Calexico Mayor John Moreno Delivers State Of The City Address

It was Calexico's 107
Anniversary and like every year
Calexico hosted the State of the
City Address.
This year it was Calexico
Mayor John Moreno's turn to
inform about the activities happening in Calexico during the last
year. This year's address was different since the Mayor gave his
State of the City in a video-documentary style video produced by
Angel Esparza from Mi Calexico
to the audience present at the
William Moreno Junior High
School Multi-Purpose Room.
More than 100 people
showed up to the State of the City
Address and to celebrate the
anniversary of Calexico. The ceremony included the Calexico
High School Drumline and

recognition to sport and recreation organizations and individuals that support kids be involved

Moreno spoke to different
department heads during the
video talking about the current
projects the City is working on.
Planning Director Nick Servin
spoke about how the city
replaced the water tanks and is
planning on repaving streets that
are part of the five year plan to
improve streets.
Calexico Police Chief Mike
Bostic spoke to Mayor Moreno
about the changes at the police
department has been experiencing since his arrival. Bostic mention that there have been several
terminations and the overall goal
of the department is to improve
community policing and its relationship with the community.
Bostic mentioned that they are in
the process of hiring more police
and there has been a good
response from applicants because
there is trust once again to the
Calexico Police Department.
Economic Development was
highlighted in the State of the
City Address by City Manager
Richard Warne and Economic
Development Manager, Julia
Osuna.
City Manager Warne spoke
about the next two phases of the
Calexico Gran Plaza Outlets. The
second and third phase is in the
planning process and will consist
of twenty new big stores and is
expected to go to the planning
commission this summer. Julia
Osuna said that the city is now
working closer with Mexicali in
the promotion and attraction of
new industries that can come to
Calexico.
Moreno also reported on the
construction of the Las Palmas
Mobile Home Park, Villa Nueva
Apartments, and the expansion of
the Adrian Cordova Park that will
have new baseball and basketball
courts.
"We have a lot of development in Calexico right now. We
want to see the construction and
opening of the swimming pool
and the construction of the new
Port of Entry. It's a continuing
process and we are working
towards maintaining our parks
and building better relationships
between our employees and City
Council." Moreno stated.

The future of the Calexico
City Attorney is in question as it
was determined that she didn't
qualify for employee's retirement
system with the City.
Through an independent
investigation it was determined
that City Attorney Jennifer Lyon
does not qualify to get California
Public Employees' Retirement
System benefits. City Manager
Richard Warne said that upon
arriving in Calexico he was surprised to see Lyon's name in the
employee retirement system.
Warne then began an independent investigation on this and
it was determined that Lyon did
not work the required hours to
qualify for CalPERS.
The City of Calexico hired
the law firm McDougal, Love,
Eckis, Boehmer & Foley in 2006
to replace Michael Rood as their
legal counsel. Lyon provided the
legal services and her contract
was amended in 2007 stating that
she would be a full time employee and that the city would apply
for her entrance into the
California Public Employees'
Retirement System as a full-time
employee. Lyon has worked as
City Attorney for the City of
Imperial Beach since February
2010.
Lyon only worked forty hours
for the City and does not qualify
for employee retirement benefits
or compensations.
"The law states you have to
be a full time employee to qualify for public employee retirement
and she is a partner at a law
firm." Warne said.
Warne stated that they contacted CalPERS and asked for a
refund which was granted so that
City
will
receive
back
$50,390.53 for the last eight
years paid into the retirement
system by the city.
"She's a City Attorney and
she should have known what she
was doing was not right and it's a
very serious matter that the council needs to analyze." he said.
Lyon has not been to a
Calexico City Council meeting
since November of last year and
one of her associates has been
covering for her since then.
At Tuesday’s Calexico City
Council meeting, Lyon and her
firm were terminated from the
city’s employ by a three-two
Council vote held in closed session
took one final look at their
upcoming city budget during
their meeting on April 21, 2015.
The final step of one of the
smoothest budget processes in
recent memory, the Brawley
council heard a presentation by
City Manager Rosanna Moore
about their upcoming enterprise
fund budget, which compromises
most of the city’s spending over a
fiscal year.
A city’s enterprise fund consists of items that usually have
their own funding sources separate from the municipality’s general fund. These may include
special taxes, grants and federal
or state sources.
Most of the city’s public
works budget comes from these
special funds, which are most
used to pay for infrastructure
improvements in the city, such as
repaving streets and replacing
water and sewer pipes through
revenue from water and sewer
rates.
Highlights from the workshop include:
• Budgeted plans to improve
South Palm Avenue in October.
South Palm is considered to be
one of the worst streets in the city
due to constant high traffic from
Transit bus stops within the city
and the city’s Brawley Transit
Transfer Center in the South
Plaza area.
• Carryover items budgeted
in 2014 that includes a downtown
Brawley water and sewer pipe
replacement project.
The Brawley council is
expected to pass a final budget in
May of this year, as per previous
loan agreements involving the

