Death toll crosses 2,200, Fresh
tremors jolt Nepal again
Kathmandu, April 26:
Rescuers today dug with bare
hands and heavy equipment
through tonnes of rubble for survivors as toll from the devastating
temblor crossed the 2,000-mark in
Nepal's worst quake in over 80 years,
with fresh aftershocks triggering
panic and hampering relief efforts.
A strong 6.7-magnitude aftershock sent people running for open
spaces as they struggled with the
devastation caused by yesterday's
massive 7.9-magnitude temblor that
displaced and injured thousands besides causing a deadly avalanche on
the Mount Everest claiming 17 lives.
"The latest figure says more than
2,000 people have died and several
thousands have been wounded and
more counts are coming," said
Narayan Khatkar, Nepal's Urban
Development Minister.
A police official told media here
that 2,123 people were killed.
Over 5,000 people were also injured in the earthquake and the
dozen aftershocks that continued till
today, with the strongest measuring
6.7 on the Richter Scale.
Climbers on Mount Everest said
they saw fresh series of avalanches
and a big landslide in the base camp.
International teams, including
from India, have touched down
quake-hit Nepal that has declared a
state of emergency in the wake of the
disaster caused, the worst in over 80
years of Nepal's recorded history.
Rescuers have been hunting for
survivors under heaps of debris with
bare hands as well as heavy equipment though the efforts have been
hampered due to fresh tremors and
thunderstorms. Locals and tourists
sifted through mounds of debris for
survivors. Cheers rose when people
were found alive, thought mostly
bodies were pulled out. The earth-
quake and the aftershocks left behind a trail of death and destruction,
flattening houses and buildings, including the iconic Dharhara tower
and the landmark Darbar Square in
the heart of the capital, trapping
scores of people. Thousands of people spent last night in the open in
chilly weather, anticipating more aftershocks. 1,053 people are reported
killed in the Kathmandu Valley
alone. Officials fear the death toll
could rise as desperate search for
survivors continued.

Prime Minister Narendra Modi today said India
will make all out efforts to help the people of quake-hit
Nepal and wipe their tears in this hour of crisis, giving
priority to saving lives of those who might be buried
under the debris. He said a number of rescue teams
along with sniffer dogs have been sent to Nepal to save
as many lives as they can after the earthquake caused
widespread damage in that country yesterday. "I can
feel what Nepal and its people must be going through
since I have seen closely the devastation caused by

At least 22 climbers have died near the base camp of Mt Everest where
hundreds of climbers, including many foreigners, are stranded after an avalanche triggered by Nepal's massive earthquake slammed into a part of the
camp on the world's highest peak. More than 60 climbers were injured and
hundreds of foreign adventurers, hikers and guides at the base camp were

Fresh tremors were today felt in
various parts of India, including the national capital Delhi, even as the death
toll in yesterday’s temblor climbed to 57.
The fresh tremors, which had a
magnitude of 6.9 on the Richter Scale
and epicentred in Nepal, were experienced in West Bengal, Bihar, Assam,
Jharkhand, Odisha, Uttarakhand,
Punjab, Haryana, UP and Delhi for over
30 seconds at 12:42 PM.
No casualties or damage to property
have been reported in the fresh tremors.
Prime Minister Narendra Modi has
called a review meeting to take stock of
the relief and rescue operations in the aftermath of the quake. NDRF Chief O P
Singh has rushed to Nepal in order to coordinate operations of the Indian rescue

of bodies of a hotelier father-son duo
from the village reached villagers a
day after the two went missing following a massive earthquake in Nepal.

in Nepal, went incommunicado after
the strong earthquake measuring 7.9
on Richter scale struck the Himalayan
nation on Saturday.
After hours of uncertainty and
anxiety their family finally got some
news on Sunday: it was, however, tragic. Support poured in from numerous
quarters as relatives and friends
poured in to mourn the two deaths,
weeping bitterly over the demise of the
two breadwinners of the family.
"After the quake hit Nepal, they
were trapped under the debris of a tower yesterday and the bodies were recovered on Sunday along with 11 others. We have lost the breadearners of
the family," Sujaan Singh's younger
brother Manjeet Singh, who was also
working with his brother at their hotel
in Nepal since the past 35 years, said,
in a state of anguish.
Manjeet Singh has last spoken to
his brother on Friday morning, a day
before the tragedy. The two were to attend his daughter’s wedding next
month, but nature had other plans.

status to Chamel Singh and suitable compensation to his family
members on moral grounds.
Pertinently, in January 2013,
Indian prisoner Chamel Singh
had died in the Kot Lakhpath jail
(Lahore) under suspicious circumstances. Chamel was serving
a five-year prison term for alleged
involvement in espionage in
Pakistan. Pertinent to mention,
Chamel Singh was beaten and
murdered in Kot Lakhpath Jail of
Lahore in January, 2013 under the
same circumstances as Punjab’s
Sarabjit Singh was murdered.
The body was kept for two months
in Pakistan. Vital organs of the
body were removed before the
dead body was handed over to the
deceased’s family. Sat Sharma
said that it was a clear cut violation of human rights and none of
the Pakistani prisoners have been
given such a brutal treatment by
Indian jails as was done by
Pakistani authorities with Indian

been associated with the family of
the deceased and was working for

why such a statement has been attributed to
me, as I never and nowhere stated what has
been carried by the newspaper”, Rather said
in a statement while giving the sequence of
events. The former finance minister said
that he had led a delegation of National
Conference leaders from the Jammu
Province and met Governor N N Vohra to invoke his attention to the New Recruitment
Policy of the PDP-BJP Government. “We

the state administration to remain cautious especially when

Meteorology
Department has warned of more
earthquakes aftershocks in
North India in coming days as
well. The vulnerabilities of
earthquake, fire, floods and avalanches in Jammu and Kashmir
State are on rise in the given situation a review of disaster management plans by Deputy
Commissioners of all the districts of the state would go in
right earnest and help save thousands of lives in case of any natural disaster. This would be nothing but a pro-active approach to
deal with any untoward situation in near future.

was totally a "treacherous" one
and has created a sense of fear and
choas among the masses specially
the youth. Such a policy would
have only a sense of "biased" recruitment thereby plunging livelihood of lacs of youth into dark.
He further added that this
policy is mockery with the aspirations of lacs of youth and
would have put lives of youths
in jeopardy. This policy has
frustrated the youths as it will
only ensure backdoor employ-
ments, nepotism and a large
scale corruption thereby denying the deserving candidates. It
would create another mafia of
paid recruitment as the process
of recruitment is not going to be
fair in this very pattern.
Denying the government's statement of temporary feature,
salman said that this policy is a
permanent feature and will create a drastic impact on the generations to come. Nizami said
the Congress is against the
Ordinance route. PDP- BJP government should call a special
sitting of state assembly to debate on recruitment, before
sending it again if they want to.”
He said the Congress would restore to agitation path ‘if government goes ahead with the
same police and does not respect
the aspirations of youth’.
Salman said that the return of
the draft ordinance has become
possible only because of continuous pressure mounting from
congress party which has
strongly lashed the state government over this unjustified
policy,which would have staked
the lives of thousands of youth.
2nd F-IMNCI concludes at GB Pant Hospital Srinagar

Srinagar, April 26:
The second training of F-IMNCI (Facility
based Integrated Management of Neonatal and
Childhood Illnesses) was conducted in the PG
Department of Paediatrics, GB Pant Hospital
Srinagar concluded today.
The ten day long programme was held in collaboration with National Health Mission and
Directorate of Health Services Kashmir. During
the programme doctors and nurses from field
(Districts and Sub districts) were imparted a
hands-on training as a measure of capacity building and strengthening the new born and paediatric
services at district level. Certificates of participation were distributed among the participants.
It may be recalled the first batch of F-IMNCI
2015 session was held last month.
The department has been conducting such
trainings regularly with an aim to develop the district and sub-district hospitals where the problems
of paediatric age group can be tackled with the aim
of ensuring proper treatment to the sick children
at their door steps and also to minimise neonatal
and infant mortality.

demand for Development

Development/Welfare Board on the pattern of other similar welfare/development boards constituted for other ethnic communities
to oversee all the affairs related to Kashmiri Pandits.
In a joint statement issued here today, Vinod Pandit Chairman
and senior journalist and National Spokesperson APMCC King
Bharati have said that Kashmiri Pandits who are living in forced exile for the past 26 years have faced government apathy due to absence of any constitutional authority to deal with the affairs related
to their welfare. The leaders said that organizations like Relief
Department for migrants should be disbanded and all the affairs
handed over to the Kashmiri Pandit Development/Welfare Board
with full representation of Kashmiri Pandits.
Vinod Pandit said that the present PDP-BJP coalition government must consider their demand on priority basis as Kashmiri
Pandits were becoming restive with no imminent headway of their
welfare schemes announced by the government from time to time.
King Bharati, National Spokesperson while elaborating their
demand said that since there have always been talks of return of migrants to valley, establishing townships, enhancement of relief, but
on ground nothing has happened due to absence of any constitutional authority that can effectively take-up these issues with the government.

said
that
establishment
of
a
Welfare/Development Board exclusively for Kashmiri Pandits envisaged by APMCC in its Vision Document, “Path for Survival” released in 2006 would go a long way to mitigate the problems of the
community adding the present relief organization dealing with
Migrants should immediately disbanded and all the affairs of relief,
return, and other, matters handed over to the board where only
Kashmiri Pandits should decided the developmental issues for the
community. He warned that any delay in mitigating the miseries of
Kashmiri Pandits would only aggravate the issue forcing them to
come out on streets to seek justice.
He said the government has been taking the issues of Kashmiri
Pandits lightly adding it was their long pending demand to constitute National Apex Committee having full powers and representatives of ground level parties of KPs to decide the future of Pandits but
the government was sleeping over the issue. He said that now since
the new government has taken over in the state it must show its concern for KPs for which the first step can be establishment of
Kashmiri Pandit Development/Welfare Board in the state.

