Force Disclosure Manager
Working as part of the Homicide Investigation Team to perform the role of
exhibits officer and disclosure officer. As exhibits officer, responsible for the
management, recording, continuity and safekeeping of all exhibits taken on the
enquiry. As disclosure officer, responsible for assessing, summarising and
scheduling all material gathered on the enquiry.
As exhibits officer:
 Maintain accurate evidential records of all exhibits arising from an
investigation, ensuring both the continuity and integrity of all exhibits

Ensure that each item is considered for evidential value and
investigative opportunity to establish whether an action is to be raised

Responsible for all identification and prioritisation of forensic
submissions in liaison with the Senior Investigating Officer (SIO),
Forensic Area Managers, Forensic Scientists and other relevant experts

Control all movements of exhibits and following liaison with the SIO, to
prepare all forms for the submission of exhibits for further forensic
testing

Responsible for the secure storage and safekeeping of exhibits in
accordance with the Major Incident Room Standard Administrative
Procedures (M.I.R.S.A.P), Government Protective Marking Scheme and
Force Policy and Procedures

Maintain the HOLMES2 database recording all exhibit details including
their movements, storage and disposal. Ensuring that all continuity
statements are submitted to the MIR

Take appropriate action to supervise the rectification of any continuity
omission or failure

Ensure that timely copies of the documentary exhibits are passed to the
receiver

Be aware of contamination issues and to take appropriate preventative
measures

At the conclusion of the case to ensure that all exhibits are properly and
securely archived, returned to the owner or disposed of
As disclosure officer:

Be responsible for the examination and revelation of all relevant unused
material gathered during the criminal investigation by means of
accurate, comprehensive and ethical disclosure schedules

Provide detailed descriptions of relevant unused material, making
decisions as to the sensitivity in accordance with the Disclosure Manual

Apply the disclosure test and highlight material that meets this test by
means of the Disclosure Officer’s report (MG6E)

Be responsible for preparing material that meets the disclosure test,
editing this material appropriately if directed to disclose items to the
defence

Liaise with the Senior Investigating Officer (SIO), the Prosecutor and
Prosecuting Counsel in relation to disclosure issues

Advise the SIO and CPS in relation to third party issues, material that
undermines the prosecution case and material that assists the defence
case. Including identifying where there is a need to apply for a witness
summons in order to secure this type of material

Liaise with the Exhibits Officer on all matters surrounding disclosure of
exhibits
Joint responsibilities:

Execute search warrants, seize evidence and apply to a judge for access
to confidential material

Attend case conferences, where appropriate, with CPS and Prosecuting
Counsel in respect of all matters relating to the disclosure of material
and exhibits on behalf of the SIO



The hours of work are 36.5 hours a week at times agreed by management. Core
operating hours are 08:00-18:00. Duties may vary according to local operational
