The following are answers to questions from prospective offerors:
Q1. Page 6 – 5.3 states “separate technical proposals are required for each Work Area”. Does this refer only to
the technical writing (firm experience, demonstrated qualifications of personnel, management plan,
innovative approaches and solutions), or is an entirely separate proposal required including cover sheets
and appendices?
A1. Offerors who would like to submit for multiple work areas should provide separate technical proposals.
Q2. Page 7 – 5.7 states “The proposal shall be on double-sided, standard 8 ½ x 11 inch paper” … “Technical
proposals shall be limited to 60 pages”. Could you please clarify whether the page limit 30 double-sided
pages/60 faces or 60 double-sided pages/120 faces?
A2. The page count refers to faces of a page. Each double-sided sheet counts as 2 pages.
Q3. Could you please clarify the 1” margin requirement for RFP No. 14-017 (Basic Ordering Agreements for
Professional Engineering and Architecture Services)? My question is whether header/footer information
can fall within the 1” margin or whether that information must also be at least 1” from the edges of the
page.
A3. Text may be included within the 1” margin.

Q4.For the project descriptions, can the design services completion date be accepted as the completion date or
does the project has to be constructed?
A4. The completion date refers to the date when an offeror’s scope of services was completed. If an offeror was
only engaged for design, the date when the design was completed would serve as that offeror’s project
completion date.
Q5. Can we show a task order contract with several projects completed as one project description? Or do we
have to show individual projects?
A5. Yes, you can include a task order contract with several projects in one project description.
Q6. What is the value of the contract?
A6. The annual ceiling value of each BOA will be between $500,000 - $1,000,000.
Q7. What initial Task Orders do you anticipate for Work Area 1 – HVAC, Plumbing, Mechanical, and Electrical
Engineering Services?
A7. The scope for each Task Order will be determined by AlexRenew, as needs arise. At this time, we anticipate
Task Orders that would include an electrical condition assessment to improve reliability and to refine our
repair and replacement program; design of improvements to our W3 (plant effluent) system; and assistance
refining our asset management program.
Q8. What initial Task Orders do you anticipate for Work Area 5 – Environmental Engineering Services?
A8. The scope for each Task Order will be determined by AlexRenew, as needs arise. At this time, we anticipate
Task Orders that would include the development of a climate change adaptation plan; an update of our
Greenhouse Gas (GHG) inventory; and the identification of opportunities for improving stormwater
management on our main plant site.
Q9. What initial Task Orders do you anticipate for Work Area 6 – General Architecture?
A9. The scope for each Task Order will be determined by AlexRenew, as needs arise. At this time, we anticipate
Task Orders to assist AlexRenew with evaluating options for relocation of its laboratory and other core
functions; and condition assessments of existing buildings to prevent water infiltration and conditions
contributing to mold and general degradation.
Q10. Will engineering services be necessary Work Area 6 – General Architecture?
A10. The scope for each Task Order will be determined by AlexRenew, as needs arise, and will indicate the extent
to which engineering services will be necessary in this work area. We anticipate that the firm selected for
this work area may need to engage civil and structural engineers from time to time.
Q11. Is the location of the firm’s experience relevant?
A11. Offerors must describe at least five (5) projects of similar size and scope completed within the past five (5)
years. These project descriptions should indicate how the services previously performed are similar to the
work proposed by AlexRenew with regard to size and scope.

Q12. Please describe the AlexRenew facilities and buildings. Will you provide a list of the "certain functions
(e.g., laboratory relocation)" in order for potential consultants to properly address the scope of work in
the technical proposal?
A12. A site plan for the AlexRenew Water Resource Recovery Facility (WRRF) is attached below.
Q13. Regarding Service Area 5: Please expand on the anticipated permitting services that will be required.
A13. Permitting services may include permitting related to on-site stormwater management, Resource Protection
Area requirements (RPAs), Voluntary Remediation Program requirements for AlexRenew‘s West Plant site,
and environmental issues related to City of Alexandria Development Special Use Permits.
Q14. Regarding Service Areas 2 and 5: Please expand on the type and format of training services that will be
anticipated.
A14. The scope for training will be detailed in individual Task Orders. For Area 2, the consultant may be asked to
provide periodic process and operational control training. Generally, the training required for Area 2 will be
conducted in person at AlexRenew and the number of training sessions will be sufficient to ensure that all
operations and maintenance personnel shifts (i.e., at least 5 training sessions per topic). The consultant will
be responsible for providing a draft lesson plan and drafts of all training material for review prior to each
training session.
For area 5, the consultant may be asked to provide training on implementing a climate change adaptation
plan or how to maintain and update our GHG inventory. Generally, the training required for Area 2 will be
conducted in person at AlexRenew and 3-5 training sessions will be required. The consultant will be
responsible for providing a draft lesson plan and drafts of all training material for review prior to each
training session.
