Project Details
The Australian Government has committed $894.34 million to the NorthLink WA project, which
comprises the Swan Valley Bypass and the Tonkin Highway grade separations projects.
The Swan Valley Bypass will involve the construction of a 37 kilometre new highway from the Reid
Highway and Tonkin Highway intersection in Malaga to the Great Northern Highway at Muchea,
including upgrades to connecting roads and interchanges with the existing road network. The
Australian Government is providing $669.38 million to this project, comprising $615 million through the
Infrastructure Investment Programme and $54.38 million as part of the $499 million additional
Commonwealth support package for WA infrastructure. .
The Tonkin Highway grade separations project will involve the construction of grade separated
interchanges on the highway at Morley Drive and Collier Road, and a flyover at Benara Road. The
Australian Government is providing $224.96 million to this project, comprising $140.6 million through
the Infrastructure Investment Programme and $84.36 million as part of the $499 million additional
Commonwealth support package for WA infrastructure.
Construction on the Swan Valley Bypass is expected to commence in late 2016 and construction on
the Tonkin Grade Separations is expected to commence in early 2016.

Benefits
The Great Northern Highway forms a key freight route connecting Perth to the north of Western Australia,
and is an important link for the transport of equipment and supplies to mining operations in the Pilbara
region. The existing section of the Great Northern Highway through the Swan Valley is experiencing strong
traffic growth, and the mix of heavy vehicles with light residential and tourist traffic is leading to traffic
congestion and reduced safety and amenity.

The NorthLink WA project is expected to improve freight efficiency and freight network capacity, reduce
vehicle operating costs and provide travel time savings. It will also relieve traffic congestion and improve
the safety of the existing highway through the Swan Valley.
Together, the two components of NorthLink WA will provide a continuous connection from the Perth Airport
area to Muchea and, together with the Gateway WA and Perth Freight Link projects, will form part of a high
standard freight connection through the Perth urban area to Fremantle Port.
