The New Mexico Department of Transportation (NMDOT) conducted the preproposal conference for RFP No. 15-36 on Thursday, March 12, 2015. Below are the
questions that were asked during the pre-proposal conference along with the
Department’s responses. Also included in this addendum is the attendance sheet for
the pre-proposal conference. It shall be the responsibility of the interested Offerors to
adhere to any changes or revisions to the RFP as identified in this Addendum No. 1.
This documentation shall become permanent and made part of the Department’s
procurement file.

Should Offerors submit proposals in the same format that is used when
responding to standard engineering RFP’s?
No, follow the “Proposal Format” as specified in Section IV.C of the
RFP. Also, please ensure that you respond to all “Mandatory
Specifications” as specified in Section V.B of the RFP; failure to do so
will deem your proposal non-responsive.
It is known that content from the Washington DOT Manual has been
utilized for work previously done to the NMDOT’s Design Manual.
Should Offerors follow Washington’s DOT Manual format?
Content has been obtained from different resources. The Washington
State DOT Manual may be used as a resource however the NMDOT
does not have a specific format in mind. Offerors should propose a
format in their proposal or a desired format may be determined in the
early on-set of the contract.

Has there been previous efforts to develop a Design Manual for the
NMDOT? If so will that previous work be made available to the
awarded Contractor?
Any previous work will be provided to the awarded Contractor.
Does the NMDOT have any desire to make the Design Manual a web
based/web interactive deliverable?
At this point no. The final Design Manual shall be delivered in both
hard copy and electronic (editable) format.
The RFP lists the contract term to be two years. What is the ideal
project schedule timeframe?
