On Tuesday at a meeting in
New Delhi, Singh had asked
Sayeed to provide land in the
state for composite townships
for Kashmiri Pandits. The Chief
Minister assured the Home
Minister that the state
government will acquire and
provide land at the earliest for
composite townships in the
Valley.
Clarifying his government's
stand in the Assembly, Sayeed
said, "I have told the Union
Home Minister that they (KPs)
cannot live separately (in
Kashmir Valley) and they will
have to live together."
"I want to tell the House...
There is no plan (for a separate
township for KPs in Kashmir).
A hue and cry erupted that a
separate Homeland is being
made for them. I said that is not
possible. Those who are living
there have to spend their lives
together. We will try our best,"
he said.
Describing as misconstrued
the impression being created by
certain quarters regarding
establishment of exclusive
habitations, Mufti Sayeed stated
that the Government has not
acquired any land for setting up
any exclusive enclaves.
He further said the
Government does not favour
any clusterization for return of
Kashmiri Pandits but their
complete reintegration as part of
the Kashmiri society. "Some
Pandit organizations have also
stated that a majority of the
migrated community will feel
vulnerable if they return to the
Valley and live in exclusive
zones," he added.

In a significant decision,
Divisional Level Single
Window Clearance Committee
of the Department of Industries
and Commerce today cancelled
103.5 Kanals of land allotted to
34 provisionally registered units
at Kathua and Bari Brahmana in
Jammu region.
The
cancellation has been ordered as
they failed to establish their
units.
The decision to this effect
was taken at a meeting of the
Committee held under the
Chairmanship of Director
Industries and Commerce,
Jammu, Dr Abdul Rashid.
The Committee took serious
note of the allotted land having
left unused and idle by the
allottee entrepreneurs.
After detailed discussions, a
decision was taken to cancel the
allotments on 101 Kanals of
land at Kathua and 2.5 Kanal
land at Bari Brahmana in the
Jammu division. The land,
which had been unnecessarily

President Pranab Mukherjee

Law Ministry statement said.
He will assume charge with

demits office on April 18 upon
his retirement.
Zaidi will have a tenure up to
July, 2017 when he attains the
age of 65.
In appointing Zaidi as the
CEC, the government has carried
on with the convention of
elevating the senior-most EC.
Incidentally, he will be the
only one left in the three-member
constitutional body as the others
have retired.
The government will also
soon set in motion the process of
appointing two Election

University's construction
halted by protestors
Kathua, April 9:
The landowners brought a halt to ongoing construction work
of South Campus University today saying that they would not
allow the work to perform until and unless they get justice.
Leading the protesters Balwant Singh said that 25-families of
Janglote gave their lands for the construction of South Campus
University. The land was fertile and some people had raised
orchards on their lands. Keeping in view the facility of
University these families decided to provide their lands against
land at other place. He added that, at that time ADC Charanjeet
Singh assured them of providing land and finally assigned land
near Rajiv Gandhi College of Education.
"Since three years, they are trying to cover their land but
whenever they go their district administration reaches there
with heavy police force and compel them to run away from
there", he miffed.
Later, Tehsildar Vinay Khosla reached the spot and asked the
protesters to let the work start giving them assurance of
resolving the issue. However, the protesters said that they are
getting these kinds of assurances since three years. Now, they
would not trust on assurance and would not allow the work to
perform unless they get their lands.

On the completion of one month of demise of Ex-MLA Master
Lal Chand, the supporters organised a meeting under the
leadership of Advocate Rakesh Thakur, here at Bani on

Advocate Rakesh Thakur said, "The demise of senior leader Lal

Minister had said, "The biggest setback to the autonomy was when the previous government
shifted the ways and means (concerning overdrafts) from Jammu and Kashmir Bank to the
Reserve Bank of India."

Kashmir Bank to meet its financial needs and used to pay interest to the bank, which used
to again reach the people of the state.
"We used to draw overdraft of Rs 2000 to 2500 crore from the Jammu and Kashmir Bank.
It was like taking money from our own house. When the money used to come (from centre),
we paid the interest and it again was given back to our own people," he said and added that
handing over the "ways and means" of the bank to RBI by the previous government was a
major setback to the institution of autonomy of the state.

Sewa-II Power station
exceeds MOU targets
Jammu April 9
The 120 MW Sewa-II Power Station of NHPC, Mashka in the
state has exceeded its MOU targets set for ‘Excellent’ ratings
both in terms of Power Generation as well as Plant Availability
Factor (PAF) for the year 2014-15. At the end of Financial Year
2014-15, the Sewa–II Power station has generated 594.01 MUs
(Million Units) which is 14.23% higher than its target of 520
MUs.
The Power Station also recorded highest PAF among 18
Power Stations of NHPC i.e. 97.1% which is 11.6% higher than
our target of 87%.
It is also the highest generation since commissioning. Against
the scheduled generation of 2.88 MU per day Power Station has
generated 3.173 MU in one day i.e. all time highest till date since
commissioning. Power Station under Corporate Social
Responsibility Sustainable Development Scheme has spent
Rs.63 lacs. on different social activities for local public in this
financial year. Shri P.K. Langer, Chief Engineer-I/c Sewa-II
Power Station has credited the hard work and perseverance of all
officers and personnel of Sewa-II Power Station towards the
achievement of these milestones.

