Army foils infiltration
bid along Poonch
LoC, one killed
JAMMU | MAY 8
Army troops today foiled an infiltration bid
along the Line of Control in Poonch district, killing a
suspected militant who was in an army fatigue.
A patrol party of Barasingha Battalion of Army
came under fire at Sunigali forward area of Mendhar
sector at about 0850 hours today, PRO, Defence, Lt
Col Manish Mehta said.
The troops, who were 300 metres inside Indian
territory, took positions and retaliated, resulting in
heavy exchanges with the suspected militants, he
said, adding that one infiltrator was killed on the
spot. From the encounter site, troops recovered a
body of an alleged infiltrator besides one AK rifle,
four magazines, 28 rounds, two hand grenades, one
GPS besides among other items, Lt Col Mehta said,
adding he was wearing combat dress and good quality trekking shoes.
According to defence sources, a group of three to
four militants in combat dress made a bid to infiltrate into the Indian side under the cover of firing by
Pakistan troops in violation of ceasefire.
While one militant was killed, others escaped
back to Pakistan, they said. It is believed that mili-

Salman Khan's sentence suspended; actor let off on bail

Salman Khan will not have to go to
jail pending disposal of his appeal against
conviction in the 2002 hit-and-run case after the Bombay High Court suspended
his sentence and granted him bail, in a
huge relief to one of the reigning superstars of Bollywood.
"This is not a case where I should
keep him (Khan) in jail till his appeal is
heard and decided. Why his right should
suffer when his appeal is admitted and
kept pending? "In many cases people
have suffered and spent their entire
prison term only to be acquitted later by
the High Court," Justice Abhay Thipsay
observed, before staying execution of the
5-year jail sentence awarded to Khan by
the trial court on Wednesday and ordering that he be enlarged on bail.
Justice Thipsay had granted interim
bail to 49-year-old Khan hours after his
conviction and sentencing by sessions
court judge D W Deshpande on the
ground that the actor had not been supplied with a detailed and reasoned order.
The tenure of the 48-hour interim relief
was to end today.
A man was killed and four others
were wounded when Khan's Toyota Land
Cruiser ran over them while they were
asleep on a pavement outside a bakery in
suburban Bandra on September 28, 2002.
"The normal rule is that when an appeal is admitted and the sentence is under seven years, it (the sentence) is suspended. Why do you (prosecution) want

The Jammu and Kashmir government has decided to constitute State
Pesticides Regulatory Authority to curb
the use of spurious pesticides which
cause immense harm to fruit production
and its quality.
The decision in this regard was taken at a high-level meeting of
Horticulture and allied Departments
held under the chairmanship of
Minister for Horticulture Abdul
Rehman Veeri here today, an official
spokesman said.
In this regard, the Minister directed
for constitution of a core committee for
formulation of guidelines of the
Authority with the advice of Law
Department. Sharing concerns over alleged sale of spurious pesticides, Veeri
said the government shall enact stringent laws to check this menace to safeguard horticulture industry from further damage.
He directed both agriculture universities of the state to prescribe scientifically proven standard pesticides and
fungicides to the fruit growers and farmers well in advance of the spray season
so that they are not fleeced by unscrupulous pesticide traders.
"Horticulture is the mainstay of the
state's economy and all efforts should be
made to promote this vital sector," Veeri
said. In a competitive era, quality control is must and we have to focus on this
vital area to maintain the credibility of
state's horticulture produce, he added.

Widow of an alleged drug dealer in
Jammu was arrested and large quantity
of narcotic substances was recovered
from her house in Khour camp area, police said.
With the arrest of Preeto Devi, wife
of infamous drug dealer in Jammu
Sarfoo Ram, police claimed to have busted a major drug racket operating in the
region. "Sarfoo Ram who was an infamous drug dealer in Jammu had died a
couple of year ago; we came to know that
his family too was involved in this illicit
trade. On specific information, we raided his house in Khour camp area and recovered large quantity of narcotic sub-
stances from there," Inspector General
of Police Jammu range Danesh Rana
told reporters here today.
The police raided the residence of
Sarfoo Ram arrested his widow Preeto
Devi and recovered 4.115 kg of narcotics
and Indian currency Rs 8,94,500 in cash,
he said. Rana said the kingpin of the
racket, Ajieet Kumar, who is the
younger brother of Ram managed to escape, adding "We are hopeful to nab him
soon." Her two sons who were also involved in the illicit trade were serving
their term in a Jail in Punjab, he said.

A high level team of Jammu and Kashmir government today took stock of the damages in Zanskar
and Leh areas of the state caused in the wake of
breach in Phuktal lake.
Yesterday, the artificial lake on river Phuktal,
in the Kargil district had burst and caused flash
floods in the area, prompting authorities to launch
an evacuation operation in the affected villages.
The team comprising Minister for PHE
Sukhnandan Chowdhary, Minister for Cooperative
Chhering Dorjey, Chairman State Legislative
Council Haji Anayat Ali and Vice Chairman Khadi
and Village Industry Board Syed Bakir Rizvi were
briefed by experts from the National Disaster
Management Authority at Leh, an official
spokesman said.
The NDMA experts, comprising Joint Advisor
Dhirendra Singh Sindhu and Chief Geologist NHPC
B D Patni -- while briefing the State team, said they
have carried out aerial inspection of River Phutkal
landslide site today and observed that the water level
is gradually reducing as it is passing through the artificial channel which has deepened and widened
now. The NDMA team said they were expecting the
breach in the 14-km long lake and were monitoring
the situation round the clock. There seems no cause
of worry as maximum water has now flown out and a
small volume of water is left in a length of four to five
kilometres of the lake, the experts told the state team.

evoked criticism from many political
parties here today. National Conference
on Friday condemned the unwarranted
and ruthless action of the Police on
protesting Casual Employees, Daily
Wagers and Traders in Srinagar.
Expressing outrage and disappointment
at the intolerance of the PDP-BJP
Government and especially that of Chief
Minister Mufti Mohammad Sayeed, NC
Spokesman Junaid Azim Mattu said
such intolerance and cruelty at the be-
hest of PDP-BJP Government was completely opposite of what Mufti Sayeed
had promised to do during the election
campaign. The NC Spokesman also condemned the insensitive statement issued
by Education Minister Naeem Akhtar
seemingly stating that the fair redressal
of the problems of Casual Employees and
Daily Wagers was not the responsibility
of the present Government.
The NC Spokesman also expressed
solidarity with the ReT Teachers who
were forced to go on a 36-hour hunger
strike protesting the failure of the State
Government to release their salaries
and said National Conference supports
their struggle for their rights. "First

(CITU) condemned the police action
against casual/need based, daily rated/
CP workers of various departments including PHE, PDD, Tourism, JVC,
SKIMS, JKPCC, agriculture, Irrigation
and flood control, forest, municipal corporations, rural development, estates department fisheries, SKUAST, floriculture,
various development authorities and employees working under SSA and RMSA,
who protested in support of their demand
for regularization of their services. In a
meeting held today at Srinagar CITU expressed concern over the way protesting
workers are dealt with in Kashmir. “Use
of batons, water cannons and tear smoke
shells against the employees is condemnable. “Use of excessive force the government is only complicating the grievances of its employees” it stated.

Congress Committee vice president and
MLC G N Monga Friday urged the state
government to immediately solve the
problems of daily wagers and causal
labourers by initiating a process of their
regularisation under norms. In a media
statement issued here today, he said, “It
has almost become a norm that everyday hundreds of daily wagers and casual labourers hit the roads to protest demanding regularisation and payment of
their dues. Government should without
delay start the process of their regularisation as per the norms.”
While condemning the use of force
against the protesting daily wagers and
casual labourers, Monga said, “”Browbeating and use of force is only complicating the grievances of its employees. It is
high time that the government forms a
committee which should in a time bound
manner solve the problems of these poor
dailywagers and causal labourers.”
Calling for immediate regularization of
all those daily wagers, casual labourers
and other contractual employees, who
have completed seven years of service the
Congress leader said, “It is unfortunate
the government is not fulfilling its commitment with them. The government
should ensure that wages due to them are
paid and process of regularisation is initiated without any further delay.”

Secretary J&K Pradesh Congress Committee was held at Gurah
Morh-Bakshinagar, Jammu today to protest over the non-availability of ration and kerosene oil in Jammu City and its subverb areas. A
large number of Congress workers assembled at Gurah Morh, today
morning at 11 A.M.. They were holding play cards, banners and congress flags in their hands marched on road through Shaktinagar
Bazaar amidst chanting slogans like “Ration Pani De Sake Na Jo
Sarkar, Bo Nakami Hai” “Modi Sarkar Hai Hai” “BJP Hai Hai” etc.
Speaking on the occasion Thakur Manmohan Singh made
scathing attack on BJP-PDP Government for its utter failure to provide basic amenities of life to people. He said that Govt. is not supplying adequate ration to the people, especially Atta and Kerosene Oil,
which is being consumed by the common man and poor people of the
State. There is hue and cry amongst the general public for shortage of
ration but the Govt. is watching the situation as mute spectator,
which is very unfortunate on the party of both Centre and State
Governments. He also expressed concern over the working of BJP
leadership and BJP Legislators in the State. They have surrendered
everything for the sake of power. They are not raising the issues of
Jammu people and the result is that the general public have been deprived from the basic amenities of life like ration, drinking water and
electric power supply. PCC General Secretary urged upon the State
Govt. to take immediate steps to provide adequate quantity of ration
and Kerosene oil to the people besides the process of bifurcation of ration cards as well as addition of members in the old ration cards be
taken up immediately. He said that at least 35Kg. ration should be provided to each family, as provided in other regions of the State.
Manmohan Singh threatened the Govt. that if ration is not provided to the needy people well in time every month, the Govt. should
be ready to bear the wrath of the general public. Among those who

shawls, nor there is any protection for the artisans who spin the
pashmina and weave its shawls

Having announced the AIIMS for
Jammu through successive statements
issued from New Delhi, it is surprising
to note that the BJP-PDP coalition in
J&K issued a rejoinder stating therein
that the said AIIMS would be established in Kashmir.
The statement has come as a bolt
from the blue for the people of Jammu
who feel cheated and betrayed due to the
unilateral and mischievous change of location effected by local leadership of
BJP and PDP in the state. The fact remains that AIIMS, was sanctioned for
Jammu and it can’t be allowed to be
shifted to Kashmir at the behest of J&K
BJP which in its desperation to appease
its coalition partner is indulging in the
most treacherous bargain.
The people of Jammu who feel hurt
and humiliated have expressed their anguish and resentment with continuous
protests and demonstrations taking
place in various districts as well as
tehsil headquarters. The people of
Jammu are not only agitated but emotionally surchaged in view of perpetuation of discrimination even in the government partnered by the BJP which