of the state’s water restriction
regulations.
Brawley, for reasons only
known to the state water board, is
required to conserve an additional 7% more than the 25% requested of most of the state.
Brawley approved the extension with instruction to find out
about the extra amount.

Among the numerous activities that hit the intersection of
Imperial Avenue and East Barioni
Drive included a pair of free concerts by local artists, a full
farmer’s market and an onion
ring cooking contest.
Cooking demonstrations by a
chef from Brawley’s Inferno
restaurant could also be found
during the late afternoon affair.
Along one corner of the area was
an information wall full of history and trivia involving the
Imperial Sweet Onion.
Also, among the various
booths, the Imperial FFA club
were selling large bags of freshly
harvested onions to the strongest
of purchasers.
A pair of free concerts involving local bands Nick Wells and
the Big Bad Wolf along with
Saftey Orange kept music flowing into the evening.
Booths about renewable energy, sustainability and other Earth
Day related topics were gathered
in a nearby parking lot for interested visitors.
But the nearly 1,000 people
who arrived in downtown
Imperial came for the onion
rings, where teams used secret
recipes and high temperature oils
to cook their rings to perfection
In the end, “Swing, Badda,
Badda, Swing” a booth benefiting the Veterans Memorial
Project, won both the top “King
of the Ring” prize as well as the
People’s Choice award.
Best Booth, or “Sweetest
Suite,” went to the the Youth for
Christ organization.
Additionally, Brawley Onion
growers Larry and Tina Cox were
crowned this year’s Imperial
Sweet Onion King and Queen.
Larry and Tina are both major
players in the local onion industry, in charge of nearly 3,500
acres of onion fields in the county.
The Imperial Sweet Onion is
the second biggest agricultural
product grown in Imperial
County, just behind beef.
Imperial County’s Sweet Onion
crop is also the second largest in
California,
trailing
Fresno
County.
While some of the
locally grown onions do reach
stores and shelves intact, most
are used as dehydrated onions in
instant soup and fast food restaurants.
Prior to its return in Imperial,
the Sweet Onion Festival most
recently had its home in Brawley,
which was held under a Hawaiian
theme and included a professional Polynesian dance performance.

a pair of recitals sponsored by the

City Ballet troupe will officially
open the auditorium for use
beyond the school itself.
The ballet troupe will be performing their version of “The
Ugly Duckling.”
The Ugly
Duckling is a fairy tale by Hans
Christen Andersen about a
shunned young bird that, at the
end of the story, grows up into a
swan.

