The 52nd Annual Training Conference & Exposition of the Eastern Regional Interstate Child Support
Association Annual Training Conference and Exposition will be held in sweet Hershey, Pennsylvania from
Sunday, April 26th through Thursday, April 30th, 2015.
The 52nd ERICSA program planning committee has designed an outstanding conference program that provides
plenaries and workshops on topics ranging from intergovernmental case processes and best practices, through
new technology trends, to case management skills. There will be plenty of opportunities to network in formal and
informal settings, including an interactive working session devoted to discussing the National Child Support
Strategic Plan. The schedule is packed with three plenary sessions and forty-five workshops designed to appeal
to both new and experienced child support professionals including case workers, managers, Directors and attorneys. Our colleagues from the Office of Child Support Enforcement will once again have a dedicated track
designed to share with us the latest news, trends and technology in the federal child support program.
ERICSA will be hosting a silent auction and raffle to benefit the Four Diamonds Fund at Penn State Hershey
Children’s Hospital. Please stop by the silent auction and raffle tables to view and bid on the daily offerings. You
will learn more about this charitable organization and its mission at the conference.
For those of you that have not attended an ERICSA conference, we invite you
to join us and discover the numerous networking opportunities. With the vast
amount of experience and expertise in the people who gather at our conference,
you will have a variety of opportunities to find a peer from another state or jurisdiction that will be helpful to your casework or program when you return home.
The conference site is The Hershey Lodge. Located close to shopping and local restaurants accessible via a hotel
shuttle, we are sure that you will enjoy yourself during the free times of conference. Please make sure you

CONFERENCE REGISTRATION
Early Bird Registration will be accepted through January 31, 2014.
Pre-registration for the conference is strongly encouraged, however, you may
register on-site beginning Sunday, April 26, 2015 from noon to 6 PM or Monday through
Wednesday between the hours of 8:00 AM and 5:00 PM.
SUGGESTED DRESS CODE
We suggest business-casual dress for all conference workshops. You are invited to get all gussied up for both
the President’s Reception and the Banquet, but you will also be comfortable in business casual.
SUNDAY PRESIDENT’S RECEPTION
Plan to join us on Sunday evening for our President’s
Reception which is free to attendees registered for the
conference. This will be your first opportunity to catch up with old friends
and meet some new ones. Tickets are available for non-attendees at a
cost of $25.00. Come and enjoy the food and drink as we honor and
thank our current President, Carla West, for her service and leadership
of ERICSA.

CLE Credit
General Information Continued
ERICSA traditionally has been able to provide
several hours of continuing legal education (CLE)
credits at each annual conference. ERICSA anticipates that there will be up to 17 workshops and at
least 2 plenary sessions that will be available for
CLE credits. An ERICSA Certificate of Completion
showing each workshop attended will be provided
for the attorneys who would like CLE credit. There
will be a fee of $25.00 for this service.
Gordon Moseley Rising Star
Scholarship
The Gordon Moseley Rising Star Scholarships
help ensure dedicated child support workers are
able to attend the annual ERICSA training conference each year. The purpose of these scholarships is to help expand knowledge of the child
support program and to promote professional
development.
To be eligible for this scholarship, you must be
currently employed in a Title IV-D child support
program (includes state, county, tribal,
international, and contract staff), have never
attended an ERICSA conference, and be able to
attend the ERICSA Conference in Hershey, PA
April 26 - 30, 2015. If you meet the qualifications
and would like to apply for a scholarship for the
2015 Conference, download the application from

ERICSA is proud to host
our 5th annual Charity
Auction and Raffle to benefit a Pennsylvania
charity. This year the Four Diamonds Fund at
Penn State Hershey Children’s Hospital has been
chosen. The mission of The Four Diamonds
Fund is to conquer childhood cancer by assisting
children treated at Penn State Hershey Children's
Hospital and their families through superior care,
comprehensive support, and innovative research.
Four Diamonds has helped more than 3,300
children and families, and supported a diverse
platform of pediatric cancer research at Penn
State Hershey Children's Hospital.
ERICSA will offer daily Silent Auctions (Monday
through Wednesday) and a Grand Raffle during
our banquet on Wednesday evening.
Bring your cash, checkbook or credit card and
have fun browsing and bidding on the items that
have been donated. Don't forget you too can

