Profile Owner: POLICE STAFF ROLE SPECIFIC INFORMATION Job Title: Exhibits & Disclosure Officer Generic Role Business Support Profile: Salary Band: Band C Operational / Non Operational Role Vetting Level: Reporting to: Specific Role Purpose: Specific Role Responsibilities: Non Operational Force Disclosure Manager Working as part of the Homicide Investigation Team to perform the role of exhibits officer and disclosure officer. As exhibits officer, responsible for the management, recording, continuity and safekeeping of all exhibits taken on the enquiry. As disclosure officer, responsible for assessing, summarising and scheduling all material gathered on the enquiry. As exhibits officer: Maintain accurate evidential records of all exhibits arising from an investigation, ensuring both the continuity and integrity of all exhibits Ensure that each item is considered for evidential value and investigative opportunity to establish whether an action is to be raised Responsible for all identification and prioritisation of forensic submissions in liaison with the Senior Investigating Officer (SIO), Forensic Area Managers, Forensic Scientists and other relevant experts Control all movements of exhibits and following liaison with the SIO, to prepare all forms for the submission of exhibits for further forensic testing Responsible for the secure storage and safekeeping of exhibits in accordance with the Major Incident Room Standard Administrative Procedures (M.I.R.S.A.P), Government Protective Marking Scheme and Force Policy and Procedures Maintain the HOLMES2 database recording all exhibit details including their movements, storage and disposal. Ensuring that all continuity statements are submitted to the MIR Date: Version: Take appropriate action to supervise the rectification of any continuity omission or failure Ensure that timely copies of the documentary exhibits are passed to the receiver Be aware of contamination issues and to take appropriate preventative measures At the conclusion of the case to ensure that all exhibits are properly and securely archived, returned to the owner or disposed of As disclosure officer: Be responsible for the examination and revelation of all relevant unused material gathered during the criminal investigation by means of accurate, comprehensive and ethical disclosure schedules Provide detailed descriptions of relevant unused material, making decisions as to the sensitivity in accordance with the Disclosure Manual Apply the disclosure test and highlight material that meets this test by means of the Disclosure Officer’s report (MG6E) Be responsible for preparing material that meets the disclosure test, editing this material appropriately if directed to disclose items to the defence Liaise with the Senior Investigating Officer (SIO), the Prosecutor and Prosecuting Counsel in relation to disclosure issues Advise the SIO and CPS in relation to third party issues, material that undermines the prosecution case and material that assists the defence case. Including identifying where there is a need to apply for a witness summons in order to secure this type of material Liaise with the Exhibits Officer on all matters surrounding disclosure of exhibits Joint responsibilities: Execute search warrants, seize evidence and apply to a judge for access to confidential material Attend case conferences, where appropriate, with CPS and Prosecuting Counsel in respect of all matters relating to the disclosure of material and exhibits on behalf of the SIO Attend court and give evidence as required Carry out any other duties commensurate with the role/grade Date: Version: SPECIFIC COMPETENCIES REQUIRED FOR EFFECTIVE PERFORMANCE Knowledge & Experience This section should detail the requirement of previous experiences and knowledge gained from academic qualifications if appropriate. e.g. significant experience of administrative duties, degree level educated. Essential: Desirable: Working knowledge of legislation and guidelines, namely; Criminal Procedure & Investigations Act 1996 (as amended) Codes of Practice Attorney General’s Guidelines Disclosure Manual Major Incident Room Standardised Administration Procedures (MIRSAP) Health & Safety Previous investigatory experience Previous experience of working in a major incident room environment Knowledge and practical experience of the Major Incident Room Standardised Administration Procedures Skills This section should detail the competency requirement which could be developed through non formal training. e.g. effective time management, influencing and negotiating, effective communication including written and verbal. Refer to skills database for core operational skills Essential: Effective communication skills using a variety of methods to ensure clear, accurate and appropriate sharing of information The ability to produce detailed, concise and accurate reports with appropriate summaries Requirement to hold a full UK driving license and pass the WMP driving test to drive Police vehicles escorting members of the public where necessary Desirable: Experience of delivering briefings, addressing meetings and giving presentations Date: Version: Hours of Work and Flexibility: Requirement to travel out of the force area where required in an investigation, taking account of individual circumstances The hours of work are 36.5 hours a week at times agreed by management.