Calexico Farmers Market
Completes Second Season

The second season of the
Calexico Farmers Market concluded last Saturday with great
success, having a children’s art
expo.
On Saturday, April 18, the
last Calexico Farmers Market of
the season took place and was
very well attended event thanks
to the 4th Annual Children's Art
Festival at the farmers market
where children were able to
exhibit their art and participate on
painting workshops.
Christopher Gomez Wong,
one of the organizers of the event
said that that this year there were
a lot of improvements that
brought a lot of people and
increase the sale of produce.
"Our second season was
great. We increased the amount
of markets per month and were
fortunate to diversify the types of
vendors, and family themed
workshops. We integrated with
other city sponsored events and
had a wonderful group of
Calexico High School volunteers
help organize and carry out logistical needs." Wong said.
This year the Calexico
Farmers Market partnered with
other cities hosting similar
events, forming the Imperial
Valley Joint Farmers' Market
Committee, which helped acquire
commodity crops from local
organic farms and establish relationships with organizations like
Imperial
Valley
Vegetable
Growers Association and the
USDA's office at SDSU.
The Community Services
Department, under the direction
of Sandra Tauler, was crucial in
providing Calexico with a family
oriented event; the Camarena
Library staff and the Parks and
Recreation department hosted an
array of children's games and
workshops.
"It was all made possible
through a truly united community
effort; everyone came together."
Wong said.
The
Calexico
Farmers
Market hopes for next year to
include adding EBT capabilities
to the Chamber of Commerce

"The goal is to continuously
improve upon the experience,

Helps Plant Trees On Arbor Day

residents of Kennedy Garden
gathered Saturday morning to
celebrate Arbor Day and plant
trees at Espinoza Park.
The event was organized by
the
Kennedy
Gardens
Neighborhood Watch which has
worked for more than 20 years to
keep their neighborhood safe
and maintain their park area.
This year the Neighborhood
Watch decided to plant several
trees in their area because of
Arbor Day. Present at the event
was Calexico Mayor John
Moreno, Councilman Luis
Castro, and Councilman Mandy
Real.
"We have united our neighborhood and because of that we
have reduced crime by 90% and
there has been no graffiti painting
in a long time." said Javier

Brawley Relay For Life Event Raises
Funds To “Give Cancer The Boot”

Brawley’s Cattle Call Arena
Park was the setting for the city’s
annual Relay For Life charity
fundraising event on April 18-19,
2015.
The annual funraiser saw
teams of walkers, cancer survivors and volunteers in a nonstop ceremonial walk against
cancer, to the offical local theme
of “Give Cancer The Boot.”
In fitting with the theme,
cowboy themed decorations were
strewn all around the park, which
includes the grassy area east of
the Arena itself. A western-style
jail for locking away team captains or other volunteers was on
hand as an additional money
making opportunity for the event.
The relay began on Saturday
morning with an opening ceremonies and a survivors lap, followed by other themed laps. At 9
pm, a series of lighted bagged
candles, known as “luminarias,”
This year’s “honorary survivor” was Dona Bailey, a
Brawley native and Calipatria
resident who survived breast cancer in 2005.
Teams were expected to keep
at least one member walking on
the track, which symbolized the
constant struggle families face
alongside cancer victims
In the end, according to the
event’s page on the American
Cancer Society’s website, nearly
$40,000 was raised by the 22
teams and numerous volunteers.