Minister of State for Public Health Engineering, Forest Mr.
Abdul Majid Paddar today informed the House that the restoration
work of bridge over Nallah Sandran connecting village
Rathergund and Gorinar in Dooru Constituency has been taken up
in hand on priority and likely to be completed within two weeks
time.
The Minister was replying to a Calling Attention Notice by Sofi
Yousuf on behalf the Minister for Roads and Buildings in the
Legislative Council today.
The Minister said that the Villages of Rathergund and Gorinar
are connected with a pipe crossing to cross over the Nallah
Sandran but it got washed away during the flood of September2014. He said the same crossing was restored by way of providing
a timer decked diversion under SDRF, but during the torrential
rains of March, 2015 the approaches of timber decked diversion
also got washed away.

also organised border safari and
border home stay for tourists
which has got tremendous
response from visitors.
The Minister and MLAs
inspected the 104 stalls installed
in the Border Festival by
different State Governments. He
also interacted with the official
and volunteers.

happiness over diverse fields
brought together on one platform
providing opportunities to all
especially youth and women of
the border areas of the Kathua
district. Addressing a large
gathering, the Minister has said
that border areas of the Kathua
district would be developed into
a mega Border tourist destination

3 police officials suspended
Kathua, April 9:
Three police personnel including two SPO were suspended after
being found as culprit of committing a unholy act at a temple of
Mata Chandla in Basohli town on Thursday. In response, an
aggressive protest demonstration was come up and later entire
town had observed complete shutdown.
The priest at temple who was performing pooja was also beaten
up brutally by these three police personnel. The priest narrated the
whole episode and told that these three police personnel namely
ASI Satya Parkash, SPO Amar Singh and Ubrsu Din entered in the
temple with bearing leather shoes and belts with weapons and
started to thrash the priest and forced him to take him in a vehicle.
Despite this these three police personnel also lit a cigarette and
rubbed it with the statue of Mata Chandla Devi Ji.
The protest was led by college students were also joined by all
the residents of town. Taking serious notice on the incident, the
SDM and police recommended the immediate suspension and
even arrest these culprits who tried to hurt the religious sentiments
of the people.

The cops of commercial taxes check post Lakhanpur today
intercepted a Wagonr bearing no Ch44 1816 at yard point of
Lakhanpur and found huge quantity of mobile accessories and
imposed penalty of Rs 61,566 and security of Rs 10261. The

In France, the three major issues on the

Rafale deal and civil nuclear trade. France

Jammu and Kashmir

A
spurt in terrorist
violence in the
Kashmir valley
over the last
few days has
reopened the debate on the
security situation in Jammu
and Kashmir.
A barbaric terrorist attack in
Shopian district of Kashmir
on April 6 led to the death of
three unarmed policemen.
On the same day, two more
attacks on policemen in
different parts of the valley
left at least one police officer,
Ghulam Mustafa, critically
injured, among others.
On March, 20 and 21,
terrorists carried out two
attacks in the Jammu region,
the first on a police station
in Kathua and the second on
a military establishment at
Samba. Four policemen lost
their lives in the first attack.
Chief Minister Mufti
Mohammad Sayeed believes
that mollycoddling extremist
and separatist forces and
Pakistan will open doors for
peace in the state. So strong
is his belief that his first steps
on assuming office were in
this direction, regardless of
the possibility of upsetting
an already fragile coalition of
his party with the Bharatiya
Janata Party (BJP).
He also ordered the release
of militant leader Masarat
Alam from police custody
and called for talks with
Pakistan, and has now called
for a phased removal of the
Armed Forces Special Powers
Act (AFSPA) from the state.
There is a widespread belief
that Mufti Mohammad Sayeed
has advocated a dovish policy
in the initial euphoria of
taking over as chief minister.
In any case, it makes good
political sense to offer a
hand of friendship to all on
forming a government. It
was expected that he would
carry out a course correction
in policy in the wake of a
belligerent response to his
offer by both the terrorists
and other divisive forces.
What came as a surprise
was the refusal of the new
chief minister to look at
the security picture in a
pragmatic and logical manner
even after the terrorist
attack. He stood firm in
his resolve to push for his
declared agenda.
The Pakistan-based terrorist
leaders would have surmised
that the passive policy of
the chief minister would
negatively impact the morale
of the security forces. Direct
attacks on them at this
juncture would further dent
their self confidence and
make them vulnerable.
Buoyed by the placid policy
of the state government, the
terrorists, under directions
from their masters across the
border, moved decisively to
establish their writ.
The recent attacks in the
valley send out a clear
message of their intent
and capacity to attack at
will across the state. It is
also quite evident that the
terrorist cadre operating in
the state has been specifically
instructed to target the
security forces, especially the
Jammu and Kashmir Police.
It is reported that the
four policemen killed in
Shopian were unarmed. The
army standard operating
procedures dictate that
vehicles will move in pairs
and with proper armed
escort. If the police had
followed a similar procedure,
the policemen would not
have lost their lives.
It seems that the policy
of minimum force being
enunciated by the existing
leadership is leading to
complacency within the
police force to the extent
of disregarding mandatory
precautions. A second
reason for moving unarmed
and in singles could be the
lack of weapons, vehicles and
equipment. If the latter is the
case, then the question arises
– if the Jammu and Kashmir
Police does not have the
infrastructure to protect itself,
how can it be expected to
protect the people if the army
moves back to the barracks
on revocation of the AFSPA?
The chief minister, instead of
making political statements
on the AFSPA and other
such matters, should be
restructuring the operating
procedures of his police
force. He is, after all, the
Chairman of the Unified
Command and the Jammu
and Kashmir Police functions
under his direct control.
Under the aforementioned
circumstances, one cannot
find fault in the agitation
expressed by the BJP
Members of Legislative
Assembly (MLA) when
their chief minister chose
to speak of revocation
of AFSPA a day after
the terror attacks in the
Kashmir valley.
BJP MLA, Ravinder Raina,
very rightly stated that
the attacks are indicative
of the security situation
in Kashmir being far from
normal. His demand for
a motion to condemn
Pakistan also stands to
reason.
While commenting on the
statement given in the state
Legislative Assembly by
Mufti Mohammad Sayeed,
Congress spokesperson
Abhishek Singhvi said,
“Unilateral declarations like
these are a recipe for disaster
and should be avoided."
One cannot but agree with
this comment. The Congress
can say all this because it
did not succumb to pressure
in the matter of security of
Jammu and Kashmir even
when its coalition partner
and chief minister, Omar
Abdullah, made similar
demands of partial revocation
of AFSPA.
Mufti Mohammad Sayeed
should take cognizance of
the opinions of other political
parties (including the National
Conference now) the security
forces, the defense analysts
and the academicians.
None are in favour of a hasty
change in the security model
in the state.
In case he wants a
revocation of the AFSPA
and other legislations, he
must build a consensus,
and that too, after creating
a conducive atmosphere on
ground. As a first step, he
must concentrate his entire
energy towards ensuring the
development of the state
and on strengthening of its
security apparatus.
Chief Minister Mufti
Mohammad Sayeed is a
seasoned politician and must
realise the gravity of the
situation, and handle it with
sensitivity. He must ensure
that the hard work and
sacrifice of the people of the
region and the security forces
in fighting and eliminating the
curse of terrorism does not
go in vain.
More importantly, he
must not do anything that
even remotely creates the
possibility of a revisit of the
terrible terrorist violence
that the people of Kashmir
have been witness to and
subjected to.

