Thank you for choosing Webster-Calhoun Cooperative Telephone Association for
your Internet Services! This packet will help you get started. It includes
information about your service, account settings, WCCTA.net terms and
conditions and directions to help you with your connection.
If you have any questions about your billing, please contact our office at 3523151. Remember the first month of billing is pro-rated, billed one month ahead,
and includes a set-up fee. If you are switching services, you will also see prorated service effective the date of the change.
There is no longer a CD required to activate your Internet connection. Many
years ago browser software wasn’t readily available on computers and we
provided the CD that loaded the software and connection for you. Today, many
computers already have Internet software loaded and the user only needs to
insert their ISP information to set up the connection.
If you require technical assistance with your Internet connection, contact our 24hour support number at 352-7000. They can walk you through the entire process
of setting up your Internet connection.

Definitions:
ISP – Internet Service Provider, in this case it is Webster-Calhoun.
Internet Software – Internet software includes browser and e-mail programs that
allow you to view web sites, read and send e-mail. For example, Microsoft
Internet Explorer is a web browser and includes a separate e-mail program called
Outlook Express.

Note: Your account is now active. All billing for service begins at
activation, even if unused.
This information is used to set up your Internet connection.

Setting Up a Dial-Up Connection Using Windows XP
To use the dial-up Internet connection make sure your computer modem is
connected to a telephone jack with a telephone cord.
1.
Click Start, click Control Panel, click Network and Internet
Connections, and then click Network Connections.

Under Network Tasks on the left, click create a new connection to
launch the new connection wizard.

Using the wizard, select connect to the Internet, set up my connection
manually and connect using a dial-up modem. (See below)

For Connection Name, type in the name of the ISP connection, for
example, WCCTA.

Then insert the phone number for your dial-up connection. To connect
to Webster-Calhoun use the local Gowrie number of 352-6001.
Note: You do not need a 1 or area code because this is a local number.
Other ISP’s may have an 800 or long distance number that may or may
not add charges to your telephone bill.

You can choose to have this connection for a particular user within the
computer. If you want anyone on the computer to have access, check
anyone’s use.

Internet account information can be found on your account settings
document. You chose the username and password and the document
confirms that was set up in the WCCTA system.

Then just click finish to complete the wizard. Click on add a short cut
to my desktop.

Click on the Internet Explorer icon on your desktop to open the
program. (Click on this icon any time you wish to connect to the
Internet to visit web sites, ect.)

Enter your username and password. Note: You may click the box
next to the Save Password so you don’t have to enter the password
every time you connect to the Internet. If you save your password you
may also click on the box to Connect Automatically each time you
open the browser. (If you don’t connect automatically you’ll need to
click the icon for the WCCTA connection.)
You are finished! Simply click
on Connect to connect to the
Internet.
When finished, click on the
“X” in the top right corner or
choose File from the toolbar
and Exit.

Setting Up a DSL Connection Using Windows XP
A WCCTA service technician will contact you to set up an appointment when
applying for a high-speed Internet connection.
Do I need a modem or not?
If you have telephone service using traditional copper cables, a service
technician will install a special modem next to your computer. Traditional phone
wire will connect the telephone jack to the modem and a special network wire will
connect the modem to your computer.
If you have telephone service using the new Fiber to the Home (FTTH) network
you will not receive a modem. The service technician will rewire the jack next to
your computer and connect the jack to your computer using an Ethernet cord.
Wired Networks
Wired networks, or Ethernet networks, are the easiest and most reliable way to
connect your computer to a network. Windows XP automatically configures
wired networks. All you need to do is connect your computer to your network
equipment using a network cable.
Connect To Internet Source
1.
Click Start, click Turn Off
Computer, and then click Turn
Off to shut down your computer.

Connect your Ethernet cable to
your DSL modem using a port
that is not labeled WAN or
Internet.
If using a Fiber connection,
connect the Ethernet cable to the
jack.

Connect the other end of your Ethernet cable to the Ethernet port on
the back of your computer.
4.
Start your computer and log on. Windows XP will automatically
connect to your network. To verify the connection, launch Internet
Explorer and attempt to connect to the Internet. If you cannot access
the Internet, contact technical support for assistance at 352-7000.
Note:
If you had a dial-up
connection you will
need to change a
connection setting.
While in Internet
Explorer, choose
Tools, and then
Internet Options.
Under the
Connections tab,
make sure it is marked
to “Never dial a

1. Click Start, click Control Panel, click Network and Internet Connections,
and then click Network Connections.
2. Right click your mouse on the LAN connection icon. Choose properties.
3. Make sure the box is checked next to show icon in notification area when
connected and Notify me when this connection has limited or no
connectivity.

