Line No. 01125088503 Glimpses of Future JAMMU SUNDAY, MAY 17 2015, PAGE 3 Javed Rana expresses concern over delay in relief to flood sufferers GOF Staff Reporter Jammu, May 16: Expressing serious concern over the failure of the Centre and PDP-BJP Government in Jammu and Kashmir in providing relief to flood victims across the State in general and in Poonch and Rajouri belts in particular, Member Legislative Assembly Mendhar, Mr Javed Ahmed Rana on Saturday said restoration of infrastructure is also facing the neglect. “No permanent restoration has been made, so far as road, communications, power supply and other essential services for the public are concerned”, Mr Javed Rana said at a press conference here this morning. Rana said that no allotment of land has been made to the farmers who have lost their crops and whose land holdings and houses have suffered massive damages. The files of land allotment and crop damages are lying in a dustbin in teshil offices, he added. The MLA said that under a deep rooted conspiracy, the Government has started dislodging the minorities from Jammu and its surrounding besides demolishing their homes. He demanded permanent settlement for those people living here from centuries and demanded regularization of their colonies, where they have built their houses. Rana said that the government should come up with a plan to settle these people and regularize their colonies who are the symbol of secularism and gave great scarifies in every turmoil in the state. “Being a welfare state, the government is bound to provide all basic facilities like education, power and water supply to these people. Rana said that present government is working on the agenda of dividing the state on religious and regional lines, which will not be tolerated. He said RSS has an agenda of trifurcation of the state and the present government is running as per the directions of RSS. “Present Government, which made lot of promises during elections with regard to employment opportunities to the unemployed youth of the state, has come up with an anti New Recruitment Policy soon after the formation of government”, he said adding this is totally against the youth of the state and particularly against SC, ST, OBC and other categories . Mr Rana termed the policy as illegal and against the interestsw of the targeted segment and said this curbs all constitutional rights of the youths of the state. Rana said that present government is in no mood to start the developmental activities in the state particularly in backward districts of Poonch and Rajouri as working seasons will be coming to an end soon in the hilly region, which remains mostly snow bound. The MLA Mendhar also said that bills amounting to crores of rupees are lying pending in the government treasuries in Poonch and Rajouri. “This is for the first time in the sate that the government treasuries were closed on 30th March instead of 31st, which resulted in lapsing of grants under various heads. This was stated by BJP State spokesperson Dr. Suresh Ajay Magotra while addressing media persons at party headquarters. Referring to some misconception about the said artificial lake, Magotra said that the BJP has very clearly mentioned in its election manifesto also that we stand for its earlier creation and the party is committed for the same. He said that some sort of misinformation campaign is launched that the artificial lake is not going to be created in Jammu, which is totally false and baseless. He said that the NC and Congress only passed time in power and did nothing to complete this lake project or start the announced Gandola project in Jammu. Even the renovation of Mubarak Mandi complex invited anger and resentment of the people for the quality and pace of work. Magotra added that commitment of the party towards creation of this lake can also be well judged from the fact that even Dy. Chief Minister Dr. Nirmal Singh yesterday rushed to New Delhi to meet Union Minister for Water Resources, Dev. and Ganga River Rejuvenation and discussed the technicalities to be addressed related lake. As a follow up, the Union Minister called an emer- gency High level meeting of Director Indus K.Vohra, Commission, M.K. Mathur, Incharge Floods Department, Commission Projects, wherein the technical issues were discussed in length; where Dy. CM was also present. Union Minister took the matter seriously and assured that the Tawi artificial lake project is dream project of her department also. Vice President State National Conference Mr Rattan Lal Gupta on Saturday said that the PDP-BJP Government in Jammu and Kashmir has failed on all fronts, as a result of which people are suffering immensely. “The condition of roads in the City is worsening day by day as there is lack of will in carrying out routine maintenance”, Mr Gupta said in a statement, adding that the power scenario is equally bad, causing lot many miseries to the people, especially during the current spell of scorching summer. Gupta said the promises made by the coalition partnes during the parliamentary and assembly elections have been put in the back-burner and their priority seems to be how to carry on the government, which is a combination of south and north poles. He said the public representatives were not showing up after the elections and the people are wondering where to locate them and seek redressal of day to day problems. “If the condition of the city roads is deplorable, one only wonders about the scenario in urban and rural pockets”, he said and accused the government of suffering performance inertia. IGP, Jammu, Danish Rana, Deputy Commissioner, Jammu, Ajeet Sahu, Deputy Kumar Commissioner, Samba, Sheetal Nanda, Registrar, SKUAST Jammu, Vice Chairman, JDA Jammu, Director IIIM, Canal Road, Jammu, Chief Engineers PWD & I&FC and officers of various departments were also present in the meeting. He asked Power Development Department (PDD) to consistently follow the transfer of land identified for construction of Receiving stations in Jammu city and its peripheries. The Divisional Commissioner was chairing a meeting convened by him to review the implementation of R-APDRP projects and discuss the bottlenecks ham- pering the transfer of sites by different departments to PDD for construction of 8 receiving stations around Jammu city. The meeting was attended by senior PDD functionaries, police, Jammu Development Authority (JDA), Jammu Municipality (JMC) Wild Life Department and other parties. The meeting discussed in detail the positioning and sites for the 33/11 KV Receiving stations proposed to be constructed at Shakti Nagar, Manda, Barnai, Sunjwan, Subash Nagar- Polura, Raika- Greater Jammu, Residency area and Dayabsar. The JDA, JMC, Wild Life and other departments were asked to work out the modalities for transfer of their respective pieces of land which have been selected for the construction of these projects. The Divisional Commissioner also instructed the police and district administration to help PDD in the eviction of encroachments at the identified sites, if any. Shri Ram Sena demands CBI inquiry in Rs 8.5 Cr Jammu Tulip garden GOF Staff Reporter Jammu, May 16: Shri Ram Sena Jammu and Kashmir state president, Rajiv Mahajan has demanded a CBI inquiry in the Tulip Garden project raised at a cost of Rs. 8.5 crore on 563 kanals of land at Bhour Camp in Jammu which was inaugurated by the then Chief Minister Ghulam Nabi Azad on March 31, 2008. Mahajan demanded the expenditure account of Rs. 8.5 crore-sanctioned amount for the project and the status of the garden to be made public. He also asked the MLA Gandhi Nagar constituency and Speaker Legislative assembly, Kavinder Gupta under whose jurisdiction the Tulip garden falls to take cognizance of the matter and sort out misappropriation of funds meant for Tulip garden project and help in booking the culprits. Addressing a press conference here today, Rajiv Mahajan said, that over the years Kashmir centric governments have been ignoring Jammu division in growth and development leaving this largest region (both population wise and area wise) starving. He said, "Despite Jammu having the great potential of attracting both domestic and foreign tourists with extraordinary destinations in Chenab valley, Rajouri-Poonch belt and upper areas of Kathua district, the erstwhile govern- ments did not bother to prepare projects and submit them to Central Government for financial support so that many such areas could be developed as attractive tourist destinations." He added that although some projects were undertaken from the beginning of this century in Jammu areas, yet they moved on a slow pace due to negligence of the authorities even though Jammu division, by and large, was peaceful as compared to Kashmir Valley. "It was during a brief stint of the Chief Minister Ghulam Nabi Azad that some projects took off in the region for example, the establishment of Tulip Garden in the vicinity of Jammu city. The Flower Garden at Bhour Camp in Jammu, which