In a country like India, it is clear that respecting religions -- in politics
or in the kitchen -- is disastrous

he Bharatiya Janata Party
government in Maharashtra
has banned the selling of
beef derived from oxen
and bullocks. Many in the
Hindutva brigade have rejoiced at this
decision, seeing it as another step
towards a Hindu Rashtra, or at least
towards a step where Hindu values are
made supreme.
The argument used is that since Hindus
are in a majority, their sentiments must
be respected. Hindus revere the cow.
Ergo: Muslims, Christians, Dalits, etc,
should not consume beef.
Simple as it sounds, it actually creates
more problems. There are two aspects
here. The first is secularism, and the
second is respecting the majority view
and/or sentiments.
Let us take the first criterion. India is
a secular country. If the BJP or any
of its cohorts want to change the
Constitution, they have to achieve that
kind of majority to do so, with all its
inherent consequences (in my opinion,
if India stops being secular, it won't last
beyond this century).
Secularism, in the Western concept,
means we keep religion and State
separate and distinct from each other.
In India, over time, it has come to
mean treating all religions equally.
The Indian concept is inherently more
dangerous, because it is impossible to
treat all religions equally given that all
religions have practices that no modern
civilised State can follow or allow.
For instance, let us take the banning of
certain foods. Many Hindus claim that
the cow is holy and hence killing cows is
offensive to their sentiments and should
be banned. This ban on killing cows has
now been widened in Maharashtra and
some other states to include a ban on
killing oxen and bullocks, as part of the
same 'sentiment.'
The problem is if we are to respect
sentiments when it comes to diet, will
we tomorrow ban the selling of all nonvegetarian food because it offends the
sentiments of Jains and some sections
of Hindus (Brahmins, etc)? (While
defending the beef ban in the Bombay
high court on Monday, April 6, Advocate
General Sunil Manohar told the court
that the state may consider banning the
slaughter of other animals too, which
forced Chief Minister Devendra Fadnavis
to clarify in the state assembly the next
day that no such ban was on the anvil.)
This isn't as far-fetched as it sounds:
In Mumbai, in various housing societies
with a Gujarati/Jain majority, nonvegetarians are openly discriminated
against and not sold apartments for fear
of bringing home non-vegetarian food.
Then we must also consider the
sentiments of the Muslim community,
India's second largest community. Islam
proscribes alcohol, so why not ban the
sale of alcohol?
Drinking alcohol is far more damaging
to the social fabric than eating beef, so
surely there is a case here.
And going further, Sikhism forbids
smoking tobacco so it is surely time to
ban tobacco which everyone knows is
truly dangerous.Jains don't like onion
and garlic, so time to stop eating and
growing them.And if tomorrow some
new religion says drinking milk hurts
our cows, surely we should stop that
too.The above paragraph would actually
be funny were it not so tragic and
appear probable. In a country like India,
it is clear that respecting religions -- in
politics or in the kitchen -- is disastrous.
Religion can dictate our individual diet;
it can never dictate State policy. That
is why the framers of the Constitution
sought to keep religion and religious
beliefs at a distance, the further the
better. By banning the killing of
oxen and bullocks, the Maharashtra
government has narrowed the
difference in the name of majority
sentiment.
This too has pitfalls. No doubt in
a democracy, majorities matter. It
was the decision of the majority
that allows the BJP to rule India and
Maharashtra today, and no matter
how much some may abhor this view,
it must be respected.
Fair enough, but when the majority
starts deciding what we may or may
not eat, we have to first ask: Who or
what constitutes the majority?
India is home to perhaps the
largest number of races, ethnicities,
languages, religions, etc. No country
can even come close. Take ethnicity,
for instance: There is no single
ethnic majority (the term Indo-Aryan
consists of numerous ethnicities
within).
In languages, Hindi as the first
language of India is spoken by, at
best, about 35 per cent of India, and
less if dialects are listed separately.
There is no single dominant caste in
the country, though in states some
castes do dominate.
Only in terms of religion does
India have a huge majority. Hindus
comprise over 80 per cent of India.
The second largest religion, Islam,
is a distant 13 per cent. The gap is
sufficient for some Hindus to insist
that Hindu beliefs be respected.
It is for this reason that over the
years, though the Constitution did
not ban the slaughter of cows,
governments fearful of losing power
found ways to respect this sentiment
(via the Constitutional loophole that
allows the preservation of milch
animals). But if the sentiments
of a majority of Indians must be
respected by all others, then let us
look at this question in another way.
The majority of Indians (including
Hindus) eat non-vegetarian food.
Then surely the minority vegetarian
Hindus must respect this sentiment
and consume non-vegetarian food.
Should we as a country even
allow vegetarianism among a
minority, when such a sentiment is
disrespectful of the majority view
that relishes eating mutton, chicken,
and fish! It is time for vegetarian
Brahmins, Gujaratis, and Jains to give
up their vegetarianism, and join the
non-vegetarian mainstream.
After all, some non-vegetarians might
find vegetarianism offensive to their
sentiments!
Narrowing down to Maharashtra, no
one will deny that the majority in the
state are non-vegetarian. So should
the Shiv Sena and MNS be allowed to
start forcing the vegetarian Brahmins,
Jain, Marwaris, Gujaratis to respect
this sentiment and start consuming
fish, mutton, and chicken?
Is not the restrictions imposed by
the vegetarians (whether in housing
societies or 'pure veg' restaurants)
disrespectful of the Marathi manoos?
Today, in the name of respecting the
Hindu majority, killing of bullocks has
been banned.
Similarly, in the name of respecting
the non-vegetarian majority, no
Gujarati/Jain housing society must
henceforth bar non-vegetarians from
purchasing an apartment in such
societies.
After all, besides religious majorities
and minorities, there are majorityminority in terms of language
(Marathi-Gujarati), caste (nonBrahmin-Brahmin, or non-Jains-Jain),
etc.
Maharashtra Chief Minister Devendra
Fadnavis may have had his political
compulsions in seeking to ban the
killing of bullocks. But he should have
realised why India chose secularism,
and why previous chief ministers
made haste slowly when it came to
the question of killing bullocks.
His decision will unleash the religious
bigots, and may well turn out to be a
political disaster. Watch this space.