Last year our attendees contributed over $14,200
to the North Carolina charity selected. Be a part of
giving back to the Four Diamonds Fund to continue their critical support and research to help these

Join the ERICSA Family
ERICSA members primarily come from states east of and bordering the Mississippi River; however, membership is open to all. As a non-profit organization, ERICSA uses registration fees to
further the training for child support professionals. ERICSA also provides its members a voice to
Congress and the Uniform Law Commission (National Conference of Commissioners on
Uniform State Laws) as they debate changes in child support laws. Joining is easy. Attend this
conference, and you’re automatically a member for one year. If you are unable to attend, send a

Workshop A: IMPROVING NEW HIRE AND WAGE DATA – WHAT
CAN YOU DO?
We all know how important employment data is to successful collections,
especially new hire reports and wage data. Is the data you’re receiving
from your State Directory of New Hires (SDNH) and the National
Directory of New Hires (NDNH) meeting your needs? Come and share
your concerns and suggestions for improving employment data. During
this session, state, federal and employer presenters will share information about the efforts underway to reach out to SDNHs, State Workforce
Agencies and employers to improve NDNH data quality. You may also
pick up some ideas about how to maximize the use of new hire data and
wage records you receive.
Workshop A: IT’S THE ACA CRUNCH! (CLE)
The ACA is in full swing. The IRS is responsible for enforcing the individual responsibility provisions. What does this mean for how IV-D agencies
establish and enforce medical support obligations? What customer
service challenges are we facing and how should agencies communicate to their customers? How do we handle the establishment of medical support in intergovernmental cases? What are the policy and guidelines implications? Get the latest scoop on the ACA and learn how some
states are adapting policy and practices relating to medical support
orders.
Workshop B: ESTABLISHING AND DISESTABLISHING PATERNITY
IN THE NEW MILLENNIUM(CLE)
Fathers become fathers in many ways. Biological, legal, estoppel, marriage, and adoption to name some. In this workshop, we will explore the
various methods by which paternity may be established. We will then
explore the various methods by which “fathers” may seek to dis-establish
paternity. This can be a current “father” or a person who wishes to undo
the paternity of another. What are the agencies IV-D responsibilities and
requirements in addressing these actions. We will explore the trends in
this area nationwide.
Workshop B: TECHNOLOGY IN THE COURTROOM (CLE)
This session will look at ways offices are utilizing modern technology to
improve work-flow, customer service and the court room experience.
Topics include paperless solutions for child support offices, paperless
court filing, use of laptops or other technology in the courtroom to replace
paper files, video conferencing and other emerging technologies that
benefit IV-D performance. We will also discuss relevant laws and trial
rules as applicable.

Different states will share how they have improved customer service to
both custodial and noncustodial parents by making changes to their
workflows and accessibility, both in the office and out.
Workshop D: AVOIDING THE BUSY TRAP: CREATING A HEALTHY
WORKPLACE CULTURE THAT REWARDS PRODUCTIVITY
Are you tired of being so busy, all the time? Are you tired of hearing other
people tell you how busy they are? If so, this session is for you! You will
walk away with a better understanding of the difference between being
busy and being productive. In addition, you will learn about best practices
and strategies for shifting the work place culture to one that values those
that are productive over those that are busy. Finally, you'll leave this session with tangible tips and tricks that you can implement immediately to
avoid "The Busy Trap". WARNING: This session will be highly interactive,
involving audience participation. So, bring some situations you are ready
to share with our panel of speakers.
Workshop E: UIFSA BASICS AND BEYOND (CLE)
Whether you are a newcomer to the world of interstate child support or a
seasoned professional, this workshop is for you. The session starts with
a beginner's guide to processing interstate cases, including information
on both the 1996 and the 2001 versions of the Uniform Interstate Family
Support Act. Concepts to be discussed include establishment,
long-arm jurisdiction, the registration of an order in another state for
enforcement and/or modification, continuing exclusive jurisdiction, the
determination of controlling order, the federal UIFSA forms and more
in-depth issues.

