State Senator Lois Kolkhorst has
introduced legislation calling for an
interim study of the make up of the
Lower Colorado River Authority’s
board of directors.
Labeled Senate Bill No. 1598, a
committee made up of members of
the Senate Committee on Agriculture
Water and Rural Affairs and members
of the House Committee on Natural
Resources would study the effects of
altering the composition of the LCRA
board.
“The downstream interests deserve
more representation on the LCRA
board,” Kolkhorst said. “That’s why
I’ve filed Senate Bill 1598. Our local
agriculture community and our precious bays and estuaries may need a
louder voice at the LCRA and this bill
would start the conversation.”
Kolkhorst represents Senate District 18, which includes four LCRA
counties — Wharton, Matagorda, Colorado and Fayette. In response to extended drought conditions since 2014,
the LCRA has received Texas Commission on Environmental Quality
approval to cut off interruptible water
supply releases for most downstream
irrigation.
According to SB 1598, the committee’s study would consider:
• Expanding the board from 15 to
17 directors.
• Reducing the number of directors
appointed from counties served with
electric power from three to two directors.
• Appointing two directors to represent agricultural interests.
• Appointing one director to represent interests related to the ecological health and economic productivity
of bays and estuaries affected by the

If approved, the joint interim committee would be scheduled to report
on its findings and recommendations
to the legislature no later than Dec. 1,
2016.
While supportive of the proposed
legislation, Matagorda County Judge
Nate McDonald is taking a wait-andsee approach to the issue until voted
on by the Legislature.

You’d never think that local law enforcement officers — our brave men and
women in blue — would engage in such
fierce competition over spaghetti. So the
ninth annual Wharton County 100 Club
Law Enforcement Spaghetti Cook-Off at
the Wharton County Youth Fairgrounds
in Crescent on Thursday is surely a
sight to see.
This year, eight teams — the Wharton County Sheriff’s Office, the WCSO
jail, El Campo Police Department,
Wharton Police Department, Wharton
County Constable’s Office, Department
of Public Safety, Texas Alcohol and Beverage Commission and Texas Parks and
Wildlife — will vie for the year-long title.
A number of factors are considered
in naming the winner, including aroma, consistency, showmanship and, of
course, taste. Calling the shots this year
will be six judges from across the county

When the Lower Colorado
River Authority broke ground
at the site of the Lane City
Reservoir on Dec. 10, it was a
step in the right direction for
supplying water to offset the
effects of the historic drought
in Texas, an LCRA official said
this week.

and guests Wednesday to discuss the current situation and
moving forward to take action
in planning for dryer, hotter
and longer summers to come.
“What we have seen of late
is anything but normal,” Hofman said. The influx, he said,

But everything changed in
2011, Hofman said. With
higher evaporation, more heat
and higher water consumption, water use was at its record high for all classes of use,
including municipal, industrial and agricultural.
The speaker listed the 10
worst years in LCRA’s history,
along with the acre-feet recorded that year. Three of the
last four years top the list.
The list includes:
• 2011: 127,802 acre-feet
• 2014: 209,023 acre-feet
• 2013: 215,138 acre-feet
• 2008: 284,462 acre-feet
• 2006: 285,229 acre-feet

Parsons loved art and history, and
he made history at the newspaper
It’s been a week practically like
no other week here at the Wharton
Journal-Spectator.
I’ve been here only four years, but
the man who sat next to me had occupied that desk for the last 28 years, to
the exact date.
This week we said goodbye to Burlon
Parsons, who not only was a journalist
and photographer, but also a lover of
art and history.
He wrote his own history here at the
newspaper — a fixture at this establishment since March 16, 1987.
Shoot, I’ve worked at nine different
newspapers and publications around
the state during that same time period.
It was tough enough for me to get
through this week. I can only imagine
how tough it would have been if we had
been co-workers for 28 years.
As soon as we posted word of his death
on our Facebook pages, people from
around the community sent messages to
express condolences and tributes.