project to be transferred to Kashmir.
Gagan condemned the remarks of
Nirmal Singh and advised him to contest
the next Assembly elections from
Kashmir while dubbing his remarks as
highly treacherous and perfidious emitting the foul smell of duplicity and deceit
against the wishes of the people of
Jammu. He said that the Panthers Party
shall continue the movement for AIIMS
until the prestigious health edifice is restored to Jammu region at all costs and
lamented that the Saffron Party has entered into a worst ever ‘political debauchery’ with its diametrically opposite coalition partner PDP leading to the gross resentment and discontentment among the

dramatic action ‘Firotti’ a play
in Hindi in its ongoing theatre
series
‘Sunday
Theatre’.
Written by country’s most celebrated writer of Hindi literature
Uday Shankar Bhat, the play
was directed by Neeraj Kant. A
big dig on the thrust for materialism, the play carried a very
important message signifying
the importance of relations than
money. Although, the play revolves around a tense situation
but the situational comedy and
the acting of the artists did not
make it appear a mere didactic
presentation and made it very
much colourful.
Speaking on the occasion,
Natrang Director Balwant
Thakur informed that Natrang
is the only theatre group which
despite constraints have sustained a weekly theatre activity
since last eleven years now and
that too without any break. He
complimented all who contributed selflessly for this historic happening of theatre in
India.
In a creatively designed set,
the stage action of the play
‘Firotti’ opens at the home of
one ‘Baisakha Ram’ where all
the family members are very
tense and ‘Baisakha Ram’ himself has turned mad as someone
had kidnapped his son and is demanding a huge amount to set
him free. Miser to the core, he is
concerned with earning the
money and investing it to earn
more, Baisakha is not ready to
pay a single penny no matter
what happens to his son. His
family and well wishers try to
make him agree to pay the money as money and material is far
less important than the relations, that too akin. But he pays
no heed.
His ‘Munim’ is also much
concerned about his reactions
after receiving the threat letter.
He even tries to suggest him different resources from where he
could arrange and can pay off
the money and get his son released, but of no use. At the end,
the son comes home but the happiness of Baisakha Ram got
evaporated on knowing that all
the amount of morning collections has been paid to get him
back. He turns unconscious but
the other family are happy to
find their family member back
in the home.
A very significant satire
has been made on those for
whom relations are far behind
materialism through this play.

Kashmir to take an immediate
decision to establish AIIMs
(which has been sanctioned by
the Union Government for the

Jammu
and
Kashmir)at Jammu region so
as to control the situation. The
Association at the same time,
appealed
the
Union
Government to sanction an additional AIIMS for Kashmir
Valley, as it had done earlier by
allotting one more Central
University to the State so as to
keep the scale of justice even.
By doing so, there would be no
controversy over the matter, it
added. Association members
said that there was a prime
need to set up an AIIMS in the
State as its poor and hapless
people could not afford to go to
New Delhi for seeking the specialized treatment.

nity has been made orphan politically as well as socially by depriving it of its genuine rights.
He further said that PDP should
consider the role of PoK DPs in
Nowshera and other constituencies of the state and they need the
prime attention of Mr. Mufti.
PoK DPs contributed a lot in assembly polls as it share 90%
votes in Nowshera constituency.

In the initial phase of visit,

the progress of one upcoming
Modern Hygienic Whole Salecum-Retail Fish Market which
is under construction at
Narwal, adjacent to Fruit and
Vegetable Mandis there. It was
disclosed during the visit of
Special Secretary that this
Market would also help in bridging the gap between the various
stakeholders associated with
the fisheries trade. Amit
Sharma directed the engineering wing of Fisheries department to ensure the completion
of construction work and ensure its operationalization
within a phase of one month as
this serve as a very useful platform for various stakeholders
like fish farmers, fishermen
community, besides wholesalers, retail vendors and others
associated with the fisheries
trade. This complex will comprise of cold store buildings, ice
plants, pump house, 10 whole
sale shops, 40 retail units, with a
waste management plant, water
harvesting plant, one meeting
hall and one ice flakes store is
under construction.

Terming unemployment a major
challenge, Minister for CA&PD and
Tribal Affairs Choudhary Zulfkar Ali today said the present government is
working on a well-set and multi-dimensional strategy to harness the skills and
entrepreneurial potential of youth.
“Youth aspirations have to be met by
creating adequate employment opportunities for both educated and skilled
youth,’’ he said while addressing a public gathering at Darhal. Termed the
youth as the architects of the future, the
Minister and said empowerment of
youth is at the centre-stage of the
Government’s policy and same is being
pursued with a sense of commitment. He
urged the youth to shoulder the responsibility of steering the state towards
prosperity and stability. Listing various
initiatives taken by the PDP-led coalition government between 2002 and 2005,
Zulfkar said establishment of Baba
Ghulam Shah Badshah University
(BGSBU), construction of Mughal Road,
opening of J&K Bank and Treasury besides granting Tehsil status to Darhal
are some of the initiatives taken by that
regime which facilitated economic development of Rajouri. The Minister said
that after a long phase of turmoil, the
state is again on the threshold of socioeconomic emancipation and nobody
will be allowed to derail the process of
development and progress set in motion
by the present dispensation.
Referring to government’s initiative to recruit doctors, teachers etc at the
district level, the Minister said that the
purpose of this effort is to ensure effective basic services to people of far flung
areas, adding that persons selected
would have to work in the specified ar-
eas and this would help cope up the manpower shortage in the crucial sectors in
remote pockets of the state.
On the occasion locals raised several issues like inadequate power infrastructure and supply, scarcity of potable
water, dilapidated condition of roads, establishment of degree college and community hall, dispensary at Doodaj besides
exploring tourism potential of
Shakarmarg, the Minister issued instructions to the officers to formulate a project
in this regard adding that no doubt there
are lot of facilities created in many areas
but due to lack of management on part of
previous regime, these could not serve
the purpose and failed to fulfill the aspiration of peoples. Zulfkar while responding to the demands, said the people of the
state have pinned high hopes on the present coalition and all the possible resources are being pooled to provide convenience to people at their doorsteps.
Describing various centrally and State sponsored schemes
as right initiatives to address unemployment problem in the
State, Minister for PHE, Irrigation and Flood Control
Choudhary Sukhnandan today said that these most effective self
employment schemes would encourage the youth to earn livelihood as entrepreneurs. This was stated by the Minister in a public meeting held at village Chattha Gujran in Marh here today.
He said that the government will committed to meet the aspirations of the people of the state despite all odds, while hoping
that the common masses will extend their sincere cooperation to
put the state on the track of progress and development.
Asserting that the coalition government was making every
effort to create a congenial atmosphere for ushering the state an
era of peace and prosperity, the Minister said that the developmental activities would be further accelerated in the coming
months. He also stressed the need for creating maximum awareness about the state and centrally sponsored self employment
schemes among the unemployed youth so that they could set up
their own income generating units for economic prosperity.
Later, the Minister distributed old age/ widow pension cheques
to 250 beneficiaries amounting Rs 4,64,000 of Marh Constituency.
Ch. Sukhnandan also distributed cheques to the people who are
suffering from chronic disease amounting to Rs. 50,000 each to 10
peoples sanctioned under Chief Minister Special Relief Fund.

NSF holds protest rally against

Recruitment Policy hence putting the
future of thousands of unemployed
youth in jeopardy. The activists alleged that this is a cruel joke and an attempt of state coalition Government to
spoil the future of youth of the state.

BJP had been raising issue of discrimination at all the forums but ever since
it joined the government as coalition
partner its leaders have themselves

“The Policy is bound to encourage

The Chenab Brigade conducted a medical camp for
Gujjars of Makwal and adjoining areas. The area suffered
devastating floods recently in September 2014. As part of the
rebuilding process the initiative was taken to carry out medical health checkup of 680 Gujjars including women and children in continuation to the rebuilding process. Army doctors
and para-medical staff including a dental doctor attended the
patients. The camp was well received by the locals which is
evident from the high turnout state & they have urged the
Army personnel to conduct such camps in future also.

modest weddings: Study

A Large number of nomadic GujjarsBakarwals of Jammu and Kashmir spent
very low budget on marriage ceremonies
.Owing to low economy setup they arrange
a marriage with all customs within the
budget of 50 thousand reveals a new study
conducted by Tribal Research and Cultural
Foundation- a frontal organisation of community. In this budget they organise all social rituals and host 3 dinners or lunch for
relatives and friends, on the occasion of Teel, Nehari and Meeal –the main rites of
tribal marriage, the study said.Those nomadic Gujjars Bakerwals who are well off
spend up to 1 Lakh on a wedding and they
call it as a Bado Biya-the Grand Marriage.

study stated that total 100 nomads comprising of Banhara and Bakarwal Gujjars
families residing in different parts of the
state were sampled and prepared a data
which is highly surprising in many ways.
The study reveals in Rs.50,000 marriage budget they spend 10 thousands each
to purchase new cloths-foot-wears and ornaments/jewellery mainly made of silver
or gild (artificial Jewellery ) . They
arrange 3 dinners in Rs.30,000. In Banhara
Gujjars they cook rice and serve the same
with Ghee and Shakar( A type of Sugar) in
other family they cook a light non-veg, the
study said . They give dowry of Rs.5000.00
to the bride included a Box, Light
Bedding, a few kitchen utensils and other
essentials of tribal migrations, the study
said. They fix just Rs. 5000 to 10000 as
“Mehar”- which is a religious binding and
give gifts to brides like beefalos, cows,
sheeps, goats or a camel on her entry to
grooms house, reveals the study.
The Schedule Tribe Gujjars constituted 20% of 125 Lakh population of the State
and around 40% of Gujjars-Bakarwals are
practising nomad or semi nomads way of
life ,the study said. Gujjars of new generation now opposed “Kharchi” system popular in some nomads wherein the Groom’s
family pays full costs of wedding spend by
bride family, and termed it un-Islamic as
in J&K all Gujjars are Muslim (Sunni), the
study revealed. The ‘Kadho” or “Adhaloo”
in Gojri (the language of Gujjars) -abducting a choice girl (un-married) or woman
(Married) with her consent, for marriage
is still popular among nomads, the study
said. Nomad Gujjars favours “Kadhu” –
the abduction and they consider this as
matter of heroism and valour to marry a
choice women, new generation said it is
anti social, others remained salient on the
issue, the study said.
On Polygamy, maximum nomad’s
favours marring to two women- to generate human resources to run daily tribal affair rarely they marrying 3 to 6 or more
wives- the study revealed and added that
this tradition is declining fast. The nomad
Gujjars arranged first marriage of their
children at the age of 14 to 18, the study
said. Muximum girls got engaged to relative boys at the time birth or at the age of 6.
In nomadic Gujjar weddings around 200 to
300 guests were invited, said the study.
The interference of “Muqadam” –the tribal headman in Gujjar marriages declining
and the crime committed on marriage issues are also low down during last 30 years
says the study. No one among nomad
Gujjars is allowed to remain un-married
for his/her whole life, the study said.