was inaugurated by the Azad on March 31, 2008, with the hope that it would become a major tourist destination, is now crying for immediate attention," he mentioned adding that the garden, which was raised at a cost of Rs. 8.5 crore on 563 Kanals of land on the pattern of famous Tulip Garden in the Kashmir Valley, is still without a compound wall as a result, various varieties of flowers in the garden are being destroyed by cattle, which can be seen grazing there. "Out of 563 kanals, seven varieties of flowers have been cultivated on 207 kanals," he said adding that the hope with which the garden was inaugurated to promote tourism in Jammu has completely died down because the caretakers of the garden are not provided with material for its maintenance. Rajiv Mahajan further alleged that the Floriculture Department cannot maintain it properly as no discreet directions were given by the former Chief Minister Omar Abdullah or present incumbent Mufti Mohammad Sayeed. In the absence of a compound wall, he said, stray cattle enter the garden and graze in it and thirty gardeners have no option but to watch them destroy the garden helplessly. Now that the state has not received even normal funds sofar and not a straw could be removed in the name of rehabilitation; what is the justification of this unprincipled alliance? She bounced back in 2001 and ruled Tamil Nadu for a full five-year term. She was down again in 2006 but came back in 2011 with a massive majority. Her crowing glory was the AIADMK’s victory in the 2014 Lok Sabha election when the party won 37 of the 39 Tamil Nadu seats in the Lower House. Ms Jayalalithaa has had to step down twice as Chief Minister. The first was in 2001. But she came back within months when the court cleared her in the Tansi land case. The second time was in 2014 when she had to step down after being convicted in the disproportionate assets case. But after her acquittal this week, a triumphant Jayalalithaa will return to the Chief Minister’s office. Ms Jayalalithaa’s acquittal has changed the political climate in Tamil Nadu as well as in the national politics. First, those who were predicting that she was doomed after her conviction last September, now, have to sit up and look at the new Jayalalithaa, who might just become one of the most powerful Chief Ministers of the country. Ms Jayalalithaa might also win the Assembly election in 2016. She began her campaign the moment after her acquittal when she made a statement including MGR’s name and invoking his legacy. But she also has to ensure that the Opposition, led by the DMK, is significantly weakened. DMK chief M Karunanidhi, who was hoping to see her in jail for a while, now has to contend with an even more powerful Jayalalithaa. Some of his party leaders, like daughter Kanimozhi and former Union Minister A Raja, are also facing serious corruption charges. His nephew Dayanidhi Maran is also under the cloud. His family is fighting for power. The other State political parties, like the PMK, MDMK and the DMDK, are not in the pink of health either. As for the national parties, the BJP had never been a force to content with in Tamil Nadu, and the Congress has been routed from the State. Second, Ms Jayalalithaa will try to asset herself in national politics with 37 MPs in Lok Sabha and 11 MPs in Rajya Sabha. Prime Minister Narendra Modi cannot ignore the AIADMK in his scheme of things. Given his support for he idea of cooperative federalism, (wherein he is even trying to befriend Chief Ministers like Mamata Banerjee), Ms Jayalalithaa, who is supposed to be on good terms with him, will surely get a better profile. For instance, Mr Modi’s Sri Lanka policy now has to take into account the concerns expressed by Ms Jayalalithaa. The latter has also taken a hardline stance on the Katchatheevu islands issue (which was ceded to Sri Lanka by Prime Minister Indira Gandhi). Clearly, she will have to be taken on board when it comes to legislative business in Parliament. The big question for Ms Jayalalithaa is whether to move closer to the BJP and get more benefits for her State from the Centre or oppose the party JAMMU SUNDAY MAY 17, 2015, PAGE 6 Scotland’s peaceful revolution BY : GERRY HASSAN The general election, of May 7, threw up many surprises — the re-election of a majority Conservative Government, the scale of the Scottish National Party (SNP) landslide, and Scotland and England pointing in completely opposite political directions. The SNP won 56 of Scotland’s 59 constituencies, reducing the dominant Labour Party north of the border from 41 seats at the previous election to a single seat. A whole host of luminaries lost their seats including the Scottish Labour leader, Jim Murphy, the Shadow Foreign Secretary, Douglas Alexander and the Shadow Scottish Secretary, Margaret Curran. How did this happen, when only months ago the SNP lost the independence referendum, and the British Prime Minister, David Cameron, considered the whole issue “settled”? And what does it mean for the SNP’s aim of Scottish independence and the future, if any, of the United Kingdom? QUIET SATISFACTION The mood in Scotland at this time is difficult to fully convey. Scottish public opinion, despite its centre-left credentials and traditions, doesn’t do outward celebrations of victory. This isn’t the culture of a Milan or Buenos Aires where people take to the streets in their cars tooting and cheering to mark a political event. Allowing for this Scottish reticence, there is a sense of quiet satisfaction in parts of the country. Many people felt that Scottish Labour had become the political establishment — complacent, out of touch, showing little respect for its own professed values — and wanted to punish it. The explanations offered for this range from observations that “Blair destroyed the Labour Party” to “the Iraq war”, from “I don’t know what they stand for anyone” to “they are the same as the Tories” and that “Labour do not stand up for Scotland, but take their orders from London”. A mixture of public anger and disappointment exists towards Labour in Scot- in Tamil Nadu. First, when the campaign began, strategists in “Yes Scotland” (the official independence organisation) felt that the voters had no mental map of what an independent Scotland would like and thus presented a conditional vision of independence, retaining many key institutions of the U.K. (the Treasury, the monarchy). However, over the course of the campaign, the constant discussion of independence meant that it became normalised, and by the end, the “idea” of independence had moved centre stage, so much so that after the vote, one poll showed 69 per cent of Scots believing independence was inevitable. Second, on the morning after the September 18 vote, Alex Salmond took responsibility for the defeat and resigned as SNP leader, handing over the baton to Deputy Leader Nicola Sturgeon. This allowed the SNP a seamless transition, the chance to renew, and, importantly, to change tone from Mr. Salmond’s abrasive style to Ms. Sturgeon’s more conciliatory manner. All of this is magnified by longer-term factors: the decline of the Scottish Tories, Labour’s hollowing out and replacement by the SNP as the dominant party, the secularisation of society and weakening of religion, and changing patterns of work, economy and industry. EMPHASISING DISTINCTIVENESS Scotland, in many respects in the last 40 years, has become more like elsewhere in Western Europe, and with this, people increasingly wish to emphasise their distinctiveness in national identities and cultures. The SNP has played all of this well — nurturing a soft civic nationalism and social democratic sentiment, which sits at ease with most Scots, and is far removed from the right-wing populism of the UK Independence Party (UKIP), which won the 2014 European elections across the U.K., as could be imagined. Success brings with it its own pressures. The harsh fact is: Hatred and contempt for the poor are now integral to the mindsets of many affluent Indians To many, the explosion of thunder and snuffle over the Salman Khan case is now old hat, given the ephemeral lifespan of news items. Yet aspects of it, particularly the reactions of a significant section of India’s ‘beautiful people’, merit attention. These reminded me of the incident on the eve of the French Revolution in which Marie Antoinette, told that the people were clamouring for bread, asked why did they not eat cakes instead. On reflection, however, the Queen of France was much kinder. Her fault was ignorance of the fact that people desperate for bread could not afford cakes. There was no animus against bread-seekers. On the other hand, implicit in what some of the actor’s fans said, and the actual words that at least a couple of them used, displayed a distinct hatred for the poor. One of them even asserted stridently that those who slept on pavements deserved a dog’s death! For one thing, no dog deserves to be run over for sleeping on a pavement. For another, people