Kathua, May 8:
Residents of various frontier villages of the district on Friday
blocked the Jammu-Pathankot National Highway in a protest, demanding the administration to restore potable water supply to their
areas. Scores of irated men and women of various border villages
marched on the Jammu-Pathankot National Highway and blocked
the vehicular traffic for more than one hour near Palli Morh as they
demanded the administration to restore the potable water supply to
their villages.
"It's been several weeks now that the residents of many villages
in the district have not received water, all the taps have dried and
the authorities are taking us for granted and not restoring the water
supply to our villagers," a protestor said.
The protestors along with their empty utensils blocked the
highway as they demanded the administration to make immediate
arrangement of water supply to the village. An official of the state
Public Health and Engineering department said that the motor that
supplies water to these villages has suffered a technical snag and the
department was working to rectify it.
The agitated villagers called off their protest only after the intervention of senior police and civil administration officials.(PTI)

Asserting that World Red Cross Day is
celebrated every year with an aim to alleviate people’s sufferings, enhance their dignity and protecting their lives from emergencies and disasters, Divisional

tal principles of Red Cross Organizations
which include humanity, impartiality, voluntary and unity are followed with real
spirit. Dr. Kotwal was speaking at a function organized to celebrate World Red Cross
Day by Indian Red Cross Society (Jammu
Region) at Red Cross Bhawan here today.
World Red Cross Day is celebrated every
year to pay tributes to the founder of Red
Cross Sir Henry Dunant and
encourage the volunteers for their precious
contributions for helping people in need.

voluntarily participate in life saving activities. He said about 240 million people all
over the world have been benefitted of the
free assistance rendered by Red Cross
Volunteers. He further said that Red Cross
is in the fore front organizing social service
programmes like medical camps, blood donation camps and charitable events to
serve the society adding that youth have
constructive and positive role in generating awareness among masses about the activities and initiatives of Red Cross
Society. Deputy Commissioner Jammu,
Mr. Sahu in his address appreciated the
yeomen service being rendered by Red
Cross volunteers and appealed the people
from all walks of life to join hands with Red
Cross Society to reach out to the sufferers
and needy people. He urged the teaching
community to activate Red Cross wings in
their respective schools besides impart
skill of First Aid training to students.

Region) R.C. Puri in his welcome address
briefed about the importance of World Red
Cross Day besides setup and activities of
Red Cross Society. On the occasion active
volunteers and social workers of Red Cross
were honoured by the chief guest which include O.P. Gupta, Paramjeet Kour, Rajinder
Singh, Yash Paul Yash, Mukhtiyar Ali,
Rajinder Sharma, S. Ajit Singh *Nirankari

Paddar inaugurates High, Middle school
buildings; directs adm to provide solar
lights to nomadic community

Minister of State for PHE,
Forests and Animal Husbandry,
Mr. Abdul Majid Padder today
said that the Government is
planning to consolidate and further improve the educational infrastructure in the state.
Addressed a series of largely
attended public meetings after inaugurating several school buildings in Noorabad constituency,
the Minister said the Government
has flagged up gradation of educational infrastructure in the state
as top priority and concrete steps
would be taken in this direction in
coming days. Padder directed the
officers to put in their best efforts
in realizing the aims and objectives of the Government led by
Chief Minister Mufti Mohammad
Syeed to bring in transparency,
good governance and much needed relief to people. He asked the
people to be patient and cooperate
with the Government in brining
the soothing change. During the
tour, the Minister addressed a
number of public rallies and listened to their grievances. He
thanked people for bringing in the
much awaited change in J&K
adding that the Government is
committed to provide an accountable government to them where
all their legitimate demands
would be met with. Responding to
the demands raised, Mr. Paddar
announced that two CAPD ration
depots would be opened up at
Dabdaban and Langkhull and all
eligible rationees would be provided ration cards. At Nadimarg,
he directed the district administration to provide three school
buses to the children of nomadic
community. He directed the
SDM to take immediate steps to
provide solar lights to the members of Bakerwal community in
the area. The Minister also di-
rected the district administration to take up repair and
macadamisation of roads in the
district on priority so that people
do not suffer any further.
During the tour the Minister
inaugurated a high school building at Nagam built under RMSA
at a cost of Rs 37 Lacs. He also announced release of Rs 1.20 Lac out
of his constituency Development
Fund for construction of public
convenience facility at the school.
Mr. Padder later inaugurated a
middle school building spread
over 10 rooms at Zaji Marg also
built under RMSA. Officers of district administration and senior
citizens of the areas accompanied
the Minister during the tour.
He said awareness camps have been organized in the District to mobilise the volunteers so as to utilise the services for the relief and rescue of affected people. At Reasi,
District Red Cross Society (DRCS) Reasi celebrated World Red Cross Day with great enthusiasm and Red Cross volunteers contributing over 3 lac rupees as donation. A series of programmes were organized by the
DRCS to celebrate International Red Cross
Day. The event was organized at mini
Secretariat Reasi where Chairman District
Red Cross Society (Deputy Commissioner) Sushma Chauhan inaugurated the function
by hoisting the Red Cross flag. A large number of locals, red cross volunteers including
the students recited the Red Cross song to
mark the occasion. Addressing the participants, Mrs. Chauhan said that the concept
which had come into being to help those injured in battle has evolved to grow into a
movement which ensures health and happiness of the people and alleviate various
forms of sufferings. It also promotes peace,
understanding, love and cooperation. She
added that the services rendered by organizations like the Indian Red Cross Society
(IRCS) motivated others to extend a helping
hand to the needy and over the last several
decades, the Red Cross and Red Crescent societies have provided assistance to millions
of vulnerable people, adding that Red Cross
has participated in every disaster response
operations with commitment and dedication be it our district, state or world. Earlier,
Abdul Satar district secretary in his welcome address presented a resume of various
activities being taken by DRCS in the district. A small film on Red Cross by
Information Department was also shown on
the occasion. Various organizations like
Nara Construction Company, district officers, prominent citizens donated money for
Red Cross amounting over 3 lac rupees.
Celebrations ended with a rally and various
cultural events. The rally was flagged off by
Chauhan, which after passing through various areas culminated at Government Girls

on fish culture organized

An awareness programme on fish culture was held today at Bishnah. A large number of progressive fish farmers
from various villages of Bishnah like Chorli, Dabbar,
Makhanpur, Chak Chimna, Bhagwana Chak, Ratnal attended the awareness programme. During the programme,
Assistant Director Fisheries, Jammu, Kulbhushan Verma
deliberated on various developmental schemes of the department of Fisheries for the welfare of Fish Farmers. The
fish farmers were apprised regarding latest techniques on
fish farming prevalent in progressive states of India.
During the programme the farmers highlighted the various problems faced by them like timely availability of fish
seed, proper feeding pattern, commonly encountered diseases etc on fish culture. An interactive session was also
held with the fish farmers during the programme.

disasters like earthquakes, floods, accidents

meeting of officers of various departments and representatives of various
NGO’s to chalk out an effective strategy to streamline the essential service
delivery system across the State , at

The meeting reviewed various vital issues including registration of
nursing homes, laboratories, rationalization of rates charged for the service
rendered to patients, free availability
of medicines, checking of medicines
being sold by chemists and other medical agencies for quality and rates, fix-
ation of rates of vegetable and fruits,
fee structures of private schools, delivery mechanism of LPG Cylinders,
etc. The Minister said that the ealth
sector has been flagged as one of the
most important sectors which needs
concentrated attention for improve-
ment, expansion and consolidation.
Deputy Director Health department S. Gurjeet Singh informed the
Minister that presently 48 Private
Nursing Homes and 556 private laboratories clinic labs/collection centres
are functioning in Jammu division.
The Minister also reviewed the
status of drugs and Control
Department and the concerned
Deputy Director informed the
Minister that on daily basis the department collects the samples from
the market for further investigation.
The Minister directed the Drug
Control Department to collect the
sample on routine basis to check the
sale of sub standard drugs in the market. He also said that attention has
been paid to upgrade the medicare facilities in the State and provide the
quality medicines to the consumers
and also protect the rights of people.

Controller to work with coordination
to check the quality and prices of essential items available in the market.
The Minister also reviewed the
delivery mechanism of LPG Cylinders
from the representatives of various
Oil Companies. He directed the Oil
Companies to ensure timely distribution of LPG Cylinders to the consumers and also check that there is no
use of domestic cylinders for commercial purpose. During the meeting, representatives of various NGOs also suggested various measures for better delivery system of essentials. Speaking

modalities for effective curbing the
adulteration in the market. He said
that an effective monitoring mechanism has been put in place to provide

BPCL dealer booked for selling
under-weight LPG cylinder

The Legal metrology Officer booked a distributor of cooking gas (BPCL) for offering for sale the refill cylinders being under weight by 300g.
Moreover, the dealer was without the weighing scale of appropriate specifications. The Deputy Controller, Legal Metrology slapped a fine of Rs 4000
for the lapse and directed the dealer to comply with the rules. Under Legal
Metrology (Packaged Commodities) Rules, 2011, every distributor of cooking gas has to keep available with the delivery boy a 50 kg weighing scale
with readability of 10g so that the consumer shall receive the cooking gas
cylinder after weighmentin front of him. The consumers should insist for
the weighment of cooking gas cylinder for net quantity of gas. The net
weight of gas in the cylinder is 14.2 kg.
Red Cross Day celebrated at Srinagar