PM Narendra Modi departs on
a nine-day visit to three nations

Prime Minister Narendra Modi waves
before his departure from New Delhi on
Thursday for the three-nation tour. PTI
Prime Minister Narendra Modi's nine
days abroad will be the longest overseas
visit that he will be undertaking after
becoming Prime Minister eleven months
ago.
The focus of the visit is to shore up as
much foreign direct investment (FDI)
and technological expertise as he can for
the BJP-led NDA Government's pet
projects: Make in India, Smart Cities,
Clean India, Skill Development,
Defense, Energy Security, Railways,
Roads and Ports Management. All of
these programmes have the Prime
Minister in the driver's seat. The success
of each of these initiatives is as
important to the BJP as it is to the Prime
Minister.
Former Prime Minister Dr.
Manmohan Singh had made the nuclear
deal with the United States his flagship
programme during the tenure of UPA-1.
He almost sacrificed his government to
ensure that the deal went through. Not so
for Mr. Modi. He has several projects on
the anvil. And, he has energized his
cabinet and party to work simultaneously
on all of them. Not to miss the fact that
the private sector is egged on at every
possible opportunity.
No wonder that over a 100 CEOs are
winging their way to Hannover,
Germany, to take part in the Hannover
Messe business fair. Almost 400
companies are displaying their products
there. Public sector undertakings are
there as well, jostling for both space and
contracts. No one left behind.
The Prime Minister's schedule is
packed with meetings with business
leaders and CEOs of manufacturing and
defence majors.
"It's the economy stupid" was Bill
Clinton's successful media slogan in
1992. In 2015, it is Narendra Modi's
agenda. He is taking off from where
Mr.Narasimha Rao and Dr. Manmohan
Singh began and faltered. With a
massive mandate in his cabin baggage,
the Prime Minister is hopping on and
hopping off at country capitals with a
message and his intent quite clear. Come
and invest in India. No red tape, just red
carpet. Foreign Secretary S. Jaishankar
said, "If I were to pick a common theme
for these destinations, I think you would
all appreciate these three countries are all
G7 countries, they are industrialised
democracies. We have a considerable
economic interest in partnering with
these countries. They are very relevant to
lot of our national development
programmes. They are all democratic
countries as well. So, in that sense we
have a larger political convergence with
them. With each of these countries, the
Prime Minister's programme is devised
in a way in which the outcomes are most
relevant, the messages are most
effective." R Swaminathan, Special
Secretary (MEA), said, "The overall
objectives are to alleviate, diversify and
deepen our engagement across a whole
range of fields and impart new vigour
through concrete steps."
Industry experts are looking for
exactly that. The French Ambassador to
India, François Richier, on Monday
announced that India can look forward to
USD 5 billion in investment in the
insurance sector. This follows the nod
that the government gave for raising the
cap on FDI in the insurance sector from
26 to 49 %. The Prime Minister's 'Make
in India' project needs fresh impetus. A
recent Reuters report states the since
2013 Indian firms have spurned some
USD 15 billion worth of government
tenders to make a range of weapons. The
Prime Minister wants to shed the Indian
image of being the largest importer of
defence equipment. It takes away from
the India-the manufacturing destination
that he plans for the country.
And he is unwilling to wait for things
to happen. The Prime Minister realizes
that the tag of 'policy paralysis' that the
media attached to UPA-2 cost it an
election. Clearly, the youth in India is in
a hurry. "Achche Din" (Good Days) was
the promise, and he has to deliver on it
soon. Mr. Modi and the BJP raised
expectations sky high during the tenmonth-long election campaign. The
delivery on those promises will have to
be at express speed too.
In his interview to the Hindustan
Times published on Thursday, the Prime
Minister reiterates that "creating jobs
and opportunities for millions of
Indians" is his priority. The visit to the
three G-7 industrialized democracies is
to collaborate with rich countries to
propel India towards prosperity.