Setting Up An Internet Connection Using VISTA
The Connect to the Internet wizard will guide you through the steps of setting up
an Internet connection:
Open the Connect to the Internet wizard by clicking the Start button,
clicking Control Panel, clicking Network and Internet, clicking Network and
Sharing Center, clicking Set up a connection or network, and then clicking
Connect to the Internet.

Setting Up An E-Mail Account Using Outlook Express
Before you can use Outlook Express to send and receive e-mail, you need to set
up an account. You can have more than one account—for business, online
shopping, and so on—and each person who uses your computer may have their
own, completely separate account. Additional accounts are available by
contacting Webster-Calhoun at 352-3151.
Open Outlook Express
1.
Click the Start button. Point the mouse to All Programs. Click Outlook
Express
An Outlook Express icon may also be located
right on the desktop.

If asked whether you'd like to open this particular account automatically
every time you start Outlook Express, click Yes (if you do) or No (if you
don't).
If you don't want to be asked this question again, click to check the
Always perform this check… box.

Check When Outlook Express starts, go directly to my Inbox.
Outlook Express directs all incoming mail to the Inbox, so it makes
sense to bypass this opening page.
If you don't see the list of folders and contacts on the left, click Layout
on the View menu. Click Contacts and Folder List to check them, and
then click OK.
Set Up an Outlook Express E-Mail Account
The Internet Connection Wizard makes short work of setting up your online
mailbox by walking you through each step for every e-mail account you set up.
1.
Before you get going, make sure you know your email address along
with the following information. (This information should be included in
your Internet packet.)
First, information about the e-mail servers:

The type of e-mail server you use: POP3
The name of the incoming e-mail server – MAIL.WCCTA.NET
For POP3 and IMAP servers, the name of the outgoing e-mail
server (generally SMTP) – SMTP.WCCTA.Net
Second, information about your account:

Start Outlook Express, and on the Tools menu, click Accounts.
If the Internet Connection Wizard starts up automatically, skip ahead to
step 4.

Click Add, and then click Mail to open the Internet Connection Wizard.

On the Your Name page of the wizard, type your name as you want it to
appear to everyone who gets e-mail from you, and then click Next.
Most people use their full name, but you can use any name—even a
nickname—that people will recognize.
5.
On the Internet Explorer Address page, type your e-mail address, and then
click Next.
6.
On the E-mail Server Names page, fill in the first block of information that
you gathered from your ISP in step 1, and then click Next.

On the Internet Mail Logon page, type your account name and password.
Note: If you're concerned about someone getting into your e-mail on your
computer, click to clear the check in the Remember Password box. You'll
then be prompted for the password each time you send or retrieve mail.
8.
Click Next, and then click Finish. You're ready to send your first e-mail!
Unsure if your new e-mail account is working? Send an e-mail message to a
friend. If they get the message, your account is ready to roll! But if you run into
problems setting up your account, technical support is available 24-hours by
dialing 352-7000.
Close Outlook Express
In closing, Outlook Express works just as all other Windows programs do. On the
File menu, click Exit.

Technical Support Numbers:
Technical Support for your Internet connection is available 24 hours a day by
calling 352-7000. When calling, tech support will ask you for your username to
verify your account.
If you subscribe to the SecureIT Computer Protection service as described in
another section of this packet, you may dial 1-877-373-3320 for other questions
that may deal with your computer and security (such as viruses, pop-ups,
spyware, updates, ect.)

Acceptable Use Policy
WCCTA.net reserves the right to restrict or terminate service without refund in the event of a
violation of the Acceptable Use Policy. WCCTA.net also reserves the right to take action on
abuse which is not specifically named in this Acceptable Use Policy at the sole discretion of
WCCTA.net. Use of the WCCTA.net network and systems constitutes understanding and
agreement of this policy.
Responsibility:
♦ Each WCCTA.net Internet account has a password that is the key to gain
access to that account. The customer who registered the account is solely
responsible for all access and actions taken with regard to the account. It is
the account owner’s responsibility to safeguard the account password and to
ensure that WCCTA.net Acceptable Use Policies are honored. WCCTA.net
will hold the account owner responsible for any violations of the Acceptable
Use policy.
♦ Sites directly attached to the WCCTA.net backbone are expected to adhere to
the WCCTA.net Acceptable Use Policies. The individual who signed the
contract is responsible for educating site users on Acceptable Use Policies.
Violations by directly attached sites will be referred to the contract signer for
resolution. The contract signer will be held responsible for any violations of
the Acceptable Use Policy.
♦ WCCTA.net enforces these policies with respect to WCCTA.net customers
only. We are not responsible for abusive actions that originate from other
sites or networks on the Internet.
Network:
♦ May not attempt to circumvent user authentication or security of any host,
network, or account on WCCTA.net systems or the Internet at large
(“cracking”). This includes scanning or probing ports without the consent of
the owner of the machine being scanned.
♦ May not use WCCTA.net systems or networks (willfully or negligently) in a
manner that encumbers disk space, processors, bandwidth, or other system
resources so as to interfere with others’ normal use of services on
WCCTA.net or other systems and networks (“denial of service” attack).
♦ May not participate in activities that violate local, state, or federal statutes.

