"sincere effort has been made to make the best use of available human resources" so
that the staff is ultilised in the "best possible way".
The meeting also saw a concern being raised over the lack of a state public services
commission.
Gulmarg, received fresh snowfall while plains, including Srinagar, received rain,
resulting in drop in the maximum temperature though the night temperature was above

Three people were injured when they were buried under a snow avalanche in south
Kashmir district of Pulwama, where a massive operation has been launched to shift the
local population from avalanche prone areas. Official sources said here today that a group
of three people came under an avalanche at Branpatheri Nagbal, Tral, in south Kashmir,
which received heavy snowfall recently. Police and locals immediately launched an
operation and rescued all the three people in an injured condition. The injured identified
as Zakir Hussain Paswal, Qasim Paswal and Gulzar Ahmad, residents of Pranpatheri
Nagbal, Tral were admitted to sub district hospital. The condition of all the injured persons
was reported to be stable. Police has started evacuation of people from the avalanche
prone areas in the area.
A Met department spokesperson said here this afternoon that Western Disturbance
(WD)was active in the region which could result in moderate to rather heavy rain or snow
at most places in Jammu and Kashmir during the next 24 hours. He said during the
subsequent four days, there could be widespread rain or snow tomorrow and scattered on
March 17. However, the weather will remain dry thereafter, he said. As predicted by the
weather office, the upper reaches in the Kashmir valley experienced fresh snowfall while
plains, including Srinagar had rain, disrupting normal life again. However, the minimum
temperature was above normal in the valley due to cloudy sky during the night. Gulmarg,
where tourism department organised a snow festival today, received fresh snowfall, a
correspondent reported over phone.
He said it was still snowing though very lightly since this morning. However, there were
still dark clouds resulting in drop in the visibility.
The upper heights in the ski resort, including Kongdori, Affarwat, the highest skiing
point connected through Cable Car and Khilanmarg received moderate to heavy snowfall.
The upper reaches in the north Kashmir, including near the Line of Control (LoC) in the
frontier district of Kupwara and Bandipora also received fresh snowfall since last night.
However, the famed health resort of Pahalgam in south Kashmir, which also serves as
base camp for annual Amarnath pilgrimage, had rain since early this morning. It was
raining and sky was under dark clouds, a hotel owner told over phone.
However, he said, the holy Amarnath cave shrine and its periphery received moderate
to heavy snowfall while Panjterni, Mahaguns, Sheshnag and Pisso top were also covered
under a thick blanket of fresh snow. Met spokesperson said due to cloudy sky during the
night, the minimum temperature witnessed some improvement. Against yesterday's 0.2
degrees, it was 1.4 degrees, about four notches above normal.
The Mughal road, connecting south Kashmir with Jammu region also experienced fresh
snowfall at several places. The road is closed since December last year due to snow.
Qazigund and Kokernag also in south Kashmir recorded 4.9 degrees and 4.2 degrees
minimum temperature, three degree above normal.
The frontier district of Kupwara which experienced 4.8 mm rainfall during the night
also recorded improvement in the minimum temperature.
Against yesterday's 3.9 degrees, it was 5.4 degree, about five notches above normal.
After witnessing more than three degree above normal minimum temperature, people
woke up to yet another chilly morning due to drop in the temperature following rain since
early this morning. Met spokesperson said against yesterday's 4.9 degree minimum
temperature, it was 6.6 degrees, 3.6 degrees above normal.
However, the day chill returns in the city, where a number of roads were again
inundated. People in the border town of Kargil continued to shiver as the mercury
remained below freezing point though some improvement was registered.
Against Yesterday's minus 8.2 degrees minimum temperature it was minus 7 degrees,
spokesperson said adding it was minus 1.9 degrees at Leh against yesterdays minus 3.2
degrees.