On the eve of World Red Cross Day, being celebrated world over on May

Striking balance
here has been a rapid increase in the number of Free Trade
Agreements (FTAs) since early 1990s leading to a widespread
debate on the advantages or disadvantages of regionalism over
multilateralism. Every regional agreement differs from one another in
some or the other way, but all have one thing in common: the objective
of reducing barriers to trade between member countries. The objective of all these mega regional agreements at their simplest is to reduce border barriers, coordinate regional issues that are not part of
the multilateral agenda, promote and diversify trade by expanding
trade policies and thus extend liberalisation to trade and investment.
On the whole, the newer agreements tend to open new markets for
goods and services, increase investment opportunities, make trade
faster and cheaper and thus in turn leads to deeper coverage. The objectives of the WTO are not very different from the objectives of these
mega regionals but since everything is based on consensus in the
WTO and the fact that nothing is agreed till everything is agreed, leads
to slow and tedious negotiations forcing country to adopt the second
best alterative of freeing trade regional trading arrangements. India
has still not formulated its global governance strategy with respect to
international trade. India is not a part of the mega regional negotiations like TPP, TTIP and TISA that define the conditions for world
market and investment opportunities despite New Delhi’s international trade contributing majorly to the country’s growth story as indicated by its trade to GDP ratio which increased from 26 per cent in
2000 to 53 in 2013. India in recent years has jumped the bandwagon of
FTAs and signed several agreements including the most recent one
with ASEAN in both goods and services which came into effect on January 1, 2010 and December, 2014 respectively. Other agreements that
came into force included, Comprehensive Economic Cooperation
Agreement (CECA) with Singapore in 2005, with Korea in 2010 and
with Japan in 2011. India also entered into Comprehensive Economics
Partnership Agreement (CEPA) with Malaysia that came into force
in 2011. Among the mega regionals, India is a part of only one major
mega regional that is RCEP, which is considered to be an ambitious
agreement as it would bring Asia’s three biggest economies - China,
India and Japan - into a regional trading agreement. A feature that
distinguishes RCEP from the other major mega regional agreements
is that RCEP will be consistent with the regulations of WTO including
GATT. Thus for India, RCEP can provide a way to integrate with the
East Asian Economies and obtain access to a vast regional market
from Japan to Australia along with the flexibility to reduce barriers at
different rates and at its own pace. The mushrooming of RTAs among
different countries is a serious matter of concern for India as getting
a fair share of FDI in the services sector is likely to be affected and
services at present contributes almost 60 per cent to India’s GDP and
one of the key drivers of growth. Moreover, India’s merchandise exports and manufacturing sector would face a catastrophic impact because of the preferential treatment for TPP members. Further, there
is a fear that the TTIP led global model for corporate tribunals with immense power, would have a devastating effect on India’s population
in the near future. Even though India is a part of RCEP, even that
could prove to be problematic as China is the at the heart of RCEP negotiations and may cause difficulties for India to agree to tariff cuts
and at the same time it may be pressured by the other members of
RCEP to agree to a higher common base. The problem is not only for
India but over a 100 WTO members are outside the major mega regionals and would in one way or the other be impacted with the negotiations of these agreements. Thus, these members need to be a part of the
future system of global governance of trade and this can only happen
if WTO negotiations wake up from their dormant state which would
bring back the attention of large economies to it. There is a criticism
on the enforcement and expansion of FTAs but at the same time, countries are left with no option due to the efficacy of the WTO being questioned. Thus the question of whether India being a developing country
should follow the regional path or the multilateral route very much
depends on its position in the global economy. In order to improve its
position, Indian businesses need to raise their productivity and cost efficiency by incorporating policies such as Goods and Services Tax,
transparent resource allocation and faster clearances which would
enhance India’s competitiveness on the global stage. Sufficient information should be provided to the Indian industry on the emerging
trade matters so that they are able to absorb them and thus make relevant changes in their production techniques well in time. Thus,
given the changing international trade environment, India has no
choice but to walk the tight rope and maintain the much needed balance between regionalism and multilateralism.

he Fourteenth Finance Commission’s
recommendation to increase tax devolution to 42 per cent of the shareable
pool of taxes has increased the flow of untied
resources (or resources transferred without
condition) to States. Estimates show that post
the 14th commission award, the untied statutory transfers would be more than 70 per cent
of the aggregate resource transfers from the
Union to the States. Although this increase in
the share of untied funds is a marked improvement in the structure of a transfer away
from a conditional to an unconditional one,
it is time that attention is paid to reform the
transfer system by focussing on non-Finance
Commission transfer to enable States to effectively utilise the enhanced untied fiscal
space. This can only be done by reforming the
coverage, content and architecture of the
non-Finance Commission transfers and a further consolidation of schemes.
Budget and non-FC transfers
A major issue, post Budget 2015-16, is the
sharp decline in allocations to the social sector in the form of various conditional grants
to the States. This decline has happened to accommodate a large increase in tax devolution. As per the Budget estimates, enhanced
tax devolution should result in an increase in
the flow of untied funds to the tune of
Rs.1,86,150 crore and a reduced flow of grants
to the tune of Rs.87,730 crore. This decline in
grants has happened in two categories: in a
specified list of schemes where the Centre’s
contribution has been reduced, implying a
corresponding increase in contribution by
the States and for a set of schemes where Central support has been withdrawn. Important
schemes in the first category are the
Rashtriya Krishi Vikas Yojana, the Integrated Child Development Services (ICDS),
Swacch Bharat Abhiyaan and allocation for
elementary education under the midday
meal schemes and the Sarva Shiksha Ab-

jumped out from a television
screen as a hysterical anchor conversed with melodramatic reporters, putting inane questions the same ones
survivors in Nepal were asked to attention seekers. I wonder why such hysterical coverage was missing between 2002
and now about the hit-and-run case. But
such thoughts, and the jury will be unanimous on this, come to my mind because I
am not a Salman Khan fan and from what
I have read about him, I do not think that
he is a very likeable fellow. Within family
and friends I am in the minority. Their
verdict is simple: he is being penalised for
being a celebrity. Had he not been such a
top draw actor, punishment would have
been milder. Judges too play to the
gallery, the majority in my family opined.
I must say this probably is the overriding
sentiment in India since judge D.W. Deshpande pronounced his verdict.
I do not hold a brief either for or
against Salman Khan. But I do feel that it
is a travesty of justice that the case has
dragged on for more than a decade. Since

2002, every effort has been made to ensure
that the case dragged on endlessly so that
it was abandoned after witnesses disappeared or changed tack. Because of such
attempts, a closure of the case was necessary. The sessions court had to either find
Salman Khan guilty or proclaim him innocent. The issue of quantum of punishment is secondary but this became
primary news once the verdict was announced. There is more drama in the
chakki peesing act, which may now be in
store for the actor. Filmstars and other
celebrities lead dramatic lives. This often
makes distinction between reel life and
real life difficult. Despite common knowledge that Salman Khan made every conceivable effort to stop the wheels of
justice, he received public support because people see him as superhero in real
life too. It is as if Khan is acting the characters he plays in various films. The same
was the case with regard to Sanjay Dutt,
the charges against whom were far more
serious. In both case, public support was
based on the argument that the offence
was an aberration due to nadaani or innocent indulgence. I do not know how any-
many cases, consolidated and restructured,
may result in States having to fund these
schemes with a higher matching contribution. And, they may have to bear the same
burden of CSS conditionalities, reducing fiscal autonomy and the available untied fiscal
space. Restructuring is not only important
from the perspective of State finances. It is
also about getting the expenditure priorities
right for both the Union and the State governments. As articulated in the 14th commission’s report, “between 2002-05 and 2005-11,
revenue expenditure by the Union Government on State List subjects increased from an
average of 14 per cent to 20 per cent, and on
Concurrent List subjects from an average of
13 per cent to 17 per cent. This implies a reduction in expenditure, in percentage terms,
on Union List subjects. Expenditure functions under the Union List fall predominantly under General and Economic
Services. The share of expenditure on these
has progressively declined from 66.3 per cent
in 2001-02 to 53.2 per cent in 2014-15(BE).” One
of the primary reasons for this is the proliferation of CSS, especially in the social sector
and on right-based spending. For better service delivery outcome, these need to change as
most of these functions are primarily in the
functional domain of the States.
Kind of restructuring
There are 34 schemes listed in the category where Central support is fully provided
for in the Budget. Full Central support is not
100 per cent Central funding. In these
schemes, States have to make a matching
contribution as per the existing fund sharing
arrangement. The distribution of resources
allocation across these schemes shows that
out of 34 schemes, the aggregate share of 15
schemes works out to be 1.72 per cent of the
total grants, with a total allocation of Rs.2,039
crore and an individual share of less than 0.5
per cent of the total grants. Schemes with an
allocation of less than one per cent are five

r Modi realises that he will be dealing with very hard-nosed Chinese
leaders, and that there are ‘no out of
the box’ solutions to complicated territorial
disputes. Increasing bilateral trade is no guarantee of peace as Japan discovered in the Asia
Pacific. All tourists going to China are told by
various tourism sites and books that they
“must” visit three places: Xian (the “past” of
China), Beijing (the “present” of China) and
Shanghai (the “future” of China). Narendra
Modi, who has made numerous successful
visits abroad in the first year of his tenure as
Prime Minister, has obviously decided to follow the well-trodden tourist path. On May 14,
2015, Mr Modi will land in Xian (the hometown of President Xi Jinping) where he will
be received by Mr Xi and be taken around before proceeding to Beijing for official talks on
May 15. The next day, May 16, Mr Modi will
visit Shanghai where the highlight of his visit
is the address to the Indian community (students and businessmen) in China. Typically,
the Indian media will cover this mega event
and compare it with Mr Modi’s similar talks
to enthusiastic Indian communities in the
United States, Australia and Canada. On May
17, Mr Modi will visit Mongolia, followed by
South Korea on May 18-19.
Mr Modi’s attempts in attracting foreign
direct investment to India has resulted in
“paltry” pledges (considering India’s size and
population, $1 trillion is needed) — $20 billion
from China, $35 billion from Japan, $41 billion
from the US and $2 billion from France. I am
certain that Mr Modi is aware that Pakistan
received pledges of $46 billion Chinese economic aid during President Xi’s recent visit
to Islamabad, and that Pakistan also signed a
$5 billion contract for supply of eight Chinesebuilt, 4,000-tonne Qing-class conventional
submarines. These will be fitted out for carrying Chinese designed 500-km range nuclear-tipped cruise missiles to threaten Indian
coastal cities. In addition, Pakistan, which locally produces 14 Chinese-designed JF-17
Thunder jet fighters annually, also signed a
contract with China to supply another 110 JF17 fighter jet. The payment for these fighter
jets and submarines will, of course, be made
from the $31 billion (of which $22 billion was
military aid) gifted to Pakistan by the US be-

