Democratic Call to Caucus
Whereas, it is the duty of the Manassas & Manassas Park Cities Democratic Committee (MMPCDC) to issue the Call to Caucus for
the purpose of nominating Democratic candidates for the 50th Legislative District, Clerk of the Court, and Sheriff. There will be a
primary to determine the Democratic Senate candidate on June 9.
The Manassas & Manassas Park Cities Democratic Committee hereby issues the Call to Caucus to convene an unassembled caucus at
7 p.m. to 8 p.m.., Monday, May 4, 2015 at the Manassas City Hall Council Chambers at 9027 Center Street in Manassas, Virginia
20110 for the purpose of electing Democratic Candidates within the 50th and 13th Legislative District. Participants may live in
Manassas City, Manassas Park and Prince William County. The following provisions shall govern the caucus, to wit:
1. Candidacy for Office Pre-filing: Those wishing their names to be placed on the ballot at the Caucus shall pre-file their declaration
of candidacy by 8:00 p.m. May 1, 2015, with the MMPCDC Chair, via postal mail at EJ Scott, 10127 Grant Avenue, Manassas VA
20110 or by email at [email protected] or in person. Only those properly pre-filed may have their names on the caucus ballot
as a candidate. If the correct number or less properly file as a Candidate, they may be declared nominated as the candidate
pursuant to their vetting as a Democrat who will uphold the principles of the Democratic Party and the caucus will be cancelled.
However, residents are encouraged to come to the Caucus location and meet the candidates.
2. Candidate Administrative Fee: There shall be an administrative fee of fifty dollars ($50.00) for each person filing as a Candidate,
payable to the MMPCDC. There is no fee to attend and participate in the Caucus for voters.
3. Notice Requirements: The MMPCDC shall publish the time, date, and location of the Caucus at least 7 days prior to the Caucus.
All notices may be published in a paid political advertisement in a newspaper of general circulation or post the announcement on
the Democratic Party of Virginia website and/or posted on the local committee website and email notices and a press release.
Notice of the pre-filing deadline may be published in one of the above noted manor to obtain general circulation in the locality of at
least 7 days before the pre-filing deadline. In lieu of a newspaper ad, a committee may post the announcement on the Democratic
Party of Virginia website, posted on the local committee website and send email notices and a press release should be sent out.
4. Conduct the Caucus: The doors to the Caucus will be opened at 7:00 p.m. Persons must identify themselves as a Manassas City,
Manassas Park City or a Prince William County Caucus voter.
Every person who participates in the caucus must complete a participation form and sign a statement stating that they are a
Democrat and not a member of any other political party, does not intend to support any candidate who is opposed to the
Democratic nominee in the upcoming November 3rd, 2015 general election. Each participant will be certified as a voter in Virginia’s
13th or 50th Legislative District.
Caucus participants may begin voting at 7:00 p.m. After ones vote has been cast, participants may leave the caucus at their leisure.
The doors to the caucus will be closed at 8:00 p.m. and no further persons may enter except those in line prior to 8:00 p.m., who
will be permitted to complete the check-in process and will be permitted to participate.
The Teller will tally the votes. The candidate receiving the most votes will be declared the winner.
5. The Chair of the MMPCDC or his/her designee shall act as the Permanent Chair of the Caucus. The Chair will appoint other
Officers of the Caucus to include a Teller to conduct the vote count and others as is deemed appropriate. The order of the Caucus
shall be determined by the Chair of the Caucus, subject to the approval of the Caucus participants, Robert’s Rules of Order, and the
Virginia Democratic Party Plan.
6. Affirmative Action: It shall be the duty of each local precinct Democratic chair and the members of each local Democratic
Committee to take all feasible steps to encourage broad participation in the nominating process. Discrimination on the basis of race,
sex, age, color, national origin, religion, ethnic identity, disability or economic status in the nominating process is prohibited.
7. Call Distribution: It shall be the duty of the MMPCDC Chair or her appointee to distribute a copy of the Call to Caucus. It shall
further be the duty of the MMPCDC to cause this Call to Caucus to be publicized through the news media of Manassas & Manassas
Park as is feasible.