sleep on the pavement not out of choice but for lack of the money needed for sleeping elsewhere. The author of the obnoxious remark that the pavement-sleepers deserved to die like dogs was either not aware of this or justified such an end for them even though he knew of their plight. The first possibility could only be right if he generally lived in the midst of clouds and occasionally visited terra firma to serve Bollywood, a state of affairs which would not perhaps seem credible to even the most believing mind. The alternative, that he knew but still said what he did, indicates either or both of two things — his own contempt and hatred for the poor, and the general worldview of his peer group which made him believe that people would see nothing wrong in his assertion. The first would not have been of any concern to anyone but for the second, which indicates the mindset of at least a section of people, associated in reasonably important positions, T Get real with public sector banks at the State level because it is looking to increase its presence land that has built up over decades. It began to find voice when Labour lost the 2007 Scottish Parliament elections to the SNP, by the thinnest of margins, leading to a SNP minority government under Alex Salmond. There then followed the 2011 Scottish Parliament election SNP landslide, and the May 7 Nationalist triumph. There is a general air of goodwill towards the SNP and its record as the Scottish Government. People like the sense that the Nationalists talk Scotland up, think positively about the potential of a self-governing nation, and are competent and credible in how they administer devolved services. The SNP has now been in office for eight years, and yet is still able to present itself as insurgents and outsiders, particularly in relation to Westminster. This is strengthened by Labour still being perceived as incumbents and insiders — responsible for many of the shortcomings of modern Scotland. This may not be altogether fair, but it undoubtedly had traction in the recent May election — with both Labour and Westminster being held to account by many voters for what is wrong in Scotland, and the SNP rewarded. This state of affairs cannot last indefinitely. INDEPENDENCE REFERENDUM A critical factor in all of this was the experience of the independence referendum. Scotland voted 55:45 to stay in the union last September. Just as important, for three years Scotland’s constitutional status was debated up and down the country resulting in an unprecedented 85.6 per cent turnout. The referendum question — “Should Scotland be an independent country?” — allowed for two simultaneous debates, one on the constitution, the other on what kind of country and society people wanted to live in. This emboldened the SNP and independence opinion. The degree and depth of the pro-democratic engagement altered the parameters of Scottish society. This was combined with two other factors which have worked in the SNP’s favour. with perhaps the country’s most important entertainment sector. One would doubtless now hear that it would not be right to extrapolate such a conclusion from a solitary statement. But the fact that a lady belonging to the same film milieu has also made a statement to the effect that the pavement was no place for people to sleep, suggests he was not alone his pattern of thinking. Further, seen in the context of the fact that few of those who went into a state of mourning following the trial court’s sentencing of Salman Khan to jail or soared to a state of ecstasy following his release on bail, had any word of sympathy for the victims of the accident, this sends a simple message: Most stars that twinkle in Mumbai’s film firmament, could not care less for men and women sleeping on pavements, and the effulgent platitudes they mouth on the silver screen to show their ‘deep’ concern for the wretched of the earth, are meant only for box-office consumption. The stars, of course, are not alone in this. There has been a marked change in India’s value system, the order of its priorities and the yardstick for measuring esteem, particularly during the last couple of decades or so. In ancient India, the highest respect was reserved for forest-dwelling sages whose deep philosophical reflections went with utterly simple, often subsistencelevel, living. The qualities valued were their wisdom and saintliness grounded on a deep commitment to truth and strict adherence to ethical principles. Even the kings venerated them. The political, economic and social scenario changed over India’s vast canvas as history unfolded. Yet the prioritisation of virtue and those considered its custodians and proponents, mainly teachers, priests and people regarded as holy, continued in popular esteem as all religions with followings in the country emphasised their primacy. And all religions dwelt on the plight of the poor and emphasised the importance of helping them. Forces that would undermine this common basic cast of the mind were, however, at work since the coming of capitalism, which originated in the West, where it all began with John Calvin (1509-64) arguing that success in one’s chosen calling indicated that one was pre-destined to attaining salvation. One can debate Max Weber’s theory in The Protestant Ethic and the Spirit of Capitalism that Calvin’s identification of success in one’s calling, which included business enterprise, with one being pre-destined to salvation, was critical to the rise of capitalism, as was his emphasis on unostentatious living, which conduced to savings. There can be no doubt, however, that it gave a certain status to enterprise and entrepreneurs which was lacking earlier when they were placed below the clergy and royalty. This, and the increasing power that money yielded led to the removal of the restrictions on economic activity, such as usury, which hindered business activities and money-making. In his Religion and the Rise of Capitalism, RH Tawney shows how the process progressed in Britain and how rules of economic activity were removed from the jurisdiction of the Church and made into an autonomous corpus under secular civilian law. Economic activity acquired its own morality in most of the rest of the world, including India, where capitalism came to prevail. Yet, one could not ignore the poor who had organised in the form of trade unions and other bodies that had received political support. Besides, the progress of capitalism globally had stopped at the borders of the erstwhile Soviet Union and People’s Republic of China. The collapse of the Soviet Union and China’s switch to the capitalist path, dismantled the global barriers to the spread of capitalism; both also lent to the latter a political legitimacy it lacked earlier. More, with Deng Xiaoping asserting that it was glorious to be rich, and others echoing his sentiment, the rich became the role models, particularly with advertising, the market economy’s cutting edge, associating status with high consumption levels. Since the avoidance of pangs of conscience over indifference to suffering is facilitated by hatred for the victims, many came to despise, often through a subconscious process, the poor as receiving the just desserts for their laziness and incompetence. The Finance Ministry, through its website, has invited applications for the post of independent director. Some of the best people are unlikely to send in applications; they will join only if invited. The BBB will need to scout for talent. According to some reports, the Prime Minister’s Office will first vet candidates for the post. It will then send a shortlist to the BBB which will make the final selection. When Chief Minister of Gujarat, Mr. Modi got politicians removed from the boards of these enterprises and replaced them with professionals of repute. The Chief Minister’s Office played a key role in selecting independent directors for these enterprises. This approach resulted in better boards and improved performance. Why not replicate this approach at the Centre instead of creating another body for the purpose? Management issue Next, the management issue. A professional body to select CEOs for PSBs is by no means a novel idea. In the past, we had an Appointments Board which was headed by the RBI governor and included eminent professionals and a Finance Ministry official. Yet, this distinguished body was not able to get appointments of bank CEOs right. The political will to let the Board do its job was absent. It was the Finance Ministry that decided the appointments. The BBB’s outcomes cannot be very different unless the government is willing to let it function independently. And if the government is willing to let go, why not stay with the Appointments Board? If the government can entrust the selection of bank chairmen to a panel headed by the RBI governor, why not do the same for CEOs and independent directors? The Finance Ministry has thrown open the CEO’s job in five leading PSBs to private sector