Govt yet to...
Government is yet to spell out its plan on rehabilitating and resettling those displaced
families that were ready to return to Kashmir. The coalition Government is yet to make its
stand clear whether these displaced people are to be settled in clusters at some indemnified
places or long pending demand for creation of a homeland within the valley was going to
be conceded ?These are the questions that Pandits wish to find an answer from the
Government.
Another issue, It pertains to the job opportunities for the youth in the displaced
families.During the previous congress led UPA Government former Prime Minister,
Manmohan Singh, had cleared a job package for the displaced youth under which 6,000
posts were created in the valet. Out of these 6,000 posts the centre had announced to pay
the wage bill for 3,000 posts and the state Government was supposed to pay the wage bill
for the remaining 3,000 posts. But the state Government had conveyed to the central
Government its inability to foot the wage bill because of financial crunch. And till date out
of 6,000, posts not more than 2,000 boys and girls have been given jobs.

the Vibrant Gujarat meet held recently... Subsequently we have received a lot of requests
for No Objection Certificates (NOCs)...So a lot of economic activity is going to be
happening in this area," Mehra said.
He said the Rann area could be potentially exploited for renewable energy sources
through wind and solar power projects.
"This is an enormously untapped area. There is a lot of scope for exploiting solar
power as well as wind power. A lot of companies have expressed interest," he said.
Talking about BSF's role in the extensive region, he said, "We come in the picture with
a specific task of border guarding. But, wherever and whatever capacity we are asked,
we are trying to be facilitators."

chapter of Fundamental rights by
amending article 31 and the Supreme
Court of India held Golak Nath case
that the Parliament has every authority
to amend any part of the constitution.
He reminded the blind supporters of
article 370 that it is the only a
temporary provision in the constitution
of India.
Prof. Bhim Singh reminded that
article 370 was inserted in the
constitution in 1950 only to control the
ruler of Jammu & Kashmir, Maharaja
Hari Singh. He said Maharaja continued
to be a Monarch till August 1952.After
the end of Monarchy article 370 became
infructuous and redundant.Article 370
is a mother of all discrimination,
anarchy ,chaos and terrorism in the
state.Prof. Singh apprised the country
and the politicians that presently India
is having only 27000 sq. miles of J&K
territory when Maharaja had acceded all
84000 sq. miles of entire State's
territory in 1947.The country's
leadership is responsible for the loss of
57000 sq. miles to Pakistan and
China.Prof. Singh said that there are
two aspects of the J&K problem.One is
external and needs to be settled with
Pakistan and China with full dignity and
honour of the entire nation.Secondly,the
internal aspect refers to the regional
disparity,conflict
and
political
discrimination which have arisen
because of the draconian temporary
provision in the article 370.To the
august gathering,he suggested on behalf
the people of Jammu & Kashmir that
the solution lies in the 'Reorganization'

REASI, MAR 15: Deputy Chief Minister Dr Nirmal Singh
today said focused attention is being paid to all round

road map to address development aspirations of those living in
far-flung areas has already begun results of which will become
visible on ground soon.

ensuring equitable development of all regions and sub-regions
is going on,” he added. He was addressing a large attended
public meeting at Reasi. Besides scores of people the meeting

government is for people and at peoples door step. He added
that corruption will not be tolerated at any level and
transparency will be brought in every field. He further added
that the Government is making all out efforts to boost tourism
in the three regions of the State adding that tourism industry is
a major economic activity of the State. He assured the people
that their development and welfare needs are being taken care
of.

