TERMS OF SALE: The following terms shall be adhered to without exception: 1. Condition of Vehicles & Equipment: Edgar County Highway Department shall offer the vehicles and equipment for sale on an “As Is” condition basis. No warranty or guarantee or vehicle or equipment condition will b e offered and no additional repair work will be performed. 2. Special Equipment: Any special equipment (loader and bucket, etc.) offered for sale with a vehicle must be sold with that particular vehicle. The County will not remove any special equipment for any reason, nor will the County offer for sale any additional equipment that is not originally offered with the vehicle. Each item is sold as a complete unit. There will be no bids accepted for individual units within an item. 3. Minimum Bid Price: A minimum bid price has been established for each sale item and is stated on the attached description sheets. In cases where the minimum bid is not received, the Edgar County Board may elect to take the next highest bid. The minimum bid price includes any special equipment offered with the item. 4. Payment for Items Purchased: The Edgar County Highway Department will notify each successful bidder of the items purchased, and will request payment of the items purchased. The purchaser will be required to make full payment within ten (10) days of notification. Payment for the purchased item is to be submitted in the form of cash, a check drawn on a Edgar County Highway Department. 5. Release of Items: upon receipt of the purchase amount due, Edgar County Highway Department will issue a receipt and release the item and title (if applicable). 6. Removal of Items: Removal of purchased items from the facility of the Edgar County Highway Department is the sole responsibility of the purchaser. B. INSPECTION OF SALE ITEMS: The items may be inspected prior to bidding at the Edgar County Highway Department, 12637 E. 950th Rd. Paris, IL 61944. Inspection times and procedures shall be as follows: The inspection period shall be from 7:00 a.m. through 3:30 p.m. Monday through Friday, excluding holidays. Inspection of items will include starting and operating the sale items at the inspection location only. Under no circumstances may any of the vehicles be operated outside of Edgar County Highway Department property during inspection. C. BIDDING INSTRUCTION: Bidding shall be performed by a sealed bid process. In cases where the minimum bid is not received, the Edgar County Road & Bridge Committee may elect to take the next highest bid. All bids must be submitted in compliance with the following: 1. Due Date: All bids are due no later than date and time noted in the notice of letting publication, at the Edgar County Highway Department, 12637 E. 950 th Rd. Paris, IL 61944. Any bid received after this time will not be considered. The Edgar County Highway Department does not prescribe the method for transmitting bids and cannot be responsible for the late arrival of any bid for any reason. 2. Bid Submission: Bids are to be sealed in an envelope marked “Equipment Sale” with the date & time of the bid letting. Bids may only be submitted on the forms obtained from the Highway Department and must be completed stating all required information. D. TIE BIDS: In the case of a tie bid, those bidders shall be given the opportunity to raise their bids in the form of an open auction conducted by the County Engineer or his designated representative. E. REJECTION OF BIDS: The Edgar County Road & Bridge Committee reserves the right to accept or reject any and all bids and to waive technicalities. F.
