provide outstanding educational and social opportunities to meet and interact with other local government officials. Please

Tickets are not necessary for admittance into conference sessions and social functions, but name badges must be worn
at all times. Additional registration is required for the Inspirational Breakfast, Career Development Luncheon and the preconference workshops. Registration for these events will be verified at the door.

Is this your first conference? All first-time attendees (or repeat attendees who have an interest) are invited to attend an
orientation to the conference. Members of the FCCMA Board of Directors will be on hand to give you tips on how best to
enjoy the conference and answer any questions you may have. First-time attendees will have special ribbons attached to
their name badges to distinguish that they are at their first conference. Don’t be surprised if the “old timers” make a point
of introducing themselves to you.

Florida is proud that we are among the leaders with more than 100 ICMA credentialed managers and candidates. To assist

Accomplish your four hours of required ethics training in
one workshop! An interactive session has been developed
that will fulfill the ethics requirement at no cost to registrants. This session has been divided into segments that
include a review of the Code of Ethics, a true-to-life presentation on how managers (and others) can and have gotten
into trouble, and group work to evaluate case studies. The

The annual budget document is a city or county’s most
important communications tool, reflecting the financial
policy decisions, operational goals and civic priorities
that dictate its activity each year. But providing complex,
multidimensional budget information in an accessible,
easy-to-understand format is challenging for finance
leaders. In this interactive session, the audience will
become the stakeholders and learn how Oakland Park

Speed of Change
This session will provide attendees with a unique perspective of the new police leader. Based largely upon a decade
of economic challenges, a dynamic new millennial workforce
and an increasingly diverse (and skeptical) customer demographic, this session will make the case for contemporary police
leaders to challenge the way they think about the delivery of

2014 ANNUAL BUSINESS MEETING MINUTES
Friday - May 30, 2014 v Hilton Orlando
The meeting was called to order by President Blackburn at 12:30 p.m. Recognition was given to the sponsors and
newly-credentialed managers.
A motion was made and seconded to substitute the conference registration list for the required roll
call. There was no dissent, and the motion passed.
President Blackburn pointed out the audited financial statements for Fiscal Year Ended 9/30/14 in the conference
program and the minutes from the May 2013 annual meeting.
A motion and a second were made to accept and file the FY14 audited financial statements and the
minutes of May 2013. The motion passed without opposition.
President Blackburn reported that the State of the Association report was mailed electronically to all the members
and is posted on the website.
There was no unfinished business. President Blackburn discussed the election process, the slate of officers and directors and opened up the floor for nominations. There were no nominations from the floor.
There was a motion and a second to affirm the progression of Mr. Michael Pleus from the position of
Secretary/Treasurer to that of President-Elect as outlined in the By-Laws. There was no opposition,
and the motion passed.
A motion to close the nominations was seconded and passed without opposition.
A motion to elect Mr. Bobby Green to the position of Secretary/Treasurer and Mr. Jonathan Evans to
the open At-large Director’s position was seconded and passed without opposition.
Reid Silverboard administered the Oath of Office to Jill Silverboard, the incoming President.
Randy Reid gave an update from ICMA and emphasized three things that ICMA is focusing on: ethics, leadership
and the 100th annual conference in Charlotte. Regional directors are being appointed. He recognized the Range
Riders and the Life, Well Run campaign. Mr. Reid continued with his report and gave updates on IMCA’s structure
and the performance management (data analytics).
A motion and second was made to accept the proposed By-Laws changes as presented to the membership. The motion passed unopposed.
President Blackburn thanked outgoing Ethics Committee member, Pamela Brangaccio; and he announced his appointment of Joyce Shanahan to serve a four-year term on the Committee.

Mr. Blackburn gave his speech as outgoing president summarizing his year. It was followed by Ms. Silverboard’s speech
as incoming president, where she outlined her goals and said she would continue several of the projects started during
President Blackburn’s year; i.e., promotion of professional management and ethics. She said her primary goal is to
have conversations on diversity.
With no further business President Blackburn called for a motion to adjourn. After receiving a second to the motion and
vote, the meeting adjourned at 1:45 p.m.