WHAT MUSIC?
A few subjects are parked out in
their drive way listening to loud bass
music. The caller stated that they've
been at it all day and refuse to stop.
The subjects were contacted they
denied having loud music on all day,
the matter was resolved.
TROUBLES:
An unknown subject threw a bottle
at the caller's windshield which shattered. The unknown subject fled the
scene quickly the caller has no idea
who could have done something like
this; he was advised of her options.
RUCKUS:
A white male subject whom is under
the influence is loitering in the
locale, the caller had asked him to
leave but he refused. The subject
then began to make a lot of ruckus
until an officer arrived; he then left
the area and complied to not return.
FRESH:
The caller has discovered fresh graffiti in the area, the caller also saw
three men leaving the area, and the
graffiti was recorded. The caller was
advised to call back should they
return a full report of the incident
was taken.
TOO LOUD:
A caller can hear a few males talking
loudly while the neighborhood dogs
bark. The caller found it suspicious;
though they were not there when
they arrived, the caller was advised
to call back should they return.
THREATS:
A male is threatening a female victim as they argue in plain view; both
subjects did leave in separate directions. The caller was concerned that
anything might erupt, the caller was
advised to call back should they
return
THROUGH THE ALLEY:
A subject was walking down the
alley in the middle of the night. The
caller stated that the subject is making the dogs in the area bark along
with one of the neighbors yelling out
for silence, the area was checked, the
subject was not there, the caller was
advised to call back should they
return.
RUDE AWAKENING:
An unknown subject has thrown a
rock thru the caller's bedroom window. The caller stated that it might
have been her ex-boyfriend; she did
notice that it was a male subject, the
caller was advised of her options,
and a full report was taken.
WINDOW BLUES:
That someone has gone around and
shot the caller's vehicle's window
with a bb gun. The caller stated that
the windows were not shattered but
the small holes did crack the windows and though nothing was
stolen, a full report was taken of
the incident.
TARGET PRACTICE:
The caller was in the locale visiting
a friend when suddenly, an
unknown subject was throwing
objects at the caller's truck. The
caller stated that the subject was
gone as quickly as he arrived, the
caller was advised of his options,
and minor damages were left on the
truck.
GIVE ME MONEY:
A male subject is loitering in front
of the store, refusing to leave and
bothering customers, the subject is
pan handling. Though he does
become irate when someone does
not wish to give him anything, the
subject was contacted, the situation
was handled, and the subject com-
plied to move elsewhere.
ALLEY TROUBLE:
Two subjects are making a lot of
noise in the alley, when the caller
went down to take a look he found
that they were having a physical
fight. An officer did arrive at the
scene, but neither the two men nor
the caller were at the area, no signs
of a scuffle were found.
LOUD:
A group in the neighborhood is
having loud music playing while
they drink and relax. When they
turned down their music, the group
then began to talk loudly. The subjects were asked to take it inside,
they complied.
DOG PROBLEMS:
The caller's neighbor's dog destroyed
a big chunk out of the fence which is
owned by the caller. Both the neighbor and the caller were advised that it
would be a civil matter; they were
advised on how to handle the situation.
EVERY OTHER MONTH:
The caller has spotted a small vehicle
which it's parked at the alley. The
caller also noticed that the man
whom owns the vehicle was knocking on the windows before heading
to the front of the home; the subject
was not spotted in the area.
KID TROUBLES:
Two young male subjects were having a physical fight. The two kids
were separated and brought to their
parents where both parties were
counseled and advised to stop horse
playing, they both agreed to put an
end to things.
WORD FIGHT:
A male and female couple is having
an intense argument; the caller then
stated that the female half is caring
an infant which is crying. The couple
was contacted by an officer; both
subjects were counseled, they were
advised on how to deal with their situation.
BONDING:
A father and son couple is yelling at
each other, though the topic of discussion was not found, they both
were contacted by an officer whom
then counseled both of them. They
were advised to take any serious
problems to a civil court; they complied to avoid each other for the time
being.

reminder of how vulnerable the

The fire, which hit a thrift
store on Main Street, was located
next door to the former A-Plus
Furniture location that burned in
April 2013. That 2013 fire was
the last of nearly a dozen fires
that destroyed several other businesses and buildings in the area.
It is not known if the fire
was accidental or the work of an
arsonist. Brawley Fire Chief
Chuck Peraza has not released
any details about Monday night’s
blaze to the media in order to
give his investigators time to
work on the case.
Monday’s fire, located in a
building once occupied by the
Salvation Army and last used by
an independent thrift store,
brought memories a series of
arson incidents that began in
September 2012.
Locations around Downtown
Brawley, including Superior
Furniture and the former Mona’s
Restaurant / Top Hat cocktail
lounge had been torched during
the fall and Spring of 2012 and
2013.
While other fires burned
down buildings and businesses
around the city, the city council
eventually offered rewards of
$5,000 and $50,000 for information leading to.
The final fire hit the former
A-Plus Furniture store in early
April 2013, prompting the city to
request help from the Federal
Bureau of Alcohol, Tobacco,
Firearms and Explosives to
investigate.
Within days of the start of
federal investigation, four teens
were arrested in connection to the
arson incidents. Further details
about the case and trial have been
sealed from the public due to the
age of the suspects.