His funeral service on Thursday
morning was appropriately titled a
“Celebration of Life.”
From the first moment that the Rev.
Don Hurley spoke, he started telling
stories about Burlon that made everyone laugh. Those lighter moments can
really help us get through a tough time.
There were serious moments, of
course, and most everyone knew of his
deep religious convictions. He has a lot
of friends in this community, including
his church family at College Park Baptist Church, and I know they will be a
comfort to his wife Betsy, their sons and
to the rest of his family in the months
and years to come.
During Thursday night’s Wharton
Chamber of Commerce & Agriculture
Banquet, Parsons was remembered
along with other community members
who died within the last year. Banquet
MC Landon McClain called him a
“gentle giant.”
I finally had time to catch my breath
Friday afternoon and write this column. It was done quickly, so I hope it
makes sense.
The hardest thing for me is going to
be looking over at that empty desk next
to me. Next week will not be easy, but
hopefully it will be less difficult.
Rest in peace, my friend.

“It’s also very important that the environmental concerns are addressed and is a piece
of the water equation. Our bays, estuaries and
(fishing) nurseries have been starved for water
since 2008.”
McDonald said if the recommended changes are adopted, it would benefit a majority of
the entire basin.
“All along, my goal in this has been to establish good policy that benefits the whole basin where right now it only seems to benefit
two of the 10 counties — Travis and Burnet,”
he said.

Holy Family Catholic Church will host its
2015 annual Lenten Fish Fry every Friday
during the Lenten Season through March
27. They will be held in the Holy Family Life
Center, 2009 Briar Lane in Wharton. Serving
will be from 5:30 to 7:30 p.m. Inside all-youcan-eat plates will be $10 for adults, $5 for
children ages 6 to 10 and free for those under age 6. Outside, the to-go drive-through
plates will be $10. The menu consists of catfish fillets, French fries, hush puppies, cole
slaw, beans, macaroni and cheese and the
trimmings. Desserts will be 75 cents each
with free coffee. Proceeds go to the Holy
Family Building Fund.
Lenten Fish Fries
East Bernard Knights of Columbus No.
2500 will host its 2015 annual Lent Fish
Fry every Friday night through March 27
at Riverside Hall in East Bernard. Serving is
from 5:30 to 7:30 p.m. It is all-you-can-eat
for $10 inside only and children ages 6 to
11 eat for $4 inside only and those under
age 6 eat free inside only. Fish will be sold
for $10 per pound inside only. Drive-through
and plates to-go are $10 and feature catfish
fillets, French fries, hush puppies, cole slaw,
beans, tartar sauce, ketchup, cocktail sauce
and iced tea. Other drinks may be purchased
inside. Proceeds go to benefit scholarships
and local charities.
Spring Sweep
The Wharton Beautification Commission’s annual Spring Sweep is set for Saturday, March 28 from 8 a.m. to 1 p.m. at the
Wharton County Junior College dormitory
parking lot on Boling Highway. The event,
which could end earlier if the dumpsters
fill up, is for city of Wharton residents only.
Participants must bring the card that was
mailed to them or a water bill, along with a
photo ID. Items to be accepted include car
and pickup truck tires (no tires from businesses and no rims on tires), residential construction debris, furniture/lawn equipment,
clothing and linens, books, magazines, paper, window AC units, refrigerators and appliances. Items not accepted include tractor
and big truck tires, commercial construction
debris, paint, batteries, pesticides, fertilizers
and lawn and household chemicals. For

SPOT Fundraiser
Wharton County Stray Pet Outreach
Team (SPOT) is hosting a garage sale and
raffle from 8 a.m. to 5 p.m. Saturday,

Wharton County. The raffle is for a J.J. Watt
autographed football in a case. Tickets are

board of directors,” he said.

Texas is in a severe drought as we have made
the ultimate sacrifice of three consecutive
years with no water releases.”
“Recent changes in the makeup of our
LCRA board of directors has resulted in a very
contentious and polarized governance that appears to promote self-interest above more fair
and equitable management of the river basin
as a whole. The lower basin applauds Senator
Kolkhorst’s efforts to seek answers and explore solutions that will create more effective
and efficient management of Colorado River
water,” said Spenrath.