Workshop E: RAISE THE CHALLENGE: ADVANCED UIFSA
SCENARIOS (CLE)
Are you ready for the UIFSA challenge? This roundtable discussion ventures well beyond UIFSA basics, beyond situations where the answers to
questions related to UIFSA are clear-cut. Participants will venture into
areas where there are shades of gray, where the law is unclear, where
multiple interpretations of the same provisions exist, and even individual
jurisdictions within a single state conduct business differently. Join us as
we present a variety of scenarios to stimulate our roundtable discussion
of topics such as what to do when states disagree over the appropriate
course of action, choice of law, appropriate tribunal, and the differences
between UIFSA 1996, UIFSA 2001, and UIFSA 2008. Be prepared to
share your opinions, because this workshop encourages active audience
participation!
Workshop A: NATIONAL CHILD SUPPORT STRATEGIC PLAN: A
SNEAK PEAK
For more than a year, State, tribal, and local child support directors and
federal staff from across the country have been working collaboratively to
develop the 2015-2019 National Child Support Strategic Plan. In addition, a new Report to Congress is in development. When completed,
these will be powerful tools to communicate a bold vision to policy makers, stakeholders, and the public at large – what we believe about the
program, how we will move the program to the next level, and how the
program can serve the next generation of America’s children and families.
Join an interactive discussion about how the development of the National
Strategic Plan and the Report to Congress has brought the child support
community’s vision into sharp focus and how they can be used to move
our program forward over the next 5 years.

Workshop B: EVERY COMMENT COUNTS: CRASH COURSE IN
POLICY & LEGISLATION AND THE ROLE OF THE FEDERAL
OFFICE OF CHILD SUPPORT (OCSE) (CLE)
This enhanced child support 101 workshop provides an overview of the
role of the Federal Office of Child Support Enforcement and how the
agency works with state and tribal child support programs to ensure that
children receive the financial and emotional support they need from both
parents.This workshop will also provide participants with an overview of
how legislation impacts the development of regulations and policy.
Participants will get an overview of the policy documents issued by the
federal child support office as well as the importance of the public participation in regulatory process. Participants will learn the purpose of the
different policy documents, identify the sections and function of a regulation, how to submit public comments, and how those comments may
impact the final regulation language.
Workshop C: USING THE POWER OF PREDICTIVE ANALYTICS
FOR CASE OUTCOMES
Using predictive analytics as a tool for case management is no longer just
a concept. In this session, several jurisdictions will discuss how predictive analytics is being incorporated into operational reality, from theory to
actual outcomes.

OCSE’s child support portal to report upcoming lump sum payments
and/or employee terminations? If you’re still getting paper, do your
employers know about OCSE’S child support portal? This panel will
share information about some of the electronic processes employers and
states can take advantage of; provide insight into some state innovations
on the electronic front and hear from an employer or two who use it all!

Portal - a mechanism for employers to provide and update information in
a one location, and we want your input - what would you like to see? Join

Whether you work for a tribal IV-D program or a state IV-D program, do
you know the legal issues regarding tribal child support? The tribal attorneys will educate across the stages of a case from paternity to enforcement actions. What can you learn from the tribal courts to help you
increase your collections at home?
Workshop C: LOCATE 2015: WHAT’S NEW AND WHAT’S BEST
This session will have a unique format. There will be no panel. Instead,
there will be a Facilitator and selected experts to lead a discussion on
locate. Experiences will vary and there is no “right” answer for any of the
discussion items. The discussion topics will include: free internet search
sites, avoiding “death by prompt”, obtaining cell phone numbers, new
hire, prisoner and business information, contacting CPs and NCPs by
phone and letter to obtain locate information, experiences with locate
services such as the Work Number and other locate tips.
Workshop B: SOCIAL MEDIA AS EVIDENCE: RELEVANCE,
DISCOVERABILITY, AND LAYING A PROPER FOUNDATION FOR
FACEBOOK, TWITTER, LINKEDIN, TEXT MESSAGING, ETC.(CLE)
The ubiquitous nature of social media has made it an unrivaled source of
evidence for family law cases. Social media sites, email, and text messages present difficult evidentiary issues at trial such as authentication,
best evidence rule, hearsay, and relevance. Obtaining social media evidence concurs with the Rules of Professional Conduct, such as no friending, fake accounts, etc. Learn how to overcome the challenges of relevancy, discoverability, preservation, and laying a proper foundation for
social media evidence.
Workshop D: TECHNOLOGY TRENDS AND INNOVATION IN CHILD
SUPPORT: WHAT’S HOT AND WHAT’S NOT!
This wide-ranging session will examine where technology today is trending, and what promising innovations are out there now that we can deploy
to improve how we deliver services to our constituencies. But beyond
looking at the uses and implications of these new trends in technology,
our presenters will also focus on real world scenarios around the complexities of building and delivering these new tools and systems, as well
as their costs and what it will take in the form of resources and oversight
to successfully deliver these new technologies on-time and on-budget.
Workshop C: THE NEXT STEPS: LOCAL OFFICE BUSINESS
PROCESS IMPROVEMENT AFTER STATEWIDE SYSTEMS
IMPLEMENTATIONS OR ENHANCEMENTS
This workshop will focus on the next steps taken at the local office level
to revamp business processes in order to maximize performance after
implementing a new automated system, adding systems enhancements,
or centralizing processes. Presentations will offer change management
techniques, explanation of new efficiencies, and sharing of successes
and even failures along the post-implementation road.
Workshop E: IMPLEMENTATION OF THE HAGUE CONVENTION: A
RECIPE FOR SUCCESS (CLE)
The European Union ratified the Hague Convention in August 2014.
Other countries are working toward ratification. And the United States will
ratify the Convention as soon as all states have enacted UIFSA 2008!
What can the international child support community learn from each
other as we implement this global treaty? What resources are available to
help the child support caseworker and attorney process Convention
cases? Come hear speakers who are playing key roles in the fascinating,
complex world of international child support.