Rescues Distressed Man
Sunday, El Centro Sector
Border Patrol agents with the
Search, Trauma and Rescue
(BORSTAR) team rescued a distressed man who had become lost
in the desert while attempting to
illegally enter the United States.
The incident occurred at
approximately 9:45 p.m., when
Border Patrol Radio Dispatch
received a call from the Imperial
County Sheriff’s Office (ICSO)
advising them of a 911 distress
call from an individual that was
lost in the mountains. The man
told the ICSO dispatcher his
name and that he was a citizen of
Mexico who had crossed illegally into the United States.
Shortly after midnight, a
BORSTAR agent picked up a
trail during a systematic search,
and located aman in the mountains
south
of
Ocotillo.
BORSTAR agents confirmed
that he was the caller in distress
and performed a medical evaluation.
The man did not require any
medical attention and was transported to the El Centro Border
Patrol Station for further processing.Agents confirmed that the
42-year-old man was a Mexican
citizen illegally present in the
United States and will be
processed
for
Expedited
Removal and returned to
Mexico.
Last fiscal year, El Centro
Sector rescued more than 18
lives.

Normalizing Cuba
IT’S AMAZING HOW THE
WORLD CHANGES FROM
generation to generation. Those
of us who grew up during the
Cold War era are raising our eyebrows at the United states
reopening diplomatic relations
with Cuba.
If any State was the major thorn
in our side during that time period from the 1960s through the
1990s it was Cuba.
It’s government was presented
to us as corrupt and bogus. It was
seen as a direct threat to the
United States with missile sites
just 90 miles offshore. And its
people were pictured to be
oppressed by their communist
masters.
Now, Voila! The lights have
gone on. Suddenly we’re ready to
do business with this island that
once housed the gambling dens
of American gangsters. That once
provided us with rum and Desi
Arnaz. Not to mention Cesar
Romero.
Fidel and Raul Castro lived long
enough to see the U.S. a least act
friendly to their government,
even if we are skeptical and sus-
picious of what will happen next.
It takes a brave man to step forward and set a new course.
It’s about time, we suppose. We
already do more than our share of
business with Russia, China and
even Vietnam. Cuba shouldn’t be
left out in the cold any longer.
We can open up some new markets for American products as we
have done in Asia.
Farmers from Imperial Valley
send their products to the Pacific
Rim regularly, including Vietnam
and other former enemies.
This will give them a new market for their goods. It will also
help Castro and Cuba get off the
mat after being flattened by the
American economic juggernaut
that has swept the world in the
last 20 years.
I was amazed how normal our
relations have become with
Vietnam. I received a travel
brochure from my old Alma
Matre, the University of
Minnesota, for river cruises along
the Mekong and land excursions
between Ho Chi Minh City and
Hanoi. That same university
where war protesters blocked
streets and took over the admissions building on campus one
afternoon to stop the war.
Now we can cruise the Mekong
where AK47s used to rattle off
rounds of ammunition at our
troops . I suppose we can have
cocktails on the veranda as the
remnants of bunkers and machine
gun emplacements on shore pass
by. But I digress.
Look for Cuba to cash in on
tourism and exports. Hopefully
the prosperity will extend to the
people of the country who have
suffered under Fidel and Raul for
all these years.
Maybe you will even be able to
buy a Cuban cigar legally in the
U.S. That was one embargo that
didn’t last very long.
Families that fled the poverty of
Castro and were able to come to
the U.S. will now be able to visit
their relatives without fear, we
hope, of being detained. Or vice
versa. Perhaps Cubans will be
able to travel freely throughout
the rest of the world without
threat to those relatives left on
the island.
Only time will tell. But our love
of prosperity and capitalism once
again makes for a a strange bedfellow just off the shores of
Florida.
At least it will relieve some of
the threat that used to be.
OVER IN CALEXICO IT is
business as usual for the city that
can’t stop bickering.
Councilman Castro got another
reprimand for his behavior,
which as videoed and put online.
Never a dull moment in the
Border City. The video concerned Castro owning his bus
company, which he says was
turned over to his son. Seems
he’s been voting on bus contracts
in what would obviously be a
conflict of interest.
That’s never deterred too many
people there, as is being uncovered by the the City Manager and
police chief.
But does make for an unfair
bidding process that needs to be
rectified. Instead of bickering,
Castro should just step aside in
such matters and let fairness by
the judge.
The City Attorney seems to have
gotten caught up in this with a little retirement plan that shouldn’t
have been. Jennifer Lyon has
acted in that capacity, but hasn’t
been attending meetings, we’re
told. since November. Somebody
else has been filling in for her.
She got the job several years ago
when Mike Rood was dropped by
the city because, the council
thought, he was charging too
much for legal fees for city cases.
We hope the city will bring the
position back to Calexico where
it belongs and avoid any more
embarrassing incidents like this.
Calexico is also sending representatives to Florida to look for
business for the city. How about
if it offers some incentives for
local businesses to work within
its borders. Getting support for a
small business in Calexico is like
playing with a stacked deck. You
just can’t ever win.