"Bagalamukhi" is derived from
"Bagala" (distortion of the original
Sanskrit root "valgā") and "mukha",
meaning "bridle" and "face", respectively. Thus, the name means one
whose face has the power to capture
or control. She thus represents the
hypnotic power of the Goddess.
Another interpretation translates
her name as “crane faced”.
Bagalamukhi has a golden complexion and her dress is yellow. She
sits in a golden throne in the midst of
an ocean of nectar full of yellow lotuses. A crescent moon adorns her
head. Two descriptions of the goddess are found in various texts- The
Dwi-Bhuja (two handed), and the
Chaturbhuja (Four handed).
The Dwi-Bhuja depiction is the
more common, and is described as the
Soumya or milder form. She holds a
club in her right hand with which she
beats a demon, while pulling his
tongue out with her left hand. This image is sometimes interpreted as an exhibition of stambhana, the power to
stun or paralyse an enemy into silence. This is one of the boons for
which Bagalamukhi’s devotees worship her. Other Mahavidya goddesses
are also said to represent similar powers useful for defeating enemies, to be
invoked by their worshippers through
various rituals. Bagalamukhi is also
called Pitambaradevi or Brahmastra
Roopini and she turns each thing into
its opposite. She turns speech into silence, knowledge into ignorance, power into impotence, and defeat into victory. She represents the knowledge
whereby each thing must in time become its opposite. As the still point between dualities she allows us to master them. To see the failure hidden in
success, the death hidden in life, or the
joy hidden in sorrow are ways of contacting her reality. Bagalamukhi is
the secret presence of the opposite
wherein each thing is dissolved back
into the Unborn and the Uncreated.

Govt for its decision to implement
"New Recruitment Policy" which has
a catastrophic effect on Youths.
Talking to media persons here
today, Kundan said that the PDP-BJP
led Govt. has already compromised
on all their pledges and stated promises made at the times of election and
now this Govt. has devised this draconian policy which will exploit our
highly educated youths in every way.
Mr. kundan said this policy is made
behind closed doors without any
proper consultation which is generating frustration among unemployed
youths. Mr. kundan asked the govt.
that why youth were not consulted
before making this policy, he also
asked that when in earlier govern-
tal needs would be carry out in a

Two ladies attempt suicide
Srinagar April 26:
Police has registered cases and investigation
has been started to ascertain the reasons behind
attempt to commit suicide by two ladies in
Srinagar and Bandipora. Both the ladies are being treated in SKIMS, Srinagar. A lady (name
with held) resident of Harwan, Srinagar consumed some poisonous substance at her home.
She was shifted to SKIMS Soura, Srinagar for
treatment. Srinagar police has registered a case
in this regard. Meanwhile, another lady (name
with held) resident of Ajas, Bandipora set herself
ablaze at her home. She was also shifted to SKIMS

Budgam, April 26:
A meeting of District Level Screening Cum Coordination Committee (DLSCC)
was today held under the chairmanship of Deputy Commissioner Budgam Mir
Altaf Ahmad to settle 10 cases of militancy related of SRO-43 and grant of ex-gratia
relief for the next of kins of deceased persons. As many as 3 cases under SRO-43 related were cleared in the meeting and appointment orders have been handed over
to the next of kins of deceased persons besides, ex-gratia relief was sanctioned in
favour 4 cases in the DLSCC meeting. The Committee also disposed off three cases
against suspicious persons and were acquitted from the cases lodged against
them. The meeting was attended by Senior Superintendent of Police Budgam,
Additional Deputy Commissioner, Assistant Commissioner Revenue Budgam,
Chief Agriculture Officer Budgam, Chief Education Officer Budgam, besides representatives of Army and concerned officers.

Corps in concert with the civil
administration organized a
medical,
veterinary
and
awareness camp for the people
dwelling in the border areas at
Jora Farms and Chakroi in the
RS Pura Sector. A team of doctors, including veterinarians,
from Army and the local health
administration, comprising of
experts of varied specialties
catered for the need of women,
children and cattle, wherein 116 women, 120 children, 86 men and 76 cattle were provided with free medical aid and medicines. The occasion also provided an opportunity to spread awareness amongst the locals about the importance and knowledge
of ongoing nationwide campaigns viz “Swachh Bharat Abhiyan, Care for Girl
Child, Adult Literacy and Jan-Dhan Yojna. The army in close cooperation with SBI
facilitated opening of personal saving bank accounts. The local youth were motivated to join the noble profession of arms by providing in-depth knowledge of recruitment requirements. The local Army Veterans were also made aware of
Aadhar Card linked “Jeevan Pramaan Yojna”’ to ameliorate their need for tendering a life certificate. The camp proved to be a major help for the local population and
also brought about awareness regarding the initiatives launched by the government to alleviate poverty.

establishment of AIIMS in Jammu which was duly acknowledged by Dr. Jitendra Singh Union MoS who also expressed his gratitude to the Finance Minister for
sanctioning the premier health institute for Jammu. The
disgraceful surrender of prestigious AIIMS to Kashmir by
the BJP has deprived region of having a prestigious health
institution as felt by Jammuites. Kashmir has been bestowed with SKIMS, Soura which is a premier institute
equivalent to AIIMS. It was the BJP and its allied groups
that used to raise the issues of Jammu region on all the previous occasions and riding on the sentiments they managed
to grab 25 Assembly seats from Jammu and now they have
turned their back to the people of Jammu. The State government is ignoring the interests of Jammu region and
playing with the emotions of the people of Jammu. The BJP
leadership must mend its way and pay proper concern over
the issues related to the interests of Jammu region for
which people of Jammu have given mandate to the party
and created the history by sending 25 BJP representative
to the Legislative Assembly to raise the voice of Jammu region in the Assembly and now they expect it from the party.
People of Jammu have displayed their unity and solidarity
for the cause of Jammu region by observing a complete and
peaceful shut down. Well begun is half done. It was a historic bandh as almost all the political and social organizations of Jammu minus BJP had joined hands to defeat the
nefarious designs of the newly formed BJP partnered coalition of perpetuating bias against Jammu region by transferring AIIMS to Kashmir. It is regrettable that the
coalition govt. had refused to make even a single comment
in respect of any of its commitments made to the people of
Jammu region during elections. Silence maintained by the
ruling alliance especially by the Jammu based Ministers on
burning issues like surrender of AIIMS meant for Jammu
to Kashmir, launching a highly obnoxious recruitment policy besides non incorporation of Jammu based issues in
Common Minimum Programme had created a lot of resentment in the region with the heat generated due to Jammu’s
persistent deprivation having turned into a furnace. Dy.

and Kashmir have started to come true as
the coalition government is being tested by
its inherent contradictions. The manner in
which controversial issues have been
raked up and treated by the alliance partners since the formation of coalition government on March 1 has for now given its
critics a reason to rejoice. On various issues from the release and re-arrest of hardline separatist leader Masarat Alam Bhat
to separate townships for Kashmiri Pandits, residency rights to the 1947 West Pakistan refugees, revoking AFSPA and
Article 370 of the constitution, the PDP and
the BJP are entirely on different pages.
The latest controversy over raising of proPakistan slogans and flags at a rally in Srinagar last week, subsequent arrest of
Masarat Alam and killing of a young protester in firing by security forces on the
outskirts of Srinagar city last week has

to come out of hibernation and dominate
the political scene of the Valley once again.
It seems Kashmir is once again back to
where it all began: Demand for azaadi, talk

Modi government has suspended the registration of Greenpeace India under the Foreign
Contribution Regulation Act, 2010, (FCRA) for
180 days, preventing it from receiving any foreign funds. Earlier it had frozen the bank accounts of Greenpeace for alleged financial
irregularities. It has also placed the Ford Foundation on its watch list for allegedly funding organisations not registered under the FCRA.
This came after the Gujarat government sought
action against the agency for “direct interference… in internal affairs of the country and
also of abetting communal disharmony in
India.” There is nothing new in harassing inconvenient civil society organisations and nongovernmental organisations (NGOs) by
denying them FCRA clearance. Past governments have also done this. Yet there is a renewed vigour with which the Modi
government has been targeting NGOs, ostensibly based on a report of the Intelligence Bureau
which accused NGOs of “using people-centric
issues to create an environment which lends it-

self to stalling development projects”. The government has since gone out of its way to stigmatise them, thwart their free movement and
erode their credibility. Perhaps Mr Modi’s dislike of “five-star NGOs” stems from his experience of activists taking up the cases of the 2002
Gujarat riots and of extra-judicial murders of
alleged terrorists in the state. It could also be
that Mr Modi, who came on a pro-corporate
platform, does not want “people-centric issues”
to hamper development. It may also come from
the fact of his being roundly defeated in Delhi
by a ragtag group of NGO activists who formed
the Aam Aadmi Party. The antagonism to NGO
activism, however, is not limited to the Prime
Minister. It extends to the Bharatiya Janata
Party and its Hindutva affiliates. But why is
this antagonism not shared by other political
parties — especially those that were a part of
the United Progressive Alliance, which was no
less corporate-friendly?
The UPA, in fact, brought them into policymaking through the National Advisory Council (NAC). It recognised that legislators often
represented little more than personal interests
and patronage networks. Some UPA leaders,
therefore, thought it prudent to invite the leaders of various mass struggles inside the political tent. It was through the NAC that the UPA
was able to put social inclusion at the heart of
Masarat’s intended audience which included Lashker-e-Toiba founder Hafiz
Saeed. Before his re-arrest, Masarat defended his actions saying it wouldn’t deter
them (separatists) from their goal. After
Geelani’s speech, a large section of the
youth raised slogans in favour of Masarat,
asking him to take the stage. He then raised
the slogan, “Kashmir banega”, as the youth
responded with cries of “Pakistan”,
Masarat shouted, “Jeevay, Jeevay Pakistan (long live Pakistan)”. The release of
Masarat had created a furore across the
country and Prime Minister Narendra
Modi had to make a statement in parliament to pacify the opposition parties who
cornered him over the issue. After recent
anti-India rally, Union Home Minister Rajnath Singh had to call Mufti and ask him
to put Masarat behind the bars.