professionals. The initial response, it appears, was not satisfactory. Governance, management and operational issues of public sector banks need to be resolved to secure quick reforms. Instead, the government is all set to pursue some grand design BY : T. T. RAM MOHAN he Narendra Modi government wants a comprehensive overhaul of public sector banks (PSBs), which account for more than 70 per cent of assets in India’s troubled banking sector. It’s hard to quarrel with the idea: what could be more attractive than a revamped and shining public sector? It is important, however, to focus on what can be achieved quickly. The government must do what it takes to revive bank lending and private investment at the earliest rather than pursue ‘reforms’ that would keep PSBs in limbo for an extended period. There are three sets of issues in PSBs: governance, management and operational issues. The key governance issues concern the composition and functioning of the board. The important management issue is the selection of the CEO. The operational issues are the resolution of non-performing assets (NPAs) and the infusion of capital in banks. It’s useful to take stock of where we are and where the government intends to go. SEPARATION OF ROLES The government is moving in the direction suggested by the P.J. Nayak committee’s May 2014 report on bank governance. For starters, it has decided to separate the roles of the chairman and managing director (CMD) in all PSBs except the State Bank of India. Bank chairmen will be selected by a panel headed by the Reserve Bank of India T Governor. The case for separation of roles — that there was too much concentration of powers in the hands of the CMD — is not very persuasive. Bank boards have one representative each of the government as well as the RBI. They also have two or more executive directors as well as representatives of both officers and workers of the bank. It is not true that the CMD could act as he or she liked. The Nayak committee had wanted the roles to be separated at the end of a three-phase period. The committee reckoned that PSBs by then would have acquired substantial autonomy, and that the power to appoint chairmen, independent directors and the CEO would have devolved fully to the boards. The government has chosen to separate the two roles at the very beginning. There are two dangers in doing so. First, however distinguished the panel that will select the chairman, it is always possible for the government to influence the chairman once he or she is appointed. The result would be to pit a political appointee against the CEO who has to deliver results. Second, the chairman may have his or her own agenda; this would render the CEO ineffective. It would have been better to defer the separation of roles until PSB boards had begun to function effectively with independent directors. Now that the decision to separate the roles has been taken, it is vital to strengthen the boards. The Nayak committee argued that PSBs do not have independent directors at all. They have directors nominated by the government – these, the committee stated, cannot be said to be independent. They also have directors elected by shareholders. Since it is Life Insurance Corporation of India that calls the shots as an important shareholder, the shareholder directors are not independent either. “PSBs improved their performance after bank reforms commenced in 1993-94 and continued up to 2010-11 ” Further, the Nayak committee contended that private banks did better when it came to having independent directors. This contention must be strongly refuted. Directors on the boards of private banks are chosen by the promoter or management and are therefore hardly independent of either. If anything, the PSBs are a little better off: a government-appointed independent director is not beholden to the CEO for his appointment and hence can act independently of the CEO. There is an unresolved issue of governance in India: can a director appointed by the dominant shareholder — whether government or a private owner or management — be said to be truly independent? As this issue is not likely to be addressed in a hurry, the best we can do until then is ensure that independent directors have the credentials to add value to the board. The government proposes to achieve this by setting up a Bank Boards Bureau (BBB) as recommended by the Nayak committee. The BBB will select CEOs, independent directors and bank chairmen. It will consist of three former bankers, ers now expect immediate change. The SNP campaigned on three main themes: an end to U.K. austerity, opposition to the ‘Trident’ nuclear weapons system and more devolution of powers to Scotland. No substantive concessions will be forthcoming on the first two. But on the third, with Prime Minister Cameron conscious that his Conservative Party won 14.9 per cent of the vote and one seat in Scotland — the former, their lowest vote in 150 years — a more pragmatic line may well be evident from Westminster. The big issue underneath all this is the independence question. Some Nationalist supporters are hoping for progress on this very soon, or more realistically, a SNP manifesto commitment in the 2016 Scottish Parliament elections to a second referendum. EU REFERENDUM TRIGGER Ms. Sturgeon has consistently said in the 2015 campaign that a vote for the SNP was not one for independence. At the same time, she has not ruled out bringing the question back if there is a change in “material circumstances”. What this is remains imprecise, but the most likely trigger would be the Tory initiated European Union ‘in’/’out’ referendum that will take place at the latest by the end of 2017. If the U.K. voted to come out of the European Union, and Scotland and England found themselves facing in different political directions, this would be more than enough to justify a second independence referendum. Scotland has consistently been perceived as less Eurosceptic than England, and the gap between the two nations has grown markedly in recent years. Even if it doesn’t happen as simply as described, the U.K. is, in a very peaceful and very British way, fragmenting and fracturing, and becoming a series of very different political cultures. This was more than obvious in the recent U.K. election where there was no one overarching “national” contest going on, but a host of subnational, regional and local contests. Honest taxpayers harassed BY : ALOK RAY or fear of harassment and other hassles, many potential taxpayers prefer to stay out of the tax net as long as possible. Nowadays, foreign investors often complain about ‘tax terrorism’ in India. By that, they mostly refer to retrospective taxation and new interpretations of tax laws which are different from the long-standing ones. Finance Minister Arun Jaitley, in numerous media interviews, talks about putting in place a friendly ‘non-adversarial’ tax administration to encourage tax compliance. Despite all the assurances by the government, the plight of the ordinary taxpayer continues unabated but is seldom highlighted in the media. Let me give some real-life examples. Last year, I duly submitted my income tax return through e-filing before July 31, 2014. I was supposed to get a refund of Rs 1,240. Instead, to my surprise, in January 2015, I got an assessment order/ demand notice of Rs. 12,760. I found that the tax assessing officer had not allowed the self-assessment tax of Rs 14,000 that I had paid on June 24, 2014 at SBI. I checked the My Account section in the e-filing portal of the Income Tax Department which clearly showed, with all details (like date of payment, challan number, bank branch receiving the payment etc) that I had paid that amount. I simply cannot understand how the ITO cannot see this entry which I can see online. Anyway, I asked my income tax lawyer to file a rectification request. After a couple of months, in March 2015, I got a rectified tax computation. I could not believe my eyes at what I saw. This time, the demand notice had gone up to Rs. 92,760. The ITO has now disallowed even the Advance Taxes that I paid (amounting to Rs. 80,000), in addition to the self-assessment tax paid by me. I rechecked My Account in the portal and this time too it clearly showed the advance taxes as well as the self-assessment taxes that I had paid but which were not allowed by the ITO. The most surprising part was that the ITO was now disallowing my Advance Tax payments which it had earlier allowed. This is beyond all comprehension. Either the Tax Department is grossly inefficient or there is some serious miscommunication/mismatch between the computerised information systems of the different offices/branches of the government and the banks. But, whatever it is, the honest taxpayer cannot be held responsible. Again, I had to file a rectification request through my tax lawyer and am still awaiting a response. My question is: why should an honest taxpayer, who meticulously pays all taxes by the due date, be subjected