with hay, a pizzeria and even a speakeasy, among others.
“The competition in this is just incredible,” Kirkland said. “They put more and
more into the show every year, and it’s
just a blast.”
It’s for a great cause, too.
All money raised from the $8 tickets
and the $20 raffle tickets goes to the
Wharton County 100 Club, which provides approximately $100,000 toward
equipment for local agencies, such as bullet-proof vests and night vision goggles.
“What’s neat about it is if any (agen-

glasses, they know where to find them,”
Kirkland said.
Proceeds from the organization’s biggest fundraiser of the year also go toward
scholarships for Wharton County students pursuing a career in law enforcement.
Organizers are expecting around
800 visitors attending this year’s event,
which also includes a raffle for a fire pit
a live and silent auction with great items
— anything and everything — including
guns and gift certificates, to name a few.
The event is an opportunity “mix
and mingle with local law enforcement
women and men in an atmosphere more
conducive to laughs than tickets” and the
public is urged to remember:
“The community’s support of its peace
officers is an unequal responsibility,”
Kirkland said. “The community can give
but time and money. The peace officer
can give his life.”

The reservoir will also be
the first significant new water
supply reservoir for this region since the Highland Lakes
were built back in the 1930s
and 40s.
“What it represents is a
lifeline supply that is down
here locally, but it also represents an opportunity to have
stored water for whatever the
future looks like in this area,”
he said.
LCRA broke ground at the
Lane City site on Dec. 10 and
began the site test excavation
in late January to get a better
idea of the quality and quantity of material needed to build
the reservoir.
“We have a very aggressive
timeline. Construction activity is going on out there as we
speak. We’re trying to firm
out the design, which is going
to drive a whole lot in terms
of cost and in terms of what
the project is going to be like,”
Hofman said. “We’re looking
at how much of the local material we can use and how much
material we have to haul in.”
The foundation, Hofman
reported, will be prepared
in April, with construction
scheduled to begin in June.
The $214.9 million reservoir is expected to be in operation by 2017.

of Texas Retired Teachers Association met on March 11,
2015, at the Wharton County
Historical Museum in Wharton. The meeting was called to
order by President Jim Murrile of East Bernard at 10:35

(TCCSTA) Play Festival featured
productions from 12 community
college drama departments.
A panel of judges graded the
plays as well as the individual performers.
WCJC’s theatre art students
earned an “Excellent” rating for
their performance of Dearly Departed, a comedy they performed
for the public back in February.
In addition, several cast and crew
members received top marks individually, including two “Superior”
rankings — the highest award bestowed at the festival.

85, of Bay City died Monday,
March 16, 2015, in Bay City.
She was born on February 16,
1930, in Wharton, Texas, a
daughter of E.J. and Francis
Freid Wendel.
Prather was raised in
Wharton and was a resident
of Newgulf. She graduated
from Wharton High School.
Janie worked as a teacher’s
aide with the Boling ISD.
She enjoyed bowling, dancing, playing softball, gardening, arts and crafts and anything with kids, especially her
grandchildren.
She was preceded in death
by her parents, husband Elton James Prather and sister
Josephine Brandt. Serving

Flag Committee chairman, Patsy Sanders gave an
interesting report about the
placement of the stars. Until
the Executive Order of June
24, 1912, neither the order of
the stars nor the proportions
of the flag was prescribed. She
displayed several flags for the
group to see.

read the minutes of the Jan. 8
meeting. Luayne Pierce, Treasurer gave her report. Discussion followed on giving an
additional scholarship. The
Executive Board will meet,
make guidelines and bring
back to the chapter at the
April meeting. Hazel Foltyn,
Registrar, gave her report on
one pending new member’s
status.

held in San Antonio March
4-8. Runnells highlighted the
programs she attended on the
DAR schools, how impressive
and patriotic the ceremonies
were, being visited by Cinder-
ella and George Washington.
Kacal spoke and shared pamphlets on the schools, the Veterans War Memorial of Texas
and Texas DAR’s participation
in the project, the purchasing of DAR Insignia and the
numbers attending. Foltyn
concentrated on reporting on
the itinerary of each day. She
summarized “It was definitely
a worthy, inspirational, well
planned event.”