his is the moment that tests national resolve. We must rise as
one and stand by our brothers
and sisters in Nepal. We have the resources and the skills, the expertise and
ability to help those who need it the
most now. When the earthquake struck
at noon on Saturday, severe as it was
(five on the Richter scale, we were later
informed), I found myself cursing the
developer who had sold us the apartment with the promise that our gated
community was beyond the faultline
that runs through India’s National Capital Region. The tremors lasted for a
long while, longer than the usual quakes
that periodically shake and stir, ever so
gently, Delhi, Gurgaon and Noida.
Framed pictures and paintings rattled
on the walls; the ceiling fans swung
wildly.
I was reminded of the terrible Tehri
earthquake of October 1991, weeks after
relocating to Delhi from Kolkata:
Chunks of plaster fell off the walls of the
poorly constructed apartment we had
hired. Since then we had laughed off the
‘mild tremors’, as media calls them, that
visit the National Capital Region. We
lived on the faultline and there was
nothing one could do to stop the ground
from shifting occasionally. That was till
we moved further away from Yamuna,
almost deep into western Uttar Pradesh.
We were repeatedly assured this was
not within the seismic zone. Hence the
surprise and annoyance when the house
shook violently on Saturday morning.
Muttering imprecations, we left our
apartment only to realise the trembling
was over. Minutes later, social media
was flooded with messages from far and
wide.
It was then one realised the earthquake had originated somewhere else
and we had felt the ripple effects. The US
Geological Survey’s website, which is
the first to track and report earthquakes, informed us that the epicentre

mayhem, he had launched the ‘Quit Kashmir Movement’, asking people to continue
protests until azaadi (freedom) came to
Kashmir. However, he was arrested in a
meticulous operation by the police in October 2010. Immediately after his arrest, violence ebbed and life returned to normal in
Kashmir. However, his release from the
prison on March 7, this year, once again
raised Valley temperatures to crescendo.
At a rally in Srinagar, instead of reciprocating Mufti’s gesture, Masarat was busy
rousing the crowd against his government
and its partners in Delhi and praising Pakistan. The rally was broadcast live in Muzzafarabad, capital of Pakistan-occupied
Kashmir for the benefit of Geelani’s and
its policies. The NAC became an institutionalised space for giving voice to the marginalised and the dispossessed. It made the
government and Parliament look like sensitive
democratic institutions as a result of pathbreaking rights-based legislations, like the
Right to Information Act of 2005, the National
Rural Employment Guarantee Act of 2005, the
Forest Rights Act of 2006, the Right to Education Act of 2009, the National Food Security Act
of 2013, and the Land Acquisition Act of 2013.
The point is that the Congress-led UPA was
able to strengthen its focus on inclusive development using social sector NGOs for brainstorming. Why don’t the BJP and Prime
Minister Modi do the same? What explains
their inability to listen to civil society organisations and to chastise those who say that something needs to be done about rampant poverty,
malnutrition, lack of health facilities and sanitation? The reasons are both historical and
structural. The origins of the BJP and before
that, of its predecessor, the Bharatiya Jana
Sangh, are in fact in an NGO parent-organisation — the Rashtriya Swayamsevak Sangh. The
RSS, despite its quasi-paramilitary culture, is
the largest and most powerful NGO in the country. It has spawned hundreds of NGOs of its
own. Their influence extends from the deepest
interstices of India’s social structure to almost
all the organs of the state.
The RSS, with its own brand of Hindu nationalism, has always been suspicious of secular organisations. The exclusivist notion of
Hinduism as “Indian-ness” developed by V.D.
Savarkar and the RSS itself, developed in the
context of the Hindu-Muslim riots of the 1920s
and in the aftermath of the pan-Islamic Khilafat
Movement supported by the Congress and Mahatma Gandhi, and perceived by Hindu radicals as a threat to Hindu society. The RSS still
believes that the “Hindu nation” is under
threat from the minority Muslims of India and
proselytising Christians. The RSS is suspicious

More worrisomely, the earthquake had
occurred at a shallow depth of 9.3 miles.

devastating impact of the earthquake in
Kathmandu valley. The first bad news
tweet came from former Prime Minister
Baburam Bhattarai, with a picture of a
flattened homestead. After that the
proverbial floodgates burst open. Pictures showed how the ground had split
open in and around Kathmandu. Pictures of roads with yawning cracks did
not quite tell the story of the death and
destruction in Nepal though. The real
story, horrific and mind-numbing,
emerged along with pictures of ancient
temples and other heritage monuments
reduced to rubble. Durbar Square
looked as if it had been bombed. What
the Maobadis could not achieve, nature’s fury had.
The tragic remains of the ancient
Darahara Tower, built by Nepal’s royal
family as a watchtower in the 1800s,
symbolised the death and destruction in
Kathmandu valley. By Saturday
evening, the death toll hovered at the 700
mark; it is bound to rise as reports come
in from far-flung places. Historic monuments reduced to rubble will remain the
leitmotif of Saturday’s disaster. But
there’s more to the tragedy — hundreds,
if not thousands, of homes destroyed,
lives lost and women widowed, children
orphaned. In desperately poor countries
disasters leave a never ending trail of
misery. With few resources, Nepal will
be hardpressed to deal with the situation. This is where India comes in. We
should pull out all stops and rush to
Nepal’s aid. Prime Minister Narendra
Modi has shown exemplary speed in
summoning a meeting of senior officials
and Ministers to get a rescue and relief
mission going. Teams have been
despatched. More men and material are
on standby. But this is going to be a long
mission. At the moment, the immediate
concerns are threefold. First, rescue all
survivors, including those still trapped
in the rubble. Two, provide relief by way
of food, water and temporary shelter.
Three, prevent the outbreak of diseases.
India has the resources and skills to undertake all three tasks. Once the initial
work is done and assessments made,
India should offer full assistance for reconstruction. Once again, we have both
resources and expertise to undertake
this herculean task. Nepal is closest to
India culturally and civilisationally. A
border separates the two countries but
there is nothing that separates the two
peoples. This is Nepal’s hour of grief, so
also it is India’s hour of grief. India’s
swift and wholehearted involvement is
also necessary to prevent China from
trying to use the tragedy to its advantage. The earthquake has devastated
large parts of Tibet. Let China demonstrate its commitment to Tibet’s welfare
by focussing on relief, rehabilitation
and reconstruction in Lhasa and elsewhere. Second, there is absolutely no
reason why Christian evangelists and
associated frauds, rubbing their hands
gleefully (as was evident from the messages they posted on social media
within minutes of the disaster) at the
prospect of soup kitchen and rice bowl
conversions, should be allowed to even
enter Nepal, leave alone harvest souls,
at this moment. Last, though not the
least, India must prevent Pakistan from
using Nepal’s tragedy as a cover to
pump in dubious Islamic charity funds
and smuggle in ISI operatives. We do
not want to return to the situation that
prevailed in the late-1990s leading to the
hijacking of IC814. Pakistan’s Prime
Minister Nawaz Sharif has expressed
his grief. That is sufficient, thankyouverymuch. Nepal’s tragedy poses a challenge and an opportunity to India. The
coming days will be a litmus test for our
Government and our people. We must
pass that test, collectively, unitedly.
of any organisation that challenges its ideological space anywhere. It is threatened by all agitations organised around a rights-based
approach which pushes religious identity into
the background and foregrounds secular identities — such as landless or marginalised tribals. Those who promote any collective identity
other than that of the “Hindu nation” are seen
as enemies — they include trade unions, feminists, LGBTs (lesbian, gay, bisexual and transgender), communists, secularists, non-Hindu
religious organisations, tribal rights activists,
oustees of big projects, and non-RSS groups organising farmers and agricultural workers.
They are seen to be creating conflict by bringing in extraneous identities to bear on what is
essentially presumed to be a harmonious
Hindu society — ignoring its caste and class
stratifications.
In its own extensive work with marginalised peoples, the RSS tries to draw them
under the Hindu umbrella. In doing so, it must
face the challenge of the fault lines created by
“others” — the “enemies” of the Hindu nation
and the political ideologies inimical to it. These
other organisations bring social-economic indicators into the discussion to demand justice,
equality. They do not hesitate to formulate demands as sectional interests based on social
fault lines. The UPA government took social
movements on board because it believed that
this bridged the crisis of political representation. The BJP and Mr Modi on the other hand
think that social movements are already represented in the party through its connections
with the RSS NGOs. Appointments to government and quasi-government educational and
cultural bodies are made from this pool of
NGOs. This accounts for the difference in attitude of the UPA and the BJP towards civil society organisations. In a continuing ideological
struggle for space in society, non-RSS NGOs
are, therefore, discredited by them or even
crushed by accusations that they discredit
India internationally. However, choking their
sources of funds, deriding them and eroding
their legitimacy — as the BJP and Prime Minister Modi himself are trying to do — can only
shrink the democratic space in society. India
is not a “Hindu” society as imagined by the RSS
and try as they might, the votaries of Hindutva
do not represent the diverse identities with
their myriad problems that make up this amazing democratic nation of India.