to this kind of repeated harassment for no fault of his? If the bank (which happens to be the public sector SBI) has not transferred my payments to the Income Tax Department, that has to be settled between them and the errant should be penalised. But why should the honest taxpayer suffer? In earlier years, too, I had similar unhappy experiences. Inflated demand notices Several times in the past, I had received wrong inflated demand notices instead of tax refunds due to me, for the simple reason that the ITO computer is apparently not showing the entries of TDS made by banks from my fixed deposit interest. I had to submit original TDS certificates from the banks to the ITO, along with affidavits on court stamp paper through my tax lawyer to prove my case. It took me years of follow up with consequent costs (in terms of money, time and efforts) to get the due refunds. Moreover, until an outstanding demand notice for a year (even if it is wrong) is disposed of, refunds for other years are held back by the ITO. So, after the (wrong) demand notice of a particular year is disposed of and gets converted into a refund, one would naturally expect that the refund held back for another year would be automatically released by the department. But, sorry, things are not so simple. You will again have to apply for rectification and then chase it by several visits to the ITO. Right now, my tax lawyer is still chasing a refund due to me some six years ago. The ITO has agreed, in principle, that I should get a refund. Former Delhi chief minister Sheila Dikshit said on Saturday that the ongoing conflict between Arvind Kejriwal-led Aam Aadmi Party (AAP) government and the Lt Governor Najeeb Jung over the appointment of a senior bureaucrat as Chief Secretary will not be beneficial for the national capital. “This conflict will bring loss for Delhi, Govt is for Delhi's good not for its loss,” ANI quoted Dikshit as saying. She further said that such conflicts are equally bad for state and its administration process. “This is neither good for Delhi nor for the administration,” she said. Further hitting out at the AAP government, Dikshit added, “It’s giving an impression that Kejriwal’s Govt wants to divert the atten- Jewellery theft: police arrest three members of a gang Agencies Bengaluru, May 16 The South-East division police busted an inter-State gang of robbers by arresting three members out of a sevenmember gang hailing from Rajasthan recently. The Whitefield police, after interrogating the accused, recovered gold worth Rs. 2,85,000 from the arrested. With the arrest, the police cracked a robbery place which took place in October 2014. The arrested have been identified as Chenaram (25), Deva (19), Shamsundar (24), all from Rajasthan. They were working as jewellery designers with a city-based gold jewellery shop named Rajesh Exports situated in Whitefield police station limits. According to the police, the company owner, Bastin Abraham, lodged a complaint Sri Lanka hands over 37 fishermen to India with the police stating that the seven gang members who were working in his company had made away with gold ornaments meant for designing on October 12. However, they didn’t report for work the next day and fled with gold ornaments weighing 841 grams. During investigation, the police learnt that the gang members were hailing from Rajasthan and Gujarat and had fled back to their hometown. Based on credible information, the police travelled to Ahmedabad and apprehended the trio. However, the other four accused managed to give the police a skip, said the police. The Whitefield police, who have brought the accused to Bengaluru, are now e on the lookout for the remaining four gang members. A case has been registered in Whitefield police station. Maoists arrest: Pune court extends police custody till May 21 Agencies Pune, May 16 A local court has extended the custody of Kerala-born Murali Kannampilly, a top leader of the outlawed Communist Party of India (Maoist) and his aide, Ismail Hamza for another week following arguments put forth by the Maharashtra Anti-Terrorism Squad (ATS). Special Judge D. M. Deshmukh, who has additional charge of the ATS court, extended custody till May 21.The duo was nabbed by the ATS and the Pune police from Talegaon Dabhade outside Pune city on May 8. The ATS claimed it needed he extension to probe the duo’s financial backers and secure information about their aides. According to the prosecution’s claim, the 62-year-old Kannampilly, known by his nom de guerre Ajith brought out the online edition of the banned magazine People’s March from his refuge in Talegaon Dabhade which propagated Maoist ideology. The magazine, which informs about the Maoist revolutionary movement in India, first appeared in print and online in 1999 and was edited and published by the journalist P. Govindan Kutty from Kerala. In 2007 the Indian government shut down the online version and arrested Mr. Kutty, who was later released following public outrage. However, a combination of steady government pressure and Mr. Kutty's ill-health led to its publication being halted in 2012. In June 2014, the magazine, however, resurfaced in its online avatar put out by anonymous editors, believed by the prosecution to be Kannampilly. prosecution charged The Kannampilly alias Ajith with “using this medium to convey to his colleagues to carry out further attacks.” It further claimed that he had been using five different cell phones, each containing a different SIM card registered under different names. Meanwhile, on asked by judge being Deshmukh, Ajith complained that the ATS, which had arrested him and kept him in custody for the last eight days, was yet to Colombo, May 16 Bihar Chief Minister Nitish Kumar on Friday described Narendra Modi government's completion of one year in office as "nothing but wastage of time". Madras High Court has refused to interfere with the order of suspension of an executive engineer of Tamil Nadu Water Supply and Drainage Board who is facing graft charges. Justice D Hariparanthaman, while dismissing a petition by A Devaraj, an Executive Engineer of TWAD Board who is facing prosecution under Prevention of Corruption Act, in his order said, "Apart from duly considering the order of the High Court which earlier said to consider the representation of the petitioner to revoke the suspension, authorities also took note of the opinion given by the Superintendent of CBI and the legal adviser of the Department." The TWAD Board suspended him on May 9 last year on the basis of a criminal case pending before the Principal Sessions Judge for CBI cases for the offences under Prevention of Corruption Act-1988. When the Devaraj moved the high court earlier seeking an order to revoke the suspension, the court directed the authorities to dispose of the representation. As per the orders of the High Court, the authorities sought the opinion of CBI and legal adviser of the department on the basis of the representation made by Devaraj. The legal adviser and superintendent of CBI advised not to revoke the suspension, which was challenged by Deveraj in the high court. He submitted that he is due to retire on May 31 this year and if he is continued to be placed under suspension, he would not be given terminal benefits. He submitted that the authorities, instead of considering his representation for revocation of suspension, have sought the opinion of the Superintendent of CBI and the legal adviser of TWAD Board. The Judge in his order said "there is no bar for the authorities to ask the Superintendent of CBI on the stage of the case. The legal adviser also opined to continue the suspension and it is not illegal to get an opinion from the Legal Adviser." Dismissing the petition, the Judge made it clear that the court cannot interfere in the matter of suspension. The tax revenue of the government ultimately suffers because of the over-zealous/ inefficient tax officers and the mismatch of information between the computerised systems of various government offices including the public sector banks. This is most unfortunate for a country like India whose software professionals are called upon by the rest of the world to set up their information systems. Some requirements have since been relaxed so that there is wider pool of applicants. Flexibility in respect of pay has been promised, meaning the appointee will not be governed by PSB pay scales. The government seems to have bought the contention of the Nayak committee that PSBs have not performed, and a huge gap between private and public sector performance has opened up because the public sector lacks the right talent and the right incentives. These are both dubious propositions. PSBs improved their performance after bank reforms commenced in 199394 and continued up to 2010-11. If there has been a deterioration since, it is mainly for two reasons. First, PSBs got into infrastructure financing in a way in which private banks did not. Second, the selection of the CEO