imposed by Article 8.1 shall also apply to a driver who has not registered for the ARC when competing in an ARC event other than in the driver’s State or territory of residence. S8.4 Such testing may only be carried out so long as any pre-requisite imposed by the relevant state rally advisory panel/Sport and Club Development Council and government authority is met. S8.5 Notwithstanding the provisions of Article 8.1, an event organiser may provide testing for a maximum of eight hours per entered driver on a weekday immediately prior to the start of the event. The organiser may charge a fee for this facility. No part of any special stage in the event may be used for testing without approval from ARCom. An Event organiser may also provide testing for a maximum of two hours on the Friday immediately prior to the start of the event. This option is only available to each crew not testing earlier in the same week. The Environmental Policy of ARCom and the requirements of Article 8.3 of the NRC are to apply to such testing. S8.6 A bona fide sponsor/corporate day, which has been approved in advance by ARCom, shall not be deemed to be testing or practice. S9. RECONNAISSANCE S9.1 Speeding whilst on reconnaissance shall be penalised as follows: 1st Offence - up to 15 km/h above the speed limit - $250 - over 15 km/h above the speed limit - $500 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 6 of 32 2nd Offence - up to 15 km/h above the speed limit - $500 - over 15 km/h above the speed limit - 30 second penalty (added to Heat/Leg 1) 3rd Offence S9.2 - Start Refused If a member of the crew is found on the course in the period two (2) months prior to the start of the event, with the exception of the period allowed for reconnaissance as per the event’s Supplementary Regulations and any authorised use, they shall be reported to the Stewards of the Meeting for consideration of exclusion or other penalty. S9.3 If a person associated with an entered team is found to be in breach of a regulation relating to reconnaissance, or who acts in such a manner as to bring the event into disrepute, they shall be subject to a substantial monetary fine, the amount of which shall be at the Organiser’s discretion. At their first meeting, the Stewards of the Meeting shall examine the circumstances of this fine and this shall not prejudice the possibility of a heavier penalty being imposed, up to refusal to allow the crew concerned to start the event. S9.4 Unless otherwise specified in the event’s Supplementary Regulations, the use of any rally tyre in reconnaissance is NOT allowed. S9.5 A non-competitor may apply to participate in event reconnaissance. Approval shall be subject to this person holding an appropriate CAMS or FIA licence and the payment of one third of the entry fee. S10. START ORDER S10.1 Each vehicle shall be required to start the event in order of the official starting list. The starting order shall be based on seeding as determined by ARCom or by some other process as described in the Supplementary Regulations for that event. Cars may be grouped into individual categories and if so the gap between each group shall be a minimum of four minutes. For Sprint events & IROQ all National cars shall be seeded together. S10.2 In a Sprint event, the starting order for Heat 2 shall be the same as that for Heat 1, except where the organiser deems this inappropriate. S10.3 The current Australian Rally Champion Driver shall use the competition number “1” in all Sprint events when competing in the Championship part of the event. S10.4 The ARC shall approve the seeded entry list for each ARC non-International event. S11. CREW BRIEFING Each Crew member must attend any compulsory Crew briefing at the place and time notified in the Supplementary Regulations. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 7 of 32 S12. EVENT DETAILS S12.1 General (i) The Clerk of the Course of each event shall be responsible for the application of the Championship Sporting and Technical, Supplementary and other Regulations, and their provisions during the running of the event. (ii) Notwithstanding, they must inform the Stewards of the Meeting of any important decision taken in application of the Championship Sporting and Technical, Supplementary or other Regulations of the event. (iii) Where a case is not provided for in these Regulations or the Supplementary Regulations for an event it shall be considered by the Stewards of the Meeting who alone shall have the power to decide. (iv) The driver shall assume the competitor’s responsibility when the latter is not on board the vehicle (v) Where an incorrect, fraudulent or unsporting action is carried out by the competitor or a member of the crew the matter shall be judged by the Stewards of the Meeting who may impose penalties which may include exclusion. (vi) Alteration to, Abandonment and Termination of the Event: in accordance with the NCR, the organisers may abandon, alter or terminate the event at any point. (vii) One or more Competitor Relations Officer (CRO) shall be appointed for each Australian Rally Championship event. The principal duty of the CRO is to provide information or clarification in connection with the regulations and the running of the rally to each competitor/crew. There shall be at least one CRO at each rally who must be easily identifiable to each competitor and crew and shall be present according of the CRO schedule. (viii) The entry fee shall be refunded in full (less any fees incurred) as follows: to a person whose entry is not accepted, in the case of the event not taking place, withdrawal of entry prior to the date of close of entries. Also, if for any exceptional reason a competitor is unable to start the event, a portion of the entry fee may be refunded at the discretion of the Stewards of the Meeting as follows: (ix) withdrawn after participation in testing: up to 40% refund (CAMS Permit Fee Payable) withdrawn without participation in testing: up to 70% refund Each car may be required to be fitted with an identification transmitter as part of the SOS tracking system. If required, instructions regarding collection, fitment and return of the transmitter shall be issued to each crew at documentation. The installation of this device shall be checked at scrutiny. Any misuse of the equipment shall result in the competitor being reported to the Stewards of the Meeting who may impose penalties which may include exclusion. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 8 of 32 (x) Where a car is unable to continue to follow the route of a Sprint event for any reason it shall be able to rejoin the event at a subsequent Service Out or Regroup Out Control, or at the final control, under the conditions outlined in NRC Article 6.10, and shall be eligible to be classified in the results providing that they have completed at least 25% of the Special Stage distance of that Heat. In Endurance events crews entered in the ARC, 4WD & Classics may rejoin at the final control purely for the purpose of points allocation. Crews wishing to do this must contact a Competitor Relations Officer to confirm their intentions. To be eligible for points for Overall at least 50% of the total Special Stage distance must have been completed and for a Leg at least 25% of the Special Stage distance of that Leg must have been completed (xi) Selected Media authorised by the ARC shall be given a special pass and, notwithstanding the provisions of NRC Appendix A Art 1.10(i)(a), may access the Regroup areas of each ARC event except where the event has International status. S12.2 (i) (ii) Timing Timing increments shall be as follows: • Special Stages: to the elapsed 1/10th of a second. • Time Controls: to the minute. Each further increment shall be disregarded (for example, a crew’s passage at a Time Control is recorded at 10.50 as long as the clock has not reached 10.51.00.) (iii) At the start of a special stage, each crew shall be given a 30 second warning and shall start when the display clock or sequential light system shows their start time for that stage. Each electronic system shall be electronically coupled to a start detection device (beam) which shall be located just in front of the start line. The breaking of the beam prior to the start signal shall be deemed to be a false start. Should the electronic starting system fail, the start shall be given manually by an official in accordance with the ARC Part 3 - Conditions & Requirements of Organisation Regulations. (iv) At the finish of each special stage the timing shall be taken by the breaking of a beam coupled to a printout clock and this shall also be backed up by a manual system. The beam and timekeepers shall be positioned on the timing-line. S12.3 The time card shall be handed in at the finish of a Section and replaced by a new one before the start of the next section. (Refer to NRC Appendix D for standard time card) S12.4 Where official shakedown, reconnaissance or other event-required activities are being undertaken on the same day as the Start of the Rally, and a crew is prevented from starting a Super Special Stage run on the Friday evening event as a result (as determined by the Stewards of the Meeting), each such crew shall be permitted to start Heat/Leg 1 on Saturday morning without penalty. Each such crew shall be allocated a time for the Stage by the ARC Series Sporting Director which may be adjusted following the first three stages of the next day. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 9 of 32 S12.5 In a Sprint event, if Super Special Stage/s are run on the previous evening as part of Heat 2 and a crew is prevented from starting due to not finishing Heat 1 and needing further time for repairs, they shall be allocated a time for the Stage/s by the ARC Series Sporting Director which may be adjusted following the first three stages of the next day. S12.6 For each Sprint event competition in a subsequent Heat shall only be available to a vehicle: a. having finished the previous Heat; or b. having started, but not necessarily finished, the first Heat and being placed in the overnight parc fermé at least six hours prior to the scheduled time of departure of the first car in that Heat . For an Endurance Event see Appendix B. S12.7 If a vehicle fails to finish a Heat, it may be serviced elsewhere and shall only be allowed to start a subsequent Heat if it is placed within the overnight parc fermé in accordance with S12.6. S13. SPECIAL STAGES (i) The definition of a Special stage is available in NRC 1.25. (ii) The minimum length of a special stage shall be 2km, however ARCom may grant a waiver to this Regulation subject to a suitable application being received. (iii) The maximum length of a special stage shall be 25km however ARCom may grant a waiver to this Regulation subject to a suitable application being received. For a special stage likely to be conducted in extremely dusty conditions, a maximum length of 15km is recommended. (iv) The total length of all special stages combined shall be outlined in the event’s Supplementary Regulations. (v) A minimum of five stages (excluding each stage less than 5km in length) must be planned for each Heat/Leg. (vi) Any car not starting from the start line within 20 seconds after the start signal shall be considered as retired and immediately removed to a safe place. (vii) During a special stage, assistance (except from another crew competing on that stage) is forbidden. A breach of this rule shall result in the competitor being excluded from the event by the Stewards of the Meeting upon the proposal of the Clerk of Course. Such decision may only be announced at the end of a Section or at the end of a Heat/Leg. S14. RESULTS (i) Results for each group shall be established by adding the total elapsed time of all the special stages and the penalties incurred for each car. In a Sprint event this shall apply independently to each Heat. Results showing all cars together shall not be published. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 10 of 32 (ii) Details regarding the result of each special stage, as well as any penalty, including penalty for lateness or early arrival at a time control, shall be published at the same time as the results. (iii) Results shall become official only at the end of the event. (iv) The Supplementary Regulations shall specify the place and time where the official results shall be posted. Should publication of the results be delayed, the new time of publication shall be indicated. (iv) No official results may be posted or distributed without having been approved by the Stewards of the Meeting. (v) Results shall become final 30 minutes after posting, subject to no protest being received. If the publication of the Provisional Results is delayed, a new time for publication shall be posted on the official notice board. (vi) The allocation of points towards each Championship and Series is the responsibility of CAMS. An event organiser may make a preliminary allocation for promotional purposes only. This allocation shall not be considered to form part of the results. S15. FINAL CONTROL As soon as each crew arrives at the final control of an event, the car shall be driven into the parc fermé. This parc fermé may be converted to a holding area open to competitors and the public, providing that sufficient marshals are in attendance to ensure that each other requirement for parc fermé is complied with. A brief check on each car shall be carried out there to verify: • its conformity with the car submitted at pre-event scrutiny • if there is cause to impose the penalties specified under NRC 5.2. If a vehicle is not required for post event scrutiny it may be released 30 minutes after the time at which the last car in their competition booked into the final control. S16. TRAFFIC AND REPAIRS (SERVICING) S16.1 (i) General Conditions: Throughout the event, servicing of a competing car shall only be carried out in a service park unless S12.7 of these regulations applies. However, the crew, using solely the equipment on board and with no external physical assistance, may perform service on the car at any time, other than where this is specifically prohibited. (ii) The speed of a car in the service park may not exceed 30 km/h. Failure to comply with this limit shall result in a penalty being applied by the Stewards of the Meeting. (iii) When necessary as part of service (i.e. changing a fuel tank or pump), emptying and/or refilling of fuel is permitted in a service park provided that: 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 11 of 32 • the work is carried out under the supervision of a marshal, • no other work is carried out on the car during the emptying and/or refilling operation, • a suitable safety perimeter is established around the car, • marshals are present with fire extinguishers sufficient in capacity and suitable for use on flammable liquid, • S16.2 only sufficient fuel is added to reach the next refuel zone. Definition of prohibited service: Prohibited service includes: (i) the use or receipt by a crew