elements and terrorists will not be acceptable. Under the circumstances, Mufti has
an unenviable task to keep his new found
ally - the BJP - in good humour which is an
imperative for his government to survive.
This is an uneasy relationship which even
the two allies have repeatedly admitted.
The manner in which Rajnath pushed
Mufti to re-arrest Masarat will only add to
this unease. Though the PDP has rubbished allegations that the state government arrested Masarat following the
Centre’s pressure, anger is seething on the
streets of Srinagar against Mufti for ‘allowing’ New Delhi to ‘dictate’ terms to his government. People accuse the PDP patriarch
of following his predecessor Omar Abdullah’s policy. Protesters on the streets of Srinagar allege that PDP and Mufti bowed
before the BJP which wants to choke the
voices of dissent in the Valley. Many parts
of the state steeped in backwardness, the
coalition government needs to take proper,
effective and firm steps to focus on governance and ensure equitable share to all irrespective of caste, religion and region in
the matter of rehabilitation and development. The two alliance partners cannot escape the accusations of indulging in
shadow boxing over crucial issues. A semblance of normalcy had been achieved in
the Kashmir Valley after a long toil by the
security forces and local people who came
in hordes to vote in the last year’s assembly
elections despite boycott call by the separatists. Political parties of all hues need to
refrain from building edifices of power
over the sentiments of a community, region or religion.

of manual scavenging, Prime
Minister Narendra Modi on
Sunday sought cooperation of
the society in the resolve to get
rid of this "blot" during the 125th
birth anniversary of Babasaheb
Ambedkar which is being celebrated this year.
"Does it behove us that manual scavenging is still continuing in the country? I have emphasized that we must get rid of
this blot in the 125th anniversary of Babasaheb Ambedkar.
We will not tolerate a situation
where any of the poor persons
has to engage in manual scavenging," he said in his monthly
'Mann Ki Baat' programme.
"We need the cooperation of
the society. The government will
have to carry out its responsibility. I need the support of people
to fulfill this endeavour," he
added.
Modi said his government
has decided to give land in
Mumbai for building of a memorial for Ambedkar. The land was
in dispute for several years, he
said. Similarly in Delhi, an international centre in his name
would be established where intellectuals from across the world
would research his works and
get to know his contributions
better, Modi said, adding that
the foundation stone of this complex has been laid after two
decades.
"What was not done in 20
years, we have pledged to do it in
20 months," he said.
Invoking Ambedkar, the
Prime Minister said the architect of the Indian Constitution,
throughout his life, kept advocating the need for education of
all. "But even today, education
has not reached dalits, oppressed and deprived sections of
the society, especially the girls,"
he said.
"In the 125th birth anniversary year, let us resolve that the
daughters of even the poorest of
the poor will not remain uneducated in villages, cities or mohallas," he added.
The Prime Minister said the
government will do its duty and
the society should join in this effort so that everyone has the satisfaction.

was a "drama" enacted by AAP

"tragedy", and advised the party
to take right lessons from the incident. Calling AAP's recent
farmer rally as one that touched
the "lowest level" of politics, the
RSS mouthpiece 'Organiser' has
hit out at the party saying such
"dirty" politics should be discard-
ed.
Challenging AAP's "party

is actually heard and the victims
get the judicial closure," said

cause of protection of girl child and extending her solidarity with

tank in village), she performed the record feat of running 5 k.m. in
30 minutes and 20 seconds amid applause from the huge gathering.
Kamarapu Laxmi, a resident of Bhagathnagar, clocked the
record in the presence of two gynaecologists, district sports development officer and other dignitaries of the town. The organisers also deployed an ambulance and para-medical staff to meet any eventuality for this feat. After performing the record feat, Laxmi said

MNS Chief Raj Thackeray today said the Shri Saibaba

temple, should be handed over to the Tirumala Tirupati
Devasthanams (TTD) for its smooth working. Talking to reporters
here during his tour to the temple town, Thackeray said the SSST
of late has been in news for corruption and mismanagement
caused to devotees.
- "For past so many years, we are hearing about issues surroundings the Shirdi shrine. The trust (SSST) has been also facing
corruption charges. Functioning of the Saibaba temple trust
should be handed over to TTD trust as I have seen their way of functioning for so many years now and it is way much better and organised," the MNS leader said. The TTD manages famous
Venkateswara temple at Tirumala in Andhra Pradesh's Chittoor
district. He said there is still a dearth of proper basic amenities
around the Saibaba temple and devotees have to suffer who come
from all across the country and abroad.
Backing Prime Minister Narendra Modi's plan to launch a
scheme that would encourage temples to deposit their gold with
banks in return for interest payments, he said the move will facilitate (temple) trusts to render better services.
To a query on performance of the new BJP-led government in
Maharashtra, Thackeray said the government has done some good
works but has also made mistakes.
"The new government is doing some good work but they have
not done something very remarkable.

Israeli Prime Minister Benjamin Netanyahu was closer to
forming a new coalition Sunday after the head of the far-right
Jewish Home party relinquished his demand for the foreign
ministry, political sources said.
Netanyahu, whose Likud party won a surprise victory in a
March 17 election, has until May 6 to piece together a new government, after receiving a 14-day extension last week.
Despite a month of intensive negotiations, Netanyahu has
not yet managed to form a coalition, expected to comprise six
rightwing and religious parties and have 67 of parliament`s 120
seats. Jewish Home leader Naftali Bennett, currently economy
minister, had been demanding the foreign ministry, held now
by hardline nationalist Yisrael Beitenu leader Avidgor
Lieberman.
But over the weekend Bennett set his sights instead on the
education ministry and formally asked Netanyahu for the
portfolio on Saturday, sources close to the negotiations told
AFP.
Education is an especially important issue for the national
religious constituency represented by Bennett`s party.
Netanyahu was due to reply in the next few days.
The sources said Bennett`s decision paved the way for his
party, which dropped from 12 to eight seats in the recent vote,
to receive three portfolios.
Israeli media said Jewish Home would also be receiving
the agriculture and culture ministries, while Lieberman -whose party dropped from 11 to six seats -- would remain foreign minister.
Besides his Likud party with 30 seats, Jewish Home and

Financial Intelligence Unit detects over
Rs 7,800 cr black money, gets record STRs
New Delhi, April 26:
Government detected a
whopping over Rs 7,800 crore of
illegal money within the country and abroad during 2013-14 as
the elite Financial Intelligence
Unit (FIU) found all-time high
cases of suspicious transactions
in the country's economic channels. As per a latest report prepared by the Finance Ministry,
the FIU's action led to the "detection of unaccounted income of
Rs 7,078 crore by the Income Tax
department while the Customs
and Service Tax departments
detected evasion of Rs 750 crore"
during the said period.
After the premier technical
snoop wing under the Finance
Ministry processed countrywide Suspicious Transaction
Reports (STRs) it obtained from
various financial institutions,
the report said, the Enforcement
Directorate (ED) also "detected
proceeds of crime to the tune of
Rs 20 crore and seized assets to
the tune of Rs 17 crore." The report, accessed by PTI, said as a
result of this electronic intelligence generated by FIU, the "I-T
department seized assets worth
Rs 163 crore and the Service Tax
department sealed assets worth
Rs 17 crore during the same period." Also, as part of the same action the ED registered as many
as 105 fresh criminal FIRs under
the Prevention of Money
Laundering Act (PMLA) apart
from its regular operations
against money launderers and
hawala operatives in the said
time period.
The total black money detected by FIU stands at Rs 7,848
crore during the last year, a senior Finmin official said who did
not wish to be quoted. The huge
amount of black money could be
detected during 2013-14, the official said, as the FIU witnessed
an about 100 per cent jump in receiving the STRs at 61,953
dossiers as compared to a mere
31,731 STRs received by it during 2012-13. The agency also received a total of 87,79,082 Cash
Transaction Reports (CTRs),
3,01,804 Counterfeit Currency
Reports (CCRs) and 80,616 NonProfit Organisation
Transaction Reports (NTRs), the
latest updated report also submitted to the Special
Investigation Team (SIT) on
black money, said. STR is defined as a transaction which
gives rise to a reasonable suspicion that it may involve proceeds of a crime or appears to be
made in circumstances of unjustified complexity or gives reasonable grounds to suspect that
it may be linked to terrorist ac-
tivities. CTR is fund movement
of the value of more than Rs 10
lakh in one tranche or a series of
transactions internally connected to each other in either Indian
currency or foreign in the country's banking or any other channel. A CCR is amply clear from
its name as it pertains to an instance of usage of fake currency
in any bank by an entity while
NTRs pertain to filing of dossiers
by Non-Governmental and nonprofit organisations with regard
to their economic operations.
All banking, financial intermidiaries, insurance companies, payment system operators
and capital market operatives
are stipulated to submit the said
reports to the FIU statutorily under money laundering laws.
During the same period, the
snoop body also sent 82 requests
to its foreign counterparts after
various law enforcement agencies in the country requested it to
obtain information in order to
take forward their respective
probes in cases of black money.
The SIT on black money, mandated to deal specifically on the cases
of illegal funds of Indians stashed
abroad, had asked the government to further enhance the capabilities of FIU to check the menace of criminal funds (PTI)

Railways in existential crisis but no stock market route: Suresh Prabhu
New Delhi, April 26:
Railways is facing an "existential
crisis" because it was systematically ignored for long by favouring the road
sector, Railways minister Suresh
Prabhu said but ruled out the stock
market route by making it a listed PSU
like ONGC to raise funds. "Railways
lost traffic to road. It is because you
make investment three to four times
higher in road than railways. You have
systematically ignored rail favouring
road. Now it has become an existential
crisis for railways. "If you want to increase the share of traffic to rail from
road, you have to invest more in rail,"
Prabhu said in an interview to PTI. The
minister was responding to as to why
despite the best efforts, Railways have
failed to share the road traffic. He further added that railways cannot handle
even if free goods transportation was al-
lowed to increase the traffic share as it
does not have the capacity. "For argument sake even if you decide to allow
people to have free freight transportation, can railways handle it? Railways'
ability to handle today is determined by
the ability to carry. Where is the capacity to carry? So, therefore, you must
make investment," he said.
According to the latest CAG report
on Railways, the Indian Railways was
unable to meet its operational cost of
passenger and other coach services and
there was a loss of Rs 23,643 crore in the
same during 2011-12. Asked about the
suggestions that Railways should also
be listed on the stock market to raise
money like government has done in
many other sectors including ONGC,
the minister said, the national carrier
has unique characteristic and it was
not advisable to do so. "Railways is a

Complex, MA Stadium for application forms and subsequent
registration. “Since, we have to allow only registered swimmers with membership cards from May one onwards, the
process of registration has been initiated.
The application forms are available with a payment of Rs
20 at the indoor complex during office hours,” informed
Manager Indoor Complex, Ravi Singh.
As per the already decided fee structure, one has to pay
one time learners (for a period of 15 days) fee of Rs 1000 in addition to monthly fee. For those under-14 year swimmers, the
season fee has been fixed at Rs 200 along with monthly fee
of Rs 100. Similarly, for under-17 age group, the seasonal
fee is Rs 400 and monthly fee is Rs 300 while the fee for those under-21 swimmers has been fixed at Rs 600 (seasonal) and Rs 500
(monthly) respectively.
For those applicants of above 21 years of age, Rs 800 and Rs
600 will be charged as seasonal and monthly fee respectively,
the copy of the fee structure read.