WCJC rodeo team retains No. 1 spot
Pioneers lead the pack
in the Southern Region

With two rodeos down and
three remaining in the spring
season, the Wharton County
Junior College men’s rodeo
team remains at the top of the
pack in the Southern Region.
Building on an impressive
fall showing, the Pioneers
have trampled on the competition so far this spring. Although WCJC tied for fourth
place in its most recent rodeo — held at Texas A&M
University-Kingsville on Feb.
27-28 — the Pioneers literally
decimated the competition at
the Trinity Valley Community College rodeo earlier this
spring. At that rodeo, WCJC
finished with 815 total points,
blowing away second place
finisher McNeese State University, which had just 525
points.
“It was a fantastic rodeo for
us,” said WCJC Rodeo Coach
Sean Amestoy, referring to the
Trinity Valley event. “We’ve
been fortunate and hopefully
we’ll stay that way.”
WCJC came into the
spring season at the top of
the National Intercollegiate
Rodeo Association (NIRA)
Southern Region standings.
That was due to a fall season
that saw the Pioneers rack up
900 points in a single rodeo —
a regional record. Currently,
WCJC remains in the top
spot of the region with 3,312
points. The nearest competi-
tor is McNeese State University with 2,937.50 points.
Rounding out the top 10
are schools like Texas A&M
University, Sam Houston
State University and Stephen
F. Austin State University —
four year schools with significantly larger programs than
WCJC.
Amestoy
believes
his
team’s success on such a competitive level is due to hard
work, discipline and a deep
love for the sport.
“We have some unbelievably talented individuals who
feed off of one another’s success,” he said. “I feel fortunate
to work with them. They are
just a great bunch.”

Amestoy is hoping his cowboys will continue to compete
at a top level. Their next rodeo

The rodeo kicks off at 7:30
p.m. at the Brazos County
Expo Complex.
After that, WCJC will compete in the Hill College rodeo
in Hillsboro on April 17-18
and then wrap up the season
by hosting a home rodeo at
the Wharton County Youth
Fairgrounds on April 24-25.
The ultimate goal is to
reach the College National
Finals Rodeo, held in June
in Casper, Wyo. That’s a feat
plenty of WCJC cowboys have
attained in the past. Goodman, for example, was the
national champion in steer
wrestling last season.

wrapped up their first season of soccer competition, and now they are
waiting for the playoffs to begin.
The Tigers finished their inaugural season as the third place
team in District 24-4A and are also
making school history with the first
team to advance to the state playoffs in soccer.

Czechered Flag Charity 5K Run,
Car Show is today in East Bernard
The Czechered Flag Charity 5K Run and
Car Show will be held today in East Bernard.
The 5K Fun Run and Kiddie Dash starts
at 8 a.m. at 123 Leverdge St. in East Bernard
with registration beginning at 6:30 a.m.
The Car Show will run from 9 a.m. to 1 p.m.
and includes five award categories.
The event benefits Living Water International.

looking for players
Registration for El Campo Softball League,
sanctioned by the Amateur Softball Association
of America (ASA), is currently open to all girls
ages 12-14.
The league is a new non-profit league based
in El Campo which gives girls from the age of
12-14 the ability to play softball.
However, they do not have to reside within
the boundaries of El Campo.

This is the first season for the
University Interscholastic League
to have three classes of soccer teams
— Class 6A, Class 5A and Class 4A.
In Class 4A, there are not
enough teams to have 32 districts,
and this year there is no District 234A. Therefore, all of the four playoff
teams from District 24-4A — including Wharton — automatically
advance to the next round.
Wharton’s first playoff game ever
in soccer will be an area playoff.
Coach Jonathan Cherry said
this week that the Tigers will play
the winner of the Royal-Houston
Washington match.
Coaches are looking at Thursday, April 2 as a possible playoff
date, but details won’t be confirmed
until after the Royal-Washington
match is played.
The Tigers are hoping to get
back into a winning mode in time
for the playoffs.
After beating Columbia, 4-3, to
clinch a playoff spot March 10, the
Tigers dropped their last two regular-season matches to Brazosport
and El Campo.
Against Brazosport, the Tigers
were down 3-0 and scored two
goals, but lost 3-2.
The first Brazosport goal got in
due to a goalie error, and the team’s
third goal was a goal off of a defender on a corner kick, Cherry said.

The applicant proposes to dispose of oil and gas waste from
the MAHALITC/HUNT Lease,
Well Number 5, into the FRIO
FORMATION.
The proposed disposal well is
located 12.5 miles NORTHWEST
of WHARTON, in the BONUS,
SW (YEGUA) Field, in WHARTON County. The waste water
will be injected into strata in the
subsurface depth interval from
4400 TO 5050 feet. This well
will not be a Commercial Disposal Well.

amended, and the Statewide
Rules of the Oil and Gas Division