Crime and Punishment

hiyan (SSA) financed by the Gross Budgetary
Support (GBS). Major schemes delinked from
Central support are the Jawaharlal Nehru
National Urban Renewal Mission, the Backward Regions Grant Fund and Normal Central Assistance. The Union Budget does not
provide the details of the additional contributions States have to make for schemes where
Central support has been reduced. This
change in the structure of grants has also to
be viewed in the context of a restructuring of
Centrally sponsored schemes (CSS). Despite
this emphasis on restructuring and recommendations made by various committees in
this regard, nothing much has happened on
the ground. In fact, CSS and other conditional
grants as a percentage of GDP have increased
from 0.67 per cent in 2000-01 to 1.39 per cent in
2015-16. Post the 14th Commission’s recommendation, the reduction in grants to accommodate a large increase in tax devolution of
which many are CSS is certainly a step in the
right direction. However, this reduction in
grants in quantum without clarity on the design, architecture and sharing pattern between the Union and States has the following
implications for States: a) reducing the share
of contribution of the Centre to CSS has the
potential to reduce untied fiscal space available from higher tax devolution as States
have to make a higher contribution to these
schemes now; b) this reduction does not automatically imply that States are insulated
from the conditionalities and ‘one size fits all’
CSS intervention and the uncertainties associated with CSS fund flow.
Why restructuring is critical
In the last decade, the proliferation of
big-ticket CSS has emerged as the key fiscal
strategy to transfer grants to States to
achieve a certain outcome in a specific sector,
especially in health, education, agriculture
and rural development. Though the money
allocated under CSS has declined, these
schemes, if not reduced in numbers, and, in
one can term the acts of crushing sleeping
pavement dwellers by a Land Cruiser, or
possessing most deadly guns that can kill
people as indulgence. Surely, there cannot
be separate rules of conduct for the
celebrities and well-heeled. I heard a
worry within minutes of the verdict — a
huge amount of money was invested in
Salman Khan and several projects would
face risk if the actor was jailed. However,
why should anyone be concerned more
about private money of unscrupulous film
financers and not about delivery of justice? Can the system of jurisprudence be
waylaid by profiteers? By what logic did
financers keep investing in projects that
signed up Salman Khan and previously
Sanjay Dutt? Was it because they believed
that money could buy everything? After
all, the swiftness with which the bail application was moved suggests that adequate plans had been drawn.
Much has been made of the fact that
relatives of victims said that they no
longer cared about whether Khan was
punished or not, but were more interested
in compensation that could help them better the condition of their lives. This, however, should be no justification to plead
for leniency towards Khan. Rather, such
assertions should be seen as a pointer to a
society where dehumanisation has
reached such levels that people want to
monetise the dead. The memory of the deceased is important only if it yields something for the living. Salman Khan’s
wheels were bloodied several years after
he had blood of innocent black bucks and
chinkaras on his hand. In two of these
cases, Salman Khan was sentenced to
prison but is out on bail. At the time of his
tween 2001 and 2015.
China, of course, has in the past transferred technology to Pakistan for local manufacture of ballistic and cruise missiles,
uranium nuclear warheads and plutonium
tactical nuclear weapons. Now that the US
has apparently decided that it needs India as
a “strategic ally” in South Asia to counter
China as part of its “pivot to Asia” policy, the
Chinese have decided to fill the void and ensure not only that Pakistan does not collapse
economically, but it keeps India off-balance
and provides China strategic presence in
Gwadar port (located only 360 miles from the
strategic Strait of Hormuz, through which
over 70 per cent of Chinese, Indian and Japanese oil imports move by sea). To overcome
China’s “Malacca dilemma”, Pakistan has
handed over management of Gwadar port
(funded and built by China) to a Chinese company. Some of the $46 billion Chinese aid will
be utilised to connect Gwadar port to China’s
Xinjiang province by rail, road and oil
pipeline via the Karakoram Pass, thus avoiding the Strait of Malacca choke point that can
be exploited in wartime by the Indian and US
navies. It’s only a matter of time before Chinese warships, conventional and nuclear submarines (already making publicised forays
into the Indian Ocean since 2008), are based at
Gwadar port, which will compensate for the
recent decisions of the new Sri Lanka government to review Chinese port projects in Sri
Lanka. In addition, once the Chinese 1,500 km
range, anti-aircraft carrier ballistic missile
system (DF-21) becomes fully operational in
the western Pacific (where it will counter US
Navy aircraft carriers), the Chinese are expected to base the same DF-21 system along
Pakistan’s Balochistan coast to threaten Indian Navy aircraft carriers operating in the
Arabian Sea. The much debated “string of
pearls” which will be the Chinese Navy component of the highly-publicised Chinese
“Land and Maritime Silk Routes” or “LMSR”
to connect China economically to Europe,
thus replicating the well known 15 century
land and sea silk routes is well on its way to
becoming a reality in India’s backyard. The
Chinese are also interested that India joins
the “LMSR” club, by providing them access
to Kolkata port via a rail and road link
through Indian territory. On May 7, Chinese
media reported China’s proposal for India
and China to jointly carry out sea bed mineral
exploration in the Indian Ocean. This needs
to be examined for security implications before any agreement is signed in a hurry. Presumably, Mr Modi is also aware that India
has very little manoeuvring room since past
governments had recognised Chinese sovereignty over Tibet and allowed Chinese troops
to take over parts of the unguarded Aksai
Chin between 1951 and 1953, and grabbed
some more parts of Aksai Chin after the brief
1962 Indo-China war. Presently China has
well publicised claims over some more Indian
territory in Ladakh and Arunachal Pradesh,
and its Army is “nibbling away” at Indian territory. Also looming on the horizon are
“water wars” involving India-Pakistan and
India-China. Acute shortage of water for irrigation and drinking has resulted in Pakistan
raising the “water bogey” in addition to the
Kashmir question. This issue can be resolved
under the 1960 Indo-Pak Indus Water Treaty.
Unfortunately for India, China has refused to
have any treaties about rivers that emanate
in the Tibetan plateau, including the Brahmaputra (also known as Yarlung Zangbo river in
China). The Chinese have been building several dams on the Brahmaputra in the portion
flowing through Tibet (one of which is known
as “Zangmu” gravity dam on the Brahmaputra river to produce 510 MWe at a place near
Gyaca in Tibet, and is expected to be ready by
2015) which they claim are for generating
electrical power, and hence water flow of the
Brahmaputra to India will not be reduced as
the river will continue to flow to India after
generating power in China. Unfortunately,
the Chinese media does routinely mention
the need to divert the river Brahmaputra to
the north to irrigate arid regions of China. If
China does this, it will destroy India’s Northeast, ecologically and economically, and may
lead to a war. I am sure Mr Modi realises that
he will be dealing with very hard-nosed Chinese leaders, and that there are “no out of the
box” solutions to complicated territorial disputes. Merely increasing bilateral trade is no
guarantee of peace as the Japanese discovered while dealing with Chinese claims in the
Asia Pacific. Ceding territory is also no guarantee of peace, as our Tamil fishermen have
discovered after India handed over the small

1974.
conviction in the black buck case, arguments and hysteria similar to what is
being heard now had been made. If one
were to examine the criminality of the
poaching cases and juxtapose it with the
hit-and-run case, one will conclude that
while the former were premeditated
crimes, the latter was truly accidental. In
1998, Salman Khan, while shooting for a
film in Jodhpur, went on a hunting expedition for entertainment, fully aware that
he was breaking the law.
In September 2002, when he got behind the wheels, Salman Khan’s rational
thinking was probably impaired by alcohol. Yet, the actor cannot be excused for
running away when the police arrived to investigate the case. A report in rediff.com
dated September 28, 2002, says that when
“police rushed to his house to question
him, Salman slipped out through the back
door”. The Web portal quoted an assistant
inspector of Mumbai police making the
assertion. Subsequently, the case was
“managed”. The policeman deputed to
provide security to Khan the one who
was present in the car and who filed the
initial FIR died under peculiar circumstances but this was not probed. Khan’s
driver mysteriously recovered recently
from a long bout of amnesia and recalled
that he had been behind the wheels at the
time of the accident.
The jail term handed to Salman Khan
or to Sanjay Dutt is projected as a deterrent for others, especially celebrities. But
punishment as preventive measure is a
weak argument. People will continue to
violate laws because aberration is ingrained in most humans. But any violation of the law of the land must not go
unchecked and legal process must be initiated. Be it Salman Khan or other celebrities, the process of law must remain
uniform. Whether people consider the
person a “dabangg” or darling, no one
should forget that the offence was committed by someone who should be treated
as just an ordinary mortal, nothing more,
nothing less.

with an allocation of less than 10 per cent and
their aggregate share in total works out to 24
per cent of the total allocation, where the total
allocation is Rs.28,000 crore. In other words,
70 per cent of the total allocation is for four
schemes, namely, the National Social Assistance Programme, externally aided projects,
schemes financed from the Prarambhik Shiksha Kosh and the Mahatma Gandhi National
Rural Employment Guarantee Scheme with
a total allocation of Rs.82,775 crore. The number of schemes with a changing sharing pattern is 20. But in many of these schemes, the
number of programmes under each category
as an umbrella programme if considered,
would total 56. In this case also, seven
schemes account for 85 per cent of the total allocation. The major schemes in this category
are the National Health Mission, the ICDS,
and schemes for agriculture and sanitation.
Since resources are thinly distributed with a
tiny allocation across many schemes, it is
time these schemes are consolidated and
made into a few national schemes in key sectors; minor schemes can be devolved down to
the States with funds.
Principles of restructuring
Also, with a significantly higher tax devolution to the States, much of the expenditure priorities would have to align in a
manner as envisaged in the Constitution.
Sectors where significant State spending
rather than a “one-size fits all” Union government scheme would be more appropriate are
health, education, agriculture and rural development. Now, the larger question crops
up. When States are the major spending entities in these sectors, as these functions fall
primarily in the functional domain of States,
should they not be given the fiscal autonomy
to carry out their own programme to address
differential needs?
Land border solved,
bond strengthened