Sunday said Lionel Messi is purely a Barcelona player but believes Cristiano Ronaldo would be a success anywhere in the

The Barcelona and Real Madrid forwards have won the
last seven Ballon d'Or awards between them, marking the pair
as the two best players of their generation and among the
greatest to have ever played the game.
"Ronaldo is tough. People say 'who is the player in the
world' and plenty of people quite rightly say Messi. You can't
dispute that opinion. But the thing about Ronaldo, Ronaldo
could play for Millwall, Queens Park Rangers, Doncaster
Rovers or anyone and he'd score a hat-trick. I'm not sure Messi

output and the outcome. We have to make
this properly define into so that to bring
in the elements like this," Prabhu said.
Asked about the Kaya Kalp council, he
said "it is a complete different council. If
you want to do business, getting business
transformation and explore ideas not for
just technologically alone, but also managerial ideas, saving money, improving efficiency, improving productivity all

507 crore will be auctioned on the BSE on Monday. The auction

for allocation of debt investment limits for FII (Foreign
Institutional Investors) and sub-accounts shall be conducted on
Monday, April 27, 2015 on the Exchange's ebidxchange platform,"
the bourse said in a circular. The earlier auctions for government
debt securities have always been over-subscribed multiple times,
given the huge interest among foreign investors for these bonds.
Foreign investors are allowed to invest up to USD 25 billion
(Rs 124,432 crore) in government debt securities through auction
route, while an investment of up to USD 5 billion (Rs 29,137 crore)
is permitted 'on tap'. As per data from depositories, the total investments, including limits acquired by foreign investors in the
auction route, stood at Rs 123,539 crore in March, exhausting
99.28 per cent of the permitted levels. The demand for corporate
debt securities among foreign investors is less as compared to

India's rating
upgrade after eco parameters
improve: Moody's
New Delhi, April 26:
Pitching for ease of doing business and a stable tax regime to
attract investment to India, rating agency Moody's on Sunday
said any upgrade for the country will depend on consistent improvement in inflation, fiscal deficit and other economic parameters. "Outlook is based on expectations. Rating upgrade would
come when we believe that this expectations would be met...And
we see that being reflected in macro economic parameters,"
Moody's Sovereign Rating Analyst Atsi Sheth told PTI. Earlier
this month, Moody's had upgraded India's outlook to positive
from stable, but retained the credit rating at the existing level at
'Baa3', just a notch above the junk grade. Moody's had said it
would consider a rating upgrade after 12-18 months depending
upon improvement in macroeconomic parameters.
In order to attract private investment, Sheth said the regulatory conditions should be relaxed and tax environment should be
made and predictable. "Making regulatory condition easier, ease
of doing business, making tax environment certain and confidence of private sector in infrastructure...
The private sector knows demand is there but government
policies make it difficult to decide how much to invest, where to
invest, how to structure investment... Those are the things (the
government needs to focus upon)," she said. On the performance
of the Narendra Modi government, Sheth said it was focusing on
economic agenda and has refrained from increasing public expenditure to push growth.
"Our expectation when the government came to power was
that things would move slowly, we feel it has behaved the way we
had expected it to. One thing we have seen is focusing on economic agenda and resisting urge to use fiscal stimulus. Those two

and State Sports Council guidelines having their vested inter-
ests in the J&K Rifle

violating the SRO-164 issued by
the GAD and guidelines and
code issued by the Sports
Council and Union Sports
Ministry on the age and tenure

Dravid as advisor’s on all cricket-related matters. The BCCI
has decided to seek the approval
of the trio to advise them on all
important cricketing matters
including the appointment of
national coach. Earlier in the
month, Sourav Ganguly and
Rahul Dravid were being seen
as candidates to replace Duncan
Fletcher as the next coach of
Team India. But their possible
appointment as advisors might
mean that they are no long in
contention for the top job.
There were other matters
on the working committee's
agenda as well, such as the sale
of Chennai Super Kings. The
BCCI however, have not come to
a conclusion on the matter to
ratify the de-merger of the CSK
from India Cements as of now.
The Board wants more legal
opinion on this matter before
giving it its stamp of approval.

transfer the control of CSK to a

Tremors were felt again in various parts of
Odisha around 12.44 pm on Sunday. People in multi-storied apartments particularly felt the jolts.
"My dining table shook for a few seconds. I saw the
plates trembling" said Sangeeta Sahoo, a homemaker staying in an apartment in Patia area of the
city. Sunday being a holiday, most people were indoors compared to when it happened on Saturday.
In Cuttack too, people experienced the jolt. "It happened again. Since TV channels were showing
that aftershocks were likely, I did not rush out.
Some of my neighbours though went outside only
to return within a few seconds," said Samapta
Kumar, a student in Cuttack. Some people were
confused if it was indeed an aftershock and were
seen crosschecking with others. Deputy relief
commissioner Pravat Ranjan Mohapatra said reports of mild tremors were coming from across the

per day may cause liver

A new study has linked drinking just 1 or 2 alcoholic drinks per day to liver disease. The new
worldwide study presented at The International
Liver Congress 2015 has shown the significant influence of daily drinking on cirrhosis burden.
New data shows that the cirrhosis burden caused
by alcohol increased by 11.13 percent when moving from the moderate to heavy daily drinking (up
to one drink/day for women; two drinks/day for
men) classification. Most studies assessing the
prevalence of alcohol abuse as a risk factor for alcoholic cirrhosis focus on total annual amount
drunk per person, but the researchers highlight
that clinical studies suggest that it is a high daily
consumption which is the strongest predictor of
alcoholic cirrhosis. This new research concluded
that heavy daily drinkers most significantly and independently influence a country's cirrhosis burden. According to the World Health Organization's
Global Status Report on Alcohol and Health,
around 6 percent of global deaths are caused by
drinking alcohol, the majority from alcoholic cirrhosis, scarring of the liver as a result of continuous, long-term liver damage. Half of all cases of cirrhosis are caused by alcohol. The researchers
analysed the WHO's Global Status Report on
Alcohol and Health, which included parameters of
alcohol consumption and drinking patterns from
193 countries. Reducing heavy drinking should
therefore be considered as an important target for
public health monitoring and policies.

UPSC recommends 105 more
candidates for civil services

As many as 105 candidates, who
were put on a reserve list, have been declared qualified for the civil services examination 2013 by Union Public Service
Commission (UPSC). A total of 1,122 candidates were declared qualified by the
UPSC for the 2013 examination in order
of merit for appointment to IAS, IFS, IPS
and other central services, as against
1,228 vacancies, results of which were declared in June last year.
The Commission, in accordance
with civil services examination rules,
was also maintaining a consolidated reserve list in order of merit below the last
of recommended candidate under the respective categories. As sought by the
Department of Personnel and Training
(DoPT), the Commission has now recom-
mended 105 candidates -- 89 belonging to
General category and 16 Other Backward
Classes -- to fill up the remaining posts
based on the civil services examination,
2013, the UPSC said.
"The candidates so recommended
will be communicated directly by the
DoPT," it said. A list of these candidates
is available on the UPSC website ?

Of the 1,122 successful candidates,
517 were of General category, 326 Other
Backward Classes (OBC), 187 Scheduled
Caste (SC) and 92 of Scheduled Tribe

ST -- for civil services examination, 2013.
The civil services examination is
conducted in three stages -- preliminary,
main and interview -- to select officers for
IAS, IFS and IPS, among others.
Himalyan quake: No major
impact on Indian companies
operating in Nepal

Indian companies operating in the earthquake-hit Nepal today said there has
not been any major imapct on their operations in the Himalyan nation. FMCG firm
Dabur said its factory building has developed cracks but there is no loss to life or
property. "There has been no impact on our operations in Nepal because of the
earthquake. The factory building has developed some cracks, but it will not impact
operations. There is no loss of life or property," Dabur India Ltd spokesperson said.
Beverages major Coca Cola India said it has temporarily halted its operations in
Nepal a day after quake rattled the country.
"We can confirm that all our employees are both accounted for and safe. While
our operations in Nepal were largely unaffected, we are temporarily halting our operations," Coca Cola India said in a statement. Coca Cola further said it is "currently
working through the Coca-Cola system to provide water to the affected areas as
soon as possible." Dabur also said that the company and its employees in Nepal are
involved in relief operations there. ITC, which operates a subsidiary in Nepal, did
not comment on the impact of earthquake on its operations in Nepal.
However, an official said that there was no damage to the company's assets in
the Himalayan nation. ITC's subsidiary in Nepal, Surya Nepal Private Ltd (SNPL),
is an Indo-Nepal-UK joint venture and is the largest private sector enterprise in
Nepal. SNPL is engaged in the business of cigarettes, safety matches and readymade garments in Nepal with a total turnover of over USD 175 million.

