Eastern Irrigation District Position Description ______________________________________________ Position Title: Land Administrator – Grazing Position Reports To: Land Supervisor Date Prepared: April 2015 Job Summary: The Land Administrator – Grazing is responsible for supervising, administering and managing the EID’s community pasture, swing field, private grazing lands and related infrastructure in a manner that is consistent with the EID’s multi-use philosophy, policies, standards, procedures, agreements and the long term viability and sustainability of these lands. This position assists with monitoring oil and gas, public access and other activities on EID lands. This position works closely with grazing associations, other lessees, land owners, the Land Administrator – Habitat, Wildlife and Access, the Land Administrator – Assessment, Water and Lands, the Accounts Receivable Administrator and the Administrative Assistant – Land Resources. This position backs up and supports the Grazing Lease Assistant, Swing Field Lease Riders, Land Administrator – Habitat, Wildlife and Access and the Land Administrator – Assessment, Water and Lands. Key Responsibilities: Administer, interpret and apply the Policy Governing Eligibility and Operation of Community Pastures along with other grazing-related policies, standards, procedures and agreements, including all associated administrative tasks. Ensure grazing associations and other lessees are sufficiently familiar with EID policies, standards, procedures and agreements so that the associations and other lessees comply with these documents and procedures. Assist grazing associations to evaluate applications to run cattle in the community pastures. Provide administrative support to the Grazing Advisory Committee including scheduling meetings, preparing agendas, reports, minutes and correspondence. Prepare and administer grazing-related lease agreements and other documentation. Participate in the recruitment and selection of swing field lease riders and the Grazing Lease Assistant. Prepare and administer lease rider contracts, as required, including approving payment of contract amounts. Supervise, direct and evaluate swing field lease riders and the Grazing Lease Assistant. Land Administrator – Grazing Page 1 Prior to each grazing season: evaluate the condition of the grazing lands and prepare an estimate of the carrying capacity of each pasture; collect and review annual listings of cattle proposed for entry into all pastures; finalize a detailed listing of the cattle allocated to each pasture; and recommend the annual entry and removal dates for community pastures. Recommend the annual grazing fee structure / AUM rate for community pastures and private grazing leases. Make recommendations, when appropriate, for maximizing utilization of the grazing lands in accordance with EID standards. Participate in turning in, managing and rounding up cattle from the swing fields and, when required, from community pastures. Perform brand inspections, other inspections and analyses to ensure compliance with EID requirements. Regularly inspect and monitor the condition of EID grazing lands and related infrastructure, including water supplies. Take steps, including mid-season changes, as warranted, to prevent lands, infrastructure and water supplies from being depleted, improperly used, overgrazed, infested by weeds, abused or otherwise adversely impacted. Regularly inspect and monitor the condition of fire guards, fences, cattle guards and other infrastructure components. Arrange for maintenance, repair or replacement, as appropriate. Evaluate and process requests from grazing associations for fencing materials and ensure that fencing work is completed in accordance with EID standards. Develop and recommend longer range plans pertaining to area of responsibility including topics such as but not limited to range health, re-seeded pastures, fences, water supply and other infrastructure. Conduct ad hoc and scheduled patrols to monitor compliance with grazing, oil and gas, public access and other policies, standards, approvals and agreements so as to identify and rectify problems at an early stage and to undertake enforcement action, when required, in accordance with approved procedures. Keep Land Supervisor apprised of problems and instances of non-compliance. Evaluate grazing-related legislation, policies, guidelines, standards, procedures and agreements and make recommendations to the Land Supervisor for changes and improvements. Assist and back up the Land Administrator – Habitat, Wildlife and Access and the Land Administrator – Assessment, Water and Lands, as required. Assist the Land Supervisor with compliance monitoring, land spreading, dirt and other permits, and other matters as requested. Ensure the Accounts Receivable Administrator has current and all required information for billing purposes and otherwise assist with all billing processes. Collect past due accounts in accordance with approved procedures. Establish annual and longer range goals, budgets and plans for area of responsibility that are consistent with approved corporate and departmental priorities. Purchase goods and services in accordance with approved budget and purchasing practices. Land Administrator – Grazing Page 2 Prepare reports and recommendations for area of responsibility, as requested. Maintain up-to-date procedure manuals for all assigned responsibilities. Ensure complete and accurate records and reports, as related to this position, are created, maintained and safeguarded so as to be readily accessible. Relate to, and communicate with lessees, lessors, stakeholders, co-workers, customers, and the general public, sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and issues promptly and professionally. Ensure compliance with OH&S including attendance at regular safety meetings, being properly trained and completing work in a safe manner. Ensures the EID’s vehicle and other equipment are kept in proper working order. Performs other tasks and special projects, consistent with the position, as may be required from time to time. Job Qualifications: Bachelor degree or 2 year diploma in environmental, conservation or agricultural sciences with a major in agriculture, rangeland resources or similar education from a recognized post-secondary educational institution, Familiarity with various breeds of livestock and their requirements, Minimum of 5 years of experience working with cattle and grasslands combined with knowledge of the cattle and farming industries, Knowledge of land-related access and use standards for oil and gas operations, researchers, outdoor enthusiasts and the general public, Strong project management and organizational skills with the ability to manage multiple tasks concurrently to meet deadlines, Well-developed written and verbal interpersonal skills for communicating with a varied audience, Effective MS Word, Excel and database skills, Ability and willingness to work independently as well as productively and cooperatively in a team environment, Ability to foster and maintain strong working relationships while properly and effectively administering EID policies, standards and agreements, Clean criminal records report, Valid Alberta class 5 operator’s license.
