Student Emerging Leaders Program
Congressional Black Caucus
and
Congressional Hispanic Caucus
Program Overview
The Student Emerging Leaders Program, a partnership of Montgomery County Public Schools
(MCPS) and the Montgomery County Business Roundtable for Education (MCBRE), is designed
to nurture student interest in national, state, and local government by engaging and inspiring
students to become the next generation of Black and Hispanic leaders through a combination of a
mentoring relationships, peer-to-peer engagement and accountability, and interactive student
debate.
Rising sophomores (current freshmen) from each high school who are eligible based on program
criteria will have the opportunity to apply via online application and be selected to participate in
the Congressional Black Caucus Annual Legislative Conference scheduled for
Wednesday, September 24, 2014, and the Congressional Hispanic Caucus Annual Legislative
Conference scheduled for Wednesday, October 1, 2014. Both conferences will be held at the
Washington Convention Center, 801 Mount Vernon Place NW, Washington, D.C. 20001.
Conference and transportation costs to and from the Carver Educational Services Center (CESC),
850 Hungerford Drive, Rockville, Maryland 20850, will be covered. Detailed transportation
information will be sent to selected students and posted on the website at
http://www.montgomeryschoolsmd.org/departments/studentaffairs/sao/emergingleaders/index.shtm.
Student absences from school for the fall conference and spring reception are approved.
Application and Selection Process Overview
Application and Commitment Form deadline—Friday, April 11, 2014
 Successfully complete the online application. The online application may be found at
http://tpilot.mcps.k12.md.us/tpilot/schools/sga/selpregistration.tp3. No user ID is needed,
just click on “request.”
 Fax the signed student commitment form to Mrs. Sandra Marmol Kreisberg, administrative
secretary, Department of Student Services, at 301-279-3207 or scan and send via e-mail at
[email protected].
 Be selected to participate in the program by the review board comprised of MCBRE and
MCPS staff members.

Timeline for Selected Students
August/September/October 2014
 Attend a preconference meeting to receive up-to-date information, meet with fellow
participants, and be introduced to your professional advisor, a volunteer who will work
specifically with you throughout the program.
 Attend either the Congressional Black Caucus or Congressional Hispanic Caucus Annual
Legislative Conference.
 After participating in a legislative conference, students will vote on a series of topics they
believe are the most important topics affecting their communities. Student groups then will
be assigned a position (pro or con) on a topic or issue and, working with their professional
advisor and group, research and prepare their position in a debate format.
September 2014–January 2015
 Students meet three separate times with their assigned group and professional advisor to
research and discuss the assigned position before the mock debate at the Issues Debate.
Students will be placed in groups that are geographically close to other group members
and/or their professional advisor. If a student cannot attend a meeting, a maximum of one
meeting may be made up via teleconference.
February 2015
 Students must attend the Issues Debate, Tuesday, February 10, 2015, with their professional
advisor and other group members to defend their position during a mock debate. At this
event, students also may participate in discussions on youth-related bills that are currently
before the Maryland General Assembly. Guests are invited to attend.
February or March 2015
 Students completing all requirements are invited to attend, with one guest, a reception
with Congressman Christopher Van Hollen (date to be determined).

members and/or their professional advisor. If a student cannot attend a meeting, a maximum
of one meeting can be made up via teleconference.
Issues Debate
 On Tuesday, February 10, 2015, 6:00–8:30 p.m., in the CESC auditorium, 850 Hungerford
Drive, Rockville, Maryland 20850, students will participate in a mock debate on the assigned
topic/position and take part in the discussion on several youth-related bills currently filed in
the Maryland General Assembly.
The Issues Debate snow date is Thursday,
February 12, 2015.
Congressional Reception—February or March 2015, 4:30–6:00 p.m., (date to be determined)