A city court on Thursday fixed
July 21 for recording presummoning evidence on a
criminal complaint seeking
action against Delhi Chief
Minister Arvind Kejriwal for
allegedly exhorting voters to
take bribe from Congress and
BJP and vote for AAP in the last
assembly
elections.
"Complainant present inperson. Put up for recording of
pre-summoning evidence on
July 21," Metropolitan
Magistrate Richa Gusain
Solanki said.
During the pre-summoning
evidence, the complainant is
required to bring material on
record in support of his
allegations. Based on this, the
court then decides whether
prima facie offence is made out
against the accused for
summoning him. Advocate
Arun Kumar, who is also the
complainant in the matter, has
alleged in his plea that Kejriwal
had instigated the public to take
bribe from political parties like
Congress and BJP but vote for
his party in February assembly
polls.
He has also said the Election
Commission had issued notice
to the AAP Convenor and later
directed him not to make such
remarks, warning him of strict
action in the event of any
violation. In his complaint,
Kumar has alleged that
Kejriwal, despite himself being
a former Delhi chief minister
and knowing that acceptance of
bribe is a punishable offence,
instigated the voters to do such
a thing. The complainant sought
Kejriwal's prosecution for
alleged offences of abetment,
offering or accepting bribe and
punishment for bribery under
the Indian Penal Code.
A similar complaint was also
pending in the court seeking
lodging of FIR against Kejriwal
in which it had earlier sought a
status report from the police.

A senior IAS officer has been
deemed to have resigned from the
service after he reportedly failed
to return on duty after completion
of his foreign assignment.
Prashant, a 1988-batch IAS
officer of West Bengal cadre, is
deemed to have resigned from the
service with immediate effect, an
order issued by the DoPT said.
Prashant was on August 18, 2009
appointed as Senior Disaster Risk
Management Specialist at the
Global Facility for Disaster
Reduction and Recovery under
the Ministry of Petroleum and
Natural Gas in Washington.
He failed to after completion
of his tenure in 2010. President
Pranab Mukherjee has directed
that Prashant is deemed to have
resigned from the Indian
Administrative Service (IAS)
under the rule 7 (2) (c) of the all
India services (leave) rules, 1955,
the DoPT order said.
The rule says, a member of the
service shall be deemed to have
resigned from the service if he
continues foreign service beyond
the period approved by the central
government. 50-year-old Prashant hails from Bihar. "The
government is taking action
against officers who are on
unauthorised leave," a senior
DoPT official said.

to tamp down the diplomatic

resource development ministry's surprise decision last year

country .The Smriti Irani-led
ministry has come up with this
solution ahead of the PM's visit
to Germany for the world's
largest industrial fair, Hanover
Messe, this month. The
proposal comes six months
after
the
government
discontinued German as a third
language in the state-run KVs
and triggered a minor
diplomatic standoff.
The new agreement has been
vetted by the external affairs
ministry. It seeks to introduce
an element of `reciprocity' into
the equation under which
German will be taught as an
optional subject in KVs and
the Indian government, in
exchange, will expect an equal
number of schools in Germany
to start classes in Hindi or any
other Indian language. The

In a scathing attack on the BJP,
Uttar Pradesh Chief Minister
Akhilesh Yadav on Thursday
accused the saffron party of
misleading people and fanning
communalism. Addressing a
public meeting at Changerwa
Mahotsava in Basti, Yadav said,
"BJP is misleading the people,
fanning communalism and
dividing the society."
He also criticised the party and
its affiliates for organising
various 'parikramas' without any
occasion. Hitting back at Yadav
over his comments, the BJP
alleged that it was the state
government which was dividing
the society by following the
"policy of appeasement".
"Akhilesh's government is
itself dividing the society by
following the policy of
appeasement. They are the ones
who are indulging in caste and
religion based politics," BJP
spokesperson Vijay Bahadur
Pathak said. He alleged that even
in police recruitment, candidates
of a particular region were given
preference. "To distract attention
of the people from poor
governance their own failures,
the Samajwadi Party are levelling

unseasonal rains and hailstorms,
Yadav said relief was being

terms of agreement with its
interlocutors on the German
side in a day or two.
The government's proposed
memorandum of understanding
(MoU), however, does not
offer any specifics on how
many schools in Germany will
have to teach Indian
languages. It also does not
commit any expenditure to
train teachers in German
schools. These details,
ministry officials told ET, will
be worked out later.
The fresh MoU, which will
be signed by the Kendriya
Vidyalaya Sangathan and the
Goethe-Institut, has been
drafted after MEA asked HRD
ministry last December to sort
out all outstanding issues over
the
German
language
controversy fearing that it
could cast a shadow over
Modi's visit to Berlin. India is
the chief guest at the Hanover
fair -the US and China were in
preceding years -and the Prime
Minister's Office considers the
event crucial to the
government's Make in India
initiative.
The government's diktat
discontinuing German as a
third language in KVs and
replacing it with Sanskrit came
in for much criticism and
subsequently assumed a
diplomatic colour when
German Chancellor Angela
Merkel took up the issue with
Modi. The HRD ministry had
justified the move on the
ground that a foreign language
cannot be taught as a third
language subject in schools as
it violated the three language
formula enshrined in the
national education policy .
Germany's Ambassador to
India Michael Steiner has
reiterated his stand on the issue
and said the Supreme Court
has allowed teaching of
German language in KVs from
class VI to VIII, and the
government should implement
the order.
“In December last year, the
court had provided a very good
solution for a pragmatic
outcome which would allow to
continue to teach German in
KV schools,“ he told reporters.
“It is also possible to teach
German in classes IX-X.
Under the current situation, I
think what we need is the
implementation of what the
court has said."