Neighborhood House Elects New Board Members, Lists Services

A new cycle begins for the
Calexico Neighborhood House as
a new Board of Directors was
sworn last week at its annual
luncheon.
Supporters and members of
Neighborhood House met at the
annual luncheon last Thursday,
April 17, where a report of the
yearly activities was given by the
outgoing
board
president,
Antonio Ortega.
Among the accomplishments
that
Neighborhood
House
accomplished in 2014 was assisting Imperial County residents to
initiate a new Micro business or
expand their current business
with special focus on low income
persons. Last year, 108 people
were served and twenty-five jobs
were created from this program.
Neighborhood House continued
with their Emergency Assistant
Program with rental assistance,
clothing and utility assistance for
low income families and individuals in crisis. There were 3,577
emergency food bags provided
and 207 people were assisted
with homeless prevention where
Neighborhood House helps them
with water, electricity, gas utilities assistance, and rental assistance.
"This year we were able to serve
children with early literacy programs and also adults by obtaining new funds to continue these
programs." Ortega said.
The outgoing board president
mentioned that Neighborhood
House is currently raising funds
to build a community hall where
the community will be able to use
a multi-purpose for all type of
activities.
"Our goal is to always be present
in the community to help families
that needed the most." he said.

2014 was focused on doing more
training for staff, building more
community partnership with different organizations in order to
provide more services.
Neighborhood
House
was
involved in the homeless shelter
this past winter. Ortega said he
was glad to see a lot coalitions
making sure this happen and
looking at way to tackle the
homelessness issue but said more
housing and shelters are needed.
"We need to get out more and talk
to people in order to accomplish
more for next year." Ricardo

