Objective 5:
The Eastern Melbourne Medicare Local (EMML) is one of 61 networked primary care organisations that operate across
Australia. It has been formed by the Eastern Ranges GP Association and works in conjunction with its Charter Members:
Eastern Health, EACH Social and Community Health, Knox Community Health Service, Inspiro Community Health and
the Royal District Nursing Service.
Eastern Melbourne Medicare Local is primarily funded by the Australian Government Department of Health (DoH), with
responsibility to plan, coordinate and deliver health services to improve the health of the community in the local
government areas of Knox, Yarra Ranges and Maroondah. This includes a shift in focus in health care away from
hospitals, instead providing better coordinated primary care (out of hospital care) in the community. This will keep
people healthier, reduce hospital stays and put the spotlight on improving care for those with chronic illnesses such as
diabetes.
Role Context
The ATAPS Project Officer role is an integral position in the delivery of EMML’s ATAPS services and is responsible for
client referral, administrative and data management support to assist the ATAPS team in their activities to achieve
optimum performance and positive client outcomes.
The portfolio of work of the ATAPS Project Officer is focused on supporting the uptake and allocation of ATAPS client
referrals, data management and other needs of the program. There is an expectation that this position will be flexible
and responsive to the needs of the ATAPS program as identified by the Intake and Brief Intervention Clinical Lead.
The ATAPS Project Officer will be expected to provide program support to maximise the efficiency of the ATAPS mental
health service. This will mean working closely with the Intake and Brief Intervention Clinical Lead and Support Lead
System Integration Solutions, to support business systems and operational functions. The ATAPS Project Officer will be
focused on working within the ATAPS team to manage GP referrals, continually improve the business systems,
processes and client outcomes to enable seamless service delivery.
Key Role Objectives and Challenges
The key role objectives of the ATAPS Project Officer are to ensure the following are achieved:

Provision of support to the ATAPS program
Monitor quality responsibilities including collation and reporting of data
Assist in management of key relationships internally and externally
Sound office management and an eye for detail in administrative tasks.
Manage an integral interface between, GPs, their clients and ATAPS Allied Health Professional contractors.
Role Accountabilities


Project Accountabilities:

Manage, maintain, develop and implement operational processes and procedures across the ATAPS team.

Support clinical and operational meetings attached to the portfolio of work.

Under direction of the Intake and Brief Intervention Clinical Lead and Support Lead System Integration
Solutions, oversee and monitor the business processes attached to the expenditure of program funds ensuring
adherence to correct policy and procedure and that all expenditure is accounted for and evidenced. This will
require a strong relationship with the EMML Finance team.

Draft correspondence as required and collect information and data to compile reports and papers.
Administration:
Be the initial contact for enquiries, screening telephone calls, providing appropriate responses, assessing
priorities and coordinating for a range of enquiries.

Maintain records and filing as directed.

Provide input into maintenance of the knowledge base of the business unit through development and upkeep
of directories, libraries and spreadsheets

Advanced skills in the use of the CRM Mastercare (training provided)

Assist with the preparation of plans and reports, as required.

Other administrative duties as determined in consultation with the Intake and Brief Intervention Clinical Lead
or Director Performance and Innovation
Corporate Committee Support:

Sub-committee/meeting support: management of papers, minutes, assessments and correspondence to and
on behalf of the relevant committee or meeting.
Quality Management:

Assist in maintenance of a culture that strives to achieve best practice and continuous improvement

Proficient in the use of Tickit, Quality and Risk tool (training provided)




Accountability
The ATAPS Project Officer reports directly to the Intake and Brief Intervention Clinical Lead.
Selection Criteria
Essential





Previous sound experience in a Project Officer/Administration role.
Excellent communication, planning and time management skills.
Evident capacity to build relationships and partnerships with EMML’s key stakeholders.
Demonstrable high level skills in MS Office, particularly Excel, Word and Outlook
Demonstrable skills and experience in the administrative support of committees, including preparation of minutes
and agendas.
 Ability to work independently, with minimum supervision, as well as contribute effectively within a team
environment.
 Experience and confidence in maintaining multiple databases.
Desirable
 General Knowledge of the business of the health industry and more specific knowledge of the primary health care
environment.
 Demonstrated experience and confidence in working with senior staff, GPs and contractors.
 Knowledge of and skills in data collation and reporting.