Indonesia defiant as UN leads
condemnation of looming executions

Indonesia on Sunday signalled it was determined to
push ahead with the execution
of eight foreign drug convicts,
despite a growing wave of global condemnation led by United
Nations chief Ban Ki-moon.
Authorities on Saturday
gave formal notice to the eight - from Australia, Brazil,
Nigeria and the Philippines -that they would be executed by
firing squad imminently, along
with an Indonesian prisoner.
However, a Frenchman also on death row for drug-related crimes was granted a temporary reprieve after Paris
stepped up pressure on
Jakarta.
The group have been
moved to the high-security
prison
island
of
Nusakambangan,
where
Indonesia puts condemned
prisoners to death, and Jakarta
says the executions could be as
early as Tuesday, although no
official date has been set.
The convicts recently lost
appeals for mercy to President
Joko Widodo, who has taken a
hard line against drug traffickers and refused to back down
on the executions despite
mounting international criticism. The UN`s Ban added his
voice to appeals for the convicts to be spared.
"The Secretary General
urges President Joko Widodo
to urgently consider declaring
a moratorium on capital punishment in Indonesia, with a
view toward abolition," a
spokesman for Ban said.
Australia, which has
mounted a sustained diplomatic campaign to save its two citi-
zens in the group, also renewed
appeals following Saturday`s
news.
"Nothing can be gained
and much will be lost if these
two young Australians are executed," said Foreign Minister
Julie Bishop.
"I again respectfully call on
the president of Indonesia to reconsider his refusal to grant
clemency. It is not too late for a
change of heart."
France has stepped up
pressure on Jakarta in recent
days, with President Francois
Hollande warning of "consequences" if its citizen, Serge
Atlaoui, is put to death.
The warning came shortly
before it was announced that
Atlaoui had won a temporary
reprieve to allow him to pursue
a further legal appeal.
Brazil vowed to press
Indonesia not to execute the
Brazilian man among the
group, Rodrigo Gularte, for humanitarian reasons, saying
that he suffers from schizophrenia. Despite the appeals,
Indonesia has shown little sign
that it is willing to back down
and the foreign ministry indicated Sunday that Ban`s statement would not change their
plans.
"We note the statement by
the UN but we also note that
there was no similar statement
made when recently two
Indonesians were executed,"

referring to recent executions
of Indonesian domestic workers in Saudi Arabia.
Executions were carried
out recently "by other countries and we did not see any
statement made by the UN," he

The executions have been
delayed for weeks, with
Indonesia coming close to carrying them out in February,
but then agreeing to let final legal appeals be resolved following an international outcry.
However Saturday`s announcement signals they are finally going ahead.
While Jakarta has not officially announced a date,
lawyers for two of the convicts - the Filipina and one of the
Nigerians -- said they had been
informed it would be on
Tuesday.
Authorities have said that
they are waiting on the outcome of the appeal by the sole

were reported today from areas below the base camp, Home Ministry
officials said. "Tents have been blown away," Gelu Sherpa, who was at

the Indian Air Force, to Pheriche village, the nearest medical facility,

Romanian climber Alex Gavan, who was at base camp, posted on
his Twitter account: "All badly injured heli evacuated. Caring for those
needing. Want sleep." There were more than 100 climbers also at camps
1 and 2 on Mount Everest, above the base camp, and all are reported
safe, Nepal Mountaineering Association officials said today, adding it
will take time before these people can be evacuated. A mountaineering
team of Indian Army who were hiking on Everest were also safe at the
base camp (17,500 ft) and had yesterday helped pull out 13 bodies, an
Indian army spokesman said. Another 54-year-old Indian attempting to
climb all the highest peaks in the seven continents, is stuck at Camp II
on Everest along with 11 other fellow climbers.
Ankur Bahl, part of the Madison Group, had moved to Camp II
from Camp I yesterday but is now stranded. One Chinese climber was
among the dead while tech-firm Google today reported the death of one
of its California-based executive, Dan Fredinburg, in the avalanche on
Everest. US-based Madison Mountaineering said its base camp doctor,
Marisa Eve Girawong, died in the avalanche at Everest.
Tourism ministry officials here estimate that at least 1,000
climbers, including about 400 foreigners, had been at the base camp
when Nepal's worst earthquake in 80 years yesterday noon triggered
the avalanche on Everest. The quake also shook neighbouring India
and China. The death toll has crossed 2,200-mark, of which nearly 1,000
are reported killed in Kathmandu valley alone, according to the Home
Ministry. The avalanche began on Mount Kumori, a 7,000-meter-high
mountain just a few miles from Everest, and gained strength as it headed down-wards towards the base camp, flattening at least 30 tents.
An avalanche in April last year just above the base camp of Everest
had killed 16 Sherpa guides. Mount Everest, the world's highest peak at
8,848 metre, is scaled by hundreds of climbers every year. The peak was
first conquered by New Zealand climber Edmund Hillary and Sherpa
Tenzing Norgay in 1953.

(LAWDA) to take effective steps in realigning the houseboats as per the
Court directions so that common STP is installed for proper sewage disposal. He asked VC LAWDA to take all stakeholders on board for conservation of the lake. LAWDA will create 5 clusters of 76 houseboats
each after the boats are realigned for proper sewage disposal. There are
presently 380 houseboats anchored in the lake in a haphazard manner.
The Chief Minister was informed that Rs. 258 crore have been utilized
under the Dal Conservation Plan so far, for which funds have been provided by the Central Government. It was given out that 5 STPs are functional around the lake to which 175 km length sewer lines have been

Department for undertaking GI (Geographical Indication)

The Chief Minister was informed about the banking support required for Artisan Credit Scheme so that the artisans’ rights are protected.
To attract tourists to Srinagar city this season, the Chief
Minister issued specific instructions to Director Tourism, Kashmir, to
focus on conference tourism by inviting the Corporate sector to hold at
least one of their Board meetings here. He also asked the department to
start light-and-sound shows at Shalimar and Nishat Gardens as well as
cultural evenings at Char Chinari in the Dal lake, by tying up with the
Academy of Art, Culture & Languages to highlight the rich heritage of
Kashmir. Mufti Sayeed asked the Director Tourism to offer weekend
and golf tourism packages for high-end tourists in the coming season. It
was given out in the meeting that Tourism Department will organize in
Srinagar a J&K Travel Mart from May 16-18 next month to boost the
tourism sector in the State. Around 200 tour operators from across the
country and 20 foreign buyers are expected to participate in the Travel
Mart. The Chief Minister was informed that the Tourism Department
will also hold Laser Show at Hari Parbat, besides organizing cultural
shows at Zabarwan Park and Peer Zoo on the Jhelum bund, as also in
Gulmarg and Pahalgam resorts. Asking the Divisional Administration
to gear up restoration works in Srinagar city following the massive hit
it took in last year’s floods, Mufti Sayeed reviewed the pace of restoration works being undertaken by Flood Control, R&B, Power & PHE
Departments. The Chief Minister was informed that the Flood Control
Department has temporarily restored 1179 spots out of 4,000 vulnerable
spots along river Jhelum, its tributaries and major canals. He was informed that a few spots on Sindh Extension were washed away due to
prolonged spells of rains in March and early April. The Flood Control
Department requires Rs. 471 crore to permanently restore the damaged
infrastructure. On the issue of scarcity of water supply in the city, the
Chief Minister was informed that due to sliding away of 50 metres of
Sindh Extension, the supply to Rangil Scheme was hampered which
has now been restored. The supply from Doodhganga scheme has been
affected due to high turbidity that has resulted in acute pressure on the
filtration plants, the meeting was told. Around 1300 water supply
schemes were affected in the Valley in floods last year.
The meeting was also informed that PDD has so far repaired 2200
transformers which were damaged in September floods.

Fresh
were reported in Bihar due to incidents of wall collapse after the
quake. In Patna, Disaster Management Department Joint Secretary
Sunil Kumar told that the highest number of eight casualties have been
reported from East Champaran district, followed by six each in
Sitamarhi and Darbhanga and three each in Siwan, Lakhisarai and
Araria districts. There have been two deaths each in Supaul, Saharsa,
Sheohar, Saran and Madhubani districts even as Katihar, West
Champaran and Gaya districts recorded one casualty each, Kumar
said.In Uttar Pradesh, the toll mounted 13 people with one more person
succumbing to injuries in Kushinagar, which was among badly affected district in the state.
So far, 550 Indians have been evacuated by the IAF from quake-hit
Nepal. Since 10:40 PM last night, four IAF aircraft have landed from
Nepal with 546 Indians on board. The first aircraft to land was a C-130J
with 55 passengers on board, including four infants, a defence
spokesperson said today. Around midnight, a C-17 aircraft landed with
102 passengers which was followed by an IL 76 with 152. Around 4 AM, a
C17 landed with 237 passengers, all who were evacuated following the
massive earthquake that has claimed over 1800 lives. Air Chief
Marshal Arup Raha said Indian authorities have responded “very
proactively, very swiftly and I think every agency, every stakeholder in
India who matters in providing humanitarian assistance and disaster
relief operations in Nepal in times of their need has been activated and
the response has been exceptional”. “Today, we have planned to send 10
large bodied aircraft carrying loads of equipment of behalf of the Army
specially some of their field engineering companies, regiments…One
aircraft has already gone airborne and other aircraft is getting ready.
The operation will continue the whole day,” he said.
India, which was the first to respond to the Nepal crisis, is stepping
up its mission with transport planes scheduled to carry equipment, relief material and specialists to Nepal. Also on board with will the Army
forward hospitals. National carrier Air India has resumed its flights to
quake-hit Nepal with two services- one each from Delhi and Kolkata –
leaving for Kathmandu early this morning. Both the flights left around
7:30 AM with 118 and 45 passengers on board each plane, an Air India
spokesperson said. Modi is himself monitoring the situation and has issued directives to ensure timely relief for those affected.