Holtville Boys & Girls Club Hosts Holtville Derby Days

The Boys & Girls Club of
Holtville presented a Derby Style
Horseracing event at the Swiss
Club in Holtville on Saturday
evening, April 18.
There was excitement in the
air as the participants of the derby
started to gather at the Swiss
Club, many of them putting on
their derby style attire with fancy
dresses and hats.
The evening started with
cocktails and refreshments at
6:00 pm, where many friends
gathered in groups discussing
their plans for the upcoming
derby.
As everyone began to get
ready for the derby, there were
souvenir programs placed at
every table that included the
names of every horse in all of the
eight races that were to be held
that evening.
The action started at 7:00 pm
when the Master of Ceremonies,
George Morris, informed every-
one on just how the derby would
be performed. It started with auctioning off the horses that would
be in the race. Each race had ten
horses and the person that had
purchased the horse that won the
race would receive one of the
great prizes that had been donated. Some of the items were a
Samsung 50" Smart TV, a pair of
beach cruisers, Beats wireless
speakers and several wonderful
gift certificates and cards.
After all of the horses were
auctioned off, the horse race was
opened to wagering with tickets
being sold for $2. After the race,
the total wagered on the race
would be divided by how many
winning tickets were purchased
for each particular race. The race
would begin, being displayed on
the big screen and as the horses
left, the gate the excitement started with shouts of horse numbers.
As each horse got closer to the
finish line, with many horses
changing their position in the
race, the cheering got louder and
louder, until the winning horse
crossed the finish line.
The Holtville Derby Days
turned out to be a very fun and
exciting evening, with friends
and acquaintances gathering
together for a worthy cause and
supporting our local Holtville
Boys & Girls Club.

City Of Holtville To Celebrate The Opening Of The Alamo River Trail
THE ALAMO RIVER Trail Project has been in the planning for over 40 years. A vision of Holtville's
Pete Melinger has reached a mile stone and now will be opened to the public.
The City of Holtville will be
hosting a ribbon cutting for the
Alamo River Trail at the site of
the two recently-installed Alamo
River bridges at 7:15 am on
Thursday, April 23. 2015.
Please join us by parking at
Earl Walker Park (on the western
entrance to Holtville, across
Highway 115 from the old railroad trestle bridge) and making
the short walk along the Trail to
the bridges. For those unable to
make the walk, the Public Works
crew will be shuttling folks down
on golf carts.
Guest of Honor will be Pete
Mellinger, City Treasurer and a
longtime Planning Commissioner
of the City, whose 40-some-yearold vision to see the Alamo Trail
constructed has come to fruition.
Mellinger and the City elders
began discussing the Trail in the
1970’s and made its creation
more formal in the adoption of
the 1991 General Plan. Mellinger
helped shepherd the plan along
until 2012 when the Alamo River
Trail was finally authorized for
bid and construction. This fourth
phase of the trail has recently
been completed, which begins on
the southern edge of town and
hugs the River until it comes out
at Earl Walker Park and connects
to previously completed phases
beyond that point. More importantly, completion of this phase
now allows residents to enter the
trail from the City’s existing
pedestrian sidewalk system and
emerge onto another section of
that sidewalk system.
The various phases of this
project have utilized grant funding from multiple State and
Federal sources. Additional funding will be sought to enhance,
develop and extend the Trail in
the future.