t last, the land boundary agreement between India and Bangladesh is on its
way to being ratified in Parliament.
The border issue has been a sour point between the two countries for four decades now.
The delay in ratification was because India’s
foreign policy had been held hostage to domestic politics. Folklore has it that the enclaves in
India and Bangladesh were the result of a series of chess games between the Maharaja of
Cooch Behar and the Faujdar of Rangpur, who
used the villages as wager. Thus, some villages
in Cooch Behar became properties of Rangpur
while some of those within Rangpur were
owned by the Cooch Behar Maharaja. An informal arrangement between the two rulers allowed easy collection of revenues and general
administration. But after partition, Rangpur
became a part of East Pakistan (now
Bangladesh) and Cooch Behar became a part
of India, when Maharaja Jitendra Narayan acceded his Princely State to India in August
1949. But the conclaves were a problem. With
the land boundary agreement of 1974 and the
2011 protocol to the said agreement, India and
Bangladesh agreed to exchange these enclaves
and demarcate the land boundary between
them. The Constitution (119th) Amendment
Bill, 2013, proposes to give effect to this proposed land exchange. The people of these numbering around 60,000 have been rendered
stateless due to a cartographic anomaly. They
have no access to even basic services such as
electricity, hospitals and schools. The agreement envisages transfer of 111 Indian enclaves
to Bangladesh, while Bangladesh will transfer
51 enclaves to India. Through the swapping of
adversely possessed land, India will gain 700
acres of land. Four agreements had been attempted before. The first was Prime Minister
Jawaharlal Nehru’s pact with his Pakistani
counterpart Feroz Khan Noon in 1958; the second was between Prime Minister Indira
Gandhi and her Bangladeshi counterpart
Sheikh Mujibur Rehman in 1974; the third was
between Prime Minister Rajiv Gandhi and
General HM Ershad in 1986; and the fourth between Prime Ministers PV Narasimha Rao and
Khaleda Zia in 1992. Once Parliament ratifies
the agreement, it will not only end the border
dispute but also open up a new era in IndiaBangladesh relationship. Prime Minister
Narendra Modi is planning to visit Bangladesh
in June. If the treaty is ratified, Mr Modi can
go to Dhaka, armed with this good news. He
has been talking of ‘neighbourhood first’, and
the ratification will show that he means business. A demarcation of the border will also
help to check on illegal immigration. This will
benefit the North-East and Assam in particular. Also, New Delhi will be able to officially
talk about the issue of migrating Bangladeshis,
a thorny problem for Assam for nearly three
decades. The Shiv Sena, the Asom Gana
Parishad and the BJP have also been agitating
on this issue. Huge economic opportunities
will also be created for both Bangladesh and
the border States of Assam, West Bengal,
Meghalaya and Tripura, once the border is finalised and fenced. All parties will benefit
from being connected with the other. Dhaka
can be India’s gateway to other East Asian
countries. India can seek from Bangladesh, as
a goodwill gesture, transit rights to its own
North-East, bringing development to that region. Bangladesh too will benefit. Given these
advantages, one may wonder why it had taken
so long to get the border cleaned up. Political
compulsions were blocking the deal. When the
Congress was in power, the BJP opposed the
LBA. Now that the BJP is in power, the Congress tried to put a spoke on the measure, for
political reasons. The BJP’s now-scuttled proposal to exclude Assam from the LBA was
prompted by its electoral calculations. An Assembly election will be held in the State early
next year and the party is hoping to come to
power, ending 15 years of Congress rule. The
Congress had made it clear that it would not
support the LBA in Parliament, if Assam was
excluded. Eventually, the BJP gave in. The ratification restores India’s credibility with
Dhaka and with the region.

Farm households' average
debt at Rs 47,000: Govt

New Delhi, May 8:
More than half the households engaged in farming are in
debt with an average loan burden
of Rs 47,000, Parliament was informed on Friday.
"About 52 per cent of the agricultural households in the country were estimated to be indebted
and the estimated average
amount of outstanding loan per
agricultural household ...Was Rs
47,000", Minister of State for
Finance Jayant Sinha said in a
written reply in the Lok Sabha.
He was quoting an NSSO survey on agricultural households
for reference period July 2012 to
June 2013.
Sinha said that to reduce the
debt burden of farmers and increase availability of institutional credit to them, the government
has taken several "major steps".
These include, he said, interest subvention since 2006-07,
banks have been advised to waive
margi/security requirements of
agricultural loans up to Rs 1 lakh,
and simplification of KCC (Kisan
Credit Card).
In view of the recent unseasonal rains and hailstorms in several parts of the country, government has issued advisory to all
State Level Bankers' Committees
to take immediate steps to mitigate the hardship of farmers in
accordance with guidelines,
Sinha added.
Meanwhile, replying to a
question, Finance Minister Arun
Jaitley said the total outstanding
gross bank credit of public sector
banks stood at Rs 46.5 lakh crore
as on March 20, 2015.
The outstanding loans to
agriculture and allied activities
stood at Rs 6.48 lakh crore and Rs
10.07 lakh crore to the services
sector.
The outstanding loan to industry (micro and small, medium
and large) was Rs 21.32 lakh crore
while it was Rs 4.3 lakh crore to
the housing segment (including
priority sector housing).

approved the scheme for the establishment of one stop centres
for women with total project cost
of Rs. 18.58 crore, Union Minister
of Women and Child Development
Maneka Sanjay Gandhi told the
Lok Sabha through a written reply on Friday. She said that the
scheme is being implemented
across the country from April 1,
2015. Under the scheme, medical
aid, police assistance, legal counselling/court case management,
psycho-social counselling and
temporary shelter to women affected by violence will be provided. The scheme envisages the establishment of 1 One Stop Centre
in each state and union territory
in the first phase. The states have
been requested for proposals in
order to release funds. Under the
scheme of One Stop Centre, it has
been envisaged to integrate these
Centres with Women Helpline
(181) and other existing helplines.

Office has refused to give information on the expenses incurred on Prime Minister
Narendra Modi's recent visit
to Singapore saying it is too
"vague" and "wide".
An RTI-applicant based
in Ahmedabad has sought the
information related to the expenses incurred on Modi's
visit to attend the funeral of
Lee Yuan Kew, the founding
prime minister of Singapore.
"Reference is invited to your application dated April
3, 2015 on the subject mentioned above. The matter
was referred to the office for providing inputs. Office
has informed that the information sought is too
vague and wide,"
Under Secretary PK Sharma of the PMO said.
Earlier this week, Congress president Sonia Gandhi
had accused the BJP dispensation of attempting to
"subvert" the RTI Act. She had said citizens no
longer have right to question the government as top
offices like the PMO, Cabinet Secretariat besides the
Supreme Court, High Courts and CAG are no longer
accountable for violations under the RTI and are
protected from public scrutiny. The Central
Information Commission, in an order, had directed
the Cabinet Secretariat to
make public expenses incurred on the travel of ministers and VVIPs because of
large public interest in the
matter. "We have been noticing a lot of public interest in
the visit of such high dignitaries as the President, the
Vice-President and the
Prime Minister of India.

Following the orders of the CIC, the then prime
minister Manmohan Singh had started the practice
of making public on the official website details of expenses incurred on his visits as well as on the visits
undertaken by the ministers. Complying with the
mandatory provisions of suo-motu disclosure under
the transparency law, the PMO has placed in public
that a sum of over Rs 642 crore was incurred on his
air travels abroad between 2004 and 2013. The expenses on the visits of public authorities are maintained in records which are regularly provided under the RTI Act.

the then President Pratibha Patil spent Rs 225 crore
on her 14 visits abroad.

The database of Department
of Posts has not been secured and
is easily susceptible to data manipulation and fraud, the
Comptroller and Auditor
General (CAG) on Friday
warned.
The CAG noted that the objective of computerisation of
postal savings bank functions
through Sanchay Post software
was to improve operational performance and provide error-free
and faster service to customers.
"We observed that the database has not been secured and is
easily susceptible to data manipulation, which may lead to
fraud," it said.
As data entry mode is being
used even when online module is
in operation, the data don't get
validated by the controls/rules
built into the software, causing
many rule violations in opening
of accounts and loss to the government, besides exposing system to the risk of fraud, it added.
"The software is unable to
exercise necessary control to prevent opening of multiple/excess
accounts and deposits, thus causing loss to the government due to
payment of excess interest," the
CAG said.
The auditor pointed out that
customer application forms, the
only available information given
by the customer duly signed by
him with necessary declarations,
have not been preserved in many
post offices.
The CAG also found that information kiosks procured for
providing postal information
and Internet browsing facility to
customers in post offices (POs)
remain underutilised.
"(About) 75 percent of kiosks
test checked by audit were not being utilised at all," it noted.
Besides, audit of the mail operations in 75 selected POs under
nine circles found that mail operations have improved in most areas, but there is scope for further
improvement in certain circles.
To give boost to the tourism, the
leaders said the tourism development
authorities at Pahalgam, Achabal and
Veerinag need to be revived so that the
tremendous tourism potential offered
by the area is tapped.
They said the medical college sanctioned for the area should start functioning immediately to ensure first class
treatment for the patients of the area at
their doorsteps.
Similarly, the leaders demanded
further expansion and up gradation of
South Campus of University of Kashmir
to make it a full-fledged university. “The
government must also address infrastructural and academic needs of
Schools and Colleges of the area,” the

delivery of money orders (MOs)
revealed that delivery performance of MOs in test-checked post
offices in Delhi, the North East,
Uttar Pradesh and Gujarat circles was below the threshold limit," it added.
The auditor found the delivery performance of speed post
better than those of private couriers in major cities at the tehsil
and village levels.
The CAG noted that none of
the states could adhere to the
timeframe proposed for the creation and implementation of core
and support infrastructure for
various projects under the
National e-Governance Plan
(NeGP).
"There was lack of synchronisation in the execution of projects leading to delays in e-delivery of services. The pace of utilisation of the infrastructure like
SWAN and SDC in furthering egovernance in 10 states selected
for audit was found to be slow," it
said.
Therefore, there is a need for
close monitoring for optimum
utilisation of infrastructure, the
CAG added.

First RAW Officer Appointed As
Member of UPSC

Arvind Saxena, in-charge of Aviation and Research Centre of
external snooping agency RAW, was today appointed as a member
of UPSC becoming the first officer of 32-year Research and Analysis
Service to be named to the commission. After the appointment of
Saxena, who was due to retire in August, Union Public Service
Commission (UPSC) is left with only one vacancy. The UPSC is a 10member body besides a Chairperson. According to the order,
Saxena's tenure will commence from the date he assumes the office
of member, UPSC. After formation in 1983 of RAS service, all officers who were with Research and Analysis Wing (RAW) were given
option of either going back to their service or joining the newly
formed RAS along with their seniority. Under the new rule, Saxena
was absorbed as an RAS officer of 1978 batch. The government had
set afoot the process of including Saxena, Director and ex-officio
Special Secretary, Aviation Research Centre (ARC), in the UPSC in
March when it gave additional charge to RAW chief Rajinder
Khanna as Director General (Security) which looks after the aviation wing and special forces within the organisation. The ARC carries out aerial surveillance of borders using its unmanned aerial
vehicles and other aircraft including MIGs and helicopters. It also
has the responsibility with IAF to transport Special Frontier Force
commandos.
Militant Carrying Reward of Rs 2
Lakh Killed in Encounter in Manipur