Towards a new India
P
RIME Minister Modi has often mentioned that
India enjoys the 3D advantage of democracy,
demography and demand. Translating the
demographic advantage into a real growth relates to
empowerment of our people through employment.
Budget 2015-16 provides a good chance to boost these two
critical livelihood instruments.
According to the economic survey, almost 60 million jobs
were created in 1999-2000 to 2004-2005. This then slowed to
1.1 million in the period up to 2009-2010, but touched 13.9
million in the two years afterwards. As per various estimates,
about 10-12 million new jobs would have to be generated each
year for the next 10-20 years in order to employ new workers.
This appears to be a huge challenge but is doable provided
right policies are put in place to encourage firms to employ
more workers. At the same time, it is critical to build capacities
through education, skill development and healthcare so that
everyone is empowered.
The government has already made a good beginning in
prioritising ease of doing business indicators and addressing
bottlenecks. Industrial Entrepreneurs Memorandum and
industrial licensing systems are online 24x7, while labour
inspections and self-certifications have been eased for medium
and small enterprises. Legislation on land acquisition, mining,
arbitration and other areas has been fast-tracked. The finance
minister has also reiterated his intention of providing a friendly
tax regime.
The Budget can take this forward in several areas such as
financing and tax administration. Financing aspects would
require attention to further strengthening the corporate bond
market to make it more efficient. More retail investors can
enter the market if capital gains tax on debt investment was on
par with tax on equity instruments. Indian companies should
also be allowed to issue rupee-linked bonds overseas.
The Budget needs to address tax dispute mechanisms,
retrospective taxation and deferment of General AntiAvoidance Rule (GAAR) for two more years. The “Make in
India” campaign is an excellent initiative to create jobs in the
manufacturing sector, which currently contributes about 18
per cent to the GDP. Initiatives to set up national investment
and manufacturing zones and industrial corridors should be
speeded up with clear timelines so that they can emerge as
engines of growth.
Specific measures that could promote investments include
extension of investment allowance to the infrastructure sector,
cold storage operations, generation and transmission of power,
and so on. In particular, SEZs should be exempted from
minimum alternate tax and dividend tax. The micro, small
and medium enterprise (MSME) sector can be encouraged
by revisiting the definitions for micro, small and medium
enterprises which were laid out in 2006.
Since then, inflation and rupee appreciation have raised the
cost of plant and machinery, thereby limiting the scope of
MSME benefits. Apart from the definition, MSMEs face issues
in public procurement policies and despite the mandated
proportions to be sourced from MSME, more PSUs must buy
their requirements from the MSME sector. Delayed payments
are a big challenge for MSME and needs to be resolved.
MSMEs should also enjoy easy access to finance. Cost of finance
must be maintained at the same rate as for large enterprises.
Dedicated SME equity funds with tax breaks can be made
available to finance their growth. The Budget should consider
a separate tax slab for registered SME in the manufacturing
sector. MSME also need a Central climate-friendly technology
fund to enable them to access such technologies.
While these steps would encourage entrepreneurship, there
is need to focus on skill development as well. The newlyestablished ministry of skill development and entrepreneurship
is a big positive for the skill mission, and we hope that
strong measures would be taken to address the issue. The
amendments in the Apprentices Act were welcome and would
encourage the practice of apprenticeship. On its part, industry
has been collaborating in Sector Skills Council that develops
curriculum and assessments for specific sectors. These efforts
would be boosted by exemption from service tax to institutions
providing such services.
However, innovative means are the need of the hour to
develop an extensive, strong and functioning institutional
infrastructure for skill development. The government would
need to consider skill training in schools as well as largescale centres through a mix of financing options, earmarking
funds under projects such as Mahatma Gandhi National Rural
Employment Gurantee Act, and industry interventions.
At a time when an aspirational India is on the rise, all
stakeholders including government, industry and civil society
need to come together to drive the forces of growth. Budget
2015-16 would be much anticipated in order to strengthen and
fast track this process.

Massive response to army
recruitment rally in Kashmir
Mufti should not miss the woods for the trees

