ARAMCO'S MAINTAIN POTENTIAL PROGRAMME (MPP)

Saudi Aramco has awarded a long-term contract to Texas-based KBR
Inc. for engineering, design and project management of its offshore
operations.
Under the terms of this 6-year contract, KBR will provide project
management and engineering services for existing and new offshore
facilities to maintain and increase crude production levels to meet
Saudi Aramco's maximum sustained capability for production under
the company's Maintain Potential Programme (MPP).
KBR's Saudi joint venture company, KBR-AMCDE, will undertake all
in-kingdom work scopes while KBR's Houston and London operations
centers will execute all out-of-kingdom scopes. Additionally, KBRAMCDE will develop an in-kingdom center of engineering to develop
and train Saudi engineers.
Aramco has extensive offshore operations on its Gulf coast including
Safaniya, and several large non-associated gas fields. Many of the
gulf fields are mature and may require extensive rehabilitation to
maintain production.
Projects ON…Thanks to Fiscal Buffers
The GCC is taking on the projects development consistently, regardless
of the decline in oil prices in second half of 2014, and the same applies
to whole of the Middle East region.
Considering Saudi's account, 2015 budget sees spending at 860 billion
riyals ($229.3 billion) and revenues at 715 billion riyals ($190.7 billion).
Revenues hit lower than 2014 estimates and the budget shortfall of
2015 is the first deficit projected by the OPEC since 2011. Despite all,
taking advantage of the accumulated wealth, Saudi goes strong, as
ever. In words of Ibrahim bin Abdulaziz al-Assaf, the finance minister,
KSA, “the reserves built over many years have given the Kingdom the
depth and a line of defense that come in handy in times of need.” This
plus point prevails through most of the GCC region.
Leading the way in the power and water sectors, GCC is projected to
invest $300 billion-plus in about 20 energy projects by 2020, which will

Tecnicas Reunidas (TR) of Spain has been emerged as the lowest
bidder for the engineering, procurement and construction (EPC)
contract on Kuwait National Petroleum Company's (KNPC) fifth gas
train project at Mina Al-Ahmadi refinery.
Beginning this month, we present here the major project activities
taking place in energy sector, in the GCC states, Iran, Iraq and India.

Project (NRP).

ADGAS' IGD EXPANSION PHASE I PROJECT
CLIENT : Abu Dhabi Gas Liquefaction Company (ADGAS)
STATUS : EPC contract awarded
Abu Dhabi Gas Liquefaction Company, ADGAS has awarded the
engineering, procurement and construction (EPC) contract worth
$491 million to a consortium of Tecnimont and Achirodon for the
phase I of the Integrated Gas Development Expansion (IGD-E1)
project
ADGAS has signed the contract on behalf of Abu Dhabi National Oil
Company (ADNOC).
The contract includes the construction and commissioning of new
facilities on Das Island that are required for increasing the offshore
gas processing capacity, including construction of a new 4th gas
dehydration train, and new common dry gas compression after
cooler and land reclamation works for the IGDE Phases I & II.
The project is expected to be completed by June 2018.
OPWP's SALALAH 2 IPP
CLIENT : Oman Power & Water Procurement Co SAOC
STATUS : Main contract awarded
Oman Power & Water Procurement Company (OPWP) has awarded
a contract worth $630 million to develop the proposed Salalah 2
independent power project (IPP) in the southern Dhofar region of the
sultanate, to a consortium of Acwa Power of Saudi Arabia & Mitsui of
Japan.
Mitsui & Co Ltd (with 45 per cent of the stake) had submitted a bid
jointly with the Saudi Arabian power company ACWA Power (45 per
cent) and Dhofar International Development and Investment Holding
Co (DIDIC) - 10 per cent.
The other pre-qualified applicants that had submitted the final bids for
the contract include consortia led by EDF of France and KEPCO of
South Korea.
The project will raise the capacity of the existing plant to 400 MW
and is scheduled for commissioning in 2018.
QEWC'S RAS ABU FONTAS A3 DESALINATION PLANT
CLIENT : The Qatar Electricity & Water Company (QEWC)
STATUS : Development contract awarded
The Qatar Electricity & Water Company (QEWC) has awarded a
contract to a consortium led by Mitsubishi Corporation of Japan
together with Toyo Thai Corporation Public Company Ltd (TTCL) to
build the Ras Abu Fontas (RAF) reverse osmosis (RO) seawater
desalination plant with capacity 36 million gallons/day.
QEWC will establish the plant. Mitsubishi will be responsible for
preparing the design, importing equipment and establishment of the
plant.
Mitsubishi Corporation will work with Hitachi Zosen Corporation
(Hitz) to install seawater desalination plant facilities, while TTCL will
be responsible for the remainder plant facilities such as seawater
intake and boiler installations etc.
The desalinated water produced by the plant will be supplied to utility
firm Kahramaa for 25 years.
The project is expected to be commissioned in September 2016.

construction (EPC) contract as part of the second phase expansion
of West Qurna-2 field in Iraq. The contract scope covers EPC of the
permanent pipe yard for the field.