Workshop E: UIFSA 2008 AND THE HAGUE CONVENTION (CLE)
WE MADE IT! UIFSA 2008 is the federal mandate. State enactments are
moving forward - rapidly. Soon we all will be back to a truly uniform law to
litigate interstate child support cases. Shortly thereafter, the U.S. will
deposit our instrument of ratification in the Netherlands and the U.S. will
become a member of the Hague Convention on the International
Recovery Child Support and Other Forms of Family Maintenance. This
workshop will cover the key changes in interstate and international child
support litigation. Whether your state currently uses the 1996, 2001 or
even the 2008 UIFSA version, the session will offer attorneys and child
support professionals a critical update.

Workshop A: THE CONFIDENTIALITY TOOLKIT, NIEM, AND DATA
EXCHANGE STANDARDS – WHAT DOES IT ALL MEAN?
Legislation on the Hill in the last year has seen some significant efforts to
try and streamline data sharing across human service programs. Child
Support is at the forefront of these efforts. New regulations are being considered to implement these new requirements for data exchange standards. And those new rules may well include the use of the National
Information Exchange Model or NIEM, among many existing standards for
data sharing. Come hear from a panel of experts on information
exchange, confidentiality, and privacy in human services, and more
specifically, how those rules, and tools such as NIEM and The
Confidentiality Toolkit, will help to shape the future of child support systems for years to come.
Workshop B: LAWYERS, THE LEGAL PROFESSION AND HOLLYWOOD: SWEET SCENES, QUESTIONABLE FUTURES? (CLE)
Lawyers and the legal profession are popular subjects in the entertainment world. After seeing lawyers depicted in some movies or television
shows, have you ever asked yourself whether the writers had a clue
regarding the (Model) Rules of Professional Conduct? Join this scenariobased workshop where we will discuss some of the legal ethics issues
raised in popular entertainment, including shows such as The Sopranos,
and movies like The Godfather. During this workshop, we will show the
scenes and you will get to be part of a legal ethics advisory panel, proposing a response to the ethical issues raised. (Yes, this is an interactive
workshop.)

recommendations for the best websites regarding Child Support education and information in addition to trends for sharing data, research and