A militant of Manipur-based Hmar People's Convention
(Democrats) carrying a reward of Rs 2 lakh, was killed near
Tiaulian hamlet in Manipur in an encounter with Mizoram police
personnel this morning, a senior police officer said. Deputy
Inspector General of Police (Armed) Lalbiakzama said that the
body of Malsawmkima, the HPC (D) militant, who was killed in the
encounter was being brought to the Mizoram-Manipur border
Sakawrdai village. "Malsawmkima, former Mizoram Armed
Police (MAP) personnel deserted on the night of June 11 last year
from Sakawrdai police outpost and decamped with one AK-47 assault rifle, one INSAS rifle and several rounds of ammunition,"
Lalbiakzama said. The deserted cop then joined the HPC (D) and
was given the rank of self-styled sergeant. He was among the HPC
(D) militants who ambushed the state assembly committee on government assurances team on March 28 last and gunned down three
policemen, near Mizoram-Manipur-Assam border Zokhawthiang
hamlet. The state government later placed a price of Rs two lakh on
his head for the attack. He was also reportedly involved in the murder of two civilians at Patpuihmun village in Manipur a few days
back while he was wanted by Mizoram police in many cases including criminal intimidation and extortion. Police seized a .38 Luger
revolver from Malsawmkima, which was identified as being taken
from the slain policemen on March 28 ambush.
India, US, to strengthen livelihoods

Acting Administrator Alfonso Lenhardt announced a new USD 1.5
million, three-year award to the Indian Self Employed Women's
Association (SEWA), the world's largest women's cooperative, with
a membership exceeding 1.9 million. SEWA will partner with government and civil society stakeholders in Afghanistan and India to
train more than 3,000 Afghan women across five provinces in vocational skills including embroidery, garment stitching, food processing and jewelry making, as well as in leadership and marketing. Making the announcement during his visit to SEWA's Hansiba
store in New Delhi this week, Acting Administrator Lenhardt said,
"The strategic partnership among the US, Indian, and Afghan governments is a significant contribution to regional stability and
prosperity. The empowerment of women and girls is essential for
sustained peace and progress. By partnering with such an immensely talented and committed organization as SEWA, our three
governments are helping thousands of Afghan women lead healthy
and productive lives." US Ambassador to India Richard R Verma
added, "A key goal of US collaboration with India is to harness the
strengths and capabilities of both countries to tackle development
challenges around the world. Our partnership with SEWA to benefit Afghan women is a great example of the expanding India- US
global partnership." This new partnership builds on an earlier effort in which SEWA, USAID, and the Indian and Afghan governments collaborated to improve the economic and social condition
of 150 Afghan women and their families. The initiative helped

Delhi government cannot take any action against the officials
of Delhi Police and NDMC as they do not come under its domain as
per law, the Union Home Ministry is planning to curtly tell the
Arvind Kejriwal-led state government. The case in point pertains
to the recent arrest of a Delhi Police constable by the state AntiCorruption Bureau (ACB) for allegedly taking a bribe of a Rs 10,000
from a trader. The Delhi Police had contested the jurisdiction of
ACB in the case saying they cannot act against a central government employee and had subsequently filed a separate FIR against
the accused policeman in response to the action of the anti-graft
agency. "The Home Ministry is expected to write a detailed communication in this regard to Delhi government. The communication
will make it clear that employees of Delhi Police and New Delhi
Municipal Corporation (NDMC) cannot be acted against by Delhi
government in any way," official sources said.

in conflict-hit Yemen are hampering aid efforts and threaten
the lives of tens of thousands
of children, the UN warned on
Friday.
Yemen already imported
90 percent of its food requirements before the conflict began and much of its fuel, essential to deliver aid and keep
critical health facilities running at a time of acute power
shortages, the UN children`s
agency said.
"Fuel may run out in less
than a week in Yemen," said

kill more children than bullets and bombs in the coming

sectors in India expanded at a
faster pace last month than
China, even as economic growth
moderated overall in emerging
markets, a survey said.

surveys, fell to 51.3 in April, from
51.5 in March, registering the
weakest rate of expansion since
January. "The emerging markets continued to act as a brake
on global economic growth at the
start of the second quarter,"

Williamson said.
Of the four biggest emerging
markets, China registered the
weakest rise in output since
January, while the Indian private sector business activity
rose for the 12th consecutive
month, albeit at the weakest
pace since October. "Continuing
malaise is evident across much
of Asia. Already weak rates of expansion slowed further in both
China and India during April, albeit with India remaining a relatively bright light in a generally

economy, where emerging markets are seeing the worst performance for a year amid a nearstalling of global trade flows,"
Williamson said. Meanwhile,
the outlook for global emerging
markets remained subdued in

which tracks firms' expectations
for activity in 12 months' time,

Finance Minister Arun Jaitley on Friday said surplus foodgrain stocks would help in dealing with any crop losses due to recent
unseasonal rains and hailstorm that have affected 18.23 million
hectares. “As on May 5, 2015, an estimated 18.23 million hectares under crops were affected in the country due to unseasonal rains and
hailstorms. However, surplus stocks of foodgrain would help the
country deal with the situation appropriately,” Mr. Jaitley said in a
written reply to the Lok Sabha. The Minister said state-owned Food
Corporation of India (FCI) sells surplus wheat and rice stock in the
open market under open market sale scheme (OMSS) in order to moderate retail prices in deficit states. “Approximately, 4.2 million tonnes
of wheat have been sold in the open market under this scheme during
2014-15 and sale of wheat has also been continued beyond April 1,
2015,” he said. Jaitley added that the government has taken a number
of measures to curb inflation, particularly food inflation. The Centre
has allocated more rice to below poverty line (BPL) and Above
Poverty Line (APL) families in states, and higher allocation of wheat
was made under the OMSS programme, he added.

The benchmark BSE Sensex on Friday bounced back by 506.28
points to reclaim the 27,000-mark on government's move to mollify
overseas investors' taxation worries and rupee's recovery. The 30share index's biggest gain in more than a month was also supported
by value-buying in beaten-down stocks, drop in oil prices and gains
in global stocks, traders said. The rupee rebounding from 20-month
lows to regain 63 levels too boosted sentiments and helped Sensex recover from its 6-1/2 months low, they added.
"Government's move to set up a high level committee to decide
MAT issue has helped market today. This could reduce FII's concerns over the medium-term," said Vinod Nair, Head of
Fundamental Research at Geojit BNP Paribas Financial Services.
Snapping three days of losses, the BSE Sensex resumed on a strong
footing and quickly recaptured the crucial 27,000-mark to touch the
day's high of 27,196.28. It finally closed at 27,105.39, a jump of 506.28
points or 1.90 percent. Previously, it had soared by 517.22 points on
March 30. The gauge had lost 891.48 points in the previous three days
to hit 6-1/2 months low on persistent worries over MAT and delay in
passage of key reforms bills in Parliament. The 50-share NSE Nifty
after crossing the 8,200-mark, touched a high of 8,224.95 before closing 134.20 points or 1.67 percent higher at 8,191.50. Sentiments
changed for the better after Finance Minister Arun Jaitley yesterday announced that a high-level committee will look into the issue of
Minimum Alternative Tax (MAT). Tata Motors was the biggest gainer on the Sensex, followed by Cipla, ICICI Bank, Hindalco, Bajaj
Auto, HDFC Bank, HDFC, Axis Bank, RIL, Tata Power, L&T and
ITC. Share of FMCG major Hindustan Unilever rose 3.34 percent after it reported a 16.73 percent increase in its standalone net profit at

SAI holds trails for STC Jammu

Sports Authority of India (SAI) has decided to hold twoday selection process to pick up suitable candidates for its residential and non-residential schemes through its newly establishes Sports Training Centre (STC) at MA Stadium, here.
The selection trials shall take place on May 18 and May 19
under the guidance of experts in the field deputed by the SAI
North Regional Centre. For two sports disciplines of basketball and handball only boys shall be selected at residential centre. In other discipline of badminton both boys and girls shall
be selected for non-residential scheme.
“Those interested players in the age groups of 12-18 years,
who have represented district and secured first and second position, are only eligible for appearing in the trials. However,
extraordinary tall boys, who have not played at the district or
state level, may also appear for the selection process”, informed incharge STC Jammu, Varinder Sharma.
Candidates must report at the office of the STC Jammu at
MA Stadium, here on May 18 at 8 am sharp along with their
original Date of Birth certificates, participation certificate
and proof of residence. “Those selected boys and girls shall be
provided free boarding, lodging and residential schooling as
per the norms of the SAI,” further said Varinder Sharma.

in the Indian Army and to commemorate
the 50 years of the raising of Golden Key
Division, a 15 member High Altitude Biking
Expedition Team of the Division was
flagged off by Major General MS Ghura,
General Officer Commanding on 08 May
2015 from Clement Town, Dehradun. The expedition aims to celebrate the Golden
Jubilee Year 2015 with the spirit of adventure, camaraderie and patriotism in the rich
and diverse high altitude valleys of
Himachal Pradesh which form part of the
Western Command.
The expedition started from Dehradun
and will pass through the Spiti Valley via
Shimla and finish at Manali.
On the way, the expedition will climb
the arduous and inhospitable areas of
Kunjom Pass (4551 meters) and picturesque
Chandertal (4300 meters).
The multi-dimensional expedition will
meet the locals enroute and will provide hu-
manitarian aid by distributing essential
and
medicines.