Lukoil Mid-East Limited, designated Operator for the West Qurna
(Phase 2) Contract Area in the Republic of Iraq, is developing the
West Qurna-2 oil field under the Development and Production

QP'S NORTH FIELD ALPHA GAS DEVELOPMENT

STATUS : Sub-contract awarded
Qatar Petroleum has awarded a major contract to McDermott
International for its North Field Alpha gas development, offshore
Qatar.
The contract scope includes front-end engineering design
verification, detailed EPCI and commissioning of a new six-legged,
15 slot wellhead jacket and temporary drill deck, with a total weight of
approximately 5,000 tons.
The work also includes the decommissioning, removal, replacement
and pre-commissioning of 2.6 miles of composite umbilical and a
fibre optic cable, in the Maydan Mahzam field.
KAHRAMAA'S FACILITY D PROJECT
The work is expected to be executed through the second quarter of
2016.

The Mitsubishi Corporation of Japan is the preferred bidder among
the three bidders who had resubmitted their offers for Qatar General
Electricity and Water Corporation's (Kahramaa's) independent water
and power project (IWPP), known as Facility D.
The pre-qualified bidders were:

The proposed plant will have a power generation capacity of
2,400MW and a desalination capacity of 130 million imperial

SWCC'S JUBAIL 3 DESALINATION PLANT PROJECT

The state-run water provider, Saline Water Conversion Corporation
(SWCC) will tender the largest planned project – Jubail 3 desalination
plant – in early 2016.
The desalination complex will involve an investment of SAR 30bn
($8bn). The plant will have a capacity of 1.5 million cubic metres a
day.

SAUDI ARAMCO'S MARJAN OFFSHORE FIELD

The JGSK EPC contractors of the Kuwait National Petroleum
Corporation's (KNPC) clean fuels project (CFP) have awarded a
contract to CB&I, valued approximately $60 million.
Saudi Aramco has awarded the initial work for a significant power
supply system replacement contract to McDermott Middle East, Inc.,
part of McDermott International for the Marjan field, offshore Saudi
Arabia.
The JGSK is a joint venture between JGC Corp, GS E&C and SK
E&C, who is the EPC contractor for the Mina al-Ahmadi refinery
revamp package.
The overall brownfield project comprises integrated engineering,
procurement, construction, installation (EPCI) and replacement of
the decks of two existing tie-in platforms, as well as the removal and
salvage of existing gas turbine generators, and the installation of two
new 115kV subsea power and communication cables.
The contract scope includes the engineering, procurement,
fabrication and construction of 39 storage tanks and two spheres for
the project. The project has been designed to revamp three of
Kuwait's existing refineries to improve their efficiency and meet
higher international fuel standards.
The initial scope of work comprises the engineering, procurement,
fabrication and load-out of the platforms and cable.
It covers the upgrade of the Mina al-Ahmadi and Mina Abdullah
refineries to boost their combined capacity to 800,000 barrels per day
(bpd) from 736,000 bpd.
Engineering is expected to be carried out by McDermott's specialist
teams in Dubai, UAE; Al Khobar, Saudi Arabia; and Chennai, India,
and the two new electrical decks are scheduled to be fabricated at the
Dubai-based fabrication facility.

The Saudi Electricity Company (SEC) has awarded one of the
contracts for its planned combined cycle power plants PP13 and
PP14 projects in Riyadh, to Yokogawa Saudi Arabia, a subsidiary of
Japan's Yokogawa Electric Corporation.
Under the contract, Yokogawa will deliver the Centum VP integrated
production DCS for the monitoring, control, and operation of the
plants' gas turbines, heat recovery boilers (HRSGs), steam turbines,
and electric systems as well as a plant operator training stimulator
(OTS).
The company will carry out all DCS engineering work and provide for
installation, commissioning and training for operators. Delivery of
these solutions is scheduled for the first half of 2016.
The project scope involves the construction of plants PP13 and PP14
with a total generating capacity of 1,980 MW.