Council Drops Law Firm Too
Video Of Castro Leads To Calexico Council Reprimand

The Calexico City Council
reprimanded one of their own at
their regular Tuesday meeting
this week.
Councilman Luis Castro was
once again the center of attention
since there was an item on the
agenda to reprimand him for possibly violating the city's Code of
Ethics last week when he
engaged in a verbal confrontation
that was recorded and posted on
Facebook. The video posted on
Facebook shows Castro and
L&A Shuttle Owner Abelardo
Perez in a verbal confrontation
that included foul language.
At the April 7 council meeting, there was an item to reprimand Castro for calling Mayor
John Moreno a "Clown" at a
March
meeting.
However,
Moreno decided to withdraw his
motion to censor him and asked
the Council to learn from their
mistakes and move forward.
Since then and because of the situation between Castro and his
competitor, the item was brought
back for this meeting.
The video begins with Perez
telling Castro that he's recording
to prove that he is the owner of
the bus company. Then the
exchange between the two begins
and the recording shows how
Castro called him a "faggot" and
suggested Perez perform a sex act
on him. The video was shown at
the City Council meeting.
Perez recorded the video
from his cell phone and said
Castro was fixing one of the
Calexico Transit System buses on
the streets of Calexico. Perez said
that he recorded the video to collect evidence that he still owns
his family bus company and his
conflict of interest voting against
other companies that try to come
to serve Calexico.
"Everyone knows he is the
owner of the transportation system and not his son." Perez said.
"I take pictures of you because
you have affected my business by
not excusing yourself and voting
against me on transportation matters. The only way I can prove
that you have a conflict of interest is by taking pictures of you."
Perez told Castro.
Marlene Thomas from El
Centro challenged anyone who
can prove that Castro is the
owner of the bus company to
come forward, but said there are
more important issues that the
city needs to address.
"Your banks are closing and
your schools need to improve and
that should be the focus of this
city council." Thomas said.
Councilman Castro responded by apologizing to the community for his behavior and language, but said it was to defend
himself from harassment. Castro
said he filed a police report of
Perez' harassment and it was
going to the District Attorney's
office.
"I've been harassed by these
people and its embarrassing to
see that video be played." Castro
said. He mentioned that his son
bought the business and has been
the owner since 2008 and denied
that there was no conflict of
interest on his part.
Castro said he will respect the
decision of the Council in whatever action they took.
In the end, the council voted
3-1 to pass the resolution to reprimand him with Castro abstaining.
In other news, the Council
voted 3-2 to rescind the services
of the law firm representing them
but will remain with the city for
the next 30 days while the city
opens it for bids.
This comes after it was discovered that City Attorney
Jennifer Lyon was in the employee retirement system and did not
qualify. The city will receive a
$50,000 in reimbursement from
CalPers that will go back to city
coffers.
Calexico Courts Aerospace Industry At Florida Trade Show

City of Calexico was present
at
the
largest
Aviation
Convention in the nation last
week in an effort to bring aerospace industry to Calexico.
Last week the MRO
Americas Convention was held
in Miami, Florida where
Aerospace companies from all
over the United States gathered to
showcase their products. City
Manager Richard Warne and
Economic
Development
Manager Julia Osuna attended
the convention on behalf of the
city.
Calexico was present thanks
to the invitation from the
Industrial
Development
Commission of Mexicali that
attended the event to promote the
Aerospace Cluster in Mexicali.
The trip was thanks to the
Border Taskforce group created
by City of Calexico and the
Industrial Commission last
March to promote business
opportunities in the CalexicoMexicali area. This is the second
joint promotion effort between
the City and the Industrial
Commission since the beginning
of this partnership.
Economic
Development
Manager Julia Osuna said that the
trip was a positive one since
many of the businesses that were
interested in coming to Mexicali
could also expand and establish
their businesses in Calexico.
"We wanted to promote
Mexicali and specially Calexico
since airplane manufacturers or
assembly work needs to be done
in the United States. We are taking advantage of this to create
well paying jobs for Calexico."
Osuna said.
Osuna mentioned that now
that the airport is being remodel
they can provide the space need
for these companies that are
interested expanding here at the
border areas.
"Overall this was a great trip
and this is part of Calexico plan
to go out there and promote the
city." City Manager Richard
Warne said. "We will continue to
do it and soliciting more businesses to come to Calexico."

The Heffernan Memorial
Healthcare District is seeking
qualified Statements and Letters
of Interest from interested parties
to lease District owned property
in Calexico, Ca, known as the
400 Mary Avenue District property. The District property has
five separate, self contained
offices. The proposed use of the
offices must be for a health or
behavioral health related services
and must conform to all applicable federal, state, county and
local regulations and licensure
requirements. The District is
interested in assisting health
service providers locate in the
City of Calexico and is interested
in providing District assistance to
facilitate health providers establishing health service offices in
Calexico, CA.
The offices have previously been
used as dental offices, professional offices, medical offices
and ADA service offices.
The offices may be inspected by
interested parties by contacting
the District at the address and
telephone indicated below.
Each respondent to this Request
for Statements and Letters of
Interest must provide all the