went wrong in many cases. Getting the choice of CEO right is half the battle won. Incentives can be addressed in due course. INFUSION OF CAPITAL Finally, the operational issues in PSBs need to be quickly resolved. The issue of stalled projects is being addressed. Lenders will have to write down some of their loans and promoters have to take a hit with bank loans getting converted into equity. At the same time, the government must infuse more capital into PSBs. This is one area in which banking policy has disappointed the most. PSBs cannot be expected to perform unless they are given the necessary capital. They need about Rs. 20,000 crore by way of government equity every year for the next five years. In 2014-15, the new government promised Rs. 11,200 crore and ended up infusing Rs. 6,990 crore in nine PSBs. In 2015-16, it proposes to provide Rs. 7,940 crore. Who so? Because the government wants underperforming banks to improve their performance first before asking for more capital. Such an approach is seriously flawed. Improvement in performance will follow infusion of capital; it cannot precede the latter. That, after all, was the logic behind the bailout of banks that failed in the sub-prime crisis. The government can bring out a sea change in PSBs by doing just three things: appointing the right CEOs, backing them with the requisite capital and bringing independent directors of competence and stature on board. These can be done expeditiously with the existing mechanisms and the existing talent in PSBs. It is more important right now to secure quick outcomes in banking than to pursue some grand design. The 50-page complaint, filed before the US departments of Education and Justice, alleged that "Harvard University has engaged illegally in direct discrimination Asianagainst American applicants by using stereotypes and racial bias in its subjective 'Holistic Evaluation Approach' and racial quota/rebalancing." The complaint further alleged that Harvard University is discriminating against Asian-American applicants by using race as a major factor beyond what is allowed by relevant Supreme Court decisions. Asian"Consequently, American applicants have be- come the largest group of victims of Harvard's racially based admissions practices," they alleged. Among the 64 organisations of Chinese, Korean and Pakistani students, there are four Indian-American groups: National Federation of Indian Associations, American Global Organisation of People of Indian Origin-Los Angeles Chapter, BIT Sindri Alumni Association of North India, and American Society of Engineers of Indian Origin. A young girl on Saturday carried out a suicide attack at a bus station in Damaturu in northeastern Nigeria killing seven people and injuring 31, witnesses and the local hospital said. (PTI) Govt to set up expert panel on Companies Act next week: FM Jaitley ‘New ITR forms to be far more simplified’ New Delhi, May 16: After just making a slew of amendments to the 'complicated' Companies Act, government will constitute an expert committee next week to suggest further changes to make it easier to do business. "There were about 50 odd provisions (in the Companies Act, 2013) which were very hurting...I will be constituting a committee...May be in the course of next week," Finance Minister Arun Jaitley told PTI in an interview. He said the government might go in for "another round" of amendments depending on the suggestions received from the committee, which will interact with stakeholders on further easing of rules. The Companies Act, 2013 has more than 450 clauses and several of them had complicated doing of business, he said, adding "you are feeling the pinch after its being implemented." The government earlier this week effected 16 amendments in the Companies Act with a view to streamline procedures and remove some of the provisions with regard to denial of bail for violations of those provisions. He said that there was one provision in this Act, which had similar conditions for bail in a corporate crime as in the now-defunct Prevention of Terrorism Act (POTA). Under POTA, bail was virtually impossible unless the public prosecutor concedes that there is no case or the judge comes to the conclusion that there is no case made, he said. While POTA was replaced by Unlawful Activities Prevention Act with harsh bail provision dropped, the same was brought in the Companies Act, he said. (PTI) New Delhi, May 16: The controversial new income tax return forms, which had been put on hold, will be "far more simplified", Finance Minister Arun Jaitley said Saturday, but kept the suspense on if the requirement of disclosing all bank accounts and foreign travels will be retained. He said after having public consultations, he has asked the income tax department to come up with the simplest form, which is available. "They (CBDT) are coming out with a proposal. Now that I am free from Parliament, they will put up before me," he told PTI in an interview when asked whether the number of pages of the forms will be cut down from thirteen and a half. Asked whether the queries on foreign travel and bank accounts, considered by many as intrusive, would be dropped in the revised form, the Minister said: "You wait, but I can only tell you it will be far more simplified". He seemed to suggest that the questions about foreign travel and all bank accounts would be limited to a section of tax assessees. "... As far as 8 or 9 out of 10 tax payers are involved, their form has to be very simple...There are various kinds of details, which are to be filled up may be absolutely redundant for them," Jaitley said in reply to a question on the queries in the forms that triggered a controversy. The simplified I-T return form is being brought after the earlier version was opposed by industry, MPs and assessees for its cumbersome disclosure norms. "I am in favour of the eas- ing. This was twelve or twelve and a half page form, which has existed. Three or four more questions were added...So it became thirteen and a half pages. "I was in Washington when I came to know of this. I immediately called up and said stop it because to me whether it was twelve and a half or thirteen and a half, both seem a little excessive," Jaitley said. The salaried individuals and those persons who do not have business/professional income are required to file income tax returns in either ITR-1 or ITR-2 by July 31. Following the controversy over the new ITR forms, which sought details of bank accounts and foreign visits, the revenue department announced putting them on hold. On the macro front, the industrial output growth touched a fivemonth low of 2.1 percent in March from a revised 4.9 percent in February on the back of an across-theboard slowdown in production while consumer price index-based retail inflation eased to a four-month low of 4.87 percent in April from a revised 5.25 per cent in March as prices of food items, vegetables and fruits turned cheaper. Inflation based on the wholesale price index (WPI) remained in negative zone last month. WPI inflation stood at negative 2.65 percent in April. WPI inflation was (-) 2.33 percent in March. Mr. Sharma said that there is immediate need to construct viable and feasible parking spaces along the entire stretch as commercial as well as personal vehicles are being parked on the road side which create problems in the smooth movement of traffic. He asked the authorities to use open spaces from Dak Bunglow to Bus Stand Kishtwar for developing parking slots within shortest possible time. He said this would largely ease traffic congestion in the town. He also said that no vehicle should be allowed to be parked on the road side. Avinash Rai Khanna, while inviting the attention of the Home Ministry towards a writ petition filed in 2008 and decided in 2010, asked whether the Supreme court had given any direction to the states and Central government and if yes, why these directions have not been implemented so far and what was the view of the Union government in this regard. The Minister of State in the Ministry of Home Affairs Haribhai Parathibhai Choudhary through a written answer to Khanna’s question, stated that “the direction of Supreme Court in said writ petition was for the state governments, Union Territory Administrations and the Director Generals of Police to ensure macro implementation of the statutory provisions. There was no direction to the Central government. The information regarding the implementation of the direc- tion of Supreme Court by the State governments/authorities is not maintained centrally. The government of India however issues suitable advisories to the government/Union state Territory administrations for the proper implementation of the existing legal provisions and directions of the Apex Court in letter and spirit, the minister answered. Pertinent to mention that Supreme Court, while disposing off the said writ petition had observed that it is a matter of common knowledge that as and when vehicles are seized