W
HILE the
national
media,
especially
the
electronic
segment,
was going overboard in
squeezing as much of
sensationalism as possible
from release of a Kashmiri
separatist, Masarat Alam,
from prison, a separate event
of far greater significance
went relatively uncovered.
On March, 11, a few days
after the release of Masarat
Alam, the Indian army
advertised for 55 vacancies
in the Jammu and Kashmir
Light Infantry Territorial
Army (Home and Hearth)
[TA (H&H)]. The selection
was for candidates from
Ganderbal,
Budgam,
Pulwama and Srinagar
only. In an unprecedented
development about 20,000
youth from across the
Kashmir valley came for the
selection.
This is not the first time
that a massive response
has been witnessed in a
recruitment rally by the
Army. Such a response
goes back to 2007 when
more than 3000 candidates
converged for recruitment
at Rangreth in Srinagar on
May, 25, 2007. Later in 2009,
yet another recruitment
drive in Rangreth witnessed
a gathering of more than
8000 candidates. Less than
a year back, in August 2014,
4000 candidates reported for
an Army recruitment rally
in remote Tangdhar, near
the line of control. There are
many more similar examples
from across the state.
Similar huge responses have
been seen in recruitment
rallies of the Police and the
paramilitary services as well.
While commenting on
this phenomenon, General
officer Commanding of the
Chinar Corps, Lt General
Saha said, “Last year, from
July to December, 767
Kashmiri youth enrolled in
the Army. We understand
that Kashmiri youth are
coming for recruitment in
large numbers.”
Overwhelmed by the
response over the years,
the Army has increased
the intake in service from
Kashmir and has also
increased the number of
rallies being held. To meet
the burgeoning demand the
Indian army has raised about
seven TA (H&H) battalions
comprising exclusively of
youth from the state. These
battalions comprise of
troops enrolled from the
area where they operate.
Minimum education level is
eight standard and age limit
is 25 years and below. Exservicemen, Ex-STF/SPO
and surrendered militants
are also enrolled in these
battalions.
Recruitment
for TA (H&H) has been
done from terrorist infested
regions also. This provides a
wide range for a large crosssection of people to avail the
opportunity.
The basic task of the units
is to assist security forces
in the conduct of counterterrorist operations. The
brave soldiers of TA units
help eliminate terrorism
from their own area. This
apart, they provide valuable
inputs on the civic amenities
that the region requires for
its development. They not
only recommend projects
for the welfare initiatives of
the Indian Army under its
flagship project, Operation
Sadbhavna, but also work
whole heartedly towards
their implementation.
The response, as seen
by the recent rally, is an
indicator of the desire of the
Kashmir youth to opt for
peace and progress. Those
who came for recruitment
included many graduates
and even post graduates.
Those who opt for joining
the service are aware that
their families may be
targeted by the terrorists;
yet, they are prepared to
risk their lives to earn their
livelihood and in the bargain
also serve the country.
The output of TA (H&H)
units has been much beyond
the expectations of the
Army.
The loyalty and
dedication of the TA soldier
is fast becoming a role model
for the youth of the region.
The Army is sensitive to
the aspiration of the youth to
join its rank for which reason
it has started recruitment
training in many places
across the Kashmir valley
and other parts of the
state. Training is being
given not for recruitment
in the ranks but also for
selection in the officer cadre.
Detailed information about
education
qualification,
physical standards and
procedure, medical check
up, location of recruiting
offices in the state and their
duties, facilities and welfare
measures provided in the
Army after enrolment are
explained in these training
capsules.
Preparation
assistance
provided to the prospective
candidates
includes
provision of schedule for
the
exams/employment,
assistance in procuring the
form from the relevant place/
institute, guidance in filling
up the forms and ensuring
their
timely
dispatch.
After the forms have been
dispatched, the intervening
period is utilised for regular
coaching and preparation
for the exams. As part of
the preparatory effort,
the members are made to
undergo mock tests so as to
assess their readiness. Such
training sessions are also
oversubscribed and have
led to a lot of successful
recruitment.
The huge response to an
army recruitment rally in the
same week when Masarat
Alam was released from jail
is an indicator of the actual
priority of the people of the
Kashmir valley. Why could
Masarat Alam not stop the
youth from coming out for
recruitment in such large
numbers? Is it not evident
that the youth are no
longer inclined towards his
disruptive, regressive and
separatist agenda and are
more interested in joining
the national mainstream
with honourable jobs and
livelihood?
Masarat Alam and his ilk
are now insignificant and
their being in or out of jail
a non-event. The focus of
the people is only on peace,
progress and development
for which they voted in large
numbers. It is now up to the
leadership to understand
which side the wind is
blowing.
It is also quite evident
that the Indian army is well
liked and respected in the
valley, otherwise its call for
recruitment would not elicit
such a huge response.
Chief Minister Mufti
Mohammad Sayeed should
read the writing on the wall
and adjust his priorities with
the aspirations of the people
who have elected him at the
earliest. His inability to do so
may well lead to his political
marginalisation. His actions
in the last few weeks are
indicative of being off track
at the moment - he is missing
the woods for the trees. Only
a timely course correction
can save his political career.