The Supreme Court on
Friday said there is a need to resolve the dispute over the total
amount which Sahara Group
was liable to pay to its investors
even if the group complied with
the condition of paying Rs 10,000
crore to ensure the release of its
chief Subrato Roy from jail. "We
will accept the bank guarantees
but we would also like to address
the issue of balance amount that has to be paid," a bench comprising Justices T S Thakur, A R Dave and A K Sikri said. The apex
court on August 31, 2012 had said the group was required to refund Rs 24,000 crore with 15 percent interest in three months to
the depositors. It had on March 26, 2014 asked 65-year-old Roy,
who has been in Tihar Jail since March 4, 2014, to pay Rs 10,000
crore to get bail, out of which Rs 5,000 crore should be paid in cash
and rest in bank guarantees.
SEBI accepted the draft of bank guarantees which the Sahara
group has to furnish which was also approved by the apex court
in on Friday's hearing. The issue of payment of balance amount
arose as the claim of Sahara refunding the amount has been disputed by SEBI with its senior counsel Arvind Dattar maintaining
that there have been contradictions on refund theory by Roy's
group and even the apex court in the past had not agreed to it.
He said even the Securities Appellate Tribunal (SAT) did not
accept Sahara's stand on refund. Dattar said there was also a need
for fixing the schedule for Sahara to refund the remaining
amount after complying with the amount of bail condition. The
bench agreed with the submission and said "bank guarantees
would be made encashable by SEBI if Sahara is unable to pay the
balance amount". Senior advocate Kapil Sibal, representing the
group, asked the bench as well as SEBI and senior advocate
Shekhar Naphade, who is assisting the court as amicus curiae, in
the matter to accept the draft of the bank guarantees which would
be from a scheduled bank. Sibal did not disclose the name of the
bank but assured that it was not any of the cooperative banks.
He said negotiations were underway for selling Sahara
Group's offshore properties for raising sufficient fund. The
bench accepted Sibal's plea to consider Sahara's application in
which it sought permission to utilise balance of assets for meeting out its other liabilities after complying with the order to pay
Rs 10,000 crore for getting Roy out of the jail. The bench said the
application and other issues will taken for consideration on May
14. It said the application has to be looked into as in view of freezing of assets of Sahara Group companies it may not be possible for
them to meet out their liabilities towards Salaries, wages, statutory liabilities and other corporate liabilities. The apex court had
on March 23 expressed "prima facie satisfaction" and granted
three months time to Sahara Group for selling its offshore properties for raising Rs 10,000 crore to ensure the release of Roy.
The bench said in the eventuality of failing in negotiations,
its properties would be put to auction by appointing a 'court receiver' for alienating its assets.
The court had also extended its August 1, 2014 order allowing
Roy to use the conference room in Tihar jail complex to hold negotiations with potential buyers to sell his three luxury hotels-Dream Downtown and The Plaza in New York and Grosvenor
House in London--to raise Rs 10,000 crore to get regular bail.(PTI)
SAI athletes stable; Ministry sets up medical board
New Delhi/Alapuzha, May 8:
The three young athletes, who survived an attempted suicide bid
after alleged harassment by seniors at the SAI Centre in Kerala, are stable now even as a medical board was constituted by the Sports Ministry
to investigate the incident. “We have constituted a medical board (for
the inquiry into the incident) and our priority is to save the lives of
those athletes (girls),” Sports Minister Sarbananda Sonowal said on
the sidelines of a conference in Delhi. In a tragic turn of events, a young
athlete Aparna Ramabhadran died and three of her colleagues were
battling for life after they ate a poison fruit under an apparent suicide
pact following alleged harassment by seniors at the Sports Authority of
India centre in Kerala. All the four were undergoing training at the
Water Sports Centre of the SAI in Alapuzha. A stunned Sports Ministry
swung into action by ordering an inquiry and directing SAI Director
General Injeti Srinivas to rush to Kerala for an on the spot assessment.
The condition of the three athletes, who survived the attempt, is
said to be stable. Kerala Home Minister Ramesh Chennithala, who
visited the girls at the hospital, promised an unbiased probe.

Raghavan told PTI that the three girls continue to be critical, but
their condition had stabilised. However, there is no specific antidote
for the poison they consumed. “We are trying to treat the main target organ, the heart. Teleconference with medical experts of the AIIMS, Delhi, was being held,” he said. Aparna, the girl who lost her
life, had been undergoing training at the water sports training centre of Sports Authority of India for the past five years. Her mother
Geeta said her daughter continued in the hostel despite the harassment because of the family’s circumstances.

film has already received great reviews from critics and on
the first day seems to be doing great at the ticket windows.

film. Wonder why he said so? The makers of the film just
shared a video online from the making of the film, which
shows how Amitabh approached the character. The video
is called 60 days 60 shots of Amitabh. The video clearly
shows the hard work put by AB to make his character of
Bhaskor Bannerjee perfect. The nuances that he brings to
the character makes everyone laugh during the shooting of
the film. It was during one of the scene shoots that Irrfan
Khan shrieks out “Chup” and makes everybody go silent.

A district court today ordered that an FIR be registered against Bollywood singer Abhijeet Bhattacharya
and jewellery designer Farah Khan Ali for their remarks against people sleeping on roads following conviction
of actor Salman Khan in a 2002 hit-and-run case. Hearing a complaint case filed by advocate Sudhir Kumar Ojha,
Additional Chief Judicial Magistrate (ACJM) Ram Chandra Prasad directed that an FIR be lodged against the
two with Kazi Mohammadpur police station here under various offences including provocation with intent to
cause riot and promoting enimity between different groups. The police station was chosen as the complainant
had given the place of occurance as Chhattapur where he said he purchased newspapers and read about the disparaging remarks made by the two which prompted him to approach the court.

show cause notice for his alleged anti-party activities, the
Madhepura MP said on Friday
that he has written to the
Election Commission and have
sought an explanation into the
matter. He also rubbished the
show cause notice sent to him
by the party leadership and
threatened to resort to legal action if required. Speaking to
news agency ANI, Pappu
Yadav said, “I had already written to EC, if Mulayam ji has
been elected as the party president, how can Lalu ji send me
show cause notice?”
He further said, “I will
have a word with Mulayam ji,
will also take legal course of action if required.”
He also launched a blistering attack on RJD president
Lalu Yadav, saying he was the
biggest enemy of the backward
communities.
“Lalu Yadav is the biggest
enemy of Yadavs and backward communities in this
country (Yadavo ka, pichhdon
ka agar koi sabsa bada dushman iss desh mein hai to wo
Lalu yadav),” he said.

Akhilesh Yadav today questioned the viability of Prime
Minister Narendra Modi's pet
project 'Make in India'.
"Foreign investment is being encouraged in the Make in
India scheme of Centre but profit thus generated will also go
abroad," Yadav said while addressing a programme here.
He said that the Uttar
Pradesh government was promoting "Make in UP" and ensuring that the profit incurred is reinvested in the state only. "As
India is a big market, UP also
has a big market with with over
20 crore population. We believe
that if facilities are provided to
industrialists, investments will
also pour in," Yadav said. The
state government has tried to
make favourable atmosphere of

the shrine complex and took stock of the arrangements being made by the administration for the pilgrims on the occasion. He directed the officers to ensure that devotees do not face any sort of inconvenience. He stressed upon the officers to keep close coordination so that all possible facilities are made available to the devotees during Kheer Bhawani Mela. He
directed the concerned authorities to ensure proper
cleanliness in and around the shrine complex.

The government has barred use
of private servers for hosting Army
websites following a cyber attack recently on an Army website where personal details of many Army personnel are believed to have been compromised, government said in Lok Sabha
on Friday.
In March, the official website of
Office of the Principal Controller of
Defence Accounts (Officers) was believed to have been hacked compromising personal details of many
Army personnel. Defence Minister
Manohar Parrikar told the House
that action has been taken in the matter, with the website being secured
and hosted on the NIC network.
"It was a case of a private server
which was used on outsourcing... We
have issued instructions not to take
private servers for hosting Army
websites," he said during Question
Hour. The Minister was responding
to a query by AIADMK member K
Parasuraman, who wanted to know
the status of the inquiry into the incident where, he said, personal details
of over 50,000 Army officers including
the Chief of Army Staff are believed to
have been compromised following
the hacking of the website of the
Office of the Principal Controller of
Defence Accounts.
Meanwhile, Parrikar noted that
no operational matter of the Army,
Air Force or Navy is on the Internet.
"It is all on intranet... It is within
the force-specific network for Army,
Air Force and Navy," he added.
In reply to another question,
Parrikar said the government has
taken a number of steps to protect
confidential information pertaining
to the defence sector from cyber attack. "There are no reports of defence
sector networks being attacked by cyber hackers and foreign intelligence
agencies.
"However, cyber attacks are
faced by Internet connected personal
computers and these relate to unauthorised data access, denial of service, compromise of logic credentials,"
he said.

Magistrate on the lesser charge of rash and negligent driving causing
death.
"There are a number of arguable points raised about whether or
not Khan was driving the car. It is also nobody's case that Khan will
abscond if he released on bail, pending appeal," Justice Thipsay said.
While setting out the bail conditions, the judge said Khan will
have to obtain the permission of the court before travelling abroad.
Khan's passport is with the Bandra police station and he hitherto he
used to seek police's permission before going abroad. During the arguments on admission of Khan's appeal, defence counsels Amit Desai
and Shrikant Shivade said the trial court had failed to appreciate the
fact that four prosecution witnesseses, including the investigating
officer, had maintained there were four persons present in the
Toyota Land Cruiser when the accident took place and that it was the
family driver Ashok Singh who was at the wheel.
Prosecutor Sandeep Shinde, while insisting on denial of bail to
the actor, countered the defence's argument, saying it was only at the
fag end of the trial that Salman Khan had made a statement under
section 313 of CrPC in which he claimed it was Singh who was driving the SUV.
The actor has challenged the findings of the trial court that he
was drunk and was driving under the influence of liquor. Salman has
also pleaded that the trial court had wrongly convicted him under
the culpable homicide charge because he had no knowledge that he
would meet with an accident.
Sessions judge D W Deshpande had on May 6 held Khan guilty of
"all charges" levelled against him by the prosecution.
"All charges have been proved against you. What you have to
say?" the judge asked Salman who was in the dock.
"I hold that you were driving the vehicle. You were intoxicated. I
also do not agree with your plea that the person who had died had received fatal injuries after a crane dropped the car on the persons underneath while removing it," the judge had said. He was apparently
referring to the defence's claims that Singh was driving the vehicle at
the time of the accident and that the victims had received injuries after a crane called to lift the SUV had failed to haul it up in one go and
dropped it on them.
Apart from being convicted of culpable homicide, Khan was also
found guilty of offences under section 279 IPC (rash and negligent
driving) and sections 337 and 338 IPC (causing hurt by acts endangering life or personal property of others), which prescribes six months
jail.
Besides, he was sentenced to undergo jail for six months under
sections 181 (driving without licence) and 185 of Motor Vehicles Act
(drink driving).
Salman was found guilty under the Bombay Prohibition Act under section 66 (a) and (b) for which he received two months imprisonment and fine of Rs 500. All sentences will run concurrently.
Reacting to the high court order, the wife of Noorullah Shaikh,
the lone person to have been killed in the accident, said she has no
complaint against it but insisted that the family should be rendered
help.
"The order is right. The accident has already happened, whatever should have not happened has already happened and the person
once gone will never come back. We haven't got justice. Nobody is
coming to us, they should help us. I had to work in homes to feed my
children and raise them," she said.
Her son said, "I think the verdict is fine. Now that Salman has got
bail he is happy. He should then do something to eradicate our poverty." Bollywood celebrities like Rishi Kapoor, Sajid Khan and Rohit
Roy welcomed the Bombay High Court's decision to suspend Khan's
sentence and grant him bail. Industry veteran Rishi Kapoor, back on
Twitter after a very short absence due to the online trolls, said,