and kept in various police stations, not only they occupy substantial space of the police stations but upon being kept in open, are also prone to fast natural decay on account of Priya Sethi participates in religious congregation weather conditions. Premium trains will be introduced as and when there will be heavy demand on different sectors and will not be a regular train. Jansadharan trains will run as and when the demand due to heavy rush arises specially during festival/Holiday rush. Out of 57 trains, 33 trains (6 NR and 27 FR) have already been introduced till date. In addition, 3 non-budget trains (1 NCR, 1 NR & 1 NER) have been introduced. Extension of 6 Mail/Exp. & 3 passenger trains was announced. All have been extended. In addition, 6 non-budget trains (4 Mail/Exp. & 2 passenger) have also been extended. Increase in frequency of 1 Mail/Express train was announced which has been done. Northern Railway have run 8291 special trains in 2014-15 in comparison to 6966 special trains during 2013-14, an increase of 19%. Total extra berths/seats generated from running of special trains are 229.91 lacs during 2014-15 as compared to 213.46 lac extra berths/seats generated during 2013-14, an increase of 7.7 %. In addition, Northern Railway have attached 20588 coach trips as temporary augmentation of trains during 2014-15 as against 13408 extra coach trips during 2013-14 registering an increase of 53.5%. Total extra berths/seats generated from temporary augmentation of trains are 34.85 lacs during 2014-15 as compared to 23.86 lac extra berths/seats generated during 2013-14, an increase of 46%. Temporary augmentation does not include day to day attachment as day to day attachment has been stopped Apr’2014 onwards. Northern Railway augmented 56 popular trains by 50 coaches on permanent basis during 2014-15. Summer Rush-2015 : Northern Railway have already planned to run 1712 special trains (upto 09.05.2015) to clear extra rush of passenger during peak summer rush (Apr-Jun). In addition, 4242 extra coach trips have also been added in 82 popular trains during summer rush period. However, after closure of parliament after Summer session, more augmentation will be planned and more special trains will be run to clear extra rush of passengers. In handling Jammu & Kashmir Flood Disaster, a total of 8 special trains for different destinations were run by Northern Railway to evacuate stranded persons in Jammu & Kashmir during flood disaster. In addition, 25 extra coaches were attached in different trains for stranded persons. Total around 62060 stranded passengers were cleared from Jammu & Kashmir area within a span of 10 days, including 20330 by special trains and 5602 passengers by attaching extra coaches in regular trains besides those availing the service of regular trains. In assembly elections, 22 election specials were handled by Northern Railway for induction of paramilitary forces during Assembly election in Jammu & Kashmir during Nov-Dec-2014. 2 rakes were formed by Northern railway for running of 4 NR special trains to Jammu Area using traffic spares and postponing POH marking of coaches. In addition, Northern Railway ran 24 election special trains for de-induction of para-military forces from Jammu & Kashmir after the assembly elections within a short span of time i.e. from 21st December to 28th December, 2014. As Katra-Banihal rail section of the Udhampur-Baramulla-Srinagar Rail Project(USBRL) is under construction, Northern Railway has taken a new initiative by bridging the gap through road transport between Udhampur and Banihal. A single ticket will be issued for passengers covering the dual modes of transportation. The scheme has been introduced from today i.e. 5.7.2014. Apart from normal class fare, passengers are uniformly charged Rs. 260/- for one way road journey. Yatri Ticket Sewa Kendra(YTSW):Out of targeted 37 locations during 2015-16, 3 already commissioned. An all-India 24X7 helpline number, 138, has become functional on Northern Railway to attend to the problems of passengers on a real time basis. Passengers will be able to call up for complaints during rail journeys. A dedicated a toll-free number 182 for receiving security related complaints has been launched. The Indian Railway has stepped up its endeavour to provide wider options to the travelling public to opt for their choice of meals through e-catering services by extending this facility to 25 more pairs of trains on all-India circuit. Catering policies and procedures have been fine-tuned to ensure better food quality. Presently, Northern Railway is providing catering services on 10 pairs of Rajdhani Express trains, 11 pairs of Shatabdi Express trains, 2 Duronto Express trains and 13 pairs of Mail/Express trains and tenders have been finalized for catering in all these trains. In addition to this, catering services are provided through Train- side vending on Mail/Express trains in which pantry car services are not available. For prompt redressal of complaints, a Catering Monitoring Cell has been created at Headquarters office of Northern Railway and at various divisional headquarters offices. SMS alert: Railways propose to introduce an "SMS Alert" service to inform passengers in advance the updated arrival/departure time of trains at starting or destination stations. Similarly SMS alert would be sent 15/30 minutes in advance of arrival of the train at the destination. Katra was brought onto the Railway Map on 04.07.2014 with the commissioning of the Jammu-Udhampur-Katra rail section. The newly constructed Shri Mata Vaishno Devi Katra Station, which is equipped with modern facilities, including tourist guide counter, cloak room, waiting hall, VIP lounge, escalators, lifts and parking spaces. The four platforms of this station can accommodate 26-coach trains. This station is powered with Solar energy. 5 Pairs of DEMU trains service on the section servicing from Pathankot and Jammu to Katra. Premium Specials are also run to cater to peak demand seasons. Enhanced Passenger Amenities at Stations, Escalators have been installed at Katra station, Train Indication Boards have been installed at 2 locations during 2014-15, Façade lighting have been provided at Katra station for aesthetic looks. , Facility for Yatra Parchi Counter at Shri Mata Vaishno Devi Katra station. 107 Water coolers were provided on NR in 2014-15. 105 are being planned during 2015-16. 450mm sweep carriage fans have been provided in place of 400mm sweep carriage fans in 16 coaches to provide more comfort to the travelling passengers and more air circulation inside the coach. 1290 stainless steel grab handles have been provided/replaced against missing/defective M.S.Grab handles on EMU/MEMU coaches. 24 coaches have been provided with stainless steel internal components in EMU trailer coaches. 9W LED lights have been provided in 479 Non-AC coaches for retrofitment of existing Fluorescent Tube lights with LED lights which resulted in improvement in illumination inside coaches. Close circuit TV provided for safety of women in ladies compartments on pilot basis. In an endeavor to improve the quality of On Board Housekeeping Services (OBHS), Northern Railway has initiated a procedure of obtaining feedback from rail passengers. Train Duty Supervisors of enroute stations obtain feed-back from passengers from identified trains where more than 5 minutes stoppage is provided on a standard format and penalties are imposed for discrepancies in services. Due to consistent efforts, there has been a substantial reduction by nearly 25% in “On Board complaints” during the current financial year. Bio-Toilets have been introduced in a number of coaches. In the meeting, the bank's Board of Directors recommended dividend of 210 pc to shareholders subject to the approval at the upcoming Annual General Meeting AGM The bank earned an interest income of Rs. 7061.13 Cr which is up by 4.35 pc from Rs 6767 Cr recorded during the last FY. The Business of the bank stood at Rs 110342 Cr as against Rs 115720.46 Cr recorded during the last FY. During the FY 2014-15 the bank has opened 40 new Business Units besides commissioning 83 ATMs across the country. The stress in country’s economy is far from over. Very slow economic growth across the country has compounded the revival of stressed assets in the banking system which in turn has resulted in continuation of stress on asset-quality of the banks during the FY 2014-15. As such there is a course correction going on across the industry and we too had to go for higher provisioning with the objective of having a higher Provision Coverage Ratio (PCR). We have provided Rs 265 Cr in excess of required regulatory requirements thereby improving our PCR to 59 pc from 51 pc as recorded in the quarter ending December 31, 2014. The cleansing and consolidating of balance sheet has led to a major slash in the bank’s profits because strengthening balance sheet remained our top priority. Even now the bad loans continue to swell across the