In a major U-turn, the
Trinamool Congress submitted
documents to the CBI on
Thursday, after the party was
summoned by the investigating
agency recently.
This move by the Trinamool
Congress comes a day after party
supremo and West Bengal Chief
Minister Mamata Banerjee had
threatened
the
central
investigating agency that her
party will not furnish its account
details. “I am not going to share
the details of my party’s
accounts. My party has paid the
taxes on time and if the CBI
wants to know the details, they
should approach the IT
department,” said Banerjee
while delivering her speech at a
protest rally against the Land
Ordinance.
She even went to the extent of
saying that she would send the
summon notices back to Delhi.
“ED and CBI are sending us
notices on a daily basis. I am
going to pack them all in a bag
send it back to Delhi,” she said,
mocking the BJP-led Central
government.
A four-member team of
Trinamool Congress leaders, led
by Tapas Ray reached the CBI
office at CGO complex at Salt
Lake around 11.40am. In a
meeting, which stretched over
40 minutes, the Trinamool
Congress leaders met the CBI
officials and submitted a 180page document.
“We have furnished details of
everything that the CBI had
sought from us. I am here,
representing the party and have
submitted all the details of the
party’s account,” said Ray.
The CBI, currently probing
the multi-crore-rupees Saradha
chit fund scam, had summoned

on Monday. The investigating
agency sought details of the
accounts of the Trinamool
Congress from the year 20102014. The agency also sought

advertisement and Banerjee’s
paintings. According to sources,
the Trinamool Congress
furnished details of the party’s
account between the year 2010
and
2014,
donations,
advertisements and sale of party
mouthpiece ‘Jaago Bangla’.

Government to
provide round-theclock cheap power
to all: Goyal

The government aims to provide
round-the-clock cheap electricity
to everyone across the country,
Power Minister Piyush Goyal
said on Thursday.
"The states have been asked to
prepare action plans (that are)
specific to their particular states
to ensure provision of 24X7
power to all," Goyal said while
addressing a conference of
Power, Renewable Energy and
Mines Ministers of states and
union territories.
Andhra Pradesh and
Rajasthan have already prepared
their action plans. Other states
have also taken it up and all
documents are likely to be
completed by December 2015,
he said. Goyal said a record
power generation capacity of
22,566 MW was achieved
during 2014-15 as against a
target of 17,830 MW. Actual
power generation has been 1,049
billion units (BU) against a target
of 1,023 BU in 2014-15,
registering a growth of 8.5%
over 2013-14, he added. He
asked the state governments to
evolve a transparent procurement plan by putting in place eprocurement and tendering
mechanisms to take advantage of
the available power.
Madras High court closes PIL on LPG distributors

seeking a direction on restraining LPG
distributors and dealers of oil companies from
forcing consumers to purchase other materials
such as tubes for connecting gas stoves to get

The First Bench, comprising Chief Justice
Sanjay KishanKaul and Justice M M Sundresh,
before which the PIL filed by'Coimbatore
Consumer care' came up recently, closed the
petition after hearing counsel for Hindustan
Petroleum, IndianOil Corporation and Bharat
Petroleum, who submitted that necessary
remedial steps were taken and instructions
already issued to dealers in the matter.

First Indian group to scale Mt Everest feted

The first Indian group to scale the world's
highest peak Mt Everest was felicitated at
an event to commemorate the 50th
anniversary of the feat. The group of 10
Indians led by Avtar Singh Cheema scaled
the Everest in May 1965, becoming the
fourth country to achieve the distinction
then. It was the third mission undertaken by
the Indian Army after two failed attempts.
Cheema, MS Kohli and Sherpa Nawang
Gombu successfully summitted the peak on
May 20 followed by Sonam Gyatso and
Sonam Wangyal on May 22. CP Vohra and
Sherpa Ang Kami were the next to set foot
on the peak on May 24. HPS Ahluwalia,
HCS Rawat and Phu Dorje climbed the
Everest on May 29.
The team were felicitated at the India
International Centre here on Wednesday.
The commemoration included short
speeches by living members of the team -Ahluwalia and Kohli -- and featured a
documentary showing their climb.
Kohli spoke of the difference in climbing
the peak 50 years ago and now.
"Today most of you are exposed to Mt.
Everest and it is commercialised. The
mountain is already roped and you just have
to pay $5,000 to the Sherpa agency. You can
pay for using their equipment," he said,
adding that when they climbed, they did the
roping themselves and it was not
commercialised.
"We feel proud to have opened the
floodgates of mountaineering in India."
Indian Mountaineering Federation (IMF)
president HS Chauhan said the achievement
set the tone for adventure sports in India.
Chauhan added an All India Services team
is currently attempting to scale the peak.
The IMF has planned to organise a series
of programmes to commemorate the golden
jubilee of the record.

records and arresting the

Cashier, the Crime Branch
has unearthed double drawl
scam in PHE Division
Handwara. The official
records from 2008 to 2014
also indicated that large
chunk of money was
illegally withdrawn by the
officials but were never
used for any works.
Reports said that during
the investigation of Ramhal
water supply scheme 'fraud'
in PHE Division Handwara,
it came to fore that then

and
Cashier
Muhammad
Maqbool Bhat have resorted
to fraud in the Division and
have withdrawn the salaries
of some 65 employees
illegally. Besides, the 15
cheques worth Rs 32 lakhs
have also been seized by the