AVING
thought over
the
matter
carefully,
I have so
far refused. The reason
is not very complicated.
Relationships
with
politicians and other public
figures are built over decades
and are based on absolute
trust. A person in position
of importance or with access
to information will not
speak his/her mind openly
unless there is implicit faith
that confidentiality will
be maintained. The kissand-tell variant of political
coverage (more accurately,
spit-and-run) is, to my
mind, an act of betrayal.
This is not to suggest that
these inside stories should
never come into the public
gaze. They can, but only
after contemporary events
have become history-which
basically means there should
be a generous time lag
between the culling of ‘off
the record’ information and
its dissemination.
What is true for the
media is also applicable to
political activists across the
board. This is the principal
reason why I am a little
uneasy about the sudden
arrival of the AAP tapes
in public domain. These
tapes are, of course, a great
eye-opener for anyone who
actually believed that the
holier-than-thou approach
adopted by AAP leaders also
implied there was no dirty
linen to be washed in public.
But for those who don’t have
an absolutist belief in ends
justifying the means, there is
a need for caution.
Going beyond the gory
details, what message have
the AAP tapes conveyed?
First, it is absolutely clear
that when it comes to innerparty feuding, the AAP’s
culture is not very different
from the rest of the political
pack. There may be an ideal
called ‘alternative politics’
but it clearly does not extend
to fraternal feelings with the
like-minded. It is now clear
that the quest for an AAP
victory in Delhi resonated
far more with the voters
than with those who were
proclaimed the leaders of the
movement.
Second, the belief that
AAP is a movement
that went far beyond the
personal ambitions of its
leaders seems to have been
needlessly hyped. It is now
clear that a considerable
part of the energies of the
top AAP leadership was
devoted to self-promotion
at the cost of someone else.
Whether it is the group
identified with Arvind
Kejriwal or the uber-holy
brigade around Prashant
Bhushan, the knives were
being sharpened almost
immediately after the 2013
Delhi election where AAP
made a spectacular debut.
What other explanation can
there be for phone calls with
journalists being recorded
and then gleefully filed away
for use at an opportune
moment? Takeover battles,
it would seem, were inherent
in the DNA of the AAP.
Ideology and lofty concerns,
while no doubt important in
the selling of the party to the
wider public, were secondary
to the AAP apparatchiks.
Finally, the tapes and the
subsequent washing of dirty
linen before the cameras
clearly show that there is a
natural rhythm to electoral
politics that cannot be broken
by revolutionary poseurs. I,
for example, found nothing
particularly abnormal in the
voice that seems very much
like Kejriwal’s, hoping for a
Congress breakaway to give
him a legislative majority.
Almost every party in such
a predicament would have
been keen on enticing
the small group that held
the balance of power in a
fractured legislature. Nor was
there anything particularly
strange-and
however
ethically repugnant-about
AAP facilitating some dodgy
donations of unknown
provenance. In the heat of
election campaigns, almost
every party does it. And it
happens in nearly all the
democracies.
The problem begins when
AAP is approached as if it
was God’s gift to a morally
and ethically devastated
India. This wasn’t a realistic
approach but it was the
perception of a significant
section of the chattering
classes, not least the wideeyed reporters in the
media who constituted the
unofficial campaigners for
AAP during both the general
election of 2014 and the
Delhi elections earlier this
year. To this was added the
arrogance of a disoriented
intellectual brigade that
needed an alternative home
after the victory of the BJP
and the decimation of the
Congress. Together, they
made the AAP’s battles seem
like a dharam yudh, jehad
and crusade all rolled into
one.
The real disappointment
with AAP isn’t going to be
found in the jhuggi clusters
and minority ghettos. The
poorer section saw AAP
as a new party that they
could identify with after
the Congress shot itself in
the foot. Their expectations
from AAP are different from
the hallucinatory dreams of
the middle class ‘volunteers’
that found excitement in
being
anti-establishment.
For them, the gods now have
feet of clay.
For the moment, it
would appear that AAP
is imploding. I disagree.
Kejriwal has five years to
show his worth and it is
unlikely that his political
fate is going to be affected
by the lamentations of either
Bhushan or Yadav. Yet, the
slugfest of the topi brigade
does serve a useful purpose.
AAP has finally come to
terms with the grim realities
of Indian politics and Indian
character. Amid the tears,
despair and shill accusations,
we are seeing the evolution
of AAP as another left-ofcentre political party with
a regional base-a normal
political party made up of
humans, not gods.

and asthma-related problems
will be discharged from the
institute by 2 pm tomorrow," Dr
Babina Nandakumar, Chief
Medical Officer at Jindal Nature
Cure Institute, said.
She said said Kejriwal would
undergo all naturopathy
treatment, beginning from 5 am
to about afternoon and
thereafter he would head to
Kempegowda International
Airport at 2 pm. She said
Kejriwal has been detoxified to
a large extent and his entire
system is rejuvenated.
Kejriwal has been advised a
strong follow up for his lifestyle
modification, dietary changes
and daily practice of prescribed
yogasana, pranay-ama and