Email:
♦ May not send unsolicited mass mailings of any nature, including those with a
“negative option” for continuation. The negative option is inviting those who
do not wish to receive more email to reply to you.
♦ May not send a large number of email messages, or singularly large email
messages, to a single address in order to flood someone’s mailbox.
♦ May not forge email headers to obscure the true originator of the message.
♦ May not create or participate in pyramid schemes or chain letters.
♦ May not send harassing email, either by language, size, or frequency. This
includes sending email (or real time) messages to a person who has asked
explicitly that you do not.
♦ May not participate in activities which violate local, state, or federal statutes.
Dial-up Access:
♦ Dial-up access is unlimited, however it is not a dedicated modem connection.
Use of WCCTA.net dial-up service as a dedicated modem connection through
use of re-dialers and idle-time traffic generators is prohibited.
♦ Dial-up connections that are connected for more than 12 hours continuously,
will be disconnected.
♦ Multiple simultaneous logins to a single WCCTA.net dial-up account are
prohibited.
♦ Activities which violate local, state, or federal statutes.
Web Pages:
♦ WCCTA.net may provide domain name service for web page customers.
Keeping registry information updated and accurate is the responsibility of the
domain holder and not WCCTA.net.
♦ May not falsify or omit valid domain contact information, including
administrative, technical, zone, and billing contacts.
♦ May not distribute pornographic or otherwise indecent or offending material.
♦ May not distribute restricted software or materials in violation of copyrights or
distribution licenses.
♦ May not distribute materials which violate local, state, or federal statutes.

Terms and Conditions
By signing the registration form and agreement, you (customer) agree to the
following terms and conditions:
1. Services are provided by Webster-Calhoun Cooperative Telephone
Association, 1106 Beek Street, Gowrie, IA 50543.
2. Telephone technical support is available upon activation of your account.
3. All charges will be billed by Webster-Calhoun Cooperative Telephone
Association. Service begins upon receipt service. Delinquent bills will be
subject to disconnection.
4. If your WCCTA.net account is discontinued for any reason, WCCTA.net
assumes no responsibility for recovery of your data from the WCCTA.net
computer system.
5. WCCTA.net makes no express or implied warranty of any kind. There is no
express or implied warranty of merchantability or fitness for a particular
purpose for the services to be provided by WCCTA.net. WCCTA.net makes
no attempt to verify accurate receipt of any message and is not responsible
for any loss of data resulting from delays, non-deliveries, incorrect deliveries
or service interruptions, including those caused by the negligence, errors, or
omissions of WCCTA, or for consequential damages regardless of their
cause.
6. Customer agrees to comply with the terms governing use of the WCCTA.net
network, as set for in the WCCTA.net “Acceptable Use Policy,” as they may
change from time to time. Any changes in the terms governing use of the
network will be posted as warranted on the WCCTA.net computer system.
7. This agreement shall be governed by and construed in accordance with the
laws of the State of Iowa applicable to contracts to be performed entirely with
the state.
8. Either party may terminate this agreement at any given time by giving verbal
or written notice. Such notice is effective when given. Customer is obligated
to pay for service through the termination date, as detailed on the final
invoice.
9. By accessing and using the WCCTA.net computer system, user is consenting
to system monitoring for law enforcement and other purposes. Unauthorized
use of, or access to, this computer system may subject users to criminal
prosecution and penalties. User agrees to indemnify WCCTA against liability
for any and all use of user’s account.

Free Web Space
As a customer of WCCTA.net, you may register for 20 FREE megabytes of disk
space on our server for a web site in our Web Gallery. Please complete and
return this form to sign up for an account.
To visit current customers that already have web sites, visit our site at
www.wccta.net and click on Web-Cal Links.