"The fraud was pin
pointed by my predecessor
Iftikar
Ahmed.
While
checking the records of the
Division he found each
employee in the Handwara
Division had withdrawn the
salary twice in a month.
He also find out, money
had been withdrawn from
the Bank for some schemes
under which no work ever
was done in the Division,"

the river embankments, Deputy Commissioner
Srinagar, Farooq Ahmad Lone today convened an
officers meeting to get first hand appraisal from
the concerned regarding the implementation of
High Court directions to remove encroachments
along the river Jehlum embankments.
Besides, ADC, Srinagar, SDM East and West,
Deputy Director Information, the meeting was
attended by officers of SMC, Revenue, Irrigation
and Flood Control, Police, and other concerned
officers.
The Deputy Commissioner was informed that
the demarcation of encroachments along the bank
of river Jehlum has been done and work of
removal of the same is underway and number of

The Deputy Commissioner stressed upon
concerned officers to speed up the demolition of
illegal structures and ensure all unauthorized
structures on the embankments of River Jhelum
embankments are removed. He asked them to
ensure restoration of original width of River
Jhelum.
He directed intensifying the drive to remove all
encroachments so that High Court directions are
implemented in letter and spirit.
He also asked the concerned to organize all
sorts of manpower and machinery for swift
removal of encroachments across the full length
of the river.
Meanwhile, the Deputy Commissioner also
directed the officers to remove all the Russian
Popular trees in the City well before the time so
that people do not face any problem.
Regarding unauthorized coaching centers, the
DC was informed that checking squads have
sealed various coaching centers violating the
norms. He directed taking necessary action
against all such coaching centers who do not
adhere guidelines of the government.
The DC also asked the concerned officers to
ensure implementation of ban on use of
polythene carry bags in Srinagar.

detailed review of the stocks
and supply position of Atta,
Rice, Wheat, Sugar, Kerosene
Oil and LPG in Jammu
province.
Regarding pending carriage
liabilities of dealers, the
Minister said that the matter
would be taken up with the
Finance department for early
release of pending amount
besides strategies will also be
worked out to streamline the
payment system of the
department in future. For this
purpose he ordered creation
of monitoring cell headed by
Joint Director in Directorate
office which will oversee and
process
the
cases
of
disbursement of carriage
charges.
The Minister gave a time of
one month to SRTC to
provide vehicles to the
department
as
per
requirement to ensure timely
supply of essentials to the
consumer.
The
Minister
also
impressed
upon
the
concerned officers to ensure
completion of physical
verification of departmental
stores
and
depots
regarding stock position of
food grains within a period
of 15 days.
Taking stock of displaying
of signboards and installation

the
Minister
reiterated that the directions
have already been given to
ensure that that the dealers at
all depots install and use
Digital Weighing Scales and
asked concerned officers to
take strict action against those
dealers who have not installed
the same yet.

Srinagar on Thursday from Delhi after undergoing a surgery and
intensive follow-up treatment in London. Dr. Farooq Abdullah

Srinagar police conducted market checking in the Shaheed
Gunj area and booked five traders in violation of Essential
Commodities Act.
During the market checking in Shaheed Gunj area, police
booked five traders for violating provisions of Essential
Commodities Act. Cases FIR numbers 28/15, 29/15, 30/15,
31/15, and 32 under section 3/7 E.C Act were registered against
the erring traders. The accused were presented before the
Hon’ble Court and cases were challaned against them.

Market checking
intensified in Kupwara
KUPWARA, APRIL 09:
On the direction of Deputy Commissioner Kupwara, a joint
team of Officers and officials of Revenue, Police, CAPD, LMD,
Food Safety and Municipality conducted a market checking in
Kupwara town today.
During the intensifying of market checking, Rs. 13700 were
realized by the team from erring traders who were found in
violation of many Acts of Essential Commodities. Besides 30
Kgs of expired, unhygienic confectionary, 05 quintals of rotten
fruits and vegetables were destroyed on the spot in presence of
the public.
The Team was headed by the Executive Officer Municipal
Committee Kupwara during the intensifying of checking.
Woman injured in road accident

A car bearing registration number JK13A-4839 hit and injured
a pedestrian Shoby Jan wife of Sajad Ahmad Rather resident of
Krangsoo at K.P Road Anantnag near Al-Sarwat School in the
jurisdiction of Police Station Mattan.
The injured was shifted to hospital for treatment. Anantnag
police has registered a case in this regard.

Gani rape and murder case:
Court to pronounce judgment
on April 18
Kupwara, April 9, CNS:
The final judgement in the
brutal Tabinda Gani rape and
murder case is expected on
April 18.
After hearing the final
arguments from both the parties,
Principal and sessions judge
district Kupwara Muhammad
Ibrahim close the case and
informed the court that he will
pronounce the final judgment
on April 18 (Saturday)
Tabinda Gani, a class 8th
student, was found dead in an
orchard in Langate area in July
20, 2007 after her abduction.
Medical reports had confirmed
that the abductors had raped her
before slitting her throat.
Following the incident,
Kashmir witnessed massive
street protests with people
demanding capital punishment
for the culprits. Police later
arrested four accused including
two non-locals and a local
residents of Langate. The
accused confessed to the crime
during interrogation. The family
is awaiting justice for seven
years now.
The last witness in the case
had admitted before the Session
Court Kupwara that the four
accused held for raping and
murdering the girl were paraded
before the eyewitnesses and the
people including a minor during
the parade identified the culprits
and he is witness to such act.
The last (86th) witness in the
case, then Naib Tehsildar
Langete, presently Tehsildar
Abdul Rashid Shah appeared
before the session court for the
fifth time and during his last
turn, he confirmed to the court
that all the accused in the case
were properly identified by the
witnesses during a parade.
He had identified the culprits
as Sadiq Mir alias Sadiq Choor,
Azhar Mir alias Bilal both
residents of Langate, Jehangir
Bihari of West Bengal, a
carpenter by profession and
Suresh Mochi, a cobbler.

