Capital Improvements Program -CIP
• CIP is a dynamic document that details the
School Division’s plans for construction,
renewal, and upgrades to facilities
• This year’s CIP proposed 13 changes to capital
construction schedules in the next 10 years
• CIP is adjusted each year based on
– New enrollment projections and trends
– Fiscal limitations

Why Propose this Change to the
Use of the Ferlazzo School
• Enrollment projections have dramatically
changed
– Ashland Elementary and surrounding schools (aka,
Ferlazzo planning area) have dramatically
decreased from 2012 to 2014.
– 2019 projected enrollment in the area has dropped
by more than 600 students
• Faced with continued enrollment demand in
the Route 1 and Dale City areas

Neabsco Mills Area
• Elementary School – Neabsco Mills area
– Construction of ES has been in CIP since FY11
(approved in spring 2010)
– Unable to acquire suitable site to construct school
– Significant need in the Neabsco Mills area
• Residential development: Potomac Club, Potomac Town
Center, Villages at Rippon Lodge
• High utilization of portable classrooms
• Elementary School – Ferlazzo area
– In CIP since FY13 (approved in spring 2012)
– Replaced a 10-classroom addition to McAuliffe ES

Proffer of Ferlazzo Property
• Land acquired through proffer from Liberty
Manor development
– Land proffered for elementary school
– PWCS is constructing an elementary facility
• Site adaptation of Yorkshire Elementary building
– Program implemented in the building to be either:
• Standard elementary program (K-5)
• Traditional program (1-8)
• PWC County Attorney has advised that either program
will be in compliance with the law

– Kindergarten rooms converted to middle school

2015-2016 Proposed Utilization Plan
Ferlazzo School / Porter Traditional
• Design and Construct Ferlazzo School (Yorkshire
design) as Traditional School with IHS space
• Convert and utilize the existing Porter facility as
672-seat elementary school providing rapid
enrollment relief.
– Lack of an additional elementary school site in the
Neabsco Mills area
• Transfer current Porter Traditional School
program to new Ferlazzo School
– 924 student capacity at new facility vs. 672 at existing
Porter facility

Impact on School Boundaries
• Whichever facility is selected as a Community-based
school, boundaries will have to be set to determine
attendance areas
• Ferlazzo School
– Attendance boundaries will likely address areas of greater
overcrowding in attempt to achieve balance
– May extend along Minnieville Road
– Will not need to relieve significant overcrowding at
Ashland Elementary
• Porter School
– Attendance boundaries will likely address areas adjacent to
the school