industry, which analysts and rating agencies predict will increase during the current year as well. Thus improving our asset quality shall engage our total focus till econom- ic growth starts picking up and NPA scenario improves. Besides, we have put in place a robust mechanism for NPA management enabling us to track down early warning signals in our loan-book. Having said that, we will maintain our growth momentum and profitability with an improved Net Interest Margin (NIM) during the current fiscal. At home front in J&K, we are slowly but surely coming out of the effects of damaging September deluge and I expect a steady increase in lending here particularly in infrastructure, agriculture and SMEs in the current financial year. Playing the developmental role in revival of state economy, the bank has already taken all possible measures aimed at rehabilitation of units affected by floods. Post-floods, we have disbursed around Rs 700 Crores additionally through our relief and rehabilitation package in the state. Besides, our business partner Bajaj Allianz has already paid out more than Rs 1,000 Crores while settling 30,000 claims of our customers from different sectors of economy including SMEs, handicrafts and small businesses. Culture Deptt launches novel initiative to promote JK’s treasured art Srinagar, May 16: The Department of Culture has ventured on a unique and novel initiative to revive, restore and promote J&K’s aesthetic and treasured heritage and make art and culture part of daily lives. “Beginning from the historic city of Srinagar, I have asked the department to convene series of programs mostly on weekends in public places like Badam Vaer, Iqbal Park, Sunday market, Lal Chowk, Pratap Park and other places,” said Minister for Finance & Culture, Dr Haseeb Drabu, known for his inspiring initiatives as J&K Bank Chairman to preserve and promote J&K’s cherished cultural heritage. As a part of this initiative, a musical evening, which will resonate the historic Badam Vaer in Srinagar with the strings of Rabab, is being organized tomorrow to celebrate the legacy of Shair-e-Kashmir, Ghulam Ahmad Mehjoor. “By organizing such programmes, we want to bring Art in Public Spaces,” said Dr Drabu adding it is being done in a different way to bring out the richness of J&K’s culture through theme based programs by dedicating evenings to legendary poets, musical instruments, poetic genres etc. The programs will also provide a platform to the youth to showcase their talent through art and photography exhibitions, street plays and street art. “The objective of this distinctive series of programmes is also to promote creative theatrical expression and artistic enrichment,” he said. “The idea is to make art and culture part of our daily lives so much so that it subtly blends into our daily chores and adds substance and cheer to our lives,” Dr Drabu added. In the wake of the Nepal quakes, the Centre today stressed on the building of capacities of the National Disaster Response Force (NDRF) and State Disaster Response Forces (SDRFs) to effectively tackle natural and man- made disasters. Inaugurating a conference here to review the status of preparedness for South-West Monsoon 2015, Union Home Secretary LC Goyal, noting that only 21 of the 29 states have set up SDRFs, said the Centre expects the remaining ones to establish such a force within a given timeframe. He said that since the primary responsibility for disaster management rests with the state governments, they should utilise the funds given to them by the 14th Finance Commission for this purpose. The Centre has already sanctioned two more NDRF battalions in addition to the 10 existing ones in order that it may supple- ment the efforts of the state governments for disaster response. The National Disaster Management Authority (NDMA) is also providing technical support and logistics to the states, he added. The annual conference was attended by relief commissioners and secretaries of the department of disaster management of the states and Union Territories. Goyal said that the three 'Cs', or the three pillars, of disaster management were 'Capacity, Coordination and Community' participation and added that the role of civil society, including NGOs, has become critical in dealing with natural calamities. He added that disaster management is a joint effort and preparedness for effective action becomes critical in the hour of risis. He asked government and civil authorities, NGOs and people in general to join in what he said was real social service dedicated to the saving of human lives. In his address, NDRF Director General OP Singh said that during the Nepal earthquake, the force's capacity was proven as being second to none in terms of search and rescue methods and equipment in a situation where rescue teams from 34 countries were present. 2 killed, 5 injured in separate accidents in Rajouri, Doda Jammu, May 16: Two persons were killed and five others were injured in two separate accidents in Rajouri and Doda districts of Jammu region. In the first incident, two persons were killed and as many seriously injured when the tipper they were travelling in skidded off the road and rolled down into a deep gorge near Pathan Morha in Dassal area of Rajouri district late last night, police said here today. The bodies of the deceased were retrieved and shifted to a district hospital at Rajouri, they said, adding the two injured persons were also rescued and shifted to the hospital. The deceased have been identified as Sanjay Kumar and Suresh Kumar, both residents of village Kraeya, they said. In another accident, three persons, including a couple were injured when the car in which they were travelling skidded off the road and fell into a gorge at Manthala area of Bhaderwah tehsil in Doda district yesterday, they said. The injured have been identified as Sanjeev Kumar, his wife Darshana Devi, and Behari Lal. Congress demands Dy CM's resignation over AIIMS, lake issues Jammu, May 16: Accusing BJP of fooling the people of Jammu over the issue of AIIMS and the artificial lake project, Congress today demanded resignation of the Deputy Chief Minister Nirmal Singh. "He (Deputy Chief Minister) should resign on moral grounds," senior Congress leader Sham Lal Sharma told reporters here. He accused the BJP of fooling the people of Jammu and that the "saffron party has surrendered" to its coalition partner PDP. "It is not only surrender, but the saffron party has fallen flat in front of PDP. The BJP which sold dreams to the people of Jammu before elections is now itself sold to PDP for the sake of power," Sharma said. "First they (BJP) surrendered AIIMS to Kashmir and now they have shelved the artificial lake project on which around Rs 60 crore has already been spent," he said. He said that the Deputy Chief Minister Nirmal Singh was not aware of the ground situation and terming the artificial lake project as "unviable" was a proof of his "ignorance" over the issue. "If the decision has been taken to appease Pakistan who might have objected on the construction of the lake on Tawi, then it's really unfortunate and a probe must be held on this," he said. Accusing BJP of breach of trust of the people of Jammu Sharma said BJP stands exposed in Jammu as the party has surrendered all the dreams and aspirations of the people of Jammu to appease the Kashmir-centric parties. According to the police case that on 17.11.2014 the patrol party of police station Gangyal, jammu stopped truck no.JK013A/3933 being driven by accused accused. On checking the truck two bags were recovered which on opening were found to contain poppy straw weighing 30 kg. As per the report of FSL, the sample taken was identified as poppy straw in which morphene was detected. Accordingly FIR No.160/2014 for offence under sec.8/15 NDPS Act was registered in p/S Gangyal against the accused persons and on conclusion of the investigation, the IO finding the accused guilty of offence under sec.8/15 NDPS Act presented the challan against the accused persons. Principal Sessions Judge Jammu Mr. RS Jain observed that in the present case, accused was having in their possession of 30 Kgs of poppy straw. The question arises, should the accused be keeping such a large quantity of Poppy straw in their possession and if they are keeping the illicit drug in such a large quantity in their possession while on the street, it cannot be obviously for their personal use but rather to deal in illicit trade of selling the same to the drug addicts. Keeping in view the enactment of the NDPS Act is to curb the ever increasing menace of drug peddling and illegal sale and its ramifications on the society and the youth in particular and cause for increase in the crime rate, nature and seriousness of accusation against the applicants, the character of evidence, circumstances which are peculiar to the accused, the larger interest of the society and State, this Court is of the view that no good ground is made out by the petitioner.