techniques child support professionals have used to help victims of violence safely receive assistance from child support programs.
Workshop D: EFFECTIVE MANAGEMENT STRATEGIES
High staff turnover is a concern to many organizations and agencies. A
lack of supervisory support has been attributed as a major factor in the
rate of turnover. A coach’s rule is especially important as managing people become less about “control” and more about “empowerment”.
Managerial coaching provides managers the opportunity to build better
relationships and unlock an employee’s ability to maximize his or her performance. This interactive session will use media, group discussions, and
practical activities to demonstrate the structure of the coaching model and
provide a framework for managers to improve communication skills that
support coaching.
Workshop D: Interoperability, The Perfect Project – an Examination
of Best Practices for Replacement Systems, Statewide Automated
Case Management Systems
The majority of state child support automated case management systems are aging. This session will explore the best practices in today’s
technology and federal requirements environment through case studies
of new systems and successful project management.
Workshop E: THE COURT HAS SPOKEN: 2015
INTERGOVERNMENTAL CASE LAW UPDATE (CLE)
This session will survey recent appellate decisions from around the country related to UIFSA and the Full Faith and Credit for Child Support Act
(FFCCSOA). Emphasis will be given to one state’s enforcement and modification of another state’s order (or, perhaps, orders issued/enforced by
different countries). Written materials will provide a comprehensive review
of related appellate decisions issued within the past year.

Workshop E: INTERSTATE ROUNDTABLE
What are the current issues affecting a particular state? How can we
improve communication and reduce two-state actions? Have the states
fully implemented intergovernmental enhancements such as CSENet
and QUICK? How are particular states processing customer service
inquiries? This session will have experts from a variety of states address
these and many other questions. The goal of this session is to expedite
the establishment and collection of child support orders across state lines
through improved communications. This will help realize the goal of child
well-being and family self-sufficiency established by OCSE and shared by
the entire child support community. The session will enable participants
to obtain practical tips for processing intergovernmental cases from
states such as Pennsylvania, Ohio, New York, New Jersey, West Virginia,
Delaware and Florida.
Workshop A: BEST PRACTICES FOR EFFECTIVE
COMMUNICATION BETWEEN STATES AND EMPLOYERS
Employers are essential to the success of the child support program – in
FY13 74% of child support collections were from income withholding.
State, federal and employer presenters will share best practices to
improve communication about child support responsibilities, such as new
hire reporting, income withholding, verification of employment, lump sum
reporting, terminations, and so much more! Join us to brainstorm on
breaking down perceived barriers. This will be a great interactive session
--- come and share your ideas!.

Workshop A: MAKING THE MOST OF SOCIAL SECURITY DATA
This session covers all the ways the FPLS makes SSA data available to
caseworkers, including automated system interfaces and the new FPLS
portal. The data available to you includes Title II and Title XVI (SSI) benefits, Title II pending claims, and prisoner data from over 8,000 federal,
state and local level institutions. See how states are maximizing the use
of data to increase collections, develop strategies to work with NCPs, and
prevent putting liens on financial accounts that may contain SSI deposits.
The receipt of SSA benefits continues to grow across the country. Come
with your questions and let’s talk about what the FPLS offers you to better manage your cases and serve your case participants.
Workshop B: WORKING WITH THE MILITARY – HOW SWEET IT IS!
(CLE)
The Department of Defense is a strong ally of the child support program.
If the noncustodial parent is a military member of the Army, Navy, Air
Force, or Marines – active duty, in the reserves, or retired -- DFAS will
ensure that income withholding occurs smoothly. This workshop will focus
on DFAS garnishment operations, how to read a Leave and Earnings
statement, and how military pay factors into the establishment of a support order. Learn about resources that can help you work with military
members and veterans on child support issues, including a toolkit based
on promising practices in the states and tribes.
Workshop B: EXPLORING SAME-SEX MARRIAGE AND HOW IT
AFFECTS CHILD SUPPORT AND OTHER RELATED TOPICS (CLE)
In light of the recent Federal rulings covering many states and the
Supreme Court refusal to hear same-sex marriage challenges, what happens now? What does this mean for those States new to these issues?
Statutory changes, practical changes, policy changes……Also, this session will explore child support scenarios as they relate to same sex couples and non-traditional families in States that have a history of dealing
with these issues. Current laws on how child support, custody, and visitation are determined in these non-traditional families will be discussed
including challenges.
Workshop C: SAFE SUPPORT: MOVING FROM “DOMESTIC
VIOLENCE 101” TO COMPREHENSIVE FAMILY VIOLENCE POLICIES
AND PRACTICES (CLE)
We’ve come a long way since FVI implementation practices of the 90s.
This workshop explores what we have learned about safely getting child
support and what new challenges exist. Come learn about new domestic
violence policies and resources from OCSE. From the field, what are the
new best practices in domestic violence identification, training, and collaboration? Hear how to get started on building or revising a robust family
violence plan at the local level, even with limited resources.