Photostat shops seized in Sopore
for issuing fake election cards
Sopore, April 9, CNS:
District administration Thursday seized two Photostat shops in
apple town Sopore of North Kashmir's Baramulla district for
issuing fake election cards to people.
Reports said that after receiving complaints from the people, a
team led by SDM Sopore Dr Nasir raided the two Photostat shops
located opposite police station Sopore and after finding fake
scanned documents.
Confirming the incident, the SDM Sopore informed that they
seized 'Qadri Photostat' and 'Unique Photostat' shops and initiated
action against their owners.
The locals said that it is irony that both the Photostat shops
despite located opposite to police station managed to run the
racket. They demanded stringent punishment against the owners of
these shops.
Meanwhile, a scribe working for a news agency lodged a
complaint in police station Sopore against the owner of 'Qadri
Photostat' after he along with other shopkeepers allegedly
manhandled him when he was trying to take pictures of the seized
Photostat shops.

associated with preparation of

programme has been started in

camps are being organized at
booth levels commencing from

41 percent Aadhar have been
completed while 51 percent
EPICs are in place.
The Form 6, 7 and 8 are
being collected from the

maintain registers and prepare
Aadhar cards linked with the
EPICs be collected from the
concerned voters during the
special awareness camps under
NERPAP in the respective

tape" can't be removed only for

common man.
The Prime Minister also said
his "job is not to spoon- feed
anyone" and the industry can
come on board if it fits into the
government's policies, or else
stay where they are.
Stressing that his government
is working for the common man
and his priority is the poor of the
country, Modi said in an
interview to Hindustan Times
newspaper that the industry has
to come forward to take the
benefits of the process that has
been set in motion for good
governance.
"The government's job is
good governance for everybody.
My government will make
policies, if you fit into it, come
on board, or stay where you are.
"My job is not to spoon-feed
anyone. The private sector of
the country is still stuck with
legacy issues of governance these include tax terrorism, duty
inversion
and

exemption. "That is why we
tried to address many such
issues during the Budget of
2015-16 and to correct them

Six years after the biggest accounting fraud
shook the corporate world in India, Satyam
chief B Ramalinga Raju and nine others
were today found guilty by a special court
on charges of criminal conspiracy and
cheating in the Rs 7000-crore scam. The
court also announced a 7-year jail term and
a fine of Rs 5 crores for Raju.

section 201 (causing disappearance of
evidence of offence) of IPC by Special
Judge BVLN Chakravarthi, in the case
probed by CBI.

under IPC sections 467, 468, 471 and

tune of Rs 7,000 crore, it had caused an
estimated notional loss of Rs 14,000 crore
to investors and unlawful gains of Rs 1900
crore to Raju and others.

ones that enriched the Sahara
group and later brought it to its

decades with investment plans

avoid regulatory scrutiny. At its

than a year and some staff say
much of its business is
threatening to stall, after it raised
billions of dollars from investors
by selling bonds that were ruled
to be illegal.
Patchy oversight in India
means

illegal
investment schemes continue to
emerge, however, often in the
villages. So far this year, the
Securities and Exchange Board
of India (SEBI) has barred more
than 70 firms that raised funds
through debentures or collective
investment schemes, promising
returns from cash put in land,
cattle and even holiday homes.
In most cases, it cited the court
order against Sahara in support of
its action.
That is cold comfort for retired
Indian army officer KL Sharma.
Hoping to raise money for his
daughter`s wedding, he placed a
third of his savings into an
investment scheme run by
property developer PACL in
2007.
The investment matured last
year, but there is no trace of the
270,000 rupees ($4,339) he put
in, never mind the promised
returns that were supposed to
double his money.
"It was hard-earned money
that I invested because agents for
PACL in my village convinced
me I would get good returns.
Now I am stuck," said Sharma,
speaking from Rajasthan,
western India.
As late as November, months
after PACL was put under
investigation and barred by
regulators, local media reported
that SEBI told the Corporate

SC allows Massimiliano Latorre
to stay in Italy till July 15

colleague, is accused of killing
two Indian fishermen three
years ago, was today allowed by
the Supreme Court to remain in
Italy for three more months on
medical grounds.
"We grant the extension till
July 15," said a three-judge
bench of justices AR Dave,
Kurian Joseph and Amitava
Roy, after taking on record the
undertaking of Latorre that he
would abide by the conditions
imposed by the apex court.
The bench also asked senior
advocates Soli Sorabjee and
KTS Tulsi, appearing for the
Italian Marine, not to delay the
hearing of the petition by which
the jurisdiction of the National
Investigation Agency (NIA) to
probe the case has been
challenged.
"There should be some
progress in the case," the bench
said and queried about the status
of trial and setting up of the
special court for prosecuting the
marines in the case.
On being told that the trial is
stayed by the apex court on the
plea of marines, the bench said,
"Let the issue be decided,
otherwise the sword will be
hanging on their heads." It also
asked the Supreme Court
registry to list the petition of
marines, also including coaccused Salvatore Girone, to be
listed for hearing in the last
week of April.

be left unseen.
Jodi Sherman added that
desflurane does not have
anything unique that cannot be
tackled. It can be dealt with, in
a same manner like other drugs.
She explained that it was
possible to work even without
Desflurane. The study was
published in Geophysical
Research Letters journal on the
Internet.

shark out of the water and onto the beach.

Bailey said the
feline appeared to
be watching a shark
feeding on small
fish in the shallows
before the bobcat
pounced into the
water and dragged
the 4-foot shark out
onto the beach.

by its tail. Bailey said he may have gotten
too close to the bobcat while taking the
picture, as the animal appeared to
have been spooked and ran off without its
prey. Wildlife experts said it is not