He said the relief and rehabilitation work after the rescue operations will go on for a long time. Sharing his pain over a series of natural
calamities hitting the region in the recent past including yesterday's
quake in Nepal, Modi said he was anguished and did not feel like going
ahead with his radio address today. "When I spoke to you last month,
hailstorms and unseasonal rains had occured, devastating the farmers.
A few days ago, a storm hit Bihar killing many people and causing a lot
of damage. And now on Saturday, this devastating earthquake has
shaken the whole world. "It seems a series of natural disasters has begun. The quake has also killed many people in different states of India.
Property has also been damaged. But the destruction and damage in
Nepal is massive," he said. While talking about the calamities, the
Prime Minister also spoke of war-torn Yemen and highlighted how the
Indians along with the nationals of 48 other countries were evacuated
safely from there. "They were evacuated in the midst of firing and
bombings. It was a difficult task but we did it," he said and hailed the
role of External Affairs Ministry, IAF and Navy for carrying out the operation efficiently in a coordinated manner.
He said the world has praised India for this effort and the endeavour has left an indelible imprint. While hailing the courage of Indians,
Modi mentioned that during the World War-I between 1914-1918, 15 lakh
Indian soldiers had put their lives at stake by participating in it, "not for
themselves or to seize anybody’s land but just to serve". 74,000 Indian
soldiers were martyred and 9,200 were decorated, 11 of them with the
highest honour of Victoria Cross, he said and recalled that he paid his
homage to them recently when he visited the memorial in France. "On
the basis of such cases, we can tell the world that this country can do
anything for world peace, well-being and development, even sacrifice
lives. Even in the United Nations, the role of Indians in peacekeeping is
mentioned the foremost. This is a matter of pride for us," the Prime
Minister said. He also expressed pride at the achievements of "two
daughters of India" -- Saina Nehwal who became the world number one
in badminton and Sania Mirza the world topper in doubles tennis.
While congratulating them, Modi also expressed indignation at
"some people losing their balance" at the loss of India in the cricket
world cup semi-finals, saying: "My countrymen, this is not good. There
is no sport in which there is no loss .... If our players lose sometime, then
we should keep their morale high in that hour of crisis." "We should
learn from defeat. I am sure we will take lessons from our defeat in future, won't lose our balance instantly and get into a blame game," he

who were travelling in a car. “They allegedly kidnapped the girl and
took her to one of the government accommodations at Poonch House in
Talab Tillo claiming that her father has sent them to bring her there,”
police quoting the complaint said. It further said that the duo allegedly
attempted rape on the girl in the accommodation and later, fled from
there yesterday. However, the victim girl on reaching home informed
her family members. The family members, according to police, lodged
a complaint before Domana police station where the girl was sent for
medical examination, though its report is still awaited. Police has not
registered a case because it has been waiting for the medical report,
while a manhunt has been launched to identify and arrest the absconding two youth who were allegedly involve in the crime.

Divisional Administration to prioritize the development and restoration
works to improve the ambience of
Srinagar city, which bore the brunt of
Jhelum rage in 2014 floods. He said he
has taken a firsthand review with top
officers to improve the delivery mechanism of basic amenities to the people
and take measures to host the tourists
in a big way this season.
Asserting that a favourable atmosphere is a prerequisite for improving

the victims who suffered damage to
their dwelling units and business enterprises. “From our own resources,
we have tried to provide succour to

fend for themselves,” he added.
During the deliberations, the hoteliers’ representatives announced 40%
discount in off-season, after July 15, to
attract the visitors to the Valley. They
thanked the Chief Minister for taking
bold initiatives in establishing single
window clearance system to facilitate
tourism players as well as expediting
preparation of master-plans for structured development of the city and resorts. Stating that the intake capacity
for high-end tourists in the valley is below par, Mufti Sayeed said the
Government has adopted a ‘business
with ease’ policy to facilitate the entrepreneurs. On the issue of pending
claims of the victims with various
Insurance companies, the Chief
Minister assured the business and
tourism houses that the Government
will take up the matter with the concerned companies on priority.
Speaking on the occasion, Minister for
Finance, Dr. Haseeb A. Drabu said the
World Bank (WB) tranche of Rs. 1,500
crore will be released to the state during the next few days which will help in
permanent restoration of the damaged
infrastructure. “Till such time the
Centre sanctions and releases the special dispensation, the WB tranche will
go a long way in starting the long-term
restoration process,” he added. Many
other speakers appreciated the efforts
of the new Government in prioritizing
the tourism and business sectors. They
demanded immediate repairs of
National Highway, availability of
trains from all the metro cities of the
country, improvement in inter-district
roads, time-bound completion of ongoing developmental projects, steps to
streamline the traffic movement and
raising of soft loans from financial institutions.

Maitri’ to support the quake-relief
efforts in Nepal, Defence Minister
Manohar Parrikar today said that
the aim of the government is to be
the first to respond to any crisis in
the neighbourhood and to do so in a
“quick span of time”. He said that
the country has always helped other nations in times of crisis and the
difference now with the Narendra
Modi government at the helm was
that such efforts were initiated
“very swiftly”. Parrikar said that
while over 500 Indians have been
evacuated so far from Nepal, another 1,500 would be brought back today via civil and Indian Air Force
aircraft. “India is a large country in
the neighbourhood and we have responded in a quick span of time to a
neighbouring country’s need, be it
Nepal or the Maldives,” he said,
adding that the government aims to
be the first responder. Noting that
India has always helped other countries, Parrikar said that “the difference this time is that there is a new
government here and rescue efforts
were initiated very swiftly”.
Interacting with journalists at the
Rashtrapati Bhavan on the side-
lines of a Defence Investiture
Ceremony, the minister underlined
that the first few hours are the most
important in rescue operations.
Asked if strategic reasons had seen
India rushing aid to Nepal in such a
big way, he said, “It is more than
strategic. India shares long cultural
and family ties with Nepal. We are
obligated to help the country in
their hour of need.” The minister
said that neighbouring countries
have started feeling comfortable
with Indian again. “It is important
for the neighbours to get comfortable with us and it is happening
again now. When the Maldives

May 5, when the state government offices shift to Srinagar from Jammu,
as 'Black Day' against the "unholy
coalition" between PDP and BJP.
"The Congress convention unanimously resolved to observe May 5 as
'Black Day' in Jammu and Kashmir.
Congress workers of the Valley will
take out procession and march towards the Secretariat where they will
protest against the unholy coalition
between these two parties," a JKPCC
spokesman said in a statement. The
day-long convention of the JKPCC
here expressed deep concern over the
"politics of opportunism by PDP in
forging an unholy alliance with BJP
for the sake of power".
"As a result, there is a largescale
resentment and unrest amongst the
people of the state especially Kashmir
region," the spokesman said. He said

two burglaries
that occurred in
Aloochi Bagh
area during two
successive
nights. Police
succeeded in arresting the burglar and recovered stolen jewelry and other
items from him.
According to district police authorities, two burglaries occurred in
during successive nights in Aloochi
Bagh area in Srinagar. The burglars
had decamped with jewelry and other
costly articles from the houses. Police
registered cases FIR no. 30/2015 and
31/2015 under section 457,380/RPC in
police station Sher Garhi and investigation was taken up. Strenuous efforts
by the investigating team headed by
SHO Sher Garhi, Sh. Mohammad Issaq
lead to the arrest of a suspect Yaseen
Sheikh @ Lalla son of Abdul Jabbar
resident of Aloochi Bagh. During his
questioning, the suspect confessed of
committing the burglaries and on his
instances police recovered stolen
Jewelry and other items worth lacs of
rupees.
The NDA government is planning
to fill up vacancies of governors in nine
states after the Budget session of
Parliament as one incumbent is holding the charge of four states while five

states each. "We have to sit and decide... May be after the Parliament session," Home Minister Rajnath Singh

Nepal Earthquake: Army launches Operation ‘Maitri’
As part of the Nation’s overall
relief effort for Nepal, IA has
launched Operation Maitri. Soon
after the devastating earthquake,
Gen Dalbir Singh, COAS, who besides himself being an officer of
the Gurkha Rifles Regiment is also the Honorary Chief of the
Nepalese Army, spoke to his counterpart, General SJB Rana, Chief
of the Nepalese Army. Gen Dalbir
Singh immediately detailed two
senior officers to proceed to
Kathmandu and coordinate IA’s
relief efforts in synergy and hand
in hand with Nepalese Army.
They are presently carrying out
reconnaissance of affected areas
and road conditions. A Multi
National Coordination Centre
has been set up. In addition, in
PPO Pokhra, Head quarters are
being established for relief operations. The following resources
have been allocated so far as part
of Operation Maitri, in support of
the Nepalese Army’s relief effort

on account of problems in the
Kathmandu Oxygen plant, additional cylinders are being dispatched (300 located at Bengdubi
for dispatch to Nepal).

foreign climbers. 19 dead bodies
and 61 injured persons were rescued by the Indian Army
Expedition Team. The Medical
Officer has treated a number of
injured international mountaineers in addition to the 61 listed
above and considerable medicines and rations have been distributed from own resources. We
are working along with our
Gurkha Ex Servicemen interface
for guidance, relief and rescue.
IAF evacuates Indians from Nepal
Udhampur, April 26:
Immediately within 04 hours of the
tremours of the earthquake, one C-130J
Hercules, a heavy lift aircraft of Indian Air
Force with 39 National Disaster Relief Force
(NDRF) personnel and 3.5 tones of load was
the first aircraft to take off and land in
Kathmandu, yesterday.
This was followed by
two C-17
Globemaster III aircraft, also heavy lift aircraft, one carrying 96 NDRF personnel with
15 tones of load, another C-17 aircraft carrying Rapid Action Medical Team (RAMT)
with 24 officers and Paramedics on board.
This was also followed by an IL-76 aircraft
from Bathinda having 160 NDRF personnel,
05 sniffer dogs and 28 tones of load. A total of
546 personnel have been rescued so far in the
day and night long operations from the earthquake hit Nepal.
Today, 10 fixed wing transport aircraft
from the IAF from various parts of India carrying water, Engineering Task Force, Field
Hospitals, 8000 thousand blankets, 500 tents,
14 tones of food (noodles), 34 Paramedics, 100
stretches, 1 tone of medicine, 6 tones of prepared food and 3 more field hospitals and
NDRF team have been routed. In addition, 6
Medium Lift Helicopters (MLH) are also
tasked to carry out casualty evacuation and
rescue & relief measures.