of a manufactured material (solid or liquid other than drinking water supplied by the organiser), spare part, tool or equipment other than one carried in a competing car. (ii) The presence of a member of the team or a team conveyance within one kilometre of its competing car on a road section, except: in a service park, or where specifically permitted by means of a Bulletin, in a special stage (from the yellow sign at the beginning of the time control to the beige board at the stop point at the end of the Special Stage). Note: At the time control or stop point the team vehicle must be parked within sight of the control officials. • For a competing car waiting at the time control at the entrance to a regroup or service park, or parked inside a regroup, or at a supplementary refuel location, where the passing of food, drink and information (roadbook, etc) to or from the crew is permitted. • Whilst transporting the crew to or from the parc fermé. • Where the competing car is following the route as prescribed in the roadbook and is required to use the same road at the same time as team personnel following the service vehicle route as prescribed in the service book, provided they do not stop at the same location at the same time. (iii) The deviation of the competing car from the route of the event whilst travelling through any prohibited service area. S16.3 It is forbidden, under pain of exclusion, to tow or transport a car, or to have it pushed, except to bring it directly back onto the road, or to immediately clear the road. S16.4 Similarly, a crew is forbidden under pain of exclusion to: (i) deliberately block the passage of a competing car, or to prevent it from overtaking; (ii) to behave in an unsporting manner. S16.5 Each service crew shall at all times be subject to the provisions of NRC 7.6. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 12 of 32 S16.6 End of Heat/Leg 1 Service Park: (i) Between the end of the last special stage of Heat 1 and the overnight parc fermé of each ARC Sprint event a two-hour service park shall be established which shall have an entry and exit time control. Flexi-service, with maximum delay time of 1 hour, shall apply at this service. (ii) Between the end of the last special stage of Leg 1 and the overnight parc fermé of each ARC Endurance event a 45 minute service park shall be established which shall have an entry and exit time control. Flexi-service shall apply at this service. (iii) If the service park is followed by a liaison section, a car may be booked out of the service park early without penalty. S16.7 The use by a competitor of any outside assistance to check the condition of the road on a special stage is prohibited. S16.8 Throughout the entire event, each crew shall observe the traffic laws of the State in which the event is being run. Where a crew does not comply with these traffic laws it shall be subject to the penalties noted in NRC 5.2 and 7.6. S16.9 (i) Refuelling A competitor may refuel only in the refuel zone designated by the organiser in the road book, except as detailed under Article 16.1(iii). Alternatively, each competitor using pump fuel may also refuel from a pump at a filling station if marked in the road-book. (ii) The refuel zone entry/exit shall be marked by a blue fuel can symbol. (iii) Fuel shall be stored in the refuel area during the operation of the service park. (iv) Decanting of fuel between containers shall only be done within a refuel zone or a bunded storage area. (v) Action inside a refuelling zone not directly involved in the refuelling of the competing vehicle is prohibited. (vi) In each refuelling zone, a 5 km/h speed limit shall apply. (vii) It is recommended that each mechanic wears fire-resistant clothing, gloves and goggles. (viii) The responsibility for refuelling is incumbent on the crew alone and must be done in a manner which ensures that no fuel is spilt. (ix) Each car's engine shall be switched off throughout the refuelling operation. (x) Solely for the purpose of assisting with the refuelling procedure for their car, a maximum of two (2) team members of each crew may access this zone. (xi) It is recommended that the crew remains outside the car during refuelling however, should they remain inside, each safety belt must be unfastened. (xii) In the event of a breakdown, the car concerned may be pushed out of the zone by crew members, officials and team members without incurring any penalty. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 13 of 32 (xiii) Any breach of the refuel regulations shall be reported to the Stewards of the Meeting for consideration of exclusion or other penalty. S16.10 Remote Service Zones (i) Each event organiser may make provision for the use of Remote Service Zones in order to extend the distance between central services. (ii) Each Remote Service Zone shall: have a time control at their entrance and exit, be scheduled for a maximum of 15 minutes for any one car, allow for the changing of tyres, supplied from a Service Vehicle, and any service using equipment & parts as listed in article S16.10 (iv) below, (iii) incorporate a tyre marking zone after the exit time control, admit only authorised team personnel, the event officials and media with appropriate passes. When a service vehicle enters a remote service zone it shall do so as directed by the officials in charge and shall vacate the zone immediately after departure of the last vehicle that they are servicing. Infringement of this regulation by the team shall result in a fine being imposed by the Stewards of the Meeting. No competing vehicle shall be parked alongside its service vehicle. (iv) Except for the use of jacks, chassis stands, ramps, wheel nut spanners, torque wrench, hand-tools and oils and fluids for replenishment, the team personnel may use only equipment or parts and tools carried on board the competing car. Tools may be battery operated. There shall be no restriction on the use of personal protective equipment or any item generally recognised as necessary to carry out a service procedure in a safe manner. (v) A Remote Service Zone is strictly a no smoking area and refuelling within this area is prohibited. The organiser may establish a Refuel Zone at the exit from the Remote Service Zone. (vi) Each zone shall be scheduled so that the same team personnel can attend each zone as well as the service park. Instructions on a recommended route shall be provided. S17. DUAL/MULTIPLE STATUS EVENTS Where an Australian Rally Championship meeting includes another competition (e.g. State Championship), the following conditions shall apply: (i) Where there is a limit on the number of starters, preference shall be given to an ARC registered driver and then to a competitor who has competed in previous ARC rounds in the present year. (ii) Each vehicle shall comply with the advertising requirements for the Australian Rally Championship. In the case of an international event, where there is a conflict between the event regulations and these regulations, the event regulations shall take precedence. AWARDS S18.1 General Conditions (i) (ii) Championship Awards shall be made to the driver and co-driver of the respective titles of: CAMS Australian Rally Champion Driver and CAMS Australian Rally Champion Co-driver; and CAMS Australian Rally Manufacturers’ Champion. No 2WD vehicle manufactured prior to 1st January 1986 shall be eligible to enter the ARC Outright competition, however such a vehicle may run in the Classic Rally Challenge or in the relevant State