Govt employees
to get leave travel
concession for
SAARC nations

With this rule, Central
government employees will be
able to avail of the LTC facility
for trips to Bangladesh, Bhutan,
Maldives, Nepal, Sri Lanka and
Afghanistan. Pakistan is the
only SAARC nation which has
not been included in the
scheme. Minister of State for
Personnel, Public Grievances
and Pensions Jitendra Singh has
said that the Centre is finalising
a proposal which would allow
Central Government employees
to claim leave travel concession
(LTC) for trips to South Asian
Association for Regional
Cooperation (SAARC) nations.
According to reports, Singh
said that the new LTC rules
have been made in order to
promote
people-to-people
contact and to boost tourism
among the SAARC nations.
This decision comes after the
Prime Minister Narendra Modiled government at the Centre
had extended the facility of
conversion of home town LTC
to visit Jammu and Kashmir,
the North East states and
Andaman and Nicobar up to
September 25, 2016.

RSS on Sunday asked the BJP-led
Union government and those in
states to impart education in the
mother tongue of students or
constitutionally recognised state
languages, saying those educ-ated
in a foreign language get
"alienated" from their culture and
tradition. The Akhil Bhartiya
Pratinidhi Sabha (ABPS), RSS'
top decision and policy making
body, today adopted a resolution
to that effect.
"A student educated in a
foreign language gets alienated
from his surroundings, tradi-tions,
culture and values of life, at the
same time one also loses his
identity, remaining ignorant of
ancient knowledge, science and
literature," the resolution said. It
said eminent thinkers like
Mahatma Gandhi, Madan Mohan
Malviya, Ravindranath Tagore, B
R Ambedkar and S
Radhakrishnan and scientists
including C V Raman, P C Ray
and J C Bose had said it was both
"scientific and natural" to impart
education in the mother tongue.
It also said several commissions like Radhakrishnan Commission and Kothari Commission
had also made such recommendations. "ABPS calls upon the
Union Government and State
Governments to review their
present language policies and
ensure an effective system to
impart education in mother
language or in constitutionally
recognised state languages and
simultaneously take initiative for
use of Bhartiya languages in
education, administration and
delivery of justice," it said.
The resolution said while RSS
was "fully supportive" of study of
various languages including
foreign languages, it was its
considered opinion that for natural
learning and to enrich cultural
moorings, education, particularly
elementary educa-tion, should be
in mother tongue or state
languages. Ever since the
formation of the Narendra Modi
government, RSS has been
consistently engaging with it over
shaping its education policy, a
move criticised by the Opposition
as an attempt to saffronise the
education system.

The threat of a bird flu outbreak
looms large on Amethi as birds
have been dying mysteriously in
the district for almost two weeks
now. A team of the district
veterinary department was
dispatched to the village after a
frantic call from a villager who
collected samples from various
villages which were then sent to
Bhopal. The samples tested
positive for bird flu.
However, District Veterinary
Officer, Doctor Vinod Kumar,
refused to come clean on the
findings of the reports.
"We received a call informing
us that birds were dying in a
village after which a team was
rushed to the spot which found
out that birds were actually dying,
said Kumar, while adding "this
matter is somewhat confidential"
when asked about inquiry report.
Kumar added so far only a
limited area search has been
conducted in which two villages
have been found to be infected
and surveys were on to take a
stock of number of birds in each
village. Nine rapid response
teams are currently culling birds
and burying them in order to
contain the spread of avian flu
which can also spread to humans.
These operations are being
conducted over night to minimise
exposure to people. A resident,
Inaamullah, said the villagers got
suspicious when their hens
started dying and animals and
other birds which consumed their
corpses too died.
"15 days back, in the
neighbouring village all hens
died. Crows and dogs, which
consumed the dead birds, also
died. Even today two crows died
and this team of officials has been
conducting checks for the last 15
days," he said. Poultry farms in
the district are also being
surveyed. Reportedly, an alert has
been sounded in the state with
chief secretary Alok Ranjan
issuing an advisory to all
divisional commissioners and
district magistrates to take all
precautions for prevention of the
flu. According to reports, the
government also plans to set up a
24 hours helpline to help resolve
people's queries with regard to
the flu while rapid response
teams will be kept on standby to
ensure speedy culling and
disinfection of affected areas.

