It begins before your first day on the job with the first draft of your employment agreement. A period of transition can be a challenging time for a manager, both emotionally and financially. A motion was made and seconded to substitute the conference registration list for the required roll call. There was no dissent, and the motion passed. President Blackburn pointed out the audited financial statements for Fiscal Year Ended 9/30/14 in the conference program and the minutes from the May 2013 annual meeting. A motion and a second were made to accept and file the FY14 audited financial statements and the minutes of May 2013. The motion passed without opposition. There was no opposition, and the motion passed. A motion to close the nominations was seconded and passed without opposition. A motion to elect Mr. Bobby Green to the position of Secretary/Treasurer and Mr. Jonathan Evans to the open At-large Director’s position was seconded and passed without opposition. Reid Silverboard administered the Oath of Office to Jill Silverboard, the incoming President. Randy Reid gave an update from ICMA and emphasized three things that ICMA is focusing on: ethics, leadership and the 100th annual conference in Charlotte. Regional directors are being appointed. He recognized the Range Riders and the Life, Well Run campaign. Mr. Reid continued with his report and gave updates on IMCA’s structure and the performance management (data analytics). A motion and second was made to accept the proposed By-Laws changes as presented to the membership. The motion passed unopposed. President Blackburn thanked outgoing Ethics Committee member, Pamela Brangaccio; and he announced his appointment of Joyce Shanahan to serve a four-year term on the Committee. 35 Mr. Blackburn gave his speech as outgoing president summarizing his year. It was followed by Ms. Silverboard’s speech as incoming president, where she outlined her goals and said she would continue several of the projects started during President Blackburn’s year; i.e., promotion of professional management and ethics. She said her primary goal is to have conversations on diversity. With no further business President Blackburn called for a motion to adjourn.