Championship competition as appropriate. (iii) For the purpose of allocating points in an international event, the results of the common portion of each event shall be combined for each ARC Registered and 4WD National driver and points allocated based on their performance against each other. (iv) The final event of the ARC (not including 4WD Rally Series or Classics) shall attract an additional 25% bonus score (Heat 1 rounded down, Heat 2 rounded up) save for the allocation of points for the Power Stage and for the Australian Rally Manufacturers’ Championship. (v) Each Heat of a Sprint Event and each Leg of an Endurance Event (in lieu of overall results of Events) shall be used if the need arises to break the tie in accordance with the provisions of Article 4 of the General Conditions for All Titles. (vi) A driver, co-driver or manufacturer must have scored points in two or more events to be eligible for awards. (vii) Each Driver & Co-driver entered in the Australian 1600 Cup & SUV Rally Challenge shall also be eligible for relevant category points and awards. (viii) Sprint event points (excluding the Manufacturers’ Championship) shall be allocated as follows: 40, 34, 30, 26, 22, 20, 18, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 for places first to twentieth for each Heat. (ix) Endurance event points (excluding the Manufacturers’ Championship) shall be allocated as follows: Overall - 40, 34, 30, 26, 22, 20, 18, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 for places first to twentieth Leg 1 Bonus Points - 50% of Overall points (rounded down) Leg 2 Bonus Points - 50% of Overall points (rounded up) Leg 3 Bonus Points - 50% of Overall points (rounded down) – Rally Australia only To be eligible for Leg points, a competitor must finish that Leg and book into the overnight parc ferme within the Late Time limit. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 15 of 32 S18.2 Categories S18.2.1 CAMS Australian Rally Champion Driver and Co-Driver (i) The driver and co-driver attaining the highest point score amongst those competitors driving an eligible 2WD vehicle shall be awarded the CAMS Australian Rally Championship. The award shall be based on points for each placing amongst all eligible vehicles (ie, places gained by a non-eligible vehicle shall be disregarded). Each event shall be counted in determining the winner. (ii) The Driver and Co-driver with the most stage wins amongst all eligible 2WD vehicles over all of the stages of each event (excluding any times allocated under NRC Article 6.9) shall be allocated one additional point. If the number of stage wins is equal, then the fastest time obtained on the first special stage (not being a Super Special stage) shall be used to break the tie. If this time is equal then each subsequent stage shall be taken into account until the tie is broken. (iii) Additional Championship bonus points of 5, 3 &, 1 shall be allocated at each event for specific performance on a separate Power Stage run on the morning preceding the rally. These points shall not count towards the event results. This shall be contested by ARC Registered Drivers only and shall consist of one Qualifying run with the top 3 then competing on the Power Stage. S18.2.2 Australian 1600 Cup (2WD) (i) The driver and co-driver attaining the highest point score amongst those competitors driving an eligible 2WD vehicle under 1600cc manufactured from 1st January 1986 shall be awarded the 1600 Cup. (ii) The driver and co-driver attaining the highest pointscore shall be the winner of the 1600 Cup. (iii) Awards shall be based on points gained amongst each eligible vehicle (i.e., places gained by noneligible vehicles shall be disregarded). Each event shall be counted in determining the winners. S18.2.3 Australian 4WD Rally Series (i) The driver and co-driver attaining the highest point score amongst each competitor driving an eligible 4WD vehicle shall be the winner of the Australian 4WD Rally Series. The award shall be based on points for placings amongst each eligible vehicle (ie, places gained by non-eligible vehicles shall be disregarded). The best three (3) results shall be counted in determining the winner. (ii) The Driver and Co-driver with the most stage wins amongst all 4WD vehicles over all of the stages of each event (excluding any times allocated under NRC Article 6.9) shall be allocated one additional point. If the number of stage wins is equal, then the fastest time obtained on the first special stage (not being a Super Special stage) shall be used to break the tie. S18.2.4 SUV Rally Challenge (i) The driver and co-driver attaining the highest point score amongst each competitor driving an eligible SUV shall be the winner of the SUV Rally Challenge. (ii) To be eligible, each car shall comply with SUV Rally Car regulations. (iii) The award shall be based on points gained amongst each eligible vehicle (i.e., places gained by any non-eligible vehicle shall be disregarded). Each event shall be counted in determining the winner. S18.2.5 Australian Rally Manufacturers’ Championship (i) The Australian Rally Manufacturers’ Championship shall comprise each event in the ARC. Every point scored by each registered manufacturer shall be counted in determining the winner of the Championship. (ii) An eligible vehicle shall be that where: (a) The manufacturer (including an importer or distributor) elects to nominate a driver for the Championship, (b) The driver is an Australian resident or holds a competition licence issued by CAMS, or meets other criteria as may be determined by the Australian Rally Commission at its sole discretion, (c) The vehicle is 2 Wheel Drive or SUV, of a model which is ten years old or less as at 1 January 2015, and which complies with the ARC Technical Regulations, and; (d) Nomination for each rally has been completed, by a representative of the manufacturer, as specified below (maximum of two nominations): The manufacturer may nominate two crews for the first event of the Australian Rally Manufacturers’ Championship, which shall be considered “standing nominations” for the duration of the Manufacturers’ Championship. Such standing nominations may be changed, or additional nominations made (where appropriate) up to one week prior to the start of each rally. Notwithstanding, ARCom may at its absolute discretion permit the replacement of a standing nomination who is unable to start the rally under circumstances that it deems to be exceptional (such as injury, sickness or bereavement). Nominations shall be made to CAMS in writing via email to [email protected] Should one or more of a nominated crew not be in a position to start Heat 2 onwards of a Sprint event, a representative of the manufacturer may nominate a replacement crew. Notification must be received prior to the Stewards meeting at the end of the previous heat. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 17 of 32 Nomination for manufacturer points must be acknowledged by a privateer driver who has the right to refuse such nomination. (iii) Points shall be allocated to the highest placed nominated car from each make. Each other car shall be disregarded for the allocation of Manufacturer Championship points. For the purpose of allocating points the results of 2WD and SUV shall be combined. Sprint event points shall be allocated as 10, 8, 6, 4, 3, 2 and 1 for places first to sixth for each Heat. Endurance event points shall be allocated as 20, 16, 12, 8, 6, 4 and 2 for places first to sixth Overall. S18.2.6 Australian Classic Rally Challenge (i) The Classic Rally Challenge is open to a Driver and Co-driver in an eligible CAMS Classic vehicle (C1 or C2). (ii) The Driver and Co-driver attaining the highest point score amongst all eligible CAMS Classic vehicles shall be the winner of the Australian Classic Rally Challenge. Only the best three (3) events shall be counted in determining the winners. (iii) The Driver and Co-driver with the most stage wins amongst all eligible Classic vehicles over all of the stages of each event (excluding any times allocated under NRC Article 6.9) shall be allocated one additional point. If the number of stage wins is equal, then the fastest time obtained on the first special stage (not being a Super Special stage) shall be used to break the tie. If this time is equal then each of the subsequent stages shall be taken into account until the tie is broken. S18.3 Class Awards No class awards shall be made. 18.4 Australian Side by Side Rally Challenge The Australian Side by Side Rally Challenge is covered by its own separate Sporting Regulations. S18.5 Other Awards ARCom reserves the right to introduce other awards during the ARC season. S18.6 (i) Event Results & Awards No Overall results shall be issued. Separate results shall be published for ARC Outright, Australian 4WD Rally Series (including SUV), Australian Classic Rally Challenge & Side by Side Challenge. (ii) For each ARC event the following awards are the minimum which shall be presented (where applicable): • 1st, 2nd, 3rd ARC Outright Driver/Co-driver • 1st 1600 Cup (2WD) Driver/Co-driver • 1st, 2nd, 3rd 4WD Rally Series Driver/Co-driver • 1st, 2nd, 3rd Classic Rally Challenge Driver/Co-driver • 1st SUV Rally Challenge Driver/Co-driver 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 18 of 32 • (iii) 1st, 2nd, 3rd Side by Side Challenge Driver/Co-driver For a Sprint event, each award shall be made on the same basis as Art S18.1(ix) for places 1st to 20th amongst each crew in each Heat for each group/category, and trophies shall be awarded to both the Driver and Co-driver based on the total points scored by each person over the two Heats. (iv) The Driver & Co-Driver with the most stage wins over each stage of the event shall be allocated one additional point, allocated separately to each of ARC, 4WD Rally Series and Australian Classic Rally Challenge in the same manner as in Article S18.2.1(ii), S18.2.3(ii) & S18.6(ii). (v) In the event of a tie for an event award in a Sprint event, the crew with the lowest total time (including any penalties) &/or missed stages over the total event shall be declared the winner. (vi) For an Endurance event, each award shall be made on the basis of outright results over the total event. (vii) Crews who have rejoined under Art 12.1(x) shall not be eligible for event awards or to be on the podium. S19. FINISHING CEREMONY Following each event, a ceremony shall take place in the vicinity of the finish. The organiser shall make provision for presentation at the finish ramp to the driver and co-driver of each prize-winner in each of the various competitions. S20. MEDIA CONFERENCE A crew may be required to attend one or more media conferences, the time & location of which shall be specified in by Communiqué. Each crew is reminded of their obligation to sponsors of the event and should present themselves accordingly. S21. ADMINISTRATION S21.1 Radios An organiser is not allowed to restrict the use of radio liaison by a competitor or their service crew except where such use is expressly forbidden by the laws of the State, however, an organiser may ban the use of the specified frequencies which they are using. S21.2 Entries No amendment may be made to the entry form except as follows: (i) a crew change may be made up to the end of pre-event documentation and, in the case of force majeure, at the discretion of the Stewards of the Meeting prior to the publication of the Start List (for a Sprint event this shall apply separately to each Heat), but may result in a re-seeding of an entry; 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 19 of 32 (ii) a competitor may replace the car declared on the Entry Form by another from the same Group and the same Class, up to that vehicle’s nominated closing time for pre-event scrutiny and/or; (iii) if, when scrutineered, a vehicle does not correspond in its presentation to the Technical Regulations of the Group and/or Class in which it was entered, this vehicle may, upon the proposal of the scrutineers, be transferred to the appropriate group and/or class only upon the decision of the Panel of the Stewards of the Meeting. S21.3 (i) Bulletins/Road Books Any further regulation issued after the publication of Supplementary Regulations shall be in the form of a dated and sequentially numbered Bulletins. These Bulletins shall then form an integral part of the Event Supplementary Regulations. They shall be posted on the Official Notice Board & on the website and shall also be issued to each competitor, who shall acknowledge receipt by signature, unless this is physically impossible (i.e. during the running of the event). (ii) Permission to publish a Bulletin shall be in accordance with the following: (a) If issued prior to the start of documentation verification, the approval shall be sought from CAMS; (b) If issued after the start of document verification, the approval shall be sought from the Stewards of the Meeting. (c) An Organiser may issue a Bulletin which relates only to the itinerary and route without the need for approval by CAMS. Any such Bulletin must be drawn to the attention of the Stewards of the Meeting at the earliest possible time. S22. COPYRIGHT It is a condition of entry, that any vision taken by a competitor from a competing vehicle using an in-car video or moving film camera shall not be used for commercial use or broadcast on any medium (including the Internet) or used for transmission without the specific approval of the Australian Rally Championship. Any vision taken in this manner may only be used for a private purpose. Further to this, any such vision shall be made available to the event Organiser on request at no charge who shall be able to use such video, film and moving images for their own purpose without any payment or encumbrance. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 20 of 32 APPENDIX A ADVERTISING REQUIREMENTS The following advertising is required for all vehicles competing in the ARC, 4WD Rally Series & Classics (The only variations are those listed in the Notes below): AREA A - DOOR PANEL (ARC, 4WD & SUV) 2 door panels total size each 670 mm wide by 170 mm high including a 10 mm white surround (and between the number and the Organisers advertising) which shall each include a number box 140mm x 150 mm which shall always be at the front of the panel. A1 - Organisers’ event signage • Size: 150mm high x 500mm wide Where the logo, name or image of a “conflicting” manufacturer is included in such signage manufacturer teams may choose not to carry such signage upon payment of a fee of $660. A2 – Competition Numbers • Matte black competition number box at the front of the panel. Numerals shall be fluorescent yellow (PMS 803), 140 mm high and with a stroke width of 20 mm. • Numbers for each rear side window which shall be 200 mm high with a stroke width of 25 mm, coloured fluorescent orange (PMS 804), and may be reflective. These numbers shall be placed on the rear side windows adjacent to the crew’s name. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 21 of 32 A3 –ARC Series Sponsor or Partner Signage • Size: 2 signs each 120mm high x 250mm wide on both sides of the car as shown in the diagram or in other approved locations. One sign must be located near the base of the C-pillar and shall be used for ECB. AREA B – ROOF PLATE (At the discretion of each event organiser) • Total size: 400mm high x 500mm wide. B1 – Forward Roof Plate. • The upper portion of text is to be placed toward front of car (i.e., be able to be read normally when viewed from the rear of the vehicle). • Size: 140mm high x 500mm wide. B2 – Number Background • Reserved for competition number, white background. • Size: 260mm high x 500mm wide. • Numerals to be 230mm high, using Helvetica Bold, Zurich Bold or Arial Bold font. Competition numbers shall be supplied by the organisers of each event. They must be black in colour. AREA C – REAR WINDOW • Lower portion of rear window reserved for series sponsor. • Size: 85mm high x 400mm wide. • Both the upper and lower portions of the rear window may be used for signage subject to visibility requirements, notwithstanding Schedule K. If not able to be fitted to the lower portion of the rear window for visibility reasons, the series signage may be located elsewhere on the rear of the vehicle subject to the ARC Technical Manager’s agreement. AREA D – BONNET STRIP • Strip along leading edge of the bonnet, reserved for the series sponsor. • Size: 120mm high x 600mm wide. • A standard sign shall be provided which shall be either a light colour (for vehicles with a dark background) or a dark colour (for vehicles with a light background). • Competitors may utilise a contrasting, yet complimentary colour scheme to display the series sponsor name in this area. ARC competitors may also replace this area with the signage on a 200mm high front windscreen strip. AREA F – CAMS LOGO • All vehicles shall be required to display the CAMS logo on each front door or front mudguard of the car. AREA G – OPTIONAL ORGANISERS’ ADVERTISING • Organisers may provide a strip for placement at the leading edge of the front doors immediately below the number on the door plate. This advertising is optional. Organisers may impose a financial penalty, in the form of a higher entry fee, on competitors who elect not to display this signage. Where such a fee is applied, it may not be more than $220 per sponsor, or more than $660 in total (fees are inclusive of GST). • Size: 380mm high x 200mm wide. AREA H – WINDSCREEN STRIP • Competitors in the SUV, 4WD Rally Series and any other Categories nominated in the event Supplementary Regulations shall be required to display a windscreen strip 50mm high. SUV) & Classic Rally Challenge (incl. Invitational). No vehicle in any category may display tyre brand advertising other than that of the official ARC tyre partner. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 24 of 32 APPENDIX B COMBINED ARC AND INTERNATIONAL EVENT REQUIREMENTS For consistency between those ARC crews entered in the International Rally of Queensland (APRC) or in Rally Australia (WRC) and those in the ARC & other associated events the penalties and other sporting regulations in the FIA WRC or Regional Rally Sporting Regulations shall apply to all events. 1. Penalties/Exclusion For International Rally of Queensland & Rally Australia plus associated events, Lateness at Time Controls [NRC Appendix A Article 1.7(ii)(i)] is amended to be 10 sec per minute or fraction of a minute. Exclusion (Late Time) [NRC Appendix A Article 1.11(i)] is amended to be a total lateness exceeding 30 minutes at the end of each Section and/or Leg/Heat shall result in the exclusion of the crew. 2. Flexi-Service – 45’ For International Rally of Queensland & Rally Australia, ARC Sporting Regulations Article 16.6 shall be replaced by the by Article 51.2 of the FIA WRC & Regional Rally Championship Sporting Regulations [reproduced in part below] and shall be available for all crews at the 45 minute services. 51.2 Running of Flexi-Service and Time Schedules 51.2.1 For the operation of 45' flexi-servicing, crews will enter the parc fermé. 51.2.2 Crews may then either enter the service park or leave their car in the parc fermé. 51.2.3 The competing car may be driven by an authorised representative of the competitor only once from the parc fermé to the service park and vice versa respecting all the formalities of time card presentation and related penalties. 51.2.4 The competing car may be returned to the parc fermé before the 45 minutes have elapsed without penalty. 51.2.5 The operational window of flexi-servicing time is left to the discretion of the organiser but must be declared on the rally itinerary. 3. Flexi-Service – 20’ For International Rally of Queensland, ARC Sporting Regulations Article 16.6 shall be available to all crews for all 20 minute services under the same regulations as for Flexi-Service 45’. It shall not be available at the 15 minute service at the beginning of Day 2 and the final 10 minute service. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 25 of 32 4. Restarting - APRC For International Rally of Queensland (ARC & QRC crews) ARC Sporting Regulations Article 12.1(x) & NRC Article 6.10 shall be replaced by Article 46 & 47 of the FIA Regional Rally Sporting Regulations V4 [reproduced in part below] for crews failing to finish Leg/Heat 1. RE-START AFTER RETIREMENT / RALLY 2 46.1 General Any crew which has failed to complete a Leg can re-start the rally from the start of the next Leg only if they confirm their intention to the clerk of the course one hour prior to the publication to the start list of the subsequent Leg. The competitor must advise the organiser of the reason for retirement (e.g. accident, technical problems, etc.) and the intention to have the car re-scrutineered. This shall apply to any car which has been not classified on the grounds of exceeding the time limit or has failed to report to a control, but shall not apply where the car has been excluded for breach of eligibility requirements, traffic infringements or by a decision of the stewards. Any competitor who restarts will not be classified in the final overall classification and thus not be eligible for Championship points, except bonus points. 47 Repairs Prior To A Restart 47.1 Service location and time allowed Any car which fails to finish a Leg in accordance with the above may be repaired at the competitor’s discretion. However, the car must report to the overnight regroup prior to the next Leg, no later than 1 hour before the scheduled start of the first car. 47.2 Scrutineering of repaired cars The car must retain its original body shell and engine block as marked at pre-event scrutineering. The competitor must be represented during this re-scrutineering at a time to be advised by the organisers. 47.3 Repairs to start Leg 1/Section 2 For those cars that failed to complete the super special stage/road section (Section 1 of Leg 1), if applicable, repairs may be carried out in accordance with above mentioned article and the competitor may start Section 2 of Leg 1. The competitor will be deemed to have completed the super special stage / road section and will not have retired. The supplementary regulations will specify the time for those competitors who failed to complete the super special stage and/or the road section. 5. Restarting - WRC For Rally Australia (ARC) ARC Sporting Regulations Article 12.1(x) & NRC Article 6.10 shall be replaced by Article 46 of the FIA WRC Rally Championship Sporting Regulations [reproduced in part below] for crews failing to finish Leg 1 or Leg 2. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 26 of 32 46. RE-START AFTER RETIREMENT / RALLY 2 46.1 GENERAL 46.1.1 Unless stated differently in the event Supplementary Regulations, a crew which has failed to complete a section may be assumed to re-start the rally from the start of the next section following the overnight regroup unless they confirm otherwise with the clerk of the course by completion of the form located in the rear of the road book and lodging it with the organiser as soon as possible before the publication of the restart list. 46.1.2 After the clerk of the course has been informed of a retirement, the crew must hand in their time card. When retirement is on a special stage, that stage time will not be recorded. 46.1.3 In the case of exclusion under Art. 34 of these regulations, the competitor concerned will be allowed to re-start after the next overnight regroup. The time penalty will be applied from the TC at which the concerned competitor has exceeded the maximum permitted lateness. 46.2 PENALTIES For all crews which restart a time penalty will be applied. This time penalty will be as follows: 46.2.1 For every stage or super special stage missed: 7 minutes. 46.2.2 However, should the first time a special stage or a super special stage that is missed be that run as Section 1 when followed by an overnight regroup before Section 2 or the last stage before an overnight regroup, the penalty will be 10 minutes. This 10 minute penalty can be applied only once in a rally. 46.2.3 This time penalty will be added to the fastest time of the drivers’ priority group (P1, P2, P3, RGT split as WRC 2 and WRC 3 & RGT) for each missed stage, which shall include the special stage or super special stage on which the crew has retired. For non-priority drivers, this time penalty will be added to the fastest time achieved in its class by a non-priority driver. 46.2.4 Should retirement occur after the last special stage or super special stage before an overnight regroup, the crew will nonetheless be deemed to have missed that last special stage or super special stage. 5. Crews entered in the National section of International Rally of Queensland shall be able to rejoin under ARC Sporting Regulations Article 12.1(x) & NRC Article 6.10 during Leg 2 but shall not be eligible to be classified in the Overall or Leg results. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 27 of 32 2015 CAMS Australian Rally Championship Part 2 – Technical Regulations T1. VEHICLE ELIGIBILITY T1.1 Category Regulations (i) To be eligible for the Australian Rally Championship, the crew shall compete in a 2WD car manufactured post 1st January 1986 and complying with the following: (ii) G2 Rally Car including any exemptions approved by ARCom PRC FIA Categories To be eligible for the SUV Rally Challenge the crew shall compete in vehicles complying with the SUV regulations. (iii) (iv) To be eligible for the Australian 4WD Rally Series the crew shall compete in vehicles complying with: PRC (including Unrestricted cars) FIA Categories SUV Showroom Rally Cars Other vehicles approved by ARCom To be eligible for the Classic Rally Challenge the crew shall compete in vehicles complying with the CAMS Classic Rally Car regulations C1 or C2. (v) To be eligible for the Australian Side x Side Rally Challenge the crew shall compete in vehicles complying with the Side by Side (SxS) regulations. See separate Sporting & Technical Regulations. T1.2 Engine Block and Body Shell In any one event the same engine block and body shell must be used throughout in the same vehicle. T2. CREW NAMES Each ARC registered competitor is required to comply with the following requirements. Every other competitor in an ARC event may comply with either this regulation or the provisions of Schedule R. The first initial and surname of both driver and the co-driver shall be shown on the rear side windows. The letters of both names must be: - white upper case for the initial(s) and first letter of each name with the remainder in lower case - 60 mm high (upper case letters) and with a stroke width of 10 mm. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 28 of 32 The driver’s name shall appear above the co-driver’s name on both sides of the vehicle. In international events only, the national flag of each crew member shall be shown adjacent to the name. The names should be placed toward the bottom of the rear side windows. Each Crew name complying with ARC Regulations, shall be permissible in all rally events with the exception of those comprising part of an FIA Championship, where regulations may conflict. T3. FUEL T3.1 Fuel must comply with the fuel specified for each Group of rally vehicle in the CAMS Manual of Motor Sport and the requirements of the relevant section for the specified fuel in Schedule G of the CAMS Manual of Motor Sport. T3.2 Fuel testing shall be carried out at the discretion of the ARC Technical Manager. Any competitor &/or driver found to be in breach the fuel regulations shall face disciplinary action, which may entail a penalty as high as a 6 month suspension of the competition licences of all parties involved together with a monetary fine up to $50,000, and shall in all cases automatically result in their exclusion from the event in question. A second offence in the same Championship year shall entail a penalty as high as a two years suspension of the competition licences of all parties involved together with a monetary fine up to $250,000. T4. TYRES T4.1 Control Tyres shall be supplied by Kumho Tyre Australia Pty Ltd. Each driver entered in the ARC Outright, Australian 4WD Rally Series (incl.SUV) and Classic Rally Challenge (incl. Invitational) sections of an event, using 13, 14 or 15 inch tyres, is required to use control tyres. The only tyre pattern/compounds authorised for use in gravel rallies are R800 K70 (medium), R800 K90 (Hard), R900 K70 (medium), R700 K70 (medium), except for 2WD Rally Cars which may alternatively use the R800 K30 or K31 (soft) tyre. For competitors with wheels sizes below 13 inch and above 15 inch, the make & type of tyres is free. The use of any of the control tyres is subject to availability and CAMS reserves the right to limit the use of any particular pattern/compound for an individual rally. Note that under CAMS General Requirements for Cars and Drivers Schedule E - Wheels and Tyres Article 4. A Control Tyre is the tyre specified for a particular Group, class, competition etc and shall not be modified other than by the reduction of tread depth. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 29 of 32 T4.2 Each ARC 2WD (including 1600 Cup) crew is limited to the use of a maximum of 16 tyres only, with the exception of Rally Australia where a maximum of 24 tyres is allowed. Each 4WD (including SUV) crew is limited to the use of a maximum of 16 tyres only, with the exception of Rally Australia where a maximum of 22 tyres is allowed. Each Classic crew is limited to the use of a maximum of 16 tyres only. This number may be amended for selected events and any change to the maximum number shall be advised in event Supplementary Regulations or by CAMS Bulletin. T4.3 Exemptions to the number of tyres allowed shall be made for additional tyres used on Super Special Stages and for the Qualifying/Power Stage which may be any control tyre meeting the requirements of the event Supplementary Regulations and Article. T4.7. T4.4 Each additional tyre over those specified in Article T4.2 may be used but shall result in a penalty of two minutes per tyre in excess of the maximum permitted. If a crew is directed by a scrutineer to replace a tyre for safety reasons, such replacement shall also result in a penalty of two minutes per tyre if the maximum number of tyres is exceeded. T4.5 Tyres fitted to and carried in, the vehicle shall be marked at the exit of each service and these markings may be checked at any time by event officials. T4.6 Once marked at an event, a tyre may not be substituted for another tyre except for marked tyres (maximum 2 if carried in the competing vehicle at the same time) which have not been used at that event (eg, unused spares), which may be removed from the list of tyres marked for a particular car at the first Service in the final Heat/Leg by arrangement with the ARC Technical Manager. T4.7 At all times when leaving the Start of a Heat/Leg or any Service Park the tread depth of the tyres fitted to a competing vehicle shall not be less than 3mm over at least 75% of the tread pattern. T4.8 At each tyre marking location a team representative must hand to the tyre marking team leader a tyre declaration form filled out fully and signed. These tyre declarations shall be supplied by the scrutineers &/or Technical Manager at each event. T4.9 Each Competitor is responsible for ensuring that tyre markings are not removed in any cleaning process during the running of the event. T4.10 The maximum penalty for deliberately misrepresenting the number of tyres used or wilfully breaching the provisions of Article 4 shall be the loss of all Championship or Category points already scored in the current year together with a monetary fine. In the case of a registered manufacturer this shall apply to all cars from that team. T5. SCRUTINY T5.1 Each vehicle must be scrutinised prior to starting the event. Cars are required to be presented in accordance with the timetable in the Supplementary Regulations. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 30 of 32 At the discretion of the ARC Technical Manager each Driver registered for the ARC may present a signed Certificate of Technical Conformity. The vehicle shall then be subject to random checks. The maximum penalty for deliberately competing in an illegal vehicle shall be the loss of all Championship or Category points already scored in the current year together with a monetary fine. In the case of a registered manufacturer this shall apply to all cars from that team. Documentation verification must be completed prior to pre-event scrutiny unless for exceptional reasons, recognised as such by the Stewards of the Meeting. T5.2 Any car reporting to the scrutiny area outside the prescribed time limits for that competitor, except in the case of force majeure shall be: T5.3 • subject to a monetary penalty specified in the Supplementary Regulations or • not be permitted to start. The crew must have available at scrutiny the car’s homologation form, or the relevant Workshop Manual if the car is not homologated, as well as any appendices to this form. If these are not submitted, the Stewards of the Meeting may pronounce a penalty which may go as far as refusal to allow the car to start. T5.4 If, during scrutiny, a vehicle is found not to comply with technical and/or safety regulations, the Stewards of the Meeting may set a deadline before which the vehicle must be made to comply. Any competitor who fails to meet vehicle re-presentation requirements as directed shall be refused permission to start the event. T5.5 Should there be any doubt as to the conformity of a car with the technical regulations, either after pre event scrutiny, at the start or during the running of the event, the Stewards of the Meeting may, following a report from the Chief Scrutineer, issue a formal warning to the competitor and set a deadline by which the car must be made to conform. Any vehicle which does not comply shall be refused to start or shall be excluded. T5.6 The scrutineering carried out before the start shall be of a general nature (checking of licences, registration, make and model of car, apparent conformity of the car with the group in which it is entered, essential safety items etc). T5.7 Each organiser must, make provision for the checking, compulsory marking and sealing of the restrictors and turbochargers. (i) Each competitor concerned shall be summoned individually to this meeting to present their vehicle/s and any spare restrictor/turbocharger assemblies which they may deem necessary. Turbochargers must be presented cold and already drilled for sealing as per the Turbocharger Sealing Requirements shown in the 2011 Manual of Motor Sport (eg, a metal wire allowing a seal to be applied must be in place). The competition vehicle does not need to be present at Turbo Scrutiny. 2015 CAMS Australian Rally Championship – Sporting and Technical Regulations – Version 1 © Copyright Confederation of Australian Motor Sport Ltd 2015 Page 31 of 32 (ii) Only those assemblies which have been sealed may be used during the event. The Chief Scrutineer must be informed of any substitution throughout the event. (iii) It is compulsory to submit any replaced assemblies to the Chief Scrutineer. (iv) If it is noted at any time during the event that an assembly has not been submitted or that one which has not been checked has been used, the vehicle shall be excluded from the Event. T5.8 Additional checking may be carried out at any time during the event, of the crew members as well as of the car. The competitor is responsible for the technical conformity of his car throughout the entire duration of the event, under pain of any penalties pronounced by the Panel of the Stewards of the Meeting. T5.9 Each Crew who gain points in Heat/Leg 1 and fail to finish Heat/Leg 2 must make their vehicles available for scrutiny prior to departing the event. Failure to do so may result in loss of points from Heat/Leg 1. T5.10 Immediately upon completion of the event, each car shall be held in parc fermé in accordance with Part 1 Article S15 until such time as the period specified in Article T5.12 (iii) has expired. T5.11 Post-event scrutiny may involve the dismantling of a vehicle and/or its components for detailed inspection as follows. T5.12 Vehicles for post-event scrutiny shall be: (i) 1st place in the general classification and two other cars chosen by the Stewards of the Meeting; (ii) Each car selected at the absolute discretion of the Stewards of the Meeting; (iii) each vehicle required to be examined following a protest which must be lodged within 30 minutes of the last finisher in the relevant part of the meeting completing their competition, and (iv) each vehicle required to be examined following a decision of the Clerk of Course. Each vehicle required for post-event scrutiny must be accompanied by the relevant homologation papers or recognition documents under payment of any penalties pronounced by the Stewards of the Meeting. Teach item to be examined at post-event scrutiny shall be as approved by the Stewards of the Meeting. For each ARC event, after the completion of Heat/Leg 1, each selected vehicle may be subject to scrutiny. T5.13 Notwithstanding Article T5.10, once a vehicle has been released from parc fermé at the finish of the event, it may not be recalled for inspection. T5.14 The Panel of the Stewards of the Meeting may request additional checks and/or cars. T5.15 Should identification marks be affixed, it is the responsibility of the crew alone to see that these are protected until the end of the event.