drugs arrested three drug peddlers in different areas of
Ganderbal and recovered 27.5 Kgs of Cannabis hemp and 250
gram of cannabis powder from them.
On a tip off, Ganderbal Police recovered 26.5 kgs of cannabis
hemp from the possession of Manzoor Ahmad Bhat son of Ali
Mohammad Bhat resident of Gamwara at Gamwara. A case FIR
No.185/14 under section 8/20 NDPS Act was registered against
him in Police Station Ganderbal.
Another peddler Nazir Ahmad Rather @ Kanwar son of
Mahda Rather resident of Wakoora was arrested with 250 gms
of cannabis powder at Wakoora crossing. A case FIR No.13/15
under section 8/20 NDPS Act was registered in this regard.
Meanwhile, a police party of Ganderbal police recovered 1kg

Government cuts import
tariff on gold, silver

NEW DELHI, MAR 15:
The government has slashed
import tariff value on gold to
USD 375 per 10 grams and
silver to USD 512 per kg
following weak global price
trends.
During the first fortnight of
the month, the tariff value on
imported gold was fixed at
USD 393 per 10 grams and on
silver at USD 549 per kg.
The import tariff value is the
base price at which customs
duty is determined to prevent
under-invoicing. It is revised
on a fortnightly basis taking
into account global prices.
The decrease in tariff value
on imported gold has been
notified by the Central Board
of Excise and Customs,
according to an official
statement released late Friday
night.
Gold in New York, which
normally sets price trend on the
domestic front, declined from a
high of USD 1,162 per ounce
and is currently ruling at USD
1,158.60 per ounce.
Silver too has dropped to
USD 15.64 per ounce.
In February, gold imports
had jumped by 49 percent to
USD 1.98 billion as compared
to the year-ago period, while
silver shipments contracted by
60.47 percent to USD 121.42
million in the same period.
Gold is the second-largest
import item for India after
petroleum. Higher gold import
bill adversely affects the
country's current account
deficit (CAD).
The government has been
repeatedly asking people to
desist from buying gold and
instead invest in other saving
instruments.

Jet Airways announces two new
direct flights from Kerala to Doha
KOCHI, MAR 15: Jet
Airways

Saturday
announced two new direct
flights
from
Thiruvananthapuram
and
Kozhikode to Doha, effective
from Sunday.
Initially, the flights will
operate three days a week, till
May 31. Subsequently, these
flights will be revised with new
timings to operate on a daily
basis, Jet Airways said in a
statement.
With the launch of these two
new flights, Jet Airways now
connects Doha with three cities
in Kerala, complementing the
current daily direct service from
Kochi.

"The total expenditure for
flower decoration/potted plants
in Vigyan Bhawan for the year
2012-13 is ` 1,18,41,480 and
for the year 2013-14 for `
1,1149,550," the Convention
centre office replied in a RTI.
The daily average expense on
flowers comes close to ` 32,440
and ` 30,540 for 2012-13 and
2013-14 respectively.
In a reply to the RTI filed by
a Gurgaon resident, Vigyan
Bhavan office has stated that the
money was spent on providing
floral arrangements for official
dinners, events, and bouquets
for visiting dignitaries.
In its reply, CPWD

Saturn's icy moon Enceladus exhibits signs of
life-supporting hydrothermal activity which may
resemble that seen in the deep oceans on Earth,
scientists say. Hydrothermal activity occurs when
seawater infiltrates and reacts with a rocky crust
and emerges as a heated, mineral-laden solution,
a natural occurrence in Earth's oceans.
"These findings add to the possibility that
Enceladus, which contains a subsurface ocean
and displays remarkable geologic activity, could
contain environments suitable for living
organisms," said John Grunsfeld, astronaut and
associate administrator of NASA's Science
Mission Directorate in Washington.
A research paper, published in the journal
Nature, describes microscopic grains of rock
detected by NASA's Cassini spacecraft in the
Saturn system.
An extensive, four-year analysis of data from
the spacecraft, computer simulations and
laboratory experiments led researchers to the
conclusion the tiny grains most likely form when
hot water containing dissolved minerals from the
moon's rocky interior travels upward, coming
into contact with cooler water.
"It's very exciting that we can use these tiny
grains of rock, spewed into space by geysers, to
tell us about conditions on - and beneath - the