mythology, the pond at the temple was formed by Lord Shiva's tears

and for so long, that his tears created two holy ponds -- one at Pushkar

The Governor complimented the
State Red Cross Society in rendering

Terrorism emanating from the
neighbourhood of Russia and India is
a major security threat to the two
countries and a strong commitment
by the international community is
needed to combat the menace,
President Pranab Mukherjee said today. Russia has been a pillar of
strength at difficult moments in
India's history and Moscow is and will
remain New Delhi's most important
defence partner, the President said after an honorary doctorate degree was
conferred on him by the Russian
Diplomatic Academy here.
"Terrorism and extremism emanating from our shared neighbourhood remains a security threat for
India and Russia," he said and underlined that dealing with this challenge
requires not only a strong commitment by the two countries but also cooperation among the international
community. Mukherjee appreciated
Russia's support for India's permanent membership of the UN Security
Council and membership of multilateral export control regimes.
He also praised Russia's efforts to
bring about a political settlement in
Syria and its contribution towards a
peaceful resolution of the Iranian nuclear issue. "Across Indian society
and the spectrum of its political structures, there is unanimity that friend-
ship with Russia is an important pillar of India's foreign policy," he said.
The President said at the last
India-Russia Annual Summit on
December 11, 2014, both the countries
agreed on a strategic vision to further
strengthen and diversify cooperation
in the years ahead. "India values her
close and extensive cooperation with
Russia in defence, nuclear energy and
security. Russia is and will remain
our most important defence partner.
"It is also a key partner for our energy security, building on its leading
role in the development of nuclear
power generation in India. There are
evident complementarities that underlie our cooperation in hydrocarbons," he said. Mukherjee said Russia
is one of the world's largest oil and gas
producers while India is one of the
largest consumers. India's largest investment in Russia is in the oil and gas
sector, which can increase significantly and emerge as the driver of a
resurgent economic partnership.
Both countries are committed to
do so, he said. Mukherjee is on a fiveday visit to Russia to attend the celebration of Victory Day tomorrow to
commemorate Russia's victory in
World War-II against Germany.
The President said during
President Vladimir Putin's visit to
India in December 2014, both the countries jointly agreed to the need to
move the bilateral trade and economic ties to a higher level.

Despite continuous reduction in T&D
loses, power crises deepen in valley
Srinagar, May 8
Despite the Transmission and Distribution
(T&D) losses in Jammu and Kashmir coming down
from 73 percent in 2011-12 to 58 percent, there has
been no change in the power curtailment schedule in
Kashmir valley which continues to reel under darkness amid intense cold at present. AT&C and T&D
losses were estimated to be 72.76 percent during the
year 2011-12 but it drastically went down to 58 percent- marking the reduction of 15 percent in the power losses. As per the statistics, one would have hoped
to look for better power supplies in valley especially
during the winter months. Contrary to this, there
has been no effort made by the government to mitigate peoples’ woes. State Power Development
Department comes out with the reason every year
that the losses incurred by the department compel it
to go for the curtailment particularly during the winter months in valley.
The state government here maintains that the
high percentage of AT&C losses is due to the pilferage of the electricity. The department has always
been striving hard for containing the losses through
various means like conducting regular inspections,
upgradation of the system, improving distribution
network, reducing LT/HT ratio, imposition of penal-
ty to the violators, regularisation of the un-authorized load, proper accounting of the energy consumed, supervision of non- judicious wasteful consumption. As the losses came down, there has been
no change in the power supplies with the people
irked by the erratic power continue to take to streets.
The government here claims that its main objective
is to supply hassle free power to the state which is only possible after containing the T&D losses. The details informed that though the reduction is losses has
went down by 15 percent, no effort was made by the
state dispensation in improving the power supplies
to the already flood torn valley.
The PDD says until the losses come down, hassle
free power would remain a herculean task.
The PDD chief Engineer said that the effective
way of reducing the losses to the acceptable level is to
insulate the distribution system. He added such an
excursive is being implemented in 30 towns of
Jammu and Kashmir that have the population of ten
thousand as per the census of 2001. The state authorities maintained that the main objective of insulating
the distribution system would be to avoid hooking
and maximum load on the system. It will be also
aimed at bifurcation of DT capacity, reduction of
HT/LT ratio, upgradation of 33/11 KV substations to

contending that their minimum marks
in written test (eligibility) should be
fixed as 40% for admission to PG degree/
diploma in medical courses for 2015-16
and it is not in dispute that the appellants
are not claiming the benefit of reservation either under SC/ST/OBC. All the appellants are rural service candidates
having obtained certificates from the
Directorate of Health and Family
Welfare and they have also applied for
admission to the seats allocated under
the open merit category, namely, 65%
and rural service candidates (10%).
Admittedly the appellants have not secured 50% and above marks in the qualifying written examination. The grievance as focused by learned senior counsel appearing for the appellants is that
the appellants having applied also for
10% of the seats under Rural Service
Candidates which is titled as one of the
reserved categories in terms of the
prospects, the minimum marks prescribed for reserved categories, namely,
40%, alone can be taken as a criteria for
their provisional selection. Clause 5(I)
and 5(II) of the prospects are relevant for
deciding the issue.
Division Bench further observed
that as per note III of clause-6, the category wise distribution of seats is also mentioned which states that 65% (177 seats)
are reserved for open merit category and
35% (94 seats) are reserved for reserved
categories, of which 10% comes to Rule
13 to 16 of the Jammu & Kashmir
Reservation Rules, 2005.
With these observations Division
Bench hold that the candidates other
than Scheduled Caste/ Scheduled Tribe
and Other Backward Classes, must secure 50% marks in the Entrance
Examination for qualifying themselves
for admission to the PG Degree/Diploma
in Medical Courses and upheld the decision of the Single Judge. JNF
‘Extra-curricular activities to be revived in educational institutions; Pupil will be focus of brushed up education policy’

Reiterating his call for speeding up reforms in the education sector, Minister for
Education, Naeem Akhtar today said as a part
of the fresh initiatives, the Village Education
Committees (VEC) are being revived to make
the functioning of the department more participatory and institutionalize accountability
in schooling.
“VECs will play key role in the development of localized education and school improvement plan and also monitor enrolment,
retention, education of girl child and other
disadvantaged groups, utilization of grants
and constructions to attain the objective of
Universal Elementary Education (UEE) in
the State,” he said and added that while JK
has adequate human and monetary resources
for the development of the education sector,
the only thing that is needed to bring a real
turn-around in this crucial sector is the ‘will’
to make the things move.
Expressing dismay over hundreds of
school building lying incomplete across the
State, the Minister said that the
Government’s priority would be to complete
all such buildings in a time-bound manner
and equip the same with adequate infrastructure to provide better facilities to the students. Regarding rationalization of staff, the
Minister said that instructions have been issued to all the Chief Education Officers
(CEOs) to ensure proper pupil-teacher ratio
in the schools under their jurisdiction. He
said a pool of general line teachers at district
level and that of lecturers and masters at State
level will be created for after-school care of
students. He said the Anganwari centres
should work in close coordination with the local primary schools to improvise schooling.
The Minister directed the Chief
Education Officer and Zonal Education
Officers to pay regular visits to schools in
their respective areas of jurisdiction to ensure proper monitoring. Mr Akhtar said the
extra-curricular activities would be reactivated in the schools so that the students can
explore their own State. He said hiking,
trekking and mountaineering clubs would be
established in the schools for the purpose. He
said in Baramulla, Sardar Balbir Singh,
Principal Higher Secondary School Delina
would be the nodal Principal for such activities.
Mr Akhtar also reviewed the functioning
of the North campus of the Kashmir
University located at Delina Baramulla. He
asked the authorities to introduce job-oriented courses in hospitality, tourism management, non-conventional energy and food
preservation so that the students after completing their degrees don’t add to the number
of unemployed but become real entrepreneurs. The Minister on this occasion announced that the local Delina School would be
adopted by the North Campus and it would
have a pedagogical connection with the institution. Responding to the issues raised by the
locals, the Minister said that the gutted heritage building of Higher Secondary School
Baramulla would be restored immediately.
MLA Baramulla, Javed Hassan Beigh,
MLA Gulmarg, Mohammad Abbas Wani and
MLA Rafiabad, Yawar Dillawar Mir accompanied the Minister. MLA Uri, Muhammad
Shafi conveyed the issues concerning his area
in writing as he was out of station.

Students to get
provisional admission in
Class 11: Akhtar
Srinagar, May 8:
The Government has decided that the students of Class 10, awaiting results, shall be given provisional admission in Class 11 till their
results are declared.
The Minister for Education Mr. Naeem
Akhtar today said that educational institutions have been directed to allow the students
of class 10, to sit in 11th standard on provisional basis till their results are out.

said that we have entered into alliance with
PDP in Jammu and Kashmir for development and welfare of the people and the state.
Ram Lal, who inaugurated this training workshop at Katra along with Deputy
Chief Minister Dr. Nirmal Singh, State
General Secretary (Org.) Ashok Kaul,
Ministers including Chander Prakash
Ganga, Sunil Sharma, Priya Sethi, MLC
Ashok Khajuria, State Secretary Munish
Sharma and other elected representatives,
said that the people across the country had
displayed their strong urge to give governance of the country to BJP by casting highest percentage of votes in its favour. Later,
in J&K, the same desire was repeated when
people from all the three regions polled
maximum votes in our favour, said Ram Lal
and added that although we could not win
seats in Kashmir and Ladakh but the
polling trend was in our favour.
Ram Lal said that winning 25 seats in
Jammu Province was the mandate to form
the government and we went into alliance
with PDP to honour the will of the people.
We are not power hungry but this alliance
has been established for development, he
said.
Ram Lal expressed hope that the elected representatives will justify the mandate
of the people by mitigating their problems
and sufferings. Deputy Chief Minister Dr.
Nirmal Singh, said that ours is neither ideological nor political alliance with PDP but it
is an alliance for good governance and development. The coalition government is
running on the agenda of alliance and we all
are working in unison for achieving this
goal enshrined in the CMP. He said that the
people of the state had suffered a lot on account of the wrong policies, misgovernance
and corruption of the previous NC and
Congress governments and they taught
these parties lesson by rejecting them in the
elections. He said that the coalition government is committed for equal treatment to all
the three regions and wipe out tears of the
suffering people by working for their welfare, upliftment, and ending corruption and
mis-governance.
State General Secretary (Org.) briefed
about the progress made so far and the future course of action related to Maha
Sampark Abhiyaan at District and Booth
levels to be undertaken in the month of
May. Earlier, in the morning, BJP State
Spokersperson Farooq Khan(Retd. IGP) initiated first session by speaking on functions
of legislatures, their duties and dealings
and also held interaction with the MLAs
and MLCs. The second session titled
“Present Political Scenario of Jammu and
Kashmir” was taken by Dr. Nirmal Singh
and the MLAs and the MLCs also presented
their view points on the subject.
This workshop is being attended by all
the MLAs and MLCs and the MPs could not
attend the same on first day due to the
